GMDSS-the Global Maritime Distress and Safety system which is utilizing the new technologies such as satellite communication system, DSC and NBCP-is effectuated not only by the amendment of SOLAS but also by the conference of RR and IMO's MSC, and will be the major factor of the variation of the demand and supply of Radio Operators. To cope with the GMDSS voluntarily, regulations relating to the radio installation, the posting of Radio Operators, the bounds of duty, etc. must be established and the demand and supply of Radio Operators which take charge of the system must be accomplished pertinently. In this study, the authors suggested some practical schemes to improve the effect of policy as follow. 1. The Ministry of Communication must supervise strictly the arrangement of Radio Operators, especially relating tot he legally qualified complement of Radio Station, and must review the official certification system to upgrade the quality of Radio Operators. 2. The Ministry of Communication must take overall charge of the qualitifications and technical standards of Radio Operators, the extent of their engagement, etc. which are provided by International Regulations. 3. Relating Administrations must cooperate with Shipping Companies in onboard-training to foster and ensure the manpower of Radio Operators. 4. Institutional devices to drive the resolute investment in education and training for mariners, especially for the ship's officers, must be prepared. 5. The Communication Administration and the Korea Maritime and Port Adminstration(KMPA) must cooperate mutually in the balance of the demand and supply of Radio Operators and use make their best to realize more harmonious policies on the demand and supply of manpower.

Ship's Bunkering Business is one of the essential businesses creating added values of the port as a hub for a stream of the international logistics. Regulatory considerations of ship's bunkering business should be made to create a more relevant system and stabilize the bunkering industry so that the ports may produce more substantial added values. This paper suggests revisions the Harbor Transport Business Act, the Marine Transport Act, putting forward an idea of unifying safety management systems, establishing a guideline for bunker quality managements, and changing the laws regarding any wrongdoings of bunker suppliers. In conclusion, in order to increase the managerial integrity of the bunkering operators, reasonable burdens should be distributed across the government, refinery companies and ship-owners to achieve a more balanced state and enable long-term development to advance the business at issue, following a step-by-step approach to amend the contract practice, the laws and the systems.

Recently the large shipping companies are reducing a port of call to cut down on expenses related to the large size of ship for economy of scale. Due to this, it is necessary to work out a strategy to overcome the severe competition among ports. According to the importance of port marketing, there were many studies on port marketing. But previous studies for domestic port marketing are considered more importantly Products, Price and Promotion than Place of the 4Ps of marketing mix strategy. But it has to preferentially consider the place strategy in Busan Port because the best advantage is geographical position. So this paper shows the strategic plan of Place Marketing.

The variations of marine accidents and ship's insurences are measures for assessing the effects of ISM Code implementation, bemuse expenses for the treatment of ship accidents and compensations for the loss have an effect on the ship's insurence. In order to understand the results and accmplishements of ISM Code implementation in Korea, the rise and the fall of marine accidents and ship's insurences were analyzed and examined in domestic shipping companies from one year before implementation to eight years after implementation of ISM Code. As the result of analysis, compared with the period of a year before implementation of ISM Code, the decrease of about 14.4% in marine accidents was shown in the 8th year after ISM Code implementation in Korea, and ship's insurance rates tended to decrease from year to year.

The aim of this study is to consider the physical distribution system of assembly supplied from $1^{st}$ supplier and module corporation to automobile assembly plant through analysis of existing literatures and interview survey. The major findings of this study are as follows. Parts supply of automobile are to bind together with many regional parts supplier than using multi frequency and small delivery of JIT. Regional physical distribution center of joint parts and integrated physical distribution information center is to be installed in neighboring region of automobile assembly plant in order to reduce the transport cost by designating and activating multiple physical distribution and transport companies in each automobile assembly plant and turning into effective high volume shipping system.

Wind energy began to receive attention as a new alternative fuel since 20 years ago and is growing as a booming global business model. Global wind power generation in the world has been continuously increasing for the past 10 years, accounting for over 30% of cumulative rate compared to total power generation. Global demand for wind power generation is gradually expanding due to restriction on carbon emission and environmental problems caused by increased greenhouse effect. Accordingly in this study, current transportation routes are classified into three types including access-priority route, economics-priority route, and convenience- priority route depending on distribution characteristics of wind power equipment in order to suggest transportation methods other than ships. The three types of transportation route that this study declared can make the Wind power equipment manufacturing companies can judge not only the duration of transportation but also effectiveness and economic feasibility. It means that the manufacturers can analyze and compare the effectiveness and economic feasibility, which are proceed by the shipping company and freight forwarder until now days.

Recently, pirate incidents involving passing ships have been continuously occurring in the seas southwest of the Philippines, the Sulu Sea and the Celebes Sea. Pirates in these areas are members of the "Abu Sayyaf Group", which consists of Islamic armed rebels. They have abducted and confined 59 ship crews over the last 13 months to obtain money for group operations. The activities of these pirates, abducting and killing crews, have became a significant threat for marine security in the Sulu and Celebes Seas and for logistic activities in Asia. This study examines and analyzes 22 recent incidents in terms of ships gross tonnage, kind, nationality, incident time, location, etc. The identity of the Abu Sayyaf Group, which has been committing this piracy and represents the de facto power behind the actors responsible, is also unpacked, along with current challenges to resolving these conflicts. Finally, responses passing ships, shipping companies, related countries and the international community should make are proposed.

Due to COVID 19, the global economy is facing a crisis situation, and in the export-oriented industry, companies must consider survival. The government and industry are striving to revitalize exports in a number of ways, and with restrictions on non-face-to-face export activities, they are contemplating various ways to implement non-face-to-face export marketing. Among them, various studies are being conducted in various industries on the part of conducting an online exhibition. In particular, the shipbuilding and offshore industry is a major export industry, and offline exhibitions held around the world were an important opportunity for marketing, and the use of online exhibitions to substitute for them is urgently needed. In this study, we study AR, VR, MR, etc., which are various element technologies necessary for building an online exhibition hall suitable for the shipbuilding and marine industry, and how they are applied to online exhibitions.

Recently, the demand for LNG(Liquefied Natural Gas) increases in our country and all over the world as well as building order for LNGC Because LNG is very dangerous cargo, the special know-how and attention for cargo handling to prevent an accident is required and big demand for deck officers in future is expected Thus, more specific and systematic education and training program by means of investigating the status of national LNGC officer's education and training. To accomplish this, IMO regulation and LNGC education program for Korea Institute of Maritime and Fisheries Technology, national shipping companies and Japanese T company were analyzed.

In recent years, the transportation sector has been undergoing very rapid and multifarious changes due to the M&A, alliances between shipping companies, introduction of larger container ship as it cost reduction measure and the application of integrated logistics to satisfy the needs of customers. Therefore, container terminal is required adequate terminal facilities, sufficient channel depth, efficient handling and low cost of port fees and dues. The purpose of this paper is for functional assessment of efficient container terminal. Firstly, the container operating process information about yard equipment and chassis is extracted through the analysis of practical daily work report of container terminal. Also, the formulae of skill factor and troubles of operator on transfer crane are defined. Lastly, container handling simulation model which consideration of skill factor and trouble of operator is proposed by Petri network model.
