Influencing Factors Analysis for the Number of Participants in Public Contracts Using Big Data (빅데이터를 활용한 공공계약의 입찰참가자수 영향요인 분석)

  • This study analyze the factors affecting the number of bidders in public contracts by collecting contract data such as purchase of goods, service and facility construction through KONEPS among various forms of public contracts. The reason why the number of bidders is important in public contracts is that it can be a minimum criterion for judging whether to enter into a rational contract through fair competition and is closely related to the budget reduction of the ordering organization or the profitability of the bidders. The purpose of this study is to analyze the factors that determine the participation of bidders in public contracts and to present the problems and policy implications of bidders' participation in public contracts. This research distinguishes the existing sampling based research by analyzing and analyzing many contracts such as purchasing, service and facility construction of 4.35 million items in which 50,000 public institutions have been placed as national markets and 300,000 individual companies and corporations participated. As a research model, the number of announcement days, budget amount, contract method and winning bid is used as independent variables and the number of bidders is used as a dependent variable. Big data and multidimensional analysis techniques are used for survey analysis. The conclusions are as follows: First, the larger the budget amount of public works projects, the smaller the number of participants. Second, in the contract method, restricted competition has more participants than general competition. Third, the duration of bidding notice did not significantly affect the number of bidders. Fourth, in the winning bid method, the qualification examination bidding system has more bidders than the lowest bidding system.

  • From 2010 years to 2013, the selection method of successful bidder has been changed design suitable lowest method, comprehensive evaluation method(bid price adjustment, design score adjustments, weight standards), fixed amount best design method. Therefore this study was presented by analyzing the impact on the domestic construction industry according the way to determine the successful bidder, the evaluation order method and the operational issues through the analysis of order status, order number, results of acceptance an order, success rate range, results of acceptance an order according to weight success rate, results of acceptance an order by work type and order institution of a turnkey alternative tendering construction performed in domestic civil part.

  • In the inner turn key constructions the problems of uniform types are repeatedly occurred, and, especially, many problems happen up to the stage of pre-construction(from a bid to a contract) owing to the specialties of the turn key constructions. So the claim factors of the Korean turn key constructions were abstracted through the literature searches, the site document examinations, the case studies and the interviews with the experts. When the technicians meeting the interior turn key constructions for the first time and working here now are well acquainted with only these factors, many claims will be prevented. By analysing the degree of claims by claims factors through the questionnaires to the experts about the abstracted factors and surveying the amount of the claims through the case studies, what factors exerted how much of influence on the claims was tested and analyzed. Proposing the response devices to the factors affecting the claims much led the technicians in charge of internal turn key constructions to the prevention and the proper solution of the site claims.

The Way of Improving the Working Environment for Female Workers on Construction Site Based on Construction Welfare Facilities

  • This paper reports problems of current working environment on construction site in South Korea from a female laborers' point of view and proposes solutions to improve the environment. To investigate and analyze the problems, a questionnaire survey and a focus group interview were conducted with 341 engineers and 557 laborers. Among them female engineers and female laborers were 51 and 136 respectively. Findings are the facilities related with welfare facilities such as lavatories, shower rooms, lounges and changing room, etc. for women were not sufficient and even not installed only for women because all of the planners for the facilities were men and The Standard of Estimate does not consider gender distinction. The data on the trade and the number of female laborers were not recorded and this study confirmed the number and the proportion of female laborers according to construction progress i.e. the proportion of female laborers were 0% ~ 11% (average 6%) at 26 construction sites having 2% ~ 92 % construction progress. In order to solve these problems, gender education for the welfare facility planner is required and the current Standard of Estimate should be revised considering female laborers after collecting the site data for the number of female laborers according progress and the increase in the construction cost should be reflected in the contract amount accordingly. Conclusively temporary work planning related with welfare facilities should be established and conducted in terms of gender equality at construction sites. In addition, improving working environment on construction sites for female laborers will enhance the company's image and also helping solve the labor shortage problem by women laborers engaging in construction industry easily.

  • This research tried to develop an ESS electricity trading system linked with blockchain for energy participation consumers. For the purpose of publishing renewable energy ESS power amount and demand information, we will build a smart contract system on the blockchain DB, utilize the blockchain DB data of energy prosumers and consumers, and expand the power trading market flexibly. to provide realistic solutions. Therefore, the main contents of the development of the ESS power trading system linked to the blockchain are cloud-based web construction for ESS management, coin issuance and exchange registration for activating the blockchain, and to reflect the blockchain technology, building a blockchain database for collecting and supplying ESS-based production demand data, selecting a blockchain-based platform and building a foundation, and creating a smart contract, etc.

  • This study is as to payment improvement method of additional incidental cost to be occurred upon extension of public construction time. According to the result of analysis about the cause of non-payment of additional incidental cost of construction time extension through site examples, it was found that difficulties exist in disputes & proofing over the scope of actual cost recognition, and in this regard the result of experts opinion indicated that a construction extension pre-agreement system can be executed which agrees the scope of recognition of additional incidental cost of construction time extension once the statistical standard is clear and accurate. Accordingly, in this study, by totalling multiple sites data, calculations were implemented in terms of type of construction projects, amount of constructions, period of constructions. According to the result of calculation, the element of type of construction project and construction period appears to have none direct effect to the occurrence of additional cost of construction time extension, but direct relationship was indicated related to the contract amount element. In view of above, in this study a standard additional incidental cost of construction time extension was proposed, and presented a system improvement plan to implement the construction extension pre-agreement system.

  • The Korean construction industry has been severely impacted by the 2008 global financial crisis, which resulted in a significant reduction in the overall contract amount. For survival, many construction management (CM) companies had to adapt a strategy of lowering bid prices to maintain their competitiveness. As a result of the strategy, companies faced a number of issues including their decreased capability in risk management. However, most risk management-related studies focused on construction risk management, yet these studies lacked consideration of enterprise-level risk management practices. To fill the gap, the objectives of the present study are (1) to investigate, the risk management practices of Korean CM companies, (2) to identify factors that determine efficient enterprise-level risk management practices, and (3) to propose a module for the development of enterprise-level risk management. Lastly, the efficiency of the proposed development module was validated by using a survey.

  • Only one person should be responsible for many area of works at a small construction sites with less than contract amount of USD 0.3 million. therefore, he can not be an expert in one area. Actually, this kind of small projects are not controlled by the Government because those small size of projects are exempted in following the Government control, due to certain level of small size. The above reason makes those small projects loose with an aspect of safety management without safety consciousness and safety management. The Government makes his effort to decrease nationally accident occurrences but there is considerably deep limitation to achieve a certain level of goal despite a fact that there have been more than 100 workers died annually. It is expected that some proposed management ideas technique with behavior-based safety management can be contributed to decreasing accidents at small construction sites.

  • The foundation for developing a cost estimation system based on historical data has been being prepared in Korea. Historical data is a priori of developing a cost estimation model. Cost Index, one of the historical data, is used to estimate construction cost and to adjust the amount of contract money in the foreign country, whereas it is not used in domestic except for the road construction project in Korea. Construction cost indices can be used by an estimator in tender analysis, pricing, price adjustment, cost planning, and forecasting. In this regards, this paper identified the problems in developing Cost Index evaluation process by comparing the standard of framing Cost Index used in British to the one used in Korea. Then, the scheme for improving a Cost Index required for Site Developing Construction was proposed. Twenty-two cases of engineering estimate data were used to compare the domestic standard to the foreign one in deriving a Cost Index.

Analysis and Quantitative Estimation of Risk Factors of Design-Build (턴키 프로젝트에서 리스크요인 분석 및 정량적 평가)

  • The Risks in undertaking a construction project comes from many sources and often involves many participants in the project. This study has identified various kinds of risks, assessed the risk factors quantitatively and suggested risk management method for response pertinent in Design Build(Turn Key)type of projects in Korean context. A questionnaire was designed comprising of 145 possible risks in all types of construction projects. The population from owner, consultant and contractor groups was asked to indicate the risks applicable in DB projects. 25 numbers of critical risks in DB projects were identified and further analyzed for reveling inherent relationship between them through factor analysis. Factor analysis revealed 8 risk factors in DB projects. Construction site related, contract related and design related risk factor consisted about 72% of total risk weight. It has been found out about 6%, while considering the mutual dependency, it is about 10% of total cost of DB project. Therefore, It is suggested that 6% to 10% of construction amount as contingency has to be made provision for risk responses in the DB projects.
