Objectives : The new health technology assessment (nHTA) involves evaluating the safety and efficacy of the new health technology under the Medical Services Act by the New Health Technology Assessment Project Division from 2007. The purpose of this study is to understand the status of applications and recent trends of the results, and suggest strategies for the development of new health technologies in Korean Medicine. Methods : We investigated and analyzed the results of evaluation of new health technology of whole conventional medical and the list of new health technologies in Korean Medicine provided by the New Health Technology Assessment Project Division from 2007 to 2016. Results : The number of applications for new health technology of Korean medicine was low as 41 items in the whole number of 2,013 items. The evaluation method of new health technologies in both, the whole medical and Korean medicine fields was the same, but the tendency in results was very different. Most of the new health technology items in Korean medicine were classified as existing technology (20 items), early stage technology (7 items), and Only 2 items were evaluated as research stage technology. Conclusions : In order to develop new health technology in the Korean medical field, we have made suggestions about the health technology assessment systems, R&D infrastructures, and corporation with conventional medicines.

We have conducted a study of the interobserver reliabilities of Modified Barthel Index and Motor Assessment Scale with 30 patients hospitalized with strokes in the department of circulatory internal medicine, Sang Ji University Oriental Hospital. The observations were performed by two staff and residents in the circulatory internal medicine department. Raters were assigned in random pairs to individual patients. Evaluations were performed independently by the two observers. In order to minimize the impact of fluctuations in the patients' clinical status, the second set of observations immediately followed the first. Each patient was used for only one pair of evaluations. The results were as follows. 1. Mean kappa value of 13 items in Modified Barthel Index(MBD was 0.742, which indicated excellent interobserver reliability. The kappa values indicated almost $perfect({\kappa}:\;0.81-1.00)$ for 4, substantial for $9({\kappa}:\;0.61-0.80)$, and moderate for $2({\kappa}:\;0.41-0.60)$ of 13 items. All items. except Grooming item, showed statistically significant interobserver agreement(p<0.01) 2. Mean kappa value of 8 items. except General tonus, in Motor Assessment Scale(MAS) was 0.823, which indicated excellent interobserver reliability. and this value of Motor Assessment Scale was more high than MBI' s value. 0.81. The kappa values indicated almost perfect for 5, substantial for 3 of 8 items. All items showed statistically significant interobserver agreement(P<0.01).

The competitiveness of modern organizations highly depends upon organizational competencies rather than individual competencies. However, most of previous studies on project success focused on individual competencies, such as project manager's competency and leadership. Even though there are some assessment models for the organizational project competencies, they are limited in specific organizations and industries. Furthermore, it is difficult to apply them to domestic companies, especially to small and medium enterprises because some assessment items are inappropriate for them. The purpose of this study is to propose an organizational project competency assessment model that is suitable for evaluating small and medium enterprises. First, the assessment areas and items for each area are determined through extensive investigation of previous models including OPM3, CMMI, and PMBOK. Next, the weights of assessment areas and items are decided by AHP analysis of experts response in the field of the project management. Finally, a project competency assessment model with assessment sheets is proposed. The model proposed in this study might support managers of small and medium enterprises to find pros and cons of project competencies and to establish improvement plans.

본 논문에서는 가뭄에 의한 용수, 가뭄에 의한 수질과 폭염에 의한 온열질환에 대한 취약성 평가 항목에 대한 선정 배경을 기술하였고, 선정된 취약성 평가 항목에 대해 취약성 평가 가중치 산정을 수행하였다. 또한 취약성 평가절차에서는 단계적으로 적용되는 계산 방법과 실제 사례를 함께 서술하였다. 취약성 평가 데이터베이스 구축에 대해 분석하고, 이러한 취약성 평가 절차를 적용한 폭염과 가뭄을 위한 기후변화 취약성 평가 시스템을 설계하였다.

제7차 교육과정이 시작되면서 수업의 형태가 다양화되어지고 있다. 이 중에 팀별로 문제를 해결하는 협동학습이 학교에서 진행되고 있는데, 협동학습 시 평가를 위한 연구는 많이 진행되고 있지 않다. 한편, 웹기반교육인 경우 매체의 특성 때문에 협동학습이 더욱 잘 활용될 수 있다. 향 후, 웹기반 협동학습을 위한 선행연구로서 전통적 협동학습에서 결과 중심의 평가방법을 지양하면서 팀별로 문제해결을 위한 과정을 종합적으로 평가하며 팀 구성원을 개별적으로 평가할 수 있는 새로운 학습자 평가문항이 요구된다. 본 논문에서는 ABET EC-2000에서 개발한 프로그램 결과물과 평가에 관한 속성들 중에서 관련되는 속성을 추출하고 Bloom의 인지적 영역을 혼합하여 평가문항을 마련한다. 또한, 본 논문에서는 제안한 평가문항의 신뢰도를 검증하고, 각 평가문항의 척도를 임의적으로 계량화한 후 학생들이 전통적인 평가방법에 의해 받은 점수와 제안한 평가문항으로 설문을 실시한 후의 점수를 이용하여 본 논문의 결과물에 대한 응용 사례를 제시한다.

교통영향평가는 도시·교통 사업 시행 시에 발생할 수 있는 교통문제를 사전에 해결하는 주요한 역할을 하는 제도이지만 사업의 특성을 고려한 작성 지침과 명확한 심의 기준이 없어 심의 결과의 일관성이 떨어지는 문제점이 있다. 본 연구에서는 교통영향평가에서 심의 의결된 교통개선대책을 분석하여 심의 결과의 핵심 키워드를 찾고 교통영향평가에서 주요하게 검토해야 하는 항목을 제시하고자 한다. 이를 위해 경기도에서 심의 의결된 도시개발사업의 교통개선대책을 중심으로 TF-IDF 및 N-gram 분석을 활용한 텍스트마이닝을 하였다. 도시개발사업에 주요하게 고려되는 사항은 도로, 교차로 등 교통 기반시설의 신설이 주요한 키워드였으며 다음으로 진출입구 위치 설정, 보행 동선 연결이 주요한 사항이었다. 향후 교통영향평가 지침과 심의 기준 마련 시 본 연구에서 제시한 주요 항목을 반영함으로써, 교통영향평가의 일관성과 객관성을 높이는 심의 운영에 이용할 수 있을 것으로 기대한다.

교사는 평가하고자 하는 내용에 대한 명확한 이해를 바탕으로 평가방법을 선택하고, 평가의도에 따라 적절한 평가문항을 개발하며, 학생들의 응답을 평가의도에 따라 해석할 수 있는 평가 전문성을 갖추어야 한다. 특히 수학교사는 교육과정에 대한 이해를 토대로 학생의 수학적 지식과 사고를 평가할 수 있는 평가 전문성을 가져야 하는데, PISA의 삼차원 평가틀과 문항은 평가 전문성 신장을 위한 자료로 활용될 수 있을 것으로 보인다. 본 연구에서는 34시간 동안 이루어진 강의에서 예비 수학교사에게 2009 개정 수학과 교육과정의 내용 영역과 수학적 과정, PISA 2012 평가틀의 맥락을 축으로 갖는 평가틀을 제시하고, 이 평가틀을 토대로 1, 2차에 걸쳐 문항을 개발하도록 하였다. 개발 문항을 분석한 결과, 수학적 내용에 대한 충분한 이해를 토대로 수학적 과정과 맥락을 평가하는 문항을 개발하고, 상세한 채점 기준을 개발하는 평가 전문성이 신장하였음을 확인할 수 있었다.

본 연구는 탐구형 기하소프트웨어의 활용이 중학교 기하영역에서 추론능력의 평가에 어떻게 적용될 수 있을지, 그리고 어떤 영향을 끼칠 수 있을지에 관한 것이다. 이를 위하여 작도, 귀납적 추론, 연역적 추론이 통합되는 형태로 문항을 구성하여 5명의 학생을 대상으로 사례 연구를 실시하였고 그 결과를 학생의 작도능력, 귀납적 추론 능력, 정당화의 유형이라는 세 관점에서 분석하였다. 연구 결과 소프트웨어를 활용한 평가문항은 학생의 추론능력을 분명히 드러나게 할 수 있음을 알 수 있었다. 또한 교사는 소프트웨어의 활용을 통해 귀납추론 평가문항을 폭넓고 용이하게 만들 수 있음을 확인하였다.

According to the Korean government policy of expanding HACCP system application to food chain from farm to meat market, the importance of HACCP assessment to keep balance among the certified HACCP plants is urged. The objective of this study is to recommend more effective HACCP assessment methods. We reviewed major foreign countries HACCP implementation policy focused on the audit system, and compared with the Korean HACCP assessment system. We found that the checklist guidelines of prerequisite program were not enough for precise evaluation and many of the items were not directly related to the risk occurrences. And current rating grade for each items and judgments were inadequate to induce non-compliances and corrections for better HACCP implementation. We suggest revision points as follows; (1) checklists should be revised and reorganized according to the possibility of risk occurrences, (2) all the items should be supported by detailed guidelines for more objective inspection, (3) non-compliances identified must be reconfirmed after correction, (4) the items for HACCP plan should be divided into an accreditation inspection and a regular inspection, (5) rating grade 'high', 'medium', 'low', 'failure' was better for indicating non-compliances.

The necessity of remodeling performance grading system is getting increased for the systematic management of existing housing stock, providing the resident's right to know and promoting the remodeling projects. A quantitative and objective evaluation method that has reflected the characteristics of remodeling must be developed because there is an aspect of having difficulty of assessment by an ordinary person as remodeling performance contains specialized details while the difficulty of applying the criteria of new buildings in terms of assessment items, criteria and methods. Accordingly, this study sets the goal as setting up the development objectives of performance grading system that has considered the remodeling characteristics. This study has analyzed the various assessment systems related to the domestic apartments as well as setting up the organization system of the remodeling performance grading system, perspectives of performance assessment and scope of assessment through literature, etc. It has also established the principles for setting up the assessment items of remodeling performance grade to present the directions for setting up assessment items and criteria.
