Adjust timing of Construction Construction Evaluation (건설공사 시공평가 시기 조정)

  • A construction project with a total construction cost of over 10 billion KRW should be evaluated whether construction works are appropriately executed. The evaluation is carried out on quality management, process management, construction management, safety management, environmental management. The implementation period is within 60 days after completion of construction of the construction, from the time when the construction rate of the construction work has progressed by more than 90% to the construction cost. However, the participating construction engineers should prepare the evaluation within the period according to the evaluation criteria, but there are difficulties in preparation for the evaluation due to the reasons such as the change of engineers in charge and loss of data. Therefore, this study proposes the procedure of construction evaluation and adjusts timing of construction evaluation.

  • According to relevant laws, in the case of a construction project with a total construction cost of 30 billion won or more, a post-construction evaluation must be performed after completion. In addition, a post-construction evaluation report must be prepared and entered into the Continuous Acquisition & Life-cycle Support(CALS). As a result of reviewing the currently accumulated post-construction evaluation reports, since the report is not standardized, it is difficult for public project owners to write the report. It also hinders the post-construction evaluation and management center from verifying contents, analyzing data, and deriving meaningful results. In order to improve the convenience of the public owners who must conduct post-construction evaluations and the work efficiency of the center, evaluation factors were standardized and a standard post-construction evaluation report format for road construction was developed in Excel. Through this, the data in the reports will be effectively accumulated, managed, and analyzed, so that meaningful results will be produced and be helpful in future construction work.

  • The Post-Construction Evaluation and Management System has been operated over the past 20 years not only to analyze the performance of large-scale construction projects, and but also to provide useful reference data for future similar projects. Although the Post-Construction Evaluation and Management Center has been legally designated and operated since 2020, various problems have been occurring in the operation of the system. Accordingly, this study proposes strategies for facilitating Post-Construction Evaluation and Management System in terms of the following three aspects: (1) improving the implementation rate of post-construction evaluation; (2) improving the information management system related to post-construction evaluation; (3) improving the utilization of post-construction evaluation outcomes. Based on the results of this study, a specific action plan will be prepared, which is expected to contribute to the efficiency of construction project performance management in the future.

  • The performance of the construction project is to be evaluated within 60 days of completion, according to relevant laws. It evaluates cost, construction period, design change, re-construction, safety, etc. for each project stage. And the project owners are inputting the evaluation results of the construction work into the construction project information system(CALS). The post-evaluation result information entered in this way can be referred to in the basic design of the construction project by referring to the related contents if there is a similar construction in the future. And It can also be used to predict and respond to the required period and cost by analyzing the accumulated data. In this study, in order to provide reference data that can be used in similar projects in the future, the latest analysis methods are reviewed and the possibility of future application is considered. Accordingly, this study intends to focus on the construction cost part among the indicators such as construction cost, construction period, design change, and re-construction that are currently being dealt with in post evaluation.

  • Post-evaluation system reflects the results of performing a public construction project in the future similar public construction projects to be utilized in the planning. However, the current system simply compares the expected values, such as demand, B/C ratio, cost of construction, construction period, with the actual values after the completion of construction. In addition, most public owner does not actively conduct the post-construction evaluation tasks, so that the evaluation results has not been returned to early stage of a construction project. In this study, status of the post-construction evaluation system is investigated by a survey of the public owner and the construction project evaluation system of the United States and Japan was analyzed. This paper presents the improvement scheme of utilization of the results of the post-construction evaluation system. Through improving the post-construction evaluation system, it is expected that public agencies would easily utilize the post-construction evaluation.

  • Quality evaluation and control represent increasingly important concerns for construction quality management. There is an evident need for a standard data model to be used as the basis for computer-aided quality management. This study focuses on how to realize evaluation of construction quality based on BIM and database technology. In this paper, the reinforced concrete main structure is taken as an example, and the BP neural network evaluation model is established by inquiring current construction quality acceptance specification and evaluation standard. Furthermore, IFC standard is extended to integrate quality evaluation information and realize the mapping of evaluation information in BIM model, contributing to the visualization and transfer sharing of evaluation information. Furthermore, the conceptual entity model is designed to build quality evaluation database, and this paper select MySQL workbench system to achieve the establishment of the database. This study is organized to realize the requirement of visualization and data integration on construction quality evaluation which makes it more effective, convenient, intuitive, easy to find quality problems and provide more comprehensive and reliable data for the quality management of construction enterprises and official construction administratiors.

  • As a separate project unit, the domestic construction policy evaluation is independently evaluated and managed by different involvements, so that it has been difficult to have a consistent policy evaluation to be performed. In this paper, thus, it is aimed to give an overview of the evaluation system and issues of domestic construction policy and suggest strategies of a improved evaluation system by a comprehensive benchmarking of construction policy evaluation system of Japan. The implications of this paper will serve a basis of improvement of a better construction policy evaluation system in Korea.

  • The construction industry in South Korea is experiencing great changes: it is becoming developed on a larger scale, specialized to a high degree and rapidly incorporating with other industries. This development has resulted in higher demand of construction industry. Accordingly, the transparency and an objective method of evaluation in the process of projects in the construction industry are gaining more importance. Clients' and customers' needs also require more specific objective evaluation to find whether their projects are successfully performed or not. This study aims to discuss problems on the current post-evaluation items including the qualitative item analysis such as customer satisfaction. Moreover, this paper suggests the improved ways in which enable the application of the effective evaluation system to the construction industry.

  • To improve construction productivity and quality, and to make the construction environment safe, a new system, Robot-based Construction Automation (RCA), is currently being developed in Korea. To determine whether RCA is an improvement over traditional construction methods (TCMs), an evaluation method, called the Performance Evaluation Index (PEI), is suggested for RCA. The PEI considers the relationships among the factors influencing the performance of the system obtained using the Delphi method and the analytic hierarchy process (AHP). As the evaluation shows, RCA is much better than TCM except for three factors: the rate of work success, quality improvement by learning experience, and construction duration.
