마을 만들기 관련 조례에 대한 지역혁신 및 협력적 거버넌스 관점의 적용:충남지역 민간위탁형 기반 중간지원조직 설치・운영 지역의 관련 조례를 대상으로 (The Application of Regional Innovation and Cooperative Governance Perspective for Village Building-Related Ordinances: Focusing on Relevant Ordinances of Chungcheongnam-Do Area Where Contract-Out Type Intermediary Support Organizations are Established and Operated)

  • The subject of this study is whether the relevant ordinances of Chungcheongnam-do's five local governments, operating intermediary support organizations for contracted-out community building, comply with the regional innovation and cooperative governance-based perspective. The examination results are summarized as follows. About the normative system: first, village building does not present that it is a participation- and cooperation-based collective activity of various related actors; second, the cooperative governance-based implementation system was not presented as a key term; third, "numerous relevant subjects' participation" and "democratic decision-making and cooperative promotion" are not presented as basic principles; fourth, the subjects are limited to residents and the administration, and only their responsibilities are presented. About the effectiveness system: first, the establishment of a master plan, a primary means, and the establishment of an in-charge department and collaboration system in the administration are presented as optional provisions; second, the nature of the relevant committees and intermediary support organizations is not presented as "public-private cooperation-based system"; third, the area of the function and authority of the relevant committees is limited to review and consultation. Fourth, the related information about the intermediary support organization structure and system, the establishment and operation of the secretariat, and the practical operation of the center is not presented. In sum, to make related ordinances become institutional grounds with stronger effectiveness, reconstructing them by strictly applying the perspectives of regional innovation and cooperative governance is necessary.

지역사회 혁신을 촉진하기 위한 농촌활성화지원센터의 역할 (The Role of Rural Revitalization Support Centers in Facilitating Community Innovation in Korea)

  • This study identifies the necessity and importance of innovation in rural communities and highlights the role of rural revitalization support centers in facilitating the diffusion of community innovation. The study provides a literature review and employs the survey method to verify the arguments. There is an urgent need for rural communities to be distinct, attractive, and competitive in the wake of globalization. It is clear that they must recognize the need to facilitate innovation under growing trends toward trade liberalization, environment-oriented life styles, diversified consumer needs, and a knowledge-based society. The results provide support for the legitimacy of establishing rural revitalization support centers to help community leaders and local stakeholders develop their communities. More specifically, rural communities should employ R&D outcomes from diverse fields and capacity building by community members, leaders, and local governments to foster sustainable growth by overcoming limitations in spatial access and resources. The results suggest that rural revitalization support centers can be established as intermediary organizations that can be operated to facilitate community innovation in rural development. In addition, these centers should play key roles such as empowering communities, facilitating region-specific rural development policies, motivating R&D applications for rural development, encouraging rural development networks. Further, close attention should be paid to facilitate mutual learning by expanding networks and interactions between these centers.

  • This study is intended to derive the key issues on vitalization of the governance of rural area development for 6 cities and counties in Chungcheongnam-do where privately entrusted intermediary support organizations have been established and to present their improvement plans of policy. The findings of the study have shown the governance for the case regions is still being characterized with a very formal governance being dominated by the strong administrative initiative and expediency. What have been presented as the improvement plans of policy are as follows: First, core provisions of the ordinances must be strengthened to mandatory regulations, and some ways to check and supplement such as monitoring, policy forums by public-private partnership, etc. are required for the sake of the effective operation of the ordinances. Second, in relation to the bases of competence according to the roles of core governance players, it is necessary to overcome the limitations of job rotation system, align the administrative support systems, expand the functions of a policy committee based on public-private cooperation and operate it effectively in the case of administration, and to strengthen a footing of a civilian community and the perspectives of political incubation in administration and provide support projects contributing to the growth of the corporations in the case of the entrusted corporation, and to align the operating systems of the centers, review the introduction of a system with a full-time center head, continuously provide specialized education and improve the working environment in the case of the support centers.

일본, 홍콩, 한국의 사회적기업 지원체계 및 지원방법 비교연구 (A Comparative Study on the Supporting Systems and Methods of Social Enterprises of Hong Kong, Japan, and Korea)

  • 본 연구는 일본, 홍콩, 한국의 사회적기업의 지원체계와 지원방법을 비교분석하여 한국 사회적기업의 지속가능한 성장과 장기적인 활성화를 위한 정책 제안을 제시하는 것이다. 선행연구 검토를 통하여 분석틀을 도출하여 비교분석한 결과, 사회적기업 지원체계는 한국이 제도적으로 잘 확립되어 있으나 중간지원조직과 관련 조직 네트워크의 연계와 협력이 다른 국가에 비해 약한 것으로 분석되었다. 이에 비해 일본은 중간지원조직과 관련 조직 네트워크가 매우 긴밀하게 연결되어 협력하고 있어 사회적기업 활동들을 주로 하고 있는 NPO들의 성과와 지속가능성이 매우 높은 것으로 평가되었다. 홍콩의 경우는 민간부문에서 자생적으로 형성되고 발전한 사회적기업 지원을 위한 중간지원조직과 관련 조직 네트워크가 매우 활발하고, 최근 정부의 정책적 지원이 뒷받침되고 있기 때문에 사회적기업이 발전 가능성이 매우 큰 것으로 평가된다. 그리고 지원방법에 있어서 한국은 직접적 재정지원에 주력하고 있는데 비해 일본과 홍콩은 간접적 재정지원에 주력하고 있고, 3개국 모두 사업(경영)지원을 활발하게 하고 있는 것으로 분석되었다. 따라서 이러한 연구결과를 토대로, 한국 사회적기업의 지속가능한 성장을 위하여, 협력 및 네트워크 활성화, 간접지원 강화, 중간지원조직 활성화를 통한 사회적기업 생태계 조성의 방향으로 정부정책을 선회할 것을 제언하였다.

지방분권 확대에 대응한 지방자치단체의 농촌정책 추진 여건 분석 - 일반농산어촌개발사업 추진 시·군을 중심으로 - (Condition for Rural Development Led by Local Governments in the Era of Increasing Devolution)

  • The purpose of this study is to figure out the current condition of local governments (Si or Gun) to implement rural development policy in the face of the central government's drive for increasing devolution. Since late 1990s or early 2000s when scope of rural policy began to expand quantitatively, there has been considerable increase in rural residents' participation into community projects as a whole. Nevertheless, there exists regional differentiation in local governments' efforts to systematically support rural development projects (CRDP: Comprehensive Rural Development Programme) and community activities by setting up intermediary organizations or hiring rural development professionals in a public office. According to this survey on local government officials, regions that have made such efforts to support rural policy at a local level, show more advanced level of institutional capacity than other regions in local decision making process for CRDP, role of strategic rural developmental plans, vitality of community actors, etc. In the era of increasing devolution, these differences can be expected to result in diverging performances of each area in regionalized rural policy. The central government needs to introduce EU's LEADER-type rural development programmes to support community acitivities by various local actors and at the same time promote local governance building for rural policy, adopting institutional rewarding system such as rural planning contract.

The Effects of Transformational Leadership of IT CEO on Ordering Company Satisfaction : The Mediating Effect of Enhancing Transfer of Training on IT Employees

  • Enterprises that don't adapt to the changes can be weeded out, because IT sector is one of the most rapid rate of changes in business. The optimized job education and training are an essential part for the enterprises to handle the advanced and developed technologies, so the needs for the positive investments to the education and training about their employees and transformational leadership have been increased. This study verified how the transformational leadership of representatives in the IT enterprises affects the satisfaction of their ordering agencies as well as the transfer of education and training can be the intermediary role to them. From the results of the statistical analysis about questionnaire survey of 251 IT enterprises, dispatched their employees to public institutions in Ulsan, several significant outcomes are founded as follows. First, the transformational leadership of representative in the IT enterprises influenced the transfer of education and training positively. Second, the transfer of education and training positively affected the satisfaction of ordering agencies. Third, the satisfaction of ordering agencies are also affected from the transformational leadership. Finally, the some roles was influenced by the charisma of transformational leadership, and also, completely, the inspirational motivation and the intellectual stimulation of transformational leadership was affected by the intermediary roles to the satisfaction of ordering agencies. Based on the results of this study, representatives in the IT enterprises can be expected by the positive company results from improving the satisfaction of ordering agencies through the transformational leadership, which allow active investment in education and training about their employees and construction of pragmatic system through the education and training results for the organization, superiors and colleague.

중간지원조직으로서 도시재생지원센터의 역할과 운영 방안 - 충청북도 사례를 중심으로 - (A Study on the Roles and Efficient Operations of Urban Regeneration Support Center as Intermediary Organization - Focused on the Chungcheongbuk-do -)

  • 최근 도시재생사업을 실질적으로 추진하는 도시재생지원센터에 대한 논의가 활발히 진행되고 있다. 그 이유는 역할과 권한이 명확하지 않고, 각 지자체 센터별 운영 경험이 축적되지 않아 많은 시행착오와 부작용이 따르고 있기 때문이다. 따라서 본 연구는 충북지역 도시재생지원센터를 대상으로 운영 현황을 분석하여, 향후 바람직한 도시재생지원센터의 운영 방안을 모색하는 데 있다. 이를 위해 기초현황과 설문조사 자료를 활용하였으며, 특히 관계자 심층면담을 통한 현장중심의 연구를 수행하였다. 충북지역 도시재생지원센터는 첫째, 광역센터·기초센터·현장센터간 역할 및 업무분담이 명확하지 않다는 점, 둘째, 센터 운영 방식의 한계와 운영 자율성 및 독립성이 확보되지 않은 점. 셋째, 도시재생 참여주체로써 행정에 비해 상대적으로 매우 낮은 권한과 위상을 갖고 있다는 점. 넷째, 도시재생 관련 전문 인력 확보 부족과 직원 고용의 불안전성이 전반적인 문제점으로 도출되었다. 따라서, 향후 도시재생사업이 더욱 체계적이고 효율적으로 추진되기 위해서는 우선 현장의 목소리에 귀를 기울여 각 지역마다 실제적 여건이 반영될 수 있는 안정적인 운영시스템 구축이 반드시 필요할 것으로 보인다.

참여적 과학기술 거버넌스의 전개와 전망 (The Past and Future of Public Engagement with Science and Technology)

  • 이 논문에서는 과학기술학에서 공중의 과학기술 관여가 논의되어온 방식이 갖는 유용성과 한계를 정당화와 실질적 수용의 측면에서 살펴보고자 한다. 이를 위해 우선 과학기술 전문가의 지식 체계가 포함하는 불확실성과 비전문가의 일반인 지식에 관한 STS의 통찰이 왜 그동안 참여적 거버넌스의 양적, 질적 확산으로 충분히 이어지지 못했는지의 문제를 이론적, 실질적 층위에서 논의하였다. 이어서 어떤 전문성이 참여적 거버넌스의 구성과 지속을 지지할 수 있는 것인가에 대한 답을 찾기 위한 예비적인 시도로서 한 사례-제주도 풍력 발전시설 개발과 제도 정비 과정에서 나타난 비전문가의 활동-에 주목하였다. 논문의 주장은 다음과 같이 요약된다. 첫째, 참여적 거버넌스를 정당화할 수 있는 근거는 시민/비전문가라는 사회 집단이 갖는 어떤 본질적 특성에서 도출할 수 없다. 둘째, 참여의 정당한 조건으로 수용될 수 있는 전문성의 형식과 내용은 사실 진술과 가치 판단의 경계를 재구성하는 수행의 결과로서 사후적으로 부여된다. 셋째, 제주도 풍력자원 공유화 과정에서 복잡한 사회-기술 체제의 실질적 재구성에 기여했던 것은 새롭게 유통될 수 있는 사물-사람의 관계를 만드는 '연계적 전문성'이었다. 넷째, 시민과 전문가의 전문성은 모두 대체가 아닌 보완을 필요로 한다. 궁극적으로 이 논문은 참여적 거버넌스에 대한 STS 논의가 실제로 갈등이 발생하고 결정이 이루어지고 있는 현장에 주목하여, 과거와 현재, 사실과 가치, 과학기술과 사회의 경계를 재구성하는 행위자들의 구체적 수행을 분석하는 작업으로 확장되어야 할 필요성을 강조한다.

지역사회중심 가정간호 시범사업 성과평가를 위한 기초연구- 서울시 간호사회 주관 - (A Preliminary Study for Evaluating on Demonstration Project of Community-based Home Health Care Nursing Services by the Seoul Nurses Association)

  • This study, based on current home nursing services, aims at promoting measures for establishing a community-based home nursing system derived from the pilot home nursing demonstration project conducted by the Seoul Nurses Association. The study was based on an analysis of home nursing records from march 1993 to December 1999. The following is a summary analysis, based on individual characteristics of the patients, the organization, which recommended the service for their patients and personnel services. 1. The service has been used by many elderly people 60years of age or older(66.4%). and married people(60.9%). The average number of visits by service personnel for patients of city government was 23.5. This is 2.5 times as many visits by general patients. General patients(20.2%) had only one visit from service personnel, while 65.5% of patients of city government had 10 or more visits. Particularly, for government recommended patients, 72.7% of the patients were recommended by nurses, while only 21.9% where referred to the services by doctors. The main focus of a home nursing service was to maintain present health status (53.4%), and hospice(11.6%). Also to increase hospital-based home nursing services focused on recovery(55.9%) and maintain present health conditions (19.0%). 2. For general patients, 42.0% of patients were suffering from problems related to CVA, 11.3% from high blood pressure, and for patients referred from city, 21.2% from skeletal muscular disease. Results of home nursing services 29.4% of patients were able to recover or maintain their health status, but 48.9% of the patients died. Another main point of community-based home nursing services is medication(6.7%), other basic nursing services(6.1%), special treatment, instructions on how to use medical devices(5.9%), change of physical posture(4.6%), and training on changing physical positions(4.7%). As mentioned above there were some differences between the characteristics of patients who used the pilot home nursing service conducted by the Seoul Nurses Association and those hospital-based service users. The results are believed to be useful to support a community-based home nursing service model. Particularly, patients under medical supervision and patients recommended by government-run health clinics show a higher frequency and longer use of home nursing services compared to general patients or hospital-based home nursing service users. According to the study, nurses accounted for a large number of recommendations for home nursing services. Many patients with CVA, high blood pressure, skeletal muscular disease and bedsores used community-based home nursing services, while others used the service for minor treatments or maintaining their current health status. Based on the study, the researchers make several suggestions to establish a community- based home nursing service system. First, different ways of setting up a community-based home nursing system have to be mapped out based on the evaluation of the pilot home nursing service conducted by the Seoul Nurses Association. Secondly, a new, community-based, home health care nursing service model, and reimbursement payment system have to be developed. This is based on the outcome of the analysis, and implemented policy. Accordingly, efforts are needed to develop a community- based home nursing system with an intermediary role to promote the visiting nursing services of government-run health centers.
