  • Drawing on social and cultural capital theory, the study investigates the influences of social capital and cultural capital on the academic achievement of children in out-of-home care. We collected data from 494 children living in out-of-home services, including institutional care facilities, foster care homes, and group homes. To analyze the collected data, a multiple regression analysis method was used. In addition, the IV (instrumental-variables) estimation was utilized to rule out the possibility of reverse causality. The level of children's social capital was measured through children's relationships with parents and friends, parental monitoring, etc. The level of children's cultural capital was measured by their cultural activities, such as going to museums, and playing musical instruments. Children's personal characteristics and placement history in out-of-home services were used as control variables. We found that among personal characteristic variables, self-esteem, depression and anxiety, and delinquency affected the academic achievement of the children. Cultural capital, but not social capital, positively affected the level of academic achievement of the children. Based on the study results, implications for child welfare practice were discussed.

Further, this paper also aims to analyze the relationships among adolescents' cultural disposition, self-construal, and prosocial behavior and to analyze the path to moral reasoning. Data were collected from self-report questionnaires filled out by 385 adolescents in Cheongju. These data were analyzed by factor analysis, Cronbach's ${\alpha}$, Pearson's correlation, simple regression analysis, and multiple regression analysis using SPSS ver. 12.0. The major results of the study were as follows: first, adolescents who perceived higher individualism showed a higher independent self-construal, and adolescents who perceived higher collectivism showed a higher interdependent self-construal. Second, adolescents who perceived higher collectivism attributed prosocial behavior to internal reasons and adolescents who perceived both higher individualism and collectivism attributed prosocial behavior to self-focused reasons as compared to the adolescents who perceived them to be lower. Third, as a result of the mediator analysis, the cultural disposition of adolescents including individualism and collectivism influenced the internal reasons for prosocial behavior through independent selfconstrual. Further, the cultural disposition of adolescents influenced internal reasons, self-focused reasons, and other focused reasons for prosocial behavior through interdependent self-construal. Based on these results, the implication was discussed and a follow-up study was suggested.

  • The review of the literature shows that analysts tend to follow two approaches in their investigation of the differences in terms of the development of welfare state. The first approach focused on the logic of industrialization. In this account, technological and structural changes rather than political choices of ideological preferences and culture create the conditions for the emergence of welfare state. The second approach emphasizes the importance of the growth of unionization for the development of welfare state. However, this study analyses the development of welfare state by using cultural theory developed by Mary Douglas. Culture theory has a specific point of departure : the grid-group typology proposed by Mary Douglas. Group refers to the extent to which an individual is incorporated into bounded units. Grid denotes the degree to which an individual's life is circumscribed by externally imposed prescriptions. Hierarchical culture (high grid-high group) favors social conservatism, giving government the right to intervene in matters of social institutions. Germany and Japan belong to this culture. Individualistic culture (low grid-low group) reluctant to develop social insurance programs. Individuals who are bound by neither group incorporation nor prescribed roles inhabit an individualistic social context. Great Britain and the United Sates of America belong to this culture. Egalitarian culture (low grid-high group) prefer to develop social insurance program. Strong group boundaries couples with minimal prescriptions produce social relations that are egalitarian. Sweden belong to this culture.

  • The idea that a school could take a role of educating each community personnel as well as students and the school building could be a center in a community is discussed in this paper. Also, as rental housings being included in the community and placed near school buildings, school facilities can be shared and cover the shortage of social welfare facilities. Thus urban social facilities including schools, social and cultural facilities, and rental housings should be planned as a bundled scheme. The objective of this Paper is to find the suitability of building a complex of school, gymnasium, cultural facilities, welfare facilities in school sites, and building rental housing in public building sites, such as cultural facilities and welfare facilities, gymnasium sites in the City of Pyeong Teak. It is found that this assumption can be proved when building a public school of 6 to 7 story or a rental apartment with a floor area ratio of 150% - 200%.

Therefore, this study suggests this research idea based on previous researches data and discussed issues. Particularly considering the unique nature of Korean social welfare site involving multicultural, the role of advocacy is considered essential to Korea. Also, it is necessary and unavoidable part of the perspective of a social justice. Currently, with increasing international marriage, Korean society is rapidly moving toward a multicultural society. This means that we need to promote the ongoing multicultural understanding education to improve and enhance multicultural education system. But, the real effect of the multicultural understanding education in reality of the situation represent just other culture introduction, thus, most of the ongoing multicultural understanding education systems are insufficient to improve the multicultural competence. Korea still has a long way to go before becoming a full-fledged multicultural society. A multicultural society can bring diversity and rich life. Therefore, social workers with deep Korean multicultural competence should be increased in Korean changing multicultural society.
