An integrated water environment management system is necessary in improving water quality, properly allocating water resources, and supporting socio-economic development. Specifically, water quality management system using web map can be an efficient approach to accomplish this system. This paper aims to construct a dynamic water quality management system to reflect a water environment management system which includes three sub-models with consideration of their interrelationships (a socio-economic model based on dynamic Input-Output model, a water resources cycle model, and a water pollutants flow model). Based on simulation, the model can precisely estimate trends of water utilization, water quality, and economic development under certain management targets, and propose an optimal plan. This study utilized the model to analyze the potential of using reclaimed water to accomplish local water environment management and sustainable development plan while exploring the applicable approaches. This study indicates that the constructed water environment management system can be effective and easily adopted to assess water resources and environment while improving the trade-off between economic and environment development, as well as formulate regional development plan.

Many port states such as New Zealand, the USA, Australia and Canada have strict regulations to prevent ships which arrive in their port from discharging polluted ballast water which contain harmful aquatic organisms and pathogens. They are notified that transfer of polluted ballast water can cause serious injury to public health and damage to property and environment. For this reason, they perceived that the ballast exchange in deep sea is the most effective method, together with submitting the ballast management plan which contains the effective exchange method, ballast system and safety consideration. In this study, we make an effort to develop optimum ballast water exchange management and in result of that, it provide more convenient and stable process for preparing ballast water management plan.

This research provided the technology for the proposed bids to the efficient operation conditions for the application of the existing system of bids and bid proposal, the current technology of the institutional, problems were analyzed. The results of the technical proposal, the current bidding system has been exposed very early points, as ways to overcome these problems and to suggest effective operating plan was to define the details.

In order to reduce fatal accidents, a systematic safety management should be performed at a construction site. A lot of researches on direct causes of fatal accidents and indirect causes which affect the direct causes have been conducted for effective safety management. In the previous studies, these causes are considered separately because of the difficulty of recognition of indirect causes. It is also hard to measure the negative impact of these causes and notice their occurrence the perception of its problem. However, a study on identification of complicated relationship between these two types of causes is necessary since an accident occurs due to the chain reaction that indirect causes trigger the direct causes which lead to the fatal accidents. Therefore, this study proposes a safety management plan that considers indirect and direct causes of fatal accidents cases in the Korean construction industry. Then this paper suggests a plan of safety management by identifying major causes of the accidents.

The current study aims to propose a reorganization plan for the national emergency management system to improve the current organizational structure for responding to national disasters and emergency situations. As a theoretical framework, the current study identified four key elements of successful disaster response systems: responsiveness, controllability, expertise, and devotedness. On the basis of the four key elements of disaster response systems, this study critically reviewed the current state of the organizational structure of the Korean national emergency response system by discussing the issues inherent in the current structure and by doing a comparative analysis of two high-profile national disaster cases-the Sewol ferry disaster in 2014 and the Gwangsan Rescue of buried people in 2013. Then, this study proposed the reorganization plan for the national disaster response system in which the NEMA is under direct control of the Prime Minister of Korea. It coordinates and controls the related government departments, such as the police, maritime police, and military during the national disaster and emergency situation. This study also proposed a reorganizational plan for the regional disaster response system in Korea. Finally, it was suggested that the status of firefighters should be elevated to the national public servant level in order to achieve organizational efficiency and solve existing problems that come from the current separated systems.

This research is an empirical case study that suggests the practical practice and output of action plan, the actual performing activity of risk management system established to prevent and respond to risk of the elderly care facility. For this, this research analyzed the action plan practice process and outcome upon 2 years' practice (2014~2015) by A Elderly care facility which has conducted performance activity by establishing risk management system to prevent and respond to danger for the first time in Korea. As the research result, first, risk management system action plan was established in the choice and performance stage of risk prevention and response handling method, the 3rd among 4 staged process of risk management system establishment. Second, as the outcome along with risk management system action plan performance, as the result of comprehending the investigation on risk change for 2 years(2014~2015), risk decreased by 28% in 2015 compared to 2014, displaying effect in risk management activity along with performing action plan. Based on this result, it was determined that action plan for the effective action plan establishment and practice in the elderly care facility should be established with systematic promotion schedule to be well connected with its strategy, achievement goal, and achievement project, etc. based on vision and strategy, instead of being established individually, based on clear matter of responsibility, utilizing such technique as Gantt chart, etc., composing concretely by schematizing in order to view all contents to be practiced clearly.

This paper is described the System of effective RAMS Management established for AREX Railway System. This system for AREX's E&M system contains FRACAS(Failure Reporting, Analysis and Corrective Action Plan) and computation of RAMS indices. This procedure is applying to improve the Reliability, Availability, Maintainability and Safety for railway system in operation stage. Furthermore, this system would be a basis of RCM(Reliability Centred Maintenance).

In the Urban Regeneration Project, the scale becomes huge and the composition of participating organizations is complex. It is necessary to establish the master plan fast and effectively harmonize conflict options and interests in the early stage of the project. However, the master planner, who is tasked to establish the master plan, and the master planning team, are difficult to establish the master plan fast while effectively considering various and complex information related to regeneration. The Urban Regeneration Project is composed of various types of computer files like HWP, EXL, PDF, DWG and others. When the master plan is established, it is necessary to link the information items and physical files of urban generation in order to effectively save the files in storage for easy search and utilization. This study developed a prototype system to support participating subjects of the Urban Regeneration Projects. It will effectively utilize the information items in the physical computer files using information blocks and Metadata. The developed system provides the base to effectively manage large amount of documents in the early stage of the Urban Regeneration Project and make effective decision-making using the concept of data warehouse.

The use of the gas turbine for power supply is increasing recently. Accordingly, the operation and maintenance cost of the gas turbine is gradually increasing and the various efforts to cut the cost are needed. For an operation and maintenance cost saving of the gas turbine, reductions of the new purchasing charge and the reproduction repair cost of the hot gas parts are required through more effective operation and life management methods for the hot gas parts. The hot gas parts are the main parts of the gas turbine and they are replaced with the periodic. In this research, efficient operation and life management methods for the hot gas parts were presented with the cases. The methods were analyzed and verified based on real data and the cases for improving a lifetime were utilized in the field.

The main purpose of this study is to analyze the impact of the cost estimates on the construction work in residential apartment housing facilities. The planning work of facility construction is roughly divided into five main tasks which are further broken down into the following: process plan (P1-P6), construction plan (C1-C5), environmental management plan (E1-E4), quality management plan (Q1-Q5) and the safety management plan (S1-S5). In this study these tasks were classified into 25 detailed planning duties and a statistical analysis was performed on each one to determine its impact on cost. Finally this study derives from major planning tasks for effective cost management through correlation between planning tasks, cost indicators and t-test.
