본 연구는 터널공사비 영향요인 분석 결과를 이용하여 터널 공사비 예측에 활용될 수 있는 모델을 제시하였다. 이를 위해 공사비 영향요인의 변화에 따른 공사비 변동 지수표를 구축하고, 이를 바탕으로 사업 환경의 변화에 따른 공사비 추정을 위한 절차를 제시하였다. 또한 최근 수행된 실제 프로젝트를 대상으로 제시된 터널 공사비 추정모델의 적정성을 검증하는 작업을 수행하였다. 표준단면 및 공사비 변동비를 바탕으로 한 공사비 예측에 있어 실제 프로젝트를 통한 검증결과 실제 설계 예정가격과 비교하여 -5% ~ +11%의 범위에서 추정되었다. 제시된 모델은 기획단계에서 사업의 기본적인 조건을 바탕으로 사업비를 추정하고, 설계 및 시공단계에서 설계 대안에 대한 경제성 평가, 설계조건, 지반조건, 시공환경의 변화, 공법, 자재, 장비의 변경에 따른 공사비의 영향을 효율적으로 평가하는데 활용될 수 있을 것으로 기대된다.

지수는 여러 산업분야에서 오랜시간 동안 경제지표 또는 성과지표로서 중요한 역할을 담당해 왔으며, 실적공사비 적산방식이 적용 확대됨에 따라 2004년 2월부터 시간에 대한 보정을 위하여 건설공사비지수를 사용하고 있다. 건설공사비지수를 산출하기 위한 구성요소는 지수산정식과 자료원으로 구분된다. 기존의 건설관련 공사비지수에서는 물가지수산정에 사용하는 라스파이레스(Laspyeres)지수를 산정식으로 적용하고 산업연관표, 공사비 내역서를 사용하여 가중치를 산정하였다. 그러나, 기존의 방법은 물가변동이 중복 적용되고 대상프로젝트의 특성을 효과적으로 반영하지 못하는 문제점이 발생된다. 본 연구에서는 라스파이레스지수를 비롯한 기존 지수 산정식들을 분석하고, 공동주택공사의 사례를 통하여 기존 지수산정식 및 자료원의 적정성을 분석한 후, 건설공사의 특성을 효율적으로 반영하고 물가변동을 반영할 수 있는 새로운 지수를 제안한다.

전기공사비지수는 실적공사단가의 합리적인 시간차 보정과 물가변동 등에 따른 계약단가조정을 위한 자료로 활용된다. 전기공사비지수는 전기공사업계 산업구조의 변화, 신기술공법의 변화, 새로운 상품등장 및 퇴장 등을 반영하여야 한다. 그러나 현행 고정방식 전기공사비지수는 이러한 변화를 즉각적으로 반영에는 가중치 및 기준연도 가격지수의 장기간 고정으로 인한 이론적으로 한계가 있다. 그리고 전기공사업 특성상 노임비중이 높아 특정 월을 중심으로 주기적으로 급격한 변동이 발생되는 문제점이 있었다. 이러한 문제점과 이론적 한계를 보완하는 대안으로 연쇄방식 전기공사비지수를 개발하여, 이를 건설공사비지수, 고정방식 전기공사비지수와 비교분석을 하였다. 그 결과에 의하면, 연쇄방식 전기공사비지수는 이론적 특성상 고정방식에 비하여 현실 상황을 잘 반영하며, 특히 전기공사지수의 활용취지 등에 부합하는 것을 알 수 있다. 따라서 연쇄방식 전기공사비지수는 고정방식에 비하여 상대적으로 우월하고는 말할 수 없지만, 최소한 고정방식의 문제점을 해결할 수 있는 하나의 대안으로 생각하여 볼 수 있다.

Construction projects, including housing, are carried out over long periods of time. According to changes to the construction period, the cost of input materials and wages also changes. Therefore appropriate management is important in order to minimize cost risks caused by fluctuations in prices. In Korea, housing units are usually sold in lots prior to construction completion. Therefore, careful management of input elements such as materials and equipment that are sensitive to price fluctuations is very important. This study deals with how the price fluctuation of materials, labor, and equipment influences the change of housing cost and seeks a way for cost management through identifying key resources sensitive to price fluctuation. As a result, a change to the housing cost index multiplies depending on cost changes of materials and labor together. Labor costs are a major factor on the housing cost index. In addition, certain types of materials and labor input to housing construction greatly influence price fluctuations. Thus, it is found that managing those main cost factors is the key for effective cost management.

우리나라의 건설공사비지수는 지난 2004년부터 매월 발행되고 있다. 이 지수는 공사비 실적자료의 갱신과 공사비 변동분석, 시장가격의 평가에 직간접적으로 활용되어 왔다. 그런데 이 지수는 한국은행의 산업연관표와 생산자물가지수를 이용하는 가공통계자료이기 때문에, 이들 기초통계 자료에 변화가 있을 경우, 지수 작성모델의 변경이 반드시 필요하다. 최근 한국은행은 생산자물가 지수와 산업연관표의 작성원칙과 기준연도를 변경하였다. 이에 본 연구에서는 최근 변경된 기초통계자료의 내용과 그 영향을 분석하고, 이를 토대로 건설공사비지수를 새롭게 개선하였다. 또한 기존의 생산자물가지수 등과 그 편제 품목 및 가중치 변화 등을 분석함으로써 개선된 지수의 타당성을 검증하였다.

As the power industry moves towards open competition, there has been a need for methodology to evaluate distribution power system reliability by using customer interruption costs, particularly in power supply zones under the competitive electricity market. This paper presents an algorithm to evaluate system average interruption duration index, expected energy not supplied, and system outage cost taking into consideration failure rate of the distribution facility and industrial customer interruption cost. Also, to apply this algorithm to evaluate system outage cost presented in this paper, the distribution arrangement of a dual supply system consisting of mostly high voltage customers in an industrial complex in Korea is used as a sample case study. Finally, evaluation results of system interruption cost, system average interruption duration index, and expected energy not supplied in the sample industrial complex area are shown in detail.

건설공사의 계약 이후에 발생하는 물가변동에 의한 계약금액의 조정방법으로 지수조정율 방식이 널리 활용되어 왔다. 그러나 지수조정율에 의한 방식에 사용되는 생산자물가지수는 건설공사의 특성이 반영되지 않은 범용적인 지수이기 때문에 실제 건설공사의 물가변동에 대한 설명력이 매우 부족하다. 이에 본 연구에서는 기존의 지수조정율에 의한 계약금액 조정방식의 문제점을 활용 지수측면에서 규명하고, 건설사업의 특성을 반영할 수 있는 건설공사비지수의 활용을 통하여 이러한 문제점을 개선하고자 하였으며, 사례연구를 통하여 그 효용성을 검증하였다.

Software is more diverse and complex and the level of importance for the maintenance of application software to securely operate software is also gradually increasing in proportion. The calculation method for maintenance cost of application software applied in Korea public enterprises is involved in the range of 10 to 15% of development cost, depending on the Software Project Cost Estimation Guide. Moreover, as most software maintenance cost estimation procedures do not take into consideration of the risk factors related of maintenance, it can be seen as a main cause for the occurrence of maintenance related accidents. This study proposes a maintenance cost estimate model that takes into consideration of the risks related to the software maintenance activities to improve and resolve issues arising from the estimation of maintenance cost. In doing so, maintenance risk factors are analyzed and a risk index is derived through the analysis of risk levels based on the risk factors. Based on such analysis, a maintenance cost estimate method which reflects the maintenance risk index was established.

공동주택 재건축사업은 주거환경개선 및 신규 주택공급이라는 도시 계획적 순기능을 가지고 있지만, 원주민의 재정착 실패 및 소득 재분배 실패, 부동산투기, 주택가격의 급상승, 사업주체간의 갈등, 제도 미비 등 복합적인 요인에 의하여 사업 의도가 왜곡되고 재건축사업의 추진이 원활히 진행되지 못하고 있는 실정이다. 재건축사업 주체간의 갈등은 사소한 갈등이 확산되어 분쟁과 소송으로 이어지며, 그 결과 재건축사업이 원활히 추진되지 못하게 되어 사업기간과 비용을 증가시키거나 중단되는 경우가 발생하게 된다. 본 논문은 재건축사업의 역기능 중 사업주체간의 갈등을 예방하고 해결하기 위한 노력으로 재건축사업 추진과정을 중심으로 갈등지수를 산정하고 갈등지수를 이용하여 재건축사업의 기간과 비용을 예측하고자 한다. 갈등지수는 재건축사업의 주체간의 갈등요인을 중심으로 신정하며, 갈등지수를 포함한 여러 가지 독립변수를 이용하여 재건축사업의 기간과 비용을 예측한다. 또한 갈등지수의 산정과 사업기간 및 비용 예측을 통하여 사업주체간의 분쟁과 경제적 손실을 최소화 하고 성공적인 재건축사업의 추진에 기여할 수 있다.

The objectives of the present study is to examine the validity of Charlson Comorbidity Index(CCI) based on medical record data; to utilize the index to determine outcome indexes such as mortality, length of stay and cost for the domestic patients whose have received total hip arthroplasty. Based on medical record date, 1-year Mortality was analyzed to be 0.664 of C statistic. The $R^2$ for the predictability for length of stay and the cost was about 0.0181, 0.1842. Fee of national health insurance and total cost including the cost not covered by insurance, also had statistically significance above 3 points of Charlson point score(p=0.0290, 0.0472; $p.{\le}0.05$). The 1-year mortality index, length of stay and cost of the total hip arthroplasty patients which was obtained utilizing CCI have a limitative prediction power and therefore should be carefully analyzed for use.
