공공부분 성과평가에 대한 공정성 지각이 조직성과에 미치는 영향에 관한 연구 (A Study on the Influence of Justice Perceived in the Performance Evaluation on Organizational Performance in Public Sector)

  • The importance of performance management has been on the rise, which led to public sectors utilizing BSC performance management system as a tool for adaptability, effectiveness, efficiency, and reorganizational abilities by the public sectors. However, due to lack of fairness of evaluation of performance management, it is difficult to expect high level of acceptance by organizations. Therefore, the purpose of the research is to analyze the acceptance of performance management system by organizations via stabilizing the system within the organization group. The research will utilize BSC performance management system of private sectors to introduce the system to public sectors to show the correlation between fairness of performance management and acceptance of performance management. Theoretical background for correlation between fairness of performance management and acceptance of performance management was created through reviews of documents and theories focusing on performance management. The methodology of the research was shaped through surveying members of organizations of public sectors. To analyze the findings of the data SPSS was exploited to find the statistics regarding frequency, degree of reliability, relevance, and recurrence. To summarize the research findings, the perception of performance management by organization members of public sectors shows positive correlation between fairness and acceptance of performance management, also acceptance of performance management shows positive correlation regards to organization performance. In spite of the findings of the research, the fairness and distribution of performance management was not great. Limitation occurred due to lack of perception and knowledge of performance management of respondents of the survey.

지속적 개발의 '지속성' 개념에 관한 법학적 접근 (Legal Approach to the Concept of 'Sustainability' in Sustainable Development)

  • In its Declaration of Principles, the United Nations Conference on Environment and Development recommends that, "to achieve sustainable development and a higher quality of life for all people, states should reduce and eliminate unsustainable patterns of production and consumption...." This notion of sustainability lies at the core of many "commons" problems, where the central issue is to enable "individuals to sustain long-term, productive use of natural resource systems". In other worlds, a common definition of "sustainability" captures the idea of aligning human consumption with the capacity of ecological systems to supply, over a long period of time, such natural resources as air, soil, or water on which production depends. The concept of sustainability raises all sorts of political, social, and economic questions about the distribution of environmental protection. For sustainable community development to be addressed, these questions must be raised. In order to convince different citizenry of the necessity of sustainability, these questions must also be answered. This is where questions of equity, justice, and fairness arise. Sustainability and equity require that we deal with nature as an undivided whole, with no part being unsustainable. Sustainability and social policy also requires that we deal with the human population as an undivided whole. We simply cannot move people around the planet to either perpetuate past practices of earth exploitation or to implement sustainable planning. Everyone must work with the people inhabiting sensitive ecological areas, especially areas of regeneration. In the sustainable global community, we are as strong as our weakest link, or our most toxic community. This is the undeniable driving force for the infusion of equity into the sustainable development debate.

정당 지지에 대한 세대별 차이 고찰 (An Empirical Study on Difference of Approval Rate for the Political Parties among Generations)

  • The purpose of this study is to observe whether intergenerational differences exist in support among major Korean political parties and, if so, how they exist, based on the results of the survey conducted nationwide. To achieve the purpose of the study, a questionnaire was prepared based on conjoint analysis, and the collected data was analyzed by applying a random parameter logit model. The main results of model analysis are summarized as follows. First, among the policy variables, statistically significant results were observed in the generation of 20s and 30s for the education variable. It was found that both 20s and 30s aimed for equal education at a higher level than other generations. Especially, the highest intensity aim for equal education culture was observed in the 20s. Second, the coefficients of major political parties were observed with a high level of statistical significance. This appears to be a result suggesting that voters decide on their voting behavior through thorough policy comparisons in addition to comprehensive consideration on various current issues. Third, a clear support for conservative parties was observed in the generation of 20s. A clear and intense distribution of preference for political parties classified as conservatives was observed in the 20s generation, which can be said to be mainly college students. This seems to be a profound founding related to the issue of "conservatization of the 20s," which has recently become a hot topic in Korean society. Fourth, a high level of support for progressive parties was observed in the 30s and 40s. The Justice Party can be classified as a minority party in the National Assembly House as of January 2019. Nevertheless, it was maintained at a relatively high level in national recognition, and it is presumed that the background was high level of support from the 30s and 40s. Fifth, a large level of standard deviation was observed in the preference for conservative parties in the 50s. This means that some respondents who are in their 50s or older strongly support the Liberty Korea Party, and some respondents in the same generation strongly disapprove it. Due to this countervailing power, it seems that the average support level for the Liberal Korean Party is low in the generations of 50s and older.?

남·녀 고등학생의 심리적특성과 의복행동에 관한 연구 (The Psychological Characteristics and Clothing Behaviors of Boys' and Girls' High School Students)

  • The purpose of this study was to identify egocentrism, self-consciousness, and body cathexis between Boys' and Girls' high school students. It helps us to understand them. Also we investigated the correlation between psychological characteristics and clothing behavior of high school students. The questionnaire were administered to 630 boys' and girls' high school students living in Jinju, Gyeongnam, and the data were analyzed by Frequency, Factor Analysis, Pearson's Product Moment Correlation, ANOVA, Multiple Regression Analysis and Duncan test. Egocentrism of high school boys and girls showed middle levels of mean and distribution, and sympathy was the highest at coeducation high School whereas a sense of justice was the highest at boys' high school. Self-consciousness was high level at both boys' and girls' high school, but public self-consciousness was higher than personal one. Both of them were higher in girls' than in boys'. Also body satisfaction was a little high and boys satisfied with their faces, busts, and whole body more than girls. There were significant differences among dressing for others, clothing interest, psychological dependence, exhibition except conformity. Girls have dressing for others, clothing interest, and exhibition more than boys. There were significant positive correlations among dressing for others, clothing interest, psychological dependence, and conformity whereas exhibition was negatively related to clothing behavior. Public self-consciousness, appearance, and popularity were the most influential variables to dressing for others. Also gender was proved to be one of the most influencing factors on students' clothing behavior.

외국인근로자의 문화적응과 조직공정성이 조직몰입에 미치는 영향에 관한 연구 (A study on the Influence of Acculturation and Organizational Fairness on the Organizational Commitment of Foreign Labore)

  • 외국인 근로자의 양적 팽창은 사회적인 문제뿐만 아니라 효율적인 인력관리라는 질적 측면을 함께 고려하여할 필요성이 제기 되고 있다. 본 연구에서는 외국인노동자의 효율적인 인력관리방안으로 외국인 근로자의 조직에 대한 헌신과 소속감, 애사심을 높이기 위한 방안의 하나로 문화적응 과 조직의 공정성이 조직몰입에 미치는 영향 및 각 변수간의 사회적지지 조절효과를 보고자 한다. 본 연구결과는 다음과 같다. 문화적응과 조직공정성은 조직몰입에 정적인 영향을 미치는 것으로 나타났으며, 이 중 분배공정성은 규범적 몰입에 가장 많은 영향을 미치는 것으로 나타났으며, 상호작용 공정성은 정서적 몰입과 지속적 몰입에 가장 많은 영향을 미치는 것으로 나타났다. 또한 사회적지지의 조절효과가 부분적으로 나타났다. 그러므로 외국인노동자의 생산성을 향상시키기 위해서는 조직몰입을 높이는 것이 필요하며, 이를 위한 방안으로 문화적응과 조직공정성의 수준을 향상시켜야 하며, 외국근로자의 사회적지지를 강화하는 수단이 요구된다.

The Current State and Legal Issues of Online Crimes Related to Children and Adolescents

  • There are two categories of online crimes related to children and adolescents: those committed by adolescents and those committed against children and adolescents. While recent trends in criminal law show consensus on strengthening punishment in cases of crimes against children and adolescents, there are mixed stances in cases of juvenile delinquency. One perspective emphasizes strict punishment, whereas the other emphasizes dispositions aligned with human rights. While various forms of online crime share the commonality in that the main part of the criminal act occurs online, they can be categorized into three types: those seeking financial gain, those driven by sexual motives, and those engaged in bullying. Among these, crimes driven by sexual motives are the most serious. Second-hand trading fraud and conditional (sexual) meeting fraud fall under the category of seeking financial gain and occur frequently. Crimes driven by sexual motives include obscenity via telecommunication, filming with discrete cameras, child and adolescent sexual exploitation material, fake video distribution, and blackmail/coercion using intimate images/videos ("sextortion"). These crimes lead to various legal issues such as whether to view vulgar acronyms or body cams that teenagers frequently use as simple subcultures or crimes, what criteria should be applied to judge whether a recorded material induces sexual desire or shame, and at what stage sexual grooming becomes punishable. For example, sniping posts, KakaoTalk prisons, and chat room explosions are tricky issues, as they may or may not be punished depending on the case. Particular caution should be exercised against the indiscriminate application of a strict punishment-oriented approach to the juvenile justice system, which is being discussed in relation to online sexual offenses. In the punishment case of online crime, juvenile offenders with a high potential for future improvement and reform must be treated with special consideration.

세계화와 한국 사회복지의 비판적 검토 (Globalization and Critical Review for the Korean Welfare State)

  • 이 연구는 세계화라는 맥락에서 신자유주의, 사회복지 축소, 제3의 길이라는 상호관련된 주제들을 분석하고 있다. 통합된 세계경제체제에서 이루어지는 자유화, 규제 철폐, 민영화로 정의되는 신자유주의적 세계질서는 국제 금융자본의 세계질서를 강화함으로써 개별 국민국가의 자율성과 사회복지적 개입, 그리고 민주주의 원칙을 불가능하게 만들고 사회복지정책을 경제정책에 예속시킨다. 더욱이 서구 복지 선진국들은 복지와 성장, 축적과 정당화라는 상충적 요소의 공존이 필연적으로 위기를 만들어내며, 이 위기는 어느 한쪽을 완전히 포기하지 않고는 해결되지 않는다는 분석이 있다. '생산적 복지', '노동하는 복지'를 강조하는 제3의 길은 신자유주의의 변형에 지나지 않는다는 비난에도 불구하고 영국과 독일 등의 좌파 정부들이 채택하고 있는 노선이다. 그러나 세계화를 배경으로 한 우리나라의 경제위기는 대량의 실업과 빈곤의 양극화를 심화시켰고 빈약한 사회복지는 이를 더욱 악화시키고 있다. 유럽과는 상이한 역사적 과정과 정치경제적 환경을 배경으로 하고 있는 우리나라에서 제3의 길에 대한 논의와 성급한 복지위기 논쟁은 결코 수용될 수 없을 것이다.

  • 기업 경쟁력의 원천은 사람이며, 성공 핵심은 사람들의 능력과 협력에 달려있다. 따라서 종업원들의 직무만족과 업무몰입을 위해 CEO는 윤리경영을 실천하고자 다각적인 노력을 해야 한다. 경쟁은 물론이고, 고객의 자산을 관리해야하는 증권회사의 경영자도 수없이 많은 윤리적 이슈와 문제에 직면해 있다. 금융환경은 더 복잡해지고 증권사에 대한 요구도 증가하고 있다. 이러한 현실을 고려할 때, 어떻게 윤리 차원의 사회적 요구를 받아들이고 의식 수준을 변화시킬 것인가, 어떻게 기관 내부의 풍토로 정착시켜야 할 것인가 하는 문제는 중요한 관리대상이 되고 있다. 또한 이러한 윤리경영이 조직 구성원의 업무몰입에 어떤 영향을 미칠 것인가를 파악해 볼 필요가 있다. 본 연구는 이러한 연구목적을 바탕으로 증권회사 CEO의 윤리경영의지가 종업원의 심리적 성과변수인 조직몰입에 영향을 미치는 정도를 확인하고자 하였다. 연구를 통해 금융기관장들은 기업윤리 위반의향이 유발되지 않도록 경영제도를 개선하고, 기업윤리 준수의향을 향상시키는 방안을 모색할 필요성이 제기되었다. 또한, 증권회사 CEO는 구성원들의 협력을 유도할 수 있는 참여적 방식에 바탕을 둔 민주적 경영관리와 윤리의 정당성에 초점을 두고 경영방침을 세워야 할 것이다. 아울러 민주적 리더십과 윤리경영을 발휘하기 위한 새로운 도구를 개발하는데 지속적인 노력을 기울여야 할 것이다.

제품 시장 경쟁 및 기업의 사회적 책임 활동 (Product Market Competition and Corporate Social Responsibility Activities)

  • Purpose: Corporate social responsibility is a self-regulating business model that helps a firm be socially accountable to the public. By practicing corporate social responsibility, firms can be conscious of the kind of impact they are having on all aspects of society, including economic, social, and environmental. Corporate social responsibility activities are not directly linked to increasing corporate performance and corporate value, but rather involve spending expenses. Based on these facts, this study verifies whether the effects of corporate social responsibility activities differ depending on the firm's situation. Research design, data and methodology: This study analyzed the effect of market competition on corporate social responsibility activities using logistic regression analysis on listed companies in the KOSPI and KOSDAQ for fiscal years 2014 through 2016. In this study, market competition was measured using the Herfindahl-Herschman Index(HHI). Higher HHI value can be interpreted as a lower degree of market competition. We also measured corporate social responsibility activities using the KEJI Index published by the Korea Economic Justice Institute (KEJI). If a firm-year is included in the top 200 companies of the KEJI Index, it is classified as a good corporate social responsibility activity firm. Results: We find that companies in less competitive market were not included in the KEJI Index. This result indicates that firms in the market with lower market competition perform less corporate social responsibility activities that incur costs. An additional analysis showed that there was a significant negative relationship between the market competition and the corporate social responsibility activity scores published by the KEJI Index. These result adds robustness to the result of the hypothesis that firms that have a monopolistic place in the market practice passive corporate social responsibility activities. Conclusions: The results show that managers of a firm in the lower market competition have a lower incentive to use limited resources for projects that are not directly related to revenue. The results of this study imply that corporate social responsibility activities vary according to the position of the business. Therefore, this study suggests that market investors should consider the degree of competition in the market when they evaluate corporate social responsibility activities.

산업보안업무 종사자의 조직공정성이 직장내침묵과 보안정책준수의지에 미치는 영향 (The Impact of Fairness of Industrial Security Practitioners on Willingness to Comply with Workplace Silence and Security Policies)

  • 본 연구는 산업보안업무 종사자의 조직공정성이 직장내침묵과 보안정책준수의지에 미치는 영향을 분석하여 산업보안 업무 종사자들의 근무환경을 개선하기 위한 기초자료를 제공 하는 목적으로 유의표집방법을 사용하여 총190명이 응답한 설문자료를 분석 자료로 사용하였다. 수집되어진 자료는 SPSS 18.0 통계프로그램을 이용하여 상관분석 및 중다회귀분석의 통계적 검정을 실시하였으며, 연구결과는 다음과 같다. 첫째, 산업보안 업무에 종사자들은 공정한대우를 받고 있지 못하다는 인식이 강할수록 직장 내에서의 침묵현상이 높아진다는 것을 알 수 있었다. 둘째, 분배, 상호작용 공정성의 요인은 보안정책준수의지에 영향을 주는 것으로 나타나 보상에 대한 공정한 분배와 공정한 대우가 산업보안업무 종사자들에게 보안정책준수의지를 높일 수 있다. 셋째, 체념적 침묵요인이 보안정책준수의지에 영향을 미치는 것으로 나타났으며, 이는 자신이 속해있는 조직과 자신의 직무에 관하여 침묵할수록 보안정책준수의지가 낮아진다는 것을 알 수 있었다. 이상의 연구결과는 조직공정성과 직장내 침묵의 변수는 보안정책준수의지에 직접적으로 영향을 미치며 핵심적인 결정요인으로 작용하는 것으로 나타났으며, 산업보안 현장의 실무자들을 대상으로 수행하였다는데 의의가 있다고 할 수 있다.
