A Study on the Current Status and Improvement Direction of Korean e-Navigation Service on Ship's Collision (우리나라 선박 충돌예방 지원서비스의 현황 및 발전방향에 대한 연구)

  • Korea government has developed Korean e-Navigation service to assist ship's collision avoidance, and is providing it since Jan. 2021 to korean vessels to reduce marine accidents caused by human error which is regarded as main reason of marine accidents. It is a huge achievement itself because it is a real-time maritime safety information service based on digital communication, but still has room for improvement to provide customized information for each vessel, such as considering ship's characteristics. This research analyzes current status and requirement of collision avoidance assistance service. Lastly, it suggests direction of improvement of service such as using data science, artificial intelligence(AI).

  • The United Kingdom proposed the development of the strategic vision for e-Navigation at MSC 81 held in 2006. As the development is under way, the concept has not been specified yet. Moreover, It has not come to agreement what information is important and treated in priority for e-Navigation. Korea has been studying it in the various points of view, but no achievement until now. This study looks into the development methods for e-Navigation in Korea through examining international movement and industrial situation as to e-Navigation.

  • 최근 국제적으로 e-Navigation을 지향하는 해상안전에 대한 국제적 기술개발 및 표준화가 활발하게 진행되고 있다. 이러한 국제적 변화와 더불어 국내에서도 차세대 해상교통관제기술개발의 필요성이 제기되어 왔다. 즉, 차세대 VTS(Vessel Traffic management Service)는 e-Navigation의 육상 시스템으로의 역할을 수행하기 위한 새로운 개념과 서비스가 도입되어야 하며 기존 시스템과는 차별화될 수 있는 요인이다. 따라서 본 논문에서는 차세대 VTS인 u-VTS의 개념과 구조를 정립하고 관련 서비스 요구 사항을 고찰하고자 한다.

  • 본 연구에서는 한국형 e-Navigation 선내시스템 원격 모니터링 서비스(SV20) 중 복원성 및 화재 판정 모듈의 개발과 운용개념에 대해서 소개하였다. 구체적으로는 선박의 복원성(안정성)과 관련된 메타센터 높이(GM), 복원성지수, 운동성지수 그리고 선체-파랑 동조위험성의 산출 및 표출에 대한 방안과 선내 화재정보의 표출 방안을 설명하고, 개발 진행사항 그리고 향후 연구 등을 기술하였다.

  • The important purposes of research in ship operation are to ensure safe navigation, high efficiency of transportation, high accuracy, and security. IMO, develops a broad strategy for incorporating the use of new technologies in a structured way to ensure that their use is compliant with the various electronic navigational and communication technologies and services that are already available. As a base research for E-Navigation, therefore, this paper proposes a maritime information network based on Mesh Network that is one of the maritime broadband solutions. Firstly, this paper analyzes an international port network system and the requirements of port network for E-Navigation. Finally, it designs the maritime information network system based on Mesh Network and shows its validity for E-Navigation.

  • Recently, IALA has introduced AIS AtoN and standardized Aids to Navigation communication system and the World-wide IALA-Net has announced plans to build the system. Systematic beacon network may offer opportunities to make infrastructure for information service and upgrade AtoN service performance. This paper proposes Aids to Navigation information service network for e-NAV. Network based on AIS is consist of AIS AtoN channels as Real, Synthetic or Virtual AIS AtoN. And inner network is consist of Wireless networks as AIS, WCDMA, WIFI, WlBRO, USN or VSAT. Introducing of various network systems can lead to combine and design among land, beacon and service network infrastructures.

  • Recently, in the process of developing, verifying, and upgrading the e-Navigation service and autonomous navigation system, there is an increasing demand for inter-working with a ship-handling simulator that can simulate actual maritime traffic conditions. In this paper, to develop a ship-handling simulation system based on actual maritime traffic conditions, a simulation server was built, received information on the actual maritime traffic conditions from the e-Navigation linkage system, and changed to information for operating the ship-handling simulator. In order to provide simulation images to users, 3D shape modeling for trade ports, coastal ports in Korea and major type of ship were performed. The developed system will be used for the advancement of e-Navigation service, development and verification of autonomous navigation systems, by enabling simultaneous processing of more than 10,000 ships and allowing users to simulate actual maritime traffic conditions in the desired area.

  • This paper proposes an international trend and its implementation for an E-Navigation that can utilize of existing and new navigation tools, in particular electronic tools, in a holistic and systematic manner. IMO develops a broad strategy for incorporating the use of new technologies in a structured way to ensure that their use is compliant with the various electronic navigational and communication technologies and services that are already available. Implementation of this new strategic vision might require modifications to working methods and navigational tools, such as chats, bridge display equipment, electronic aids to navigation, communications and shore infrastructure. E-Navigation will reduce navigational accidents errors and failures by developing standards an accurate and cost effective system.

  • In this paper, we propose a standardization strategy for next generation electronic navigational chart which can be classified as S-100 Universal Hydrographic Data Model, to accept various requirements arising from various marine information and services as well as support e-navigation service strategies. IMO uses the next generation electronic chart standard, S-100 as Common Maritime Data Structure. It means that a common data model is needed as a key element for realization of e-Navigation and also points out that a new ICT convergence paradigm is needed not only for marine safety but also for maritime information and services. this paper considers he model-based data representation and reference model in order to understand the content and use of the S-100 standard and also considers the interconnectivity and role of the ISO/TC211 standards, which are being used as base standards for profiling to develop S-100 standard. Finally, we look at what standardization items are required for standardization of next generation electronic navigational chart supporting multi-purpose and how they are used mutually.

  • Maritime Cloud has been progressed by IMO as a part of the e-Navigation Strategy Implementation Plan. Development of maritime cloud enables safe and reliable information exchange among maritime stakeholders. The research conducted static analysis of open source-based maritime cloud for design and development of e-Navigation application service. As a result, configuration and role of component of MMS, one of core technologies of maritime cloud, was found out. Also, in order to grasp maritime cloud-based application, we found operation process and relationship between maritime cloud and client by analyzing EPD. The findings of the research could be utilized for developing future e-Navigation service.
