This article is concerned with exploring labour market transformation in newspaper industry and thereby looking into skill formation and professionalization of journalists. In Korea, according to previous research, newspaper journalist labour market had been characterized by a low inter-firm mobility of workers and patterns of long-term employment and firm-based skill training. However, over the past few years, as new product strategies of newspaper firms has changed due to management crisis employers pull back from the responsibilities of investment on skill training and securing job stability for journalists. However, in spite of overall weakened firm-based skill formation systems within the market, there still seems to be long way to build alternative systems of skill developments for them. As a result, it will be argued that, in the absence of manifest labor market institutions such as apprenticeships or skill certification system, which are assumed to traditionally certify workers' professionalization, occupational identity and professionality of newspaper journalist labour market will be weakened. Labor market data from interviews with journalists in the newspaper industry are used in order to test this hypothesis.

This paper proposes a programmable PLL (phase locked loop) based clock generator supporting a wide-range-frequency input and output for high performance and low power SoC with multiple clock frequencies domains. The propose system reduces the locking time and obtains a wide range operation frequency by using a dual-charge pumps scheme. For low power operation of a chip, the locking processing circuits of the proposed PLL doesn't be working in the standby mode but the locking data are retained by the DAC. Also, a tracking ADC is designed for the fast relocking operation after stand-by mode exit. The programmable output frequency selection's circuit are designed for supporting a optimized DFS operation according to job tasks. The proposed PLL-based clock system has a relock time range of $0.85{\mu}sec{\sim}1.3{\mu}sec$($24\~26$cycle) with 2.3V power supply, which is fabricated on $0.35{\mu}m$ CMOS Process. At power-down mode, PLL power saves more than $95\%$ of locking mode. Also, the PLL using programmable divider has a wide locking range ($81MHz\~556MHz$) for various clock domains on a multiple IPs system.
Purpose - Recently on-the-job training (OJT) has become the most preferred training and development method with the emergence of the concept that workplace is the best place where learning take place. But many researchers argue that OJT is not helpful for the performance of organization because OJT is not systematic and mostly depend on quality of trainer. Since Jacobs & McGriffin introduced S-OJT (structured OJT), there has been plenty of researches. But most of the researches have focused mainly on employee's attitude and organizational performance caused by S-OJT and neglected a holistic approach of S-OJT as a system. S-OJT need to be analyzed comprehensively to understand training performance because S-OJT is operated as a system consist of input, process, and organizational context. Although S-OJT may create unintended consequences, there were few researches to explore them. Thus, the purpose of this study is to identify the critical success factors for S-OJT and to find unintended consequences of it. Research design, data and methodology - We conducted a case study on M business unit of A company which developed and has been implementing S-OJT program for years. We designed and prepared the process, collected and analyzed data for the study. We set the theoretical framework to analyze the case after reviewing theories and previous studies on S-OJT. We collected and analyzed internal reports and interview results of the employees of the M business unit. We tried to collect as many information as possible to secure the validity of the research results. Results - The critical success factors identified in the study are as follow. First, it is important to select and train proper trainers for S-OJT. Second, it is needed to develop structured training module. Third, organization have to use effective communication system like on-line community. Forth, trainer should have proper skills for training such as facilitating skill, coaching skill, and delivering skill etc. Fifth, proper learning place is needed. Sixth, organizational support is important especially, immediate supervisor support and concern is critical. Eleventh, it is needed to consider situational contexts. Among them, overload to the trainer will affect the effectiveness of S-OJT. In this study, we found an additional unintended consequence. "To teach is the best way to learn." Experience as a trainer give employee an opportunity to organize one's knowledge and skill and to attain facilitation skill, coaching skill, and relation skill. Thus, organization may use S-OJT to train the potential talent. Conclusions - Many organizations introduced S-OJT to train the newcomers because S-OJT drew attention as an important tool to develop employees. Following this trend, there has been increasing number of researches to find the results of S-OJT and identify the determinants of S-OJT success. However, most of the researches concentrated on finding effects of some factors neglecting holistic approach. This study tried to identify critical success factors affecting effectiveness of S-OJT by using case study and find additional unintended consequence. The results of the study will be useful for organizations which have a plan to adopt S-OJT.
This paper presents an Implementation of Korean standard 128-bit block cipher SEED for the small (8 or 16-bits) embedded system using a low-cost FPGA(Field Programmable Gate Array) chip. Due to their limited computing and storage capacities most of the 8-bits/16-bits small embedded systems require a separate and dedicated cryptography processor for data encryption and decryption process which require relatively heavy computation job. So, in order to integrate the SEED with other logic circuit block in a single chip we need to invent a design which minimizes the area demand while maintaining the proper performance. But, the straight-forward mapping of the SEED specification into hardware design results in exceedingly large circuit area for a low-cost FPGA capacity. Therefore, in this paper we present a design which maximize the resource sharing and utilizing the modern FPGA features to reduce the area demand resulting in the successful implementation of the SEED plus interface logic with single low-cost FPGA. We achieved 66% area accupation by our SEED design for the XC2S100 (a Spartan-II series FPGA from Xilinx) and data throughput more than 66Mbps. This Performance is sufficient for the small scale embedded system while achieving tight area requirement.

The study present the findings divide into brand naming, image, positioning. The farms built trust by consumer relationship with the farm brand. The results of the study provide insights for agricultural marketers who intend to design brand stories that align with their produce. This study is a regional case study of the factor analysis which explain residents' satisfaction of the efficient rural development projects under the Block Grants System in Buyeo. This study attempted to proceed the empirical survey of 353 residents who live in one 'town(eup)' and 13 'village(meon)' in Buyeo-gun and analyzed through SPSSWIN. The results of the satisfaction analysis in the local development projects satisfied with the overall average 3.16 and then empirically verified the important factors of the 'cultural and leisure activities', 'learning environment', 'jobs and working conditions', 'transportation'. The factor analysis of 12 variables united into three factors, the first Factors are 'transportation', 'learning environment', 'social welfare', 'cultural and leisure activities', 'Information and Communication', 'Health and Medical Services'. The second factors are 'crimes and accidents', 'environmental management', 'neighbor relations and social participation', and the third factors united into 'income and consumption activities', 'job creation' which imply the economic variables, and 'residential environment' as the common category.

Construction sites are becoming larger and complex with the growth of national economy. Accordingly, it is important to identify real-time information about materials, equipments, and manpower during construction at sites. Even though research utilizing position tracking sensors has been conducted in architectural engineering fields, this area of research is almost nil in civil engineering fields. Therefore, a feasibility study to find a way to apply position tracking sensors to an in-situ tunnel construction site adopting conventional tunnelling method is performed in this study. A methodology is proposed that the progress management of the tunnelling work can be monitored by checking construction materials needed at job site and the safety management system can be assessed by checking distance between in-situ workers and construction equipments. The most representative materials were identified so that IT technology can be applied by attaching and monitoring sensors to the selected materials. Also, time of arrival (TOA) for a position determination technology along with a wireless network technology was chosen and build wireless network system. The adopted methodology was applied to an in-situ tunnelling site, and verified the usefulness of the proposed system.

Quality is an important keyword representing the corporate competitiveness and image in today' s construction industry. Especially in concrete construction, any problems or defects in fresh concrete can significantly degrade the entire quality and performance of the facility built. Thus, adequate quality inspection and testing must be exercised over the fresh concrete, if concrete with the required strength, durability and appearance is to be obtained. The testing of concrete delivered to the construction job site involves testing of fresh concrete and performing strength tests on hardened concrete. The principal tests conducted on fresh concrete include the slump test and tests for air and salt content. The temperature of fresh concrete should be checked out hot or cold weather concreting. The 7-day and 28-day strength of hardened concrete are also determined by compression tests on usually cylinder samples. However, it is very complex and time-consuming process requiring a lot of efforts to document those on-site concrete testing results and to accumulate their historical data. The primary objective of this study is to suggest a unique PDA and web-based system which enables an on-site quality manager to effectively conduct the concrete inspection and testing, automatically document and accumulate the collected historical data, and promptly obtain the approval from supervisors. Finally, it is anticipated that the effective use of the proposed PDA and web-based system would be able to improve reliability of the concrete quality inspection and testing data as well as significantly reduce the approval process.

This study intended to present strategies and implications for attracting new students and customized education to university officials through research on the participation of workers' academic aspirations in university education. Thus, variables were derived by analyzing prior data, and causal settings between variables and questionnaires were developed. Subject to the survey, 331 workers interested in participating in university education were collected through interpersonal interviews. The collected data were dataized, and reliability and feasibility verification and frequency analysis were conducted. Finally, we validate the fit of the structural equation model and the causal relationship for each concept. Therefore, the results of the validation show the following implications. First, university officials should be motivated by a mentor and mentee system with experienced people who have switched to a suitable vocational group through university education. It will also be necessary to develop and disseminate programs so that they can continue to develop themselves for the future. To this end, it will be necessary to help them understand their aptitude and strengths through consultation with experts. Second, university officials should strengthen public relations so that prospective students can know the cases and information of the job transformation of the admitted workers through recommendations. It will also be necessary to develop university education programs that can self-develop, accept various ideas through "public contest", and provide accurate information about university education to workers through re-processing. Third, university officials should provide workers with a program that allows them to catch two rabbits: job transformation and self-improvement through university education. In other words, it is necessary to stimulate the motivation of workers by providing various information such as visiting advanced overseas companies, obtaining various certificates, moving between departments of blue-collar and white-collar, and transfer opportunities. Fourth, university officials should actively promote university education programs related to this by participating in university education and receiving systematic education and the flow of social environment. Finally, university officials will need to consult and promote workers so that they can self-develop when they participate in college education, and they will have to figure out what they need for self-development through demand surveys and analysis.

The aim here is to analyse the system of description of GIS in all of the high school textbooks passed with the official approval, to find the degree to which teachers understand about GIS, and to consider the present condition of GIS instruction. Most of the authors of textbooks generally underestimate importance of GIS, and there is difference among their awareness. In the system of description of GIS, there are only a few kinds of textbooks in which explanation of GIS is made coherently from the purpose of instruction aim through the chapter summary and to overall test in both of the Korean Geography and the World Geography. This trend is due to the degree of distribution of the GIS specialists in writing a textbook while the other texts books shows just a brief introduction of GIS concept. Although there is the limit for teachers to study how to teach GIS due to its very technological aspect as well as few previous training and teacher's guide. Thus it is evident that about a half of teachers who responded taught high school students without a knowledge on GIS, and a few of them even never referred to that concept. These facts may negatively affect the status of a geography in the society of information. For the solution of these issues, it is considered how to repair the description system and its contents. Besides, the variation among textbooks is reduced at the further revision of the 7th curriculum. And the printed matters of GIS are sufficiently provided for the teachers to use as their teaching aids. It is desirable that the GIS instruction models should be further developed for college education, and the programs for the on-the-job teachers training should be arranged. Besides, the previous training for the on-the-job teachers should be achieved more practically with enough time before the revision of curriculum.
This study surveyed and analyzed satisfaction and issues about an intellectual property education system, and educational needs for intellectual property NCS (intellectual property management, intellectual property information survey analysis, intellectual property assessment trade), in order to introduce and operate NCS-based education system that trains practical manpower in the field. The results of this study are as follows. First, satisfaction for intellectual property education system showed education contents (M=3.86), followed by lecture (M=3.79), teaching method and environment (M=3.66) and education assessment (M=3.50). The issues to be improved are low application in the current occupation due to no reflection of demands of industrial fields, as well as insufficient education contents system, lectures who fall short of education capability and interactions with students tend to stress theoretical knowledge more than practical ability, teaching method lacks application of educational medium, insufficient interest and motivation, assessment methods that fall short of theoretical knowledge and practical ability achievement, and that is theory-centered. Second, educational needs for intellectual property NCS showed intellectual property assessment trade (4.33), followed by intellectual property management (3.68), and intellectual property information survey analysis (2.99), which should be reviewed to reform or newly develop NCS-based education course. Conclusively, intellectual property education showed satisfaction above the average, but a job-centered education is demanded to elevate application in the industrial field, which puts emphasis more on practical ability than theory. For this, it is necessary to introduce intellectual property NCS reflecting demands of industrial field, and to reform or newly develop into NCS-based education course. In addition, intellectual property education needs to be operated by changed education paradigm, such as user-centered teaching method, not provided-centered, and performance and course-centered assessment method, not theoretical knowledge-centered.
