Achieving positive synergistic effects of the higher education development requires proper funding for university education and research. The existing funding models for national higher education systems in a number of developing countries need modernization in accordance with the modern challenges of economic and innovative development. The purpose of the article is to formulate theoretical - methodological and applied foundations for the development and implementation of the integrated model of the higher education financing under the Quadruple Helix concept. At the center of the developed model are the areas of interaction identified by the authors, namely: Personnel, Science, Management, Innovation, Social area. This made it possible to specify the interests of all stakeholders and orient the activities of higher education institutions to the satisfaction of these interests. Effective implementation of the integrated Model of the higher education financing requires increasing the level of investment attractiveness and practical value of university research; activation of innovative development of enterprises; state stimulation of business participation in university research and education; harmonization of current legislation with EU standards. Input variables are the level of R&D personnel, R&D investment, and output variables are patent applications, prototype. Efficiency is measured by the DEA model, and indirect comparisons that are individually measured by industry are performed. As a result of the analysis, the CCR for determining the optimal returns to scale is 0.19, the BCC for determining the optimal input distribution is 0.70, and the SE for determining the optimal output is 0.30. By industry type, the medium and low-tech industries have high CCR and BCC, while the high-end and high-tech industries have high SE. R&D activities need to be operated on an optimal scale through managing R&D performance because there is the inefficiency of scale across the industry. The contribution of the study is to analyze the R&D efficiency of each industry of technology-innovative SMEs by the technology evaluation data of the KIBO.

  • This work verifies the effect of Job Crafting on organizational commitment through innovative actions, and analyzes the regulatory effect, by setting up knowledge sharing among members as factors that promote Job Crafting and Innovative Action. Depending on the level of knowledge sharing, the indirect effects of Job Crafting from organizational commitment of the members through innovative actions are expected to vary, and the controlled mediated effects are analyzed. Totally, 463 individuals were surveyed, including start-ups, small and medium-sized enterprises, public institutions, and large enterprise workers. The hypothesis was subsequently verified through analysis by applying SPSS 18.0 and SPSS Process Macro. Our results reveal that Job Crafting has a positive impact on the innovation behavior of the members. Secondly, a higher level of knowledge sharing had a greater positive outcome in the member's innovation behavior. Third, all innovative actions positively impacted the organizational commitment of the members. The fourth notable point was that innovation behavior imparted only a moderate impact on the association between Job Crafting and Organizational Commitment. Finally, it was determined that there was no significance in the controlled mediated effect of knowledge sharing on the indirect effects of Job Crafting affecting organizational commitment through innovative actions. Based on the data verifying the hypothesis, we present here the theoretical and practical implications of this study.

  • The survival period according to technological capability was analyzed for about 22,500 innovative SMEs in the service industry. The survival period was defined as the occurrence of overdue and default, and the technological capability was divided into two clusters. As a result of estimating the survival period according to technological capability through Kaplan-Meier analysis, it was confirmed that the estimated survival period of T1-T4 grade service innovative SMEs was significantly greater in both overdue and default. As a result of the analysis of the Cox proportional hazard model applying the control variable, it was confirmed that the higher technological capability, the lower the risk in the group of start-up companies. However, in the group of non-start-up companies the technological capability did not significantly affect the survival period, and the influence of the variables related to the size of the company was found to increase. Therefore, the technological capability is meaningful as additional information that has a significant effect on the survival period of innovative SMEs in the start-up companies group of service industry. In addition, it was concluded that it is necessary to reflect the technological capability when establishing the SME support and promotion policy of the start-up companies group in the service industry.

  • Policy implications were derived by comparing/analyzing innovative SMEs and general SMEs that obtained innovation certification from 2015 to 2021 in terms of survival period. Work experience, scale (employment, capital and debt size, sales and operating profit) Korean standard industry classification (2 digit) was used to select general SMEs similar to innovative SMEs. Survival period was calculated by defining suspension, closure and overdue equivalent to default as events. As a result of the survival analysis, innovative SMEs showed a 9.8% reduction in the risk of delinquency compared to general SMEs, indicating that the survival period of innovative SMEs was significantly longer. In addition, it was found that the work experience and size (employment, capital) of SMEs had a positive effect on the survival period, but debt had a negative effect on the survival period. This means that the innovation certification system centered on innovation capabilities and future growth potential is a significant indicator in terms of survival period. As a result, it was concluded that the benefits and support policies provided by the innovation certification system need to be more systematic and sophisticated by reflecting the work experience and industry for the actual growth and survival of SMEs.
