Policy Agendas for the Efficient Use of Public and Broadcast Spectrum (공공 및 방송주파수의 효율적 이용을 위한 정책 과제)

  • This paper explores the policy alternatives to promote efficient use of spectrums for public use and terrestrial broadcasting, which are essential to provide spectrum for mobile broadband services. To this end, recent overseas spectrum management policies are introduced and utilized to provide domestic policy alternatives. For the efficient use of spectrum for public use, policy alternatives such as detailed survey of current usage of spectrum for public use, levying the opportunity cost, installment of spectrum efficiency fund, providing incentives for the efficient use of spectrum for military use, and introduction of shared use are proposed. For the efficient use of spectrum for terrestrial broadcasting, short-term policy alternative such as change of contribution rate base of the broadcasting - telecommunications development fund is proposed. For long-term policy alternatives, change of spectrum provision from designation to allocation for the spectrum for commercial terrestrial broadcasting and introduction of administered incentive pricing to public terrestrial broadcasting are proposed.

  • Let $M_C=\(\array{A&C\\0&B}\)$ be a $2{\times}2$ upper triangular operator matrix acting on the Hilbert space $H{\bigoplus}K\;and\;let\;{\sigma}_w(\cdot)$ denote the Weyl spectrum. We give the necessary and sufficient conditions for operators A and B which ${\sigma}_w\(\array{A&C\\0&B}\)={\sigma}_w\(\array{A&C\\0&B}\)\;or\;{\sigma}_w\(\array{A&C\\0&B}\)={\sigma}_w(A){\cup}{\sigma}_w(B)$ holds for every $C{\in}B(K,\;H)$. We also study the Weyl's theorem for operator matrices.

  • Due to the improvement of the seismic hazard analysis method and the design code, dynamic analysis method is widely used. To conduct dynamic analysis, various coefficients should be designated. The time history acceleration is one of the most essential factor. However, strong earthquake motion data from the outside of the country have been used to conduct dynamic analysis without considering of the ground motion parameters. In this study, the methodology to choose appropriate input motion is developed by using time domain design spectrum matching procedure. Two examples are applied to verify the methodology. The Result shows that the methodology satisfies seismic circumstances and the design code.

  • Caudal agenesis refers to the congenital malformation with the essential feature of the agenesis of the sacrococcygeal bone. It is associated with various types of spinal cord anomaly as well as with complex anomalies of genitourinary or gastrointestinal system. The wide spectrum of the disease can be attributed to its pathoembryological origin, the secondary neurulation. This review presents the definition, etiology, classification, and clinical features of the disease.

Use of Nuclear Magnetic Resonance Spectroscopy in Analysis of Fennel Essential Oil

  • A simple and rapid method based on proton nuclear magnetic resonance spectroscopy was developed for determination of trans-anethole content in fennel essential oil. Spectra of pure trans-anethole, of the pure essential oil of fennel, and of the pure oil of fennel with thymol internal standard were recorded. The signal of $H-1^/$ was used for quantification of trans-anethole. This proton signal is well separated in the proton magnetic resonance spectrum of the compound. No reference compound is needed and cheap internal standard was used. The results obtained from spectroscopic analysis were compared with those obtained by gas chromatography. Additionally, the developed method was used for determination of the type of vegetable oil used as a carrier in commercial products, which cannot be quantified as such by gas chromatography. This study demonstrates the application of proton nuclear magnetic resonance spectroscopy as a quality control method for estimation of essential oil components.

Effect of Essential Oil from San-Jo-In (Zizyphus jujuba Mill. seeds) on Human Electroencephalographic Activity (산조인(Zizyphus jujuba Mill.) 에센셜오일 흡입이 인간의 뇌파에 미치는 영향)

  • Essential oils have been used to treat psychophysiological disorders, but their effects on human electroencephalographic (EEG) activity have not been thoroughly investigated. We evaluated the effects of essential oil of Zizyphus jujuba seeds, a Korean folk medicine known as San-Jo-In, on human EEG activity. For this purpose, essential oil was extracted from San-Jo-In by the supercritical carbon dioxide extraction method. The effect of its inhalation on EEG activity was evaluated by measuring the EEG power spectrum (25 indices) in 20 healthy participants. The results of the EEG power spectrum indicated that the values of the theta wave decreased significantly (p<0.05) in the left (from 17.277 to $13.854{\mu}V$) and right parietal (from 15.324 to $13.020{\mu}V$) regions compared to the other regions. During the inhalation of San-Jo-In oil, the EEG spectrum values of fast alpha, relative gamma, and spectral edge frequency increased 50% compared to those before inhalation. The values of the fast alpha wave increased significantly (p<0.05) in the left prefrontal (from 0.063 to $0.085{\mu}V$), right prefrontal (from 0.064 to $0.085{\mu}V$), and left frontal (from 0.073 to $0.100{\mu}V$) regions following inhalation of the San-Jo-In essential oil. The changes in the EEG activities following inhalation of San-Jo-In suggest that the oil can improve psychological well-being by increasing attention and relaxation.

A Spectrum Sharing Model for Compatibility between IMT-Advanced and Digital Broadcasting

  • Recently, the International Telecommunication Union allocated the 470-862 MHz band to the digital broadcasting (DB) service. Moreover, the 790-862 MHz sub-band will be allocated to the next-generation mobile system, known as the International Mobile Telecommunication - Advanced (IMT-A), and to the DB on a co-primary basis in the year 2015. Currently, two candidate technologies are available to represent the IMT-A system; the Mobile WiMAX and Long Term Evolution - Advanced (LTE-A). One of the main criteria of the IMT-A candidate is to not cause additional interference to the primary service (i.e., DB). In this paper, we address the spectrum sharing issue between the IMT-A candidates and the DB service. More precisely, we investigate the interference effect between the DB service and the mobile network, which could be either LTE-A or WiMAX. Our study proposes a spectrum sharing model to take into account the impact of interference and evaluates the spectrum sharing requirements such as frequency separation and separation distance. This model considers three spectrum sharing scenarios: co-channel, zero guard band, and adjacent channel. A statistical analysis is performed, by considering the interferer spectrum emission mask and victim receiver blocking techniques. The interference-to-noise ratio is used as an essential spectrum sharing criterion between the systems. The model considers the random distribution of the users, antenna heights, and the bandwidth effect as well as the deployment environment in order to achieve spectrum sharing. The results show that LTE-A is preferable to WiMAX in terms of having less interference impact on DB; this can eventually allow the operation of both services without performance degradation and thus will lead to efficient utilization of the radio spectrum.

  • In this paper, we provide a characterization of upper semi-Fredholm operators via the relative demicompactness concept. The obtained results are used to investigate the stability of various essential spectra of closed linear operators under perturbations belonging to classes involving demicompact, as well as, relative demicompact operators.

  • This paper introduces a new method of ice load generation in the time domain for the station-keeping performance evaluation of Arctic offshore structures. This method is based on the ice load spectrum and mean ice load. Recently, there has been increasing interest in Arctic offshore technology for the exploration and exploitation of the Arctic region because of the better accessibility to the Arctic ocean provided by the global warming effect. It is essential to consider the ice load during the development of an Arctic offshore structure. In particular, when designing a station-keeping system for an Arctic offshore structure, a consideration of the ice load acting on the vessel in the time domain is essential to ensure its safety and security. Several methods have been developed to consider the ice load in the time domain. However, most of the developed methods are computationally heavy because they consider every ice floe in the sea ice field to calculate the ice load acting on the vessel. In this study, a new approach to generate the ice load in the time domain with computational efficiency was suggested, and its feasibility was examined. The ice load spectrum and mean ice load were acquired from a numerical analysis with GPU-event mechanics (GEM) software, and the ice load with the varying heading of a vessel was reconstructed to show the feasibility of the proposed method.
