정부포털 사이트 이용의도에 미치는 요인 - 모호성과 정부지원의 조절효과 - (An Empirical Study on User's Intention to Use Government Portal Sites: Moderating Effects of Ambiguity & Government Supports)

  • Government uses the Internet technology to create electronic Government(e-Government). E-Government is an on-going project, and it represents a strong intention of Korean government to make effective and smooth communication between Korean government and its people. To achieve this purpose, government portal sites is one of projects of e-government, being a common gateway for users to find information and to communicate with the government concerning many matters/any matter. However, user's attitudes and behaviors explaining why they intend to use government portal sites is a scant. Therefore, the main purpose of this study is to investigate empirically the determinants influencing users' intention to use government portal-sites. Starting with DeLone & McLean's Updated Information Success Model(2003), this study suggests three qualities(Information Quality, Systems Quality, and Service Quality) and two moderating effects(Ambiguity and Government Supports), which affect the perceived usefulness of government portal sites. Results show that the hypotheses were supported. The findings of the study suggest not only a new theoretical model for IS research, but also the important indicators of a successful usage of e-Government portal sites.

국내중소기업의 R&D 노력이 혁신에 미치는 영향 - 정부정책지원의 조절효과를 중심으로 - (The Impact of Korean SMEs' R&D Effort on Innovation - The Moderating Effects of Government Policy Supports -)

  • 기업의 R&D 노력과 혁신에 관한 선행연구들은 주로 R&D 노력이 혁신에 어떠한 영향을 미치는지에 관한 분석에 집중하였는데, 이들 연구의 핵심결과는 일관적인 실증분석의 결과를 가져다주지 못하였다. 또한 기업의 혁신을 강화하기 위한 정부의 정책지원은 기업혁신을 창출시키기 위한 중요한 요소로써 간주되어 왔음에도 불구하고 정부정책지원이 기업의 R&D 노력이 혁신으로 이어지는데 있어서의 역할을 규명한 연구는 극히 드문 실정이다. 실제로 대부분의 정부정책지원에 관한 연구 역시 혁신에 직접적인 효과성이 있는지에 관한 연구에 편중되어 왔다. 본 연구는 과학기술정책연구원(STEPI)에서 조사한 2008년 제조업 기업의 기술혁신활동조사표(2008년도)를 이용하여 R&D가 기업의 혁신에 미치는 영향 및 그러한 관계에서 정부정책지원의 조절효과를 규명하려고 시도하였다. 실증분석의 결과는 R&D는 혁신에 긍정적인 영향을 미치는 것으로 나타났으며, R&D와 혁신간 관계에서 정부정책지원의 조절효과를 분석한 결과 역시 긍정적으로 나타났다. 이는 기업의 정부정책지원을 많이 받을수록 R&D와 혁신 간의 긍정적 관계가 더 높아진다는 것을 의미하는 것으로 정부정책지원의 긍정적 조절효과가 존재하고 있음을 보여준다. 따라서 기업에 필요한 혁신은 기업의 R&D 노력으로 달성될 수 있는데 R&D 노력이 보다 효율적으로 혁신과 연계되기 위해서는 정부정책지원이 필요가 있음을 시사하고 있다.

정부의 기술개발 지원이 중소기업의 기술혁신 성과에 미치는 영향 (The Effect of Government R&D Supports on SME's Technological Innovation Performance in Korea)

  • 본 연구는 정부의 기술개발 지원이 중소기업의 기술혁신 성과에 미치는 영향에 대해 연구하였다. 정부의 기술개발 지원이 중소기업의 기술혁신 성과에 미치는 영향을 검증하기 위해 271개 국내 중소기업을 대상으로 실증 분석하였다. 분석 결과, 정부 기술개발 지원이 중소기업의 혁신성과에 유의한 정(+)의 영향을 미치는 것으로 나타났다. 한편, 중소기업에 대한 대기업의 지원정도가 높을수록, 중소기업의 R&D 인력비율이 높을수록, 그리고 벤처인증을 받은 중소기업일수록 정부 기술개발 지원이 중소기업의 기술혁신 성과에 미치는 영향은 작아지는 것으로 나타났다. 반면, 중소기업의 시장 환경이 적대적일수록, 정부 지원에 따른 중소기업의 기술혁신 성과는 높아졌다. 본 연구는 동일 기업에 대해 시간적 간격을 두고 두 차례에 걸쳐 자료를 수집, 분석함으로써 정부의 기술개발 지원이 중소기업의 성과에 미치는 영향을 보다 정확하게 분석함으로써 정부당국과 중소기업에 이론적, 실무적 시사점을 제공하였다. 결론에서는 본 연구의 표본 선정절차, 데이터 수집방법, 변수 측정방법 등 전체적인 측면에서 본 연구가 안고 있는 한계점과 향후 연구방향에 대해 논의하였다.

공과대학 융합교육에 대한 사례조사 및 요구분석 (Case Study and Needs Analysis on Convergence Education in Engineering Colleges)

  • The necessity of convergence education is more emphasized based on the education policy for fostering creative men of talent. Inside universities, however, programs for training talented individuals are still at primary stage. Universities understanding the importance of convergence education and thus founding some major fields of convergence studies have experienced hosts of troubles. The paper discusses the necessary plans of supports from the government and the university to activate the convergence education in accord with the social demands. Twenty-eight professors in engineering colleges participated in the survey for reviewing the required factors for the convergence education. In addition, structured interviews were carried out with three specialists working in industry and academic area of convergence technology. The study could suggest the following activation plans based on the government supports: (1) establishing a support center of convergence education, (2) founding a major field of convergence, (3) developing curriculums and curriculum subjects, and (4) hosting related conferences and forums. Also, the study could suggest the following activation plans based on the university supports: (1) developing special programs on convergence education in accord with the industrial demands, (2) revising regulations and administrative systems more flexible for the convergence education, and (3) providing incentives to the participants in the convergence education.

중소기업의 정보화지원정책에 관한 연구 (A Study for Governmental Support to Building Information Systems of Small and Medium-sized Enterprises)

  • SME's(Small and Medium-sized Enterprises) have limited resources to build information systems on their own. They do not have effective information systems and not utilize e-business technology enough. The government thus have provided various supports for SME's IT developments. However, those supports do not seem so effective that SME's can operate appropriate information systems and do e-business well. The objective of this study is to develop conceptual policies for the government. We suggest an integrated government support which consists of three core stratigies: one-stop service center, outsourcing of public service, and triggering strategy. In order for the government support to be effective, the government should serve SME's needs continuously and professionally.

비영리 조직에 대한 정부재정지원에 영향을 미치는 요인 : 미국의 사례를 중심으로 (Financial Supports of Government for Nonprofit Social Service Organizations in the United States)

  • This study explores whether there are differences in financial structure and governmental support between social service organizations and other nonprofit organizations. In addition, it analyzes what factors are related to governmental supports for both types of nonprofit organizations. Guided by the argument that specific areas where nonprofits primarily operate can explain a difference of relations between nonprofit organizations and funders, this study compares revenue sources and expenditures of social service organizations and other nonprofit organizations in the United States. Also, based on resource dependence theory and taking some important indexes from financial ratio analysis, this study also identifies factors that affect governmental supports for nonprofit organizations. The study sample consists of 10,690 organizations that reported tax form 990 in 1996. Binary logistic regression analysis was conducted for the study. The results show that social service organizations obtained more revenue from government than other nonprofit organizations. Also, logistic regression analysis suggests that revenue diversification and financial characteristics were significantly associated with governmental supports for nonprofit organizations in the United States.

본국 정부지원이 기업의 국제화 성과에 대한 효과: 중국기업을 대상으로 한 실증적 연구 (The Effects of Home Country Government Support on International Business Performance: Evidence from Chinese Firms)

  • An appreciable number of Chinese firms have successfully expanded their businesses into foreign economics although they have limited resources. Advocating that home country government supports can mitigate firms' resource-disadvantages in international expansions, we attempted to investigate whether and how the Chinese government's support enables Chinese firms to compete in foreign markets. Based heavily on the knowledge-based theory of the firm and the resource-based theory of the firm, we developed a model that explain and predicts the effects of home-country government-supports on superior financial performance. The model was empirically tested using a accounting dataset regarding Chinese firms' 323 international expansion events from 2008 to 2015. Empirical evidence presents that the Chinese government's support has a positive effect on Chinese firms' international success and that these firms' marketing, technological, and managerial resources positively moderate the effect of the government support on the firms' international success. Nonetheless, because we employed an event-study method, the limitations of the method can be applied to the current research. In addition, because of the empirical context, the results of the research might lack generalizability. We, however, provided an understanding how firms from emerging countries can succeed in international expansions specifically when they have lack of resources for international competition.

  • Even though attempts are made to transform from 2D CAD to BIM representation for building design and construction, it were not so successful for practical implementation until recently in construction industry in Korea. However, there is a dramatic change for the use of BIM by collaboration among government, independent organizations as well as industry itself. Government reckons that BIM is an important tool for environment friendly construction and industry competitiveness. The government not only makes national BIM standards and push policies in order to make market environment. Independent organizations such as BuildingSMART Korea does active role to stimulate the transformation process successfully. They act as opinion leaders for the Government to consider BIM implementation for industry competitiveness issue. They make roadmap as well as technical standards and guidelines. It also leads technical developments and supports for its implementation. Government supports researches for the implementation of BIM. The research includes BIM standards, guidelines, linking with existing Architectural Administrative Information Systems, making libraries as well as education. Government makes policy for BIM as a compulsory data for bidding process of newly designed government buildings. Private sector not only agrees BIM as a tool to adapt but also essential methods for its survival in domestic and foreign construction market. Architectural design companies and constructions companies currently develop technical skills and implement BIM for new projects such as Dongdaemoon Plaza that cannot be successfully drawn by conventional methods.

기업특성이 연구개발 정부지원 수혜에 미치는 영향 (Effects of Firm Characteristics on Qualification for Government R&D Supports)

  • 이 논문에서는 2008년 한국제조업혁신조사를 이용하여 다양한 기업특성이 연구개발 정부지원의 수혜에 어떠한 영향을 끼치는가를 분석한다. 분석에는 정부지원 수혜 여부를 다양한 기업특성에 대해 회귀분석한 프로빗 모형이 이용되었다. 이 논문은 연구개발 정부지원의 수혜대상 선정 문제를 프로그램 단위가 아닌 국가 전체의 차원에서 본격적으로 다루었다는 점에서 의의를 지니며, 특히 지역 및 산업 변수의 영향을 분석한 것은 최초의 시도로 평가될 수 있다. 또한, 정부지원의 사전적 정책목표의 달성 여부를 실증분석 결과에 비추어 평가한다. 분석 결과, 기업규모와 수출이 정부지원 수혜에 긍정적인 영향을 끼치는 것으로 나타났으며, 혁신기업 지정, 연구소 보유, 연구인력 등 기업이 보유한 혁신 역량 또한 수혜확률을 높이는 것으로 나타났다. 또한, 산업별로는 화학산업과 자동차 산업이, 지역별로는 대경권 및 부경권이 특히 유리한 것으로 나타났다.

상시학습 시스템 설계에 관한 연구 (A study on construction for all times learning system)

  • The government supports the various systems on the premise of life-long education for improving the qualification of its people and supporting the lifelong career system. These systems help the educational activities for every generation from the teens. Each government department supports the learning activities for those who are related. In addition, each government department systemizes the regular education for advancing the performance of civil servant, by obliging a self-directed system to their member as well as by reflecting this educational activities in a promotion. This style of learning is provided not only offline but also online. However, not all necessary educational contents is furnished within the department. It is sometimes necessary to cooperate with the commissioned education and a professional educational institution. This thesis suggests three model systems while comparing one another. This paper suggests three system model. The first model is e-contents open place. The second model is e-contents open place. Finally, the suggest model is mixed form.
