The growth of information and communication technology (ICT) has led to a rapid of business paradigm shift incurred in the creation of new social/market value, changes of a value chain and elements producing a value creation, and enlargement of the scope of market competition. It leads to the change and evolution of industrial structure, requiring innovations of policy and institution. However, most studies that have focused on the effect of policy and institution on innovation are based on thick description and qualitative evidence, while paying little attention to these linkages in an empirical way. Hence this study has attempted to empirically analyze policy and institutional factors affecting innovation performance, particularly attention to ICT industry in OECD countries. The findings derived from the empirical analysis provide important implications for catch-up countries in relation to the innovations of policy and institution for effective innovation system and start-up ecosystem.

본 연구의 목적은 국책 연구 성과의 기술거래에서 기술공급 기관과 기술도입 기업 간에 작용하는 기술료 결정요인을 비교 분석하여 기술이전 관련 기관, 기술공급 및 도입 기업 등 이해 관계자에게 유의한 정보와 정책적 시사점을 제공하기 위함이다. 이를 위하여 본 연구에서는 2011년부터 2015년까지 농촌진흥청 차세대바이오그린21 국책 연구 사업을 추진한 N사업단의 대학과 중소기업간 기술이전 사례를 중심으로 96개 기술공급 기관과 85개의 기술도입 기업에게 2016년 9월 1일부터 10월 31일 2개월 동안 AHP 설문 조사를 실시하고 각 기술거래 당사자 간 기술료 결정요인의 중요도를 비교 분석하였다. 분석 결과 기술거래 양 당사자는 '기술 활용의 수익성'과 '경영진의 기술도입 의지'를 중요한 기술료 결정요인으로 인식하고 있는 공통점이 있는 반면, 기술공급 기관은 기술이 적용된 제품의 '시장 경쟁력' 요인을, 기술도입 기업은 '기업의 가용 예산범위'를 더 높은 상대적 중요성으로 인식하는 차이가 있었다. 본 연구를 통하여 산업 현장의 구체적 니즈를 반영한 기술수요 조사, 기술료 지불 방법의 다양화, 기술이전을 목적으로 한 연구 평가 지표의 차별화, 기술개발 시급성을 반영한 연구 과제 추진이 필요하다는 정책적 시사점이 도출되었다.

본 연구는 이공계 분야별로 연구산출에 미치는 영향요인을 규명하고자 한 것이다. 이를 위해 2010-2012년 기간 BK21플러스 사업에 참여한 물리 화학 생물 기계 전기전자 화학공학 6개 분야 교수 1,383명의 연평균 자료를 분석하였다. 연구생산성에 미치는 변수로 성별, 연령별, 직급별, 지역별, 박사학위취득 국가와 같은 개인변수와 석사과정 학생 수, 박사과정 학생 수, 정부연구비, 산업체연구비 및 해외연구비라는 자원변수를 설정하였다. 논문과 특허 및 이들의 종합지수라는 3개 변수를 연구산출로, 대규모 공식적인 데이터를 이용해, 6개 분야에서, 영향요인을 분석했다는 점에서 본 연구는 다른 연구와 차이가 있다. 분석결과는 다음과 같다. 연구생산성에 미치는 요인은 분야에 따라 크게 차이가 난다. 특히 어떠한 개인변수나 자원변수도 모든 분야에서 공통으로 영향을 미치는 경우는 없다. 또한 자연계의 연구산출에 유의한 설명변수 숫자는 공학계보다 적었다. 분야별로 논문과 특허 산출의 비중이 다르고, 이들 간의 상관관계도 큰 차이를 보였다. 물리 화학에서는 논문과 특허 간에 관계가 없고, 나머지 분야에서는 양의 관계가 있었다.

현대의 기업경영에서 생산성과 효율성을 높이기 위해 제조 현장에 로봇기술의 도입은 핵심적인 기업경영사항 중에 하나이다. 이에 본 연구는 국내 중소 제조기업을 대상으로 지능형 로봇 기술 도입이 기술, 조직, 환경특성의 총 6개 변수(인지된 직접적 유익성, 인지된 간접적 유익성, 혁신성, 위험감수성, 인지된 산업압력, 인지된 정부압력)가 기업의 프로세스 혁신에 어떤 영향을 미치는지 검증하고자 하였다. 총 77개의 중소 제조기업의 자료로 Partial Least Square(PLS) 접근방법을 사용하여 연구모형의 변수간 인과관계를 분석하였다. 연구결과, 인지된 정부압력을 제외한 총 5가지 요소들이 기업 프로세스 혁신에 중요한 영향을 미치는 것으로 나타났다. 이러한 연구결과를 바탕으로 지능형 로봇을 도입하여 기업 프로세스 혁신을 위한 이론적, 실무적 시사점을 제시하였다.

The key challenges and problematic aspects of the formation of intellectually and innovation-oriented strategies of regional entities at the present stage of their development are considered. The main tasks that arise in the process of strategizing the potential-forming development of regional economic systems in the context of digitalization are identified. The list of key organizational and economic directions of strategic character of providing intellectual and innovative development of regional economic systems is formed, which includes clustering of centers of high-tech development of regions, creation of creative hubs, development of knowledge infrastructure and improvement of interregional cooperation; a brief description of each of the presented strategic organizational and economic directions is given. Based on the analysis, the key strategic guidelines for the development of regional economic entities in the context of digitalization under the influence of potential-forming determinants, which form the content basis for further processes of strategizing qualitative aspects of development of specific regional entities.

본 연구에서는 기술혁신 촉발의 인프라로 여겨지는 혁신클러스터 구축의 개념과 이론을 살펴보고 시나리오 플래닝을 통해서 판교 테크노밸리 운영의 전략방향을 설정하여 본다. 이러한 클러스터 전략 방향 설정의 연구 목적을 달성하기 위해서 본 연구에서는 클러스터의 개념, 이론 및 국내 외 주요 추진사례를 살펴본다. 구체적으로 사례분석으로는 해외의 핀란드 오울루, 미국 리서치 트라이앵글 파크, 국내의 대덕특구연구단지 및 경기도 기술혁신 클러스터를 분석한다. 또한, 이러한 사례분석을 통한 성공요인 고찰에서 더 나아가 미래예측 방법론 중 하나인 '시나리오 플래닝(scenario planning)'을 통하여 판교 테크노밸리 혁신클러스터 구축의 미래 시나리오를 설정한다. 또한, 이를 통해 바람직한 미래(preferred future)를 달성하기 위한 전략적 방향을 설정하였다. 본 연구를 통해 판교 테크노밸리 클러스터 추진의 성공을 위해서는 클러스터 육성지원 가능 강화, 혁신클러스터 정책과의 정합(alignment) 및 클러스터간의 네트워크 구축이 필요함을 알 수 있었다. 기술혁신 클러스터 추진의 전략방향을 시나리오 플래닝을 통하여 다차원적으로 고찰한 본 논문은 향후 클러스터 추진 관련 연구 조직에게 큰 함의를 제공할 수 있을 것으로 기대한다.

Pavitt(1984)과 Malerbar(2002)의 지적과 같이 혁신은 산업의 특성에 따라 다른 면모를 갖는다. 이 같은 관점에서 기계산업의 혁신을 다룬 기존 연구들은 주로 전체 제조업과 비교한 산업간 차이를 규명하는 데 초점을 두었다. 기계산업과 같은 기술 숙련집약적 산업에서의 혁신은 특히 다른 산업의 혁신과 상이한 특성과 메커니즘을 가질 것으로 예상되는 반면, 논의는 부족한 실정이다. 이에 본 연구에서는 기계산업의 제품혁신이 어떠한 요인들에 의해 결정되는 지를 다룸에 있어 제품혁신의 성과를 양적 측면과 질적 측면으로 구분해 접근하였고, 특히 Heckman 2단계 모형과 허들음이항 모형을 적용해 기업의 혁신활동에 수반되는 단계적 선택과정을 명시적으로 분석에 반영하였다. 분석 결과, 기계산업의 제품혁신에 있어 제품의 품질 및 성능향상 및 특허에 영향을 미치는 요인은 서로 상이하였으며, 문지방효과와 혁신의 강도 역시 구분되는 것으로 나타났다. 이는 결과적으로 기계산업은 연구개발 역량을 일정 수준 이상 축적하고 외부의 혁신을 효과적으로 조직 내 체화하고, 조직 구성원들에 대한 동기부여가 성과 향상에 중요한 역할을 수행한다고 하겠다.

The purpose of this paper is to investigate the diffusion process of mobile internet use in Korea and to explore the determinants driving MIU. A survey was conducted to collect data to empirically assess the research model. In total, 543 usable responses were collected using a questionnaire derived from previous research. Both the structural equation model and partial least squares were used to study the model concerning different user groups. Findings, The results indicate that there are significant differences in the users' perceptions of mobile internet usage during its different innovation diffusion stages. Of the determinants, perceived enjoyment is the most important predictor of mobile internet use. In addition to motivating users by making services more enjoyable, the findings suggest that practitioners should take the differences of adopter groups into account. Making the mobile internet easy to use and compatible with users' lifestyles would promote the use of technology as well.

본 연구는 여러 유형의 공간적 개념과 상호작용을 함의하는 다양한 공간가중행렬을 사용하는 공간계량모형을 통해 시군구 단위에서 혁신활동의 특정한 공간적 패턴을 야기하는 결정요인들을 분석하였다. 이러한 분석을 통해 혁신활동의 공간적 외부효과의 결정요인이 파악될 수 있으며, 이는 지식 확산효과의 공간적 상호작용과 공간 구조에 대한 이해를 심화시킬 수 있다.

The purpose of this study is to enhance an understanding of employee's OCB(organizational citizenship behavior) in manufacturing innovations like a TPM(total productive maintenance). OCB is examined as a dependent variable in three dimensions; compliance behavior, altruistic behavior, and innovative behavior. The six determinants of OCB are considered based on previous literature : organizational culture, team climate, transactional leadership, transformational leadership, job satisfaction, and organizational commitment. And the moderating effect of TPM on the relationships between OCB and determinants are examined. Data is collected through questionnaires and interviews from 684 employees in the Korean medium-sized manufacturing company that are conducting TPM. The result indicates that the important influencing factors of OCB are team climate, organizational culture, and job satisfaction. And the moderating effect of TPM on the relationships between OCB and job satisfaction is founded.
