This paper is to emphasize on important of reading books and leading instruction at the age of multi-media. And this paper observes the promotion of reading books fer children in all the world. Especially the role of public library is important for the promotion of reading books fur children. According]y this paper present plans for the promotion of reading books for children successfully. The role of public library is a mediator for book and children. We have to restore storytelling culture for forming cooperative culture and healing heart pain in the public library. And We have to found a children's library around the children's life, especially in the local government. We have to train children's librarian Immediately In educational institution. We have to enhance the specialization of children's room librarian in the public library.

The purpose of this research is to identify critical factors for facilitating school library reading programs and to develop guidelines for school library development. For this. relevant studies including several school library case studies were reviewed and analyzed. Also a survey was conducted for school library personnel. The survey findings showed that there was still lack of consensus on defining school library reading programs or school library use programs. Moreover, it is also found that in most cases school libraries neither have professional school librarians nor provide appropriate training to them. As a result it is recommended that for developing effective reading programs, school libraries need to fix the current problems and try to develop collection development plans for supporting reading programs, in cooperation with classroom teachers to develop library reading programs as a part of the curriculum. and ultimately with local public libraries.

In this era of information, the public library takes a important role in the local community. In several years, public libraries have been proliferated in our society. However, there have not been specific planning standards of space size for construction of public library. The situation has lead the local governments to the need of consulting for the construction and management of library in search of appropriate guideline. The research paper focuses on the result of consulting support project for construction and management of public library. It examines total 11 libraries which were consulted from 2009 to 2011. It examines the configurational differences between the first scheme from the local government and the final scheme after the consulting, and the percentages of gross areas of each parts of library, reference and reading area, office area, education and cultural area, and public common use area. The analysis concludes that reference and reading area increased by 6.4% from 34.1% to 40.5%, and public common use area reduced by 6.1% from 30.2% to 24.1%, which represents a certain tendency of the configuration ratio of the each parts. Thus, the paper could be a starting point of establishing planning standard of space size for public library.

The free learning semester system focuses on the activation of career education of middle school students as an educational policy that links career recognition in elementary school, career search in middle school, and career planning in high school. This system was fully implemented in 2016 and public libraries also provided various programs. This study analyzed the free learning semester system programs of public libraries in Busan city and demonstrated the contribution of local development. As a result, career and job search, career exploration and experience, and information literacy enhancement programs contributed to local knowledge culture, reading culture, learning culture, living culture and leisure culture. However, contribution of reading exhibitions, job experience, information literacy enhancement to the leisure culture and local economy were limited. Therefore, it is desirable that all libraries should add programs related to knowledge ecosystem structure, digital information gap, human healing, social environment issues, future job prospects, and provide information literacy programs.

This article utilizes interdisciplinary methods in order to critically review the existing research on the Mother Goddess of Champa: Po Inâ Nâgar. In the past, Po Inâ Nâgar has too often been portrayed as simply a "local adaptation of Uma, the wife of Śiva, who was abandoned by the Cham adapted by the Vietnamese in conjunction with their conquest of Champa." This reading of the Po Ina Nagar narrative can be derived from even the best scholarly works on the subject of the goddess, as well as a grand majority of the works produced during the period of French colonial scholarship. In this article, I argue that the adaption of the literary studies strategies of "close reading", "surface reading as materiality", and the "hermeneutics of suspicion", applied to Cham manuscripts and epigraphic evidence-in addition to mixed anthropological and historical methods-demonstrates that Po Inâ Nâgar is, rather, a Champa (or 'Cham') mother goddess, who has become known by many names, even as the Cham continue to re-assert that she is an indigenous Cham goddess in the context of a majority culture of Thành Mẫu worship.

The Ministry of Education and Human Resources Development is propelling the estabilishment project of Internet-based School Library Information System for prepares a foundation of resource sharing and inter-school library loan, to improvement of DB construction's efficiency and to reduces a maintenance's burden of local information system. This system adapted the Dublin Core based DLS-I metadata to accommodate teh network resources and conventional MARC, it will be able to use easily. But this system does not consider metadata for reading instruction that the important element of school library service. Thus, this study is review to the necessity of description on the reading and reading instruction beside of bibliographic data, extracts a metadata elements of reading and reading school library information system(DLS-I metadata)

As we enter the 21st century. Korean libraries have embarked on a journey of change. The reason that libraries in Korea have sought to achieve dynamic changes is that various citizens' organizations have analyzed the issue from their point of view deduced the problem. conveyed this to the general public and thus revitalized the structure of mutual understanding in reaching a solution. The two most notable civilian organizations active in the Korean library area are 'the National Union for Revival of School Libraries' and 'the Citizen Action for Reading Culture'. This study examined the history and activities of these organizations and investigated how they worked with the central and local governments for improving school and public libraries and for promoting reading.

This study aims to secure basic data for the development of locally customized reading culture programs by closely examining and analyzing the reading practices of local library users, their evaluation and improvement of existing reading culture programs, and the types and directions of reading culture programs they would like to see in the future. To this end, a survey was conducted among users of public libraries in the Busan area and the results were analyzed. The survey was conducted online and offline, with 609 respondents. Based on the results of this study, the following implications can be drawn: First, the definition of reading activities is expanding beyond traditional paper books to various digital media, and it is necessary to reflect this change in future program development. Second, as lack of time and lack of information were identified as the main reasons for non-participation in reading activities, libraries and related organizations should offer programs at more flexible times and expand participation opportunities through effective promotion strategies. Third, the continuity and diversity of library reading culture programs should be strengthened, and fourth, they should be differentiated in terms of topics, time, size, and type by age group. Finally, programs should be improved through continuous user surveys. The results of this study can be used as a basis for improving and developing library reading culture programs in the future.

The local bookstore direct loan service for users' requests in public libraries, which was launched in Gyeonggi Province, is a creative new service that has led to the revitalization of the local economy through the rise in sales of local bookstores and high user satisfaction. However, it is a service in which positive and negative reactions coexist as negative opinions are presented on the deterioration of the quality of public library books due to overlapping needs for desired books by users. Therefore, several ways of improving for local bookstore loan service in public libraries through a survey of public libraries, local bookstores, and users were suggested in this study. The local bookstore direct loan service for users' requests, which is a creative cooperation plan between public libraries and local bookstores, needs to constantly improve its services by increasing book purchase cost, organizing a steering committee for continuous communication and collecting plans through research on the book purchase cost. Also, it is necessary to improve its services by enacting regulations expanding reading culture services expanding the number of healthy users and fostering various local bookstores.

The public library strives to foster information use by the public, cultural activities, reading, and life-long education. Public libraries are firmly rooted in local societies providing services that reflect the needs and characteristics of those local communities, while at the same time are structured in a coherent nation-wide network. This study examines practices of managing local cultural contents and proposes ways in which public libraries, as central information hubs in local communities, can provide diverse knowledge information and cultural programs, and local culture contents.
