A Review on E-Governance Research Trend and Analysis - An Empirical Analysis of Academic Papers in Korea - (e-거버넌스 연구의 경향 분석: 국내 학술논문을 중심으로)

  • Since the 1990s, the notion of governance has been introduced as an alternative way of understanding the new trend of public administration. Then, it was followed by the emergence of the concept, e-governance (electronic governance) with the development of information and communication technologies. E-governance means an approach to understanding how to manage state affairs. It emphasizes the notion of governance where various actors (government-market-civil society, etc.) adjust and cooperate through mutual collaborative network, not a unilateral decision-making form of government, in order to solve common problems. It also carries the notion of 'electronic' in the sense that it operates on the basis of utilizing information and communication technology (ICT). This study systematically attempts to analyze research trends and methodologies of e-governance in major Korean journals and proceedings in the field of public administration and policy studies over the last 15 years. Some of the findings are worth noting: first, e-governance studies in Korea are in large measure concentrated on the government-centered perspective. Also, past studies tend to focus on problem-solving by suggesting policy alternatives. Past studies, thus, seem to pay relatively less attention to explanation of the phenomena through rigorous analysis. Under the circumstances, this review is expected to shed light on some of conceptual or methodological issues related e-governance studies, thus, to provide significant implications for future research of e-governance.

Exploration of Governance Improvement Measures through E-government of Korea (한국(韓國)의 전자정부(電子政府)와 거버넌스 향상 방안)

  • This study examines the status of Korean E-government implementation and explores the ways to contribute to governance improvement by means of the e-government. As far as the level of implementation of e-government, Korea is confirmed to have achieved upper level by global standards, but it is found that continuous efforts of improvement is still required in the area of integrative management, which is considered as a final phase of e-government development. In order to evaluate how much e-government of Korea has contributed to the improvement of governance, I tried to measure the usability of e-government from the perspective of providers and that of consumers, and also, a qualitative evaluation on the provision and usage of functions related to the governance was also adopted. It is concluded that, while Korean e-government has reached a remarkable stage in the quantitative perspectives, there are still a room for improvement from the qualitative perspective, such as its role as a means of governance improvement. Also, based on the above evaluations and consequent findings, I suggest guidelines for the improvement of governance through the development of e-government.

  • As e-commerce has led to profound changes in the way economic transactions are made and has spurred the rapid integration of global markets, governance of e-commerce has emerged as an important policy agenda around the globe. Given the broader social and economic implications of e-commerce, it is of no surprise that the rule-making process for global e-commerce has increasingly captured the attention of scholars. Despite the substantial contributions to understanding this process, a review of the literature reveals some weaknesses in the study of emerging forms of governance in global e-commerce. This paper addresses these weaknesses and proposes an alternative theoretical framework that underscores the role of ideas and discourse in the global rule-making process.

  • The first wave of e-government projects dating from the early 1990s primarily focused on setting up national and global information infrastructure, internal organizational reform, digital procurement, and the digital delivery of government services to citizens. Most of these e-Government projects have concentrated on the development of systems focusing on strengthening the formal agencies and institutions of government. To date, despite many theoretical and empirical studies on citizen involvement in terms of governance, relatively little attention has been paid to developing e-government systems with a focus on improving citizen involvement, which we call e-governance systems. This paper discusses the characteristics of the e-governance systems, identifies core requirements for its development, and suggests an e-governance system architecture that can satisfy the core requirements.

  • ICT technology development has led to a breakthrough change in government decision making by improving mutual communication between various stakeholders. The formation of ICT-based cooperation network between public organizations and civic tech developers to solve the problem of masks in the COVID-19 pandemic serves as a milestone. The purpose of this study is to examine the properties of e-Governance and analyze the dynamic network structure of the communication process for chat rooms created during the development of public mask apps. First, as a result of the analysis, the possibility of online-based e-Governance can be identified. In addition, the combination of expertise to solve social problems interacted organically within the network. Emotional communication for cooperation between key actors was marked as important for the successful operation of the network.

  • To solidate information security, Korea government introduces information security governance. The public institutions and agencies in korea have begun to recognize the importance of information security governance. For solidating information security governance, the government has tried to establish and solidate an information security policy and information security systems. This study suggests factors affecting the level of information security governance in the public agencies and institutions through the factor analysis and the linear regression analysis. The results of this study show that the CEO's support is able to elevate the level of information security governance. The level of information security governance has relation with the number of the staff in information departments, and the budget in the public agencies and the institutions. This study provides directions for the public agencies and the institution for elevating the levels of information security governance.

  • As increasing IT investments in corporate decision makers' locus move from application level to organizational level. However, many companies still don't have a structured IT decision makings architecture. According to existing IT governance research, although companies are included in similar environment, size, and industry they have a variety of IT governance modes because of not single contingency factor but multiple contingencies factors. The goal of this study is to suggest key IT activities and contingency factors which affect IT decision makings architecture based on existing IT governance studies, to develop an IT governance research model with multiple contingencies theory, and to articulate IT governance architectures of small or medium sized companies in Korea. Through extracting a desirable IT governance framework, our research is going to help to increase companies' value.

  • Corporate information has great value, but also poses great risk. Information governance is an organization's coordinated, inter-disciplinary approach to satisfying information compliance requirements and managing information risks while optimizing information value. This study aims to suggest the directions of implementing information governance in business firms based on analyses of Sedona Conference Principles of Information Governance. After analysing and reformulating the principles into control standards, and they are investigated and interpreted in terms of practicing information governance.

  • In order to strengthen the protection of information, public institutions have introduced information security governance system. Public institutions recognizes the importance of information security governance system, and have striven to establish information security governance by establishing institutions and making policies. In this paper, in order to investigate ways that will be the basis for the establishment of information security governance in public institutions, we studied the necessity and model of information security governance. Also, by studying the government policies and cases, we proposed the direction of the policy.

  • This paper examines new phenomenon and transformation that arise from the expansion of knowledge-based economy, envisions the meaning of e-government through comparing traditional administration with new governance, formulates the e-government model, and presents a direction for next e-government for the conclusion. These new phenomenon include a transformation to product and service convergence model, cyber sovereignty dilemma, privacy and information security threats, and various others. Also, there is a gradual transformation from government-oriented administrative approach to a new governance model that strengthens the role of NGO. And, e-government must work together to realize this new governance ideology. New e-government must be transformed where government and citizens can implement and manage e-government together. Therefore, expanding applications of Public Key Infrastructure (PKI) technologies, promotion of e-Democracy, and improvement of user interface to improve usability must be emphasized.
