Piracy is the enemy of the human race. Pirates commit acts of murder, robbery, plunder or other villainous deeds at sea, cruelly against humanity. The Republic of Korea(ROK), as a big maritime country, is obliged to suppress piracy under international treaties it ratified, including the UN Convention on the Law of the Sea and the two 1988 Conventions against maritime terrorism The Korean government is recently taking a positive attitude towards the regional cooperation which is necessary for the suppression of piracy in the waters of Southeast Asia In spite of the effects of international cooperation to prevent piracy, it is recently on an increasing trend every year. Such circumstances may have a bad effect on the sound development of world economy by means of trade at sea as well as treat to the safety of crews and safe operation of ships. This paper aims to suggest the countermeasures against piracy in terms of criminal law, civil law and international law in order to secure safe operation of vessels at sea.

Japanese waterfront project consisted actively from an early stage in 1980's, and the project which activated an area in a destination in a various part of Japan was implemented. For a study to however conscious whether the user in water front be of the waterside space in such waterfront project paper its number is very small. A questionnaire survey was put into effect targeted for 17 points of Japanese typical waterfront project paper completed in about 1990 by this research. 영산강 하구언 방조제의 건설로 인한 항만 및 이의 인접해역 해면의 변화는 예상한 바 있으며 실제 여러개소에서 월 2회정도의 주기로 목포 구항부근 상업지역에서 해면상승에 따라 주기적으로 침수되는 현상이 나타나고 있다 목포항의 영산강 하구언 방조제 조성으로 인한 조류성분중 최고기록을 가진 수로에서는 6kts 정도로 감소된 것으로 보고되고 있으나 주위자연환경 변화에 따른 수면 상승 및 해수면의 주기적인 변화 등에 대한 상세한 언급 및 깊이 있는 분석은 회피되어왔다. 수자원의 효율적관리를 위해 하구언 방조제는 이미 건설되었고 앞으로 대규모의 항만개발과 대불산업단지조성을 위해 추가 3개의 만입해안해역에 댐으로 해역을 막아 매립공사를 추진하고 있다 그러나 이 지역에 대한 분석은 타당성의 여부만을 강조한 상업적 용역이 이루어지고 있고 장래 개발에 대해 학술적이고 실질적인 문제점 추출과 해결방아네 대해서는 무시하거나 경시한 바가 많다 더구나 태풍 저기압 등과 같은 자연재해를 고려한 분석은 시도되지 못하고 있다 따라서 개발전후의 현상에 대한 상세한 자료 및 현장 조사와 극한 상태를 고려하여 개발에 따른 수위상승 부진동, 조류 수질등 이해역의 변화요소를 수집하고 분석하며 과학적 접근방법에 기초를 둔 수치모델의 실험을 포함하여 현장관측 및 측정자료를 검증하는 것이 필수적이라고 사료되어 종합분석의 한단계로 여기서는 하구언 및 하구간척(Land Reclamatic of Estuary barren)으로 해역축소에 따른 해면변화의 실제현상을 조사하여 정리하고 이를 수치모델을 통해 시뮬레이션하여 보았다 이는 종합개발의 좋은 기초자료로 이용됨은 물론이로 이지역의 개발에 기여할 것으로본다.적절하게 가정된 지반의 응력-변형률 관계와 간극수압특성에 의하여 고려되었다. 그 결과 응력 및 변위가 심하게 발생하는 지역은 황색 점토층이었으며 이로부터 황색 점토층에서 부터 파괴면이 생성되어 다른 지역으로 전파되었음을 유추할 수 있었다.form trap with 2.88[eV] deep of injected space charge from the chathode in the crystaline regions. The purpose of this study is described in detail as follows. First, I would like to define what digital transformation is in the maritime transport sector. Second, it is intended to derive success factors for digital transformation in the maritime transportation field by examining various preceding studies related to digital transformation. Finally, in order to derive priorities for the derived success factors, an AHP analysis model is built and an expert survey is conducted for practical experts in the maritime transportation field. Based on the survey results, we would like to provide guidelines on what factors should be considered first among the success factors of digital transformation in the maritime transportation sector. In this study, in order to derive the priority of success factors for digital transformation in the maritime transportation field, the hierarchical structure was divided into four high-level evaluation items(strategic factors, organizational culture and human factors, technology factors, and environmental factors) and 21 sub-evaluation items. A relative evaluation method of weighting items among AHP(Analytic Hierarchy Process) was applied. AHP analysis of 24 questionnaires with a consistency ratio of 0.1 or less in order to increase the accuracy of information among questionnaires collected through maritime transportation related university professors, research groups, shipping companies, container terminals, and experts engaged in shipping related IT companies was carried out. As a result of the analysis, the priority of the first-tier factors for the success factors of digital transformation in the maritime transport sector was shown in the order of strategic factors, organizational culture and human factors, technology factors, and environmental factors. In addition, when looking at the priorities of 21 detailed items, it was found that the development of new business models, the creation of an active future digital strategy, and the leadership of the chief digital officer were high.

Aids to Navigation (AtoN) is marine traffic safety facility to facilitate the safe and efficient movement of shipping and enhance the protection of the marine environment by the regulation or guideline of The International Association of Marine Aids to Navigation and Lighthouse Authorities (IALA). By IALA NAVGUIDE, the term "New Danger" is defined as newly discovered hazards not yet shown in nautical documents and includes naturally occurring obstructions such as sandbanks or rocks or man-made dangers such as wrecks. 'New Dangers' should be appropriately marked using Lateral, Cardinal, Isolated Danger marks or by using the Emergency Wreck Marking Buoy. However, the Emergency Wreck Marking Buoy has difficulties with implementation conditions in terms of speed and accuracy to install the buoy. In case of sinking accidents, it is difficult immediately to install the Emergency Wreck Marking Buoy because of weather conditions, marine environments and accident position. This paper studies Auto Releasing New Danger Mark Buoy on the deck which can be automatically to release from the deck of a vessel and float in the water and quickly install the accident position in case of sinking accidents. The buoy will be to reduce the risk of navigation and prevent secondary collisions.
The primary purpose of this study is to examine empirically the effect of foreign crew's cultural and organizational characteristics on their self-efficacy and organization commitment. Currently, the restrictions on the employment of the foreign crews are being eased in the Korean shipping industry and many problems are occurring consequently. However, specific and empirical studies on the relevancy of cultural characteristics to the crew's self-efficacy and organizational commitment on board the vessels with combined crews have not yet been carried out. To solve these problems, we examined how the cultural characteristics such as acculturation and accommodation of different culture related to the improvement of cultural homogeneity of vessels with combined crews influence on the self-efficacy, job satisfaction and organizational commitment of the foreign crews through SEM analysis. According to the results, hypothesis 1 and 2 were all supported with statistical significance. To conclude, this study suggests that foreign crew's cultural homogeneity and their self-efficacy should be firstly enhanced in order to improve organizational commitment on the vessel with combined crews. Furthermore, a study on self-efficacy of crew organization is urgently needed to enhance the effectiveness of an organization in a vessel with combined crews that has special environment. The result of this study will contribute a lot to the organization management of a vessel with combined crews.

IPCC (International Panel on Climate Change) reported that the arctic sea-ice extent has been decreased by 2.7% per decades since satellite observations in 1978. The decreased sea-ice extent has gained an international attention due to its economical benefits from the NSR (Northen Sea Route). The NRS - not a clearly defined single route, but a number of alternative routes across the top of Russiahas a 37 % reduction in sailing distance, comparing to the SSR (Southen Sea Route) passing thourgh the Suez Canal. Sailing days are consequently reduced from 30 days to 20 days. Also, it is estimated that the Northen Sea has 20 to 25% of world's oil resources and occupies 40% of the world's fishery production. As Republic of Korea was admitted as an observer to the Arctic Council on May 15, 2013, there has been increasing needs to explore new route in the Northen Sea. In this situation, Korea Institute of Ocean Science & Technology (KIOST) is preparing a plan for the development of Arctic-circle Ocean Environmental Information System to support the ice navigation and resource exploration in the Arctic. We will introduce a conceptual design of a satellite-based ice navigation supporting system for the northern sea route.
Recently, it has been emphasized that 'marine special economic zone' need to be designated and developed. Therefore, the purpose of this paper is to analyse on successful growth factors of 'marine special economic zone'. This study deals with the terms of three connection success factors which are a firm's subjective factors, a industrial environment factors, and a governmental policy factors. According to analysis results of the three successful growth factors, a firm's subjective factors(4.11 score) are scored at the most ones of the three successful growth factors, to be compared with a industrial environment factors(3.89 score). with a government policy factors(3.72 score). Therefore, first of all, it is important to enhance competitiveness of 'marine special economic zone' through as follows, a firm's subjective factors : (1) to procure concentrated market strategy and real market capacity, (2) to promote customer service, (3) to procure speedy satisfaction of customer needs and confidence, (4) to enhance competitiveness through standing in a trio of connection growth model. And, the next, we have to enhance competitiveness of 'marine special economic zone' through considering a industrial environment factors, that is, sustainable growth of marine industry, clustering of marine industry, expansion of infrastructure, etc., and a government policy factors, that is, leading law improvement and policy of leading 'marine special economic zone' designation and development, etc.,
Ship structures are thin-walled structures and lots of cutouts, for example, of inner bottom structure, girder, upper deck hatch, floor and dia-frame etc. In the case where a plate has cutout it experiences reduced buckling and ultimate strength and at the same time the in-plane stress under compressive load produced by hull girder bending will be redistributed. In the present paper, we investigated several kinds of perforated stiffened model from actual ship structure and series of elasto-plastic large deflection analyses were performed to investigate into the influence of perforation on the buckling and ultimate strength of the perforated stiffened plate varying the cutout ratio, web height, thickness and type of cross-section by commercial FEA program(ANSYS). Closed-form formulas for predicting the ultimate strength of the perforated stiffened plate are empirically derived by curve fitting based on the Finite Element Analysis results. These formulas are used to evaluate the ultimate strength, which showed good correlation with FEM results. These results will be useful for evaluating the ultimate strength of the perforated stiffened plate in the preliminary design.
This study focused on the supply-demand and training system of the crew for domestic coastal shipping. First of all, it forecasted the prospect and effect in the future of the crew supply-demand through the analysis to the current situation of crew employment and the internal and external environment changes. Next, it suggested the specific role and alternatives of government, industry and educational institutions after the comparison and examination of the sailor policies among Korea and major shipping countries. In regard to the demand of crew manpower in coastal shipping, it figured out the bottoms and the current circumstances of sailors, and it could anticipate the future demand by the gradational approach. According to the findings, firstly the result of this simulation by the changes of the ship numbers demonstrated that the demand over the next 10 years will be 7,890~8,025 in the case of the growth 0.4%, and 7,894~8,063 in 0.5%. Secondly, assuming the growth 0.1~1%, the result illustrated that the demand will come to 7,879~8,258. This means the fact that the additional manpower has to be input to 20~430 annually from now on. To conclude, this study showed the more rational numbers about the supply-demand than the past researches and displayed the systematic approach to supply and train the crew in domestic coastal shipping.
