미국과 일본 마을기업의 법 제도에 관한 연구 (A Study on the Legal System of Village Enterprises in the United States and Japan)

  • 최근에 선진국은 저출산율과 고령화, 급격한 인구 이동 그리고 급속한 도시화와 산업화 등의 문제로 인하여 공동체 의식이 약화되고 있는 상황에 처해 있다. 이에 따라 미국, 일본 같은 선진국에서는 주민 지방자치 참여를 위한 지역 단위별 공동체조직을 형성하고 있다. 본 연구에서는 미국과 일본 마을기업의 법 제도를 중심으로 사례를 살펴보고, 사례의 분석결과의 적용가능성과 시사점을 제시하였다. 구체적으로 첫째, 선행연구를 바탕으로 마을기업의 개념과 등장배경 그리고 유형에 대하여 고찰하였다. 둘째, 미국과 일본 마을기업의 제도적 특성에 대해 검토하였다. 셋째, 미국 시애틀시와 일본 동경도 세타가야구 등 마을기업 법 제도 사례를 분석하였다. 넷째, 연구 결과에 따라 시사점을 제시하였다. 첫째, 전담행정조직을 설치하고 세분화해야 한다. 이는 각 지역별로 적합한 행정서비스 지원을 위해 출장소를 설치하고 마을 만들기를 지원하는 세분화된 조직체계를 구축해야 하다는 것이다. 둘째, 자주적인 재원을 확보해야 한다. 즉, 마을 만들기 사업을 할 때 재정적 지원에 의존하지 않고 자주적 재원을 지속적으로 확보하는 방안을 모색할 필요가 있다. 셋째, 단계적인 사업을 실행해야 한다. 이는 단계적 사업 시행을 통하여 주민들의 활동을 지원하고 지속적인 사업을 추진해야 한다. 넷째, 지역사회의 대학 및 특성화고등학교가 함께 사회혁신과 같은 지역혁신을 위한 프로그램을 같이 운영할 수 있는 기반이 마련되어야 한다.

전략환경평가 모형의 개발과 적용에 관한 연구(I): 도시기본계획 평가를 중심으로 (A Study on the Application and Development of the Strategic Environmental Assessment(SEA) Model with Reference to Urban Comprehensive Plan)

  • Strategic Environmental Assessment (SEA) is an assessment process integrated with policy and planning processes considering environmental impacts, not at the level of individual project, but at higher level of policy and plan. Presently, two systems for the SEA are being implemented in Korea. One is "the consultation of environmental investigation into a change in national land utilization", which is to be pre-discussed with the head of the related central administrative organizations, based on the respective individual code. The other is "the consultation of environmental investigation into an administrative plan and project", which is to be pre-discussed with the minister of the environments for the administrative plan. However, these two systems are not integrated procedures with the planning process. In other words, there is a separate post-environmental assessment after planning. Also concrete proposal is not yet prepared for the method and procedure of environmental investigation about details of the planning. Therefore, they do not playa role in taking precautions for environmentally sustainable development. In this study, for the effective environmental investigation at the level of planning, environmental assessment model to be integrated with urban comprehensive plans was developed. The results of this study can be summarized as follows: First, based on the analysis of systematic problems in environmental investigation of this country, the study compared and analysed the SEA method of foreign countries. derived the potential limitations in its applications to this country. Also, the new method in this study, is integrated into planning process by improving the limitations. Thus, we developed the SEA model for this country, which consists of seven steps ; Phase 1; establishing a work program, Phase 2; defining the scop. of the SEA, Phase 3; analyzing an existing environmental situation, Phase 4; examining the consistency with environmental policy, Phase 5; appraising and synthesizing the plan content, Phase 6; proposing recommendations, Phase 7; monitoring and feedback. Second, the two types of application program of the developed assessment model were proposed. One is to integrate this model into planning process, and the other is for the institute and ministry of environments to implement SEA after planning. An aim of this study was developing an environmental assessment model at the planning level which was not yet established in this country and was to apply the model to urban comprehensive plan for inspection. This research will make the effective operation of environmental investigation system possible at the planning level in this country and contribute to the environmental protection at the global level.

행정서비스 활용을 위한 디지털 트윈 정책 연구 (Research on the Digital Twin Policy for the Utilization of Administrative Services)

  • 본 연구의 목적은 행정서비스 활용을 위한 디지털 트윈 정책 연구이다. 본 연구는 1,000명의 대상을 기반으로한 모바일 설문조사를 통해 진행되었으며 그 연구 결과는 다음과 같다. 첫쨰, 디지털 트윈을 활용하기 위해 경기도 측면에서 적용할 수 있는 적절한 서비스 발굴이 선행되어야 한다. 경기도의 현장 업무에 적절한 디지털 트윈 서비스 발굴 시도가 우선적으로 선행되고 이를 통한 업무의 효율성 증진이 필요하다. 둘쨰, 경기도 디지털 트윈 행정서비스는 중앙정부 사업과의 중복성은 방지하고 연계 활용 가능한 모델을 구축해야 하며, 도와 시군의 현안 연관성이 높고 수요자 즉 도민이 원하는 행정서비스를 중심으로 추진되어야 한다. 셋쨰, 행정서비스 운영방식은 경기도의 디지털 트윈 행정서비스 개발을위해서 시범사업 참여를 통한 표준모델 구축 방안을 검토해야 한다. 사업 추진 방식으로 경기도가 주관기관이 되어, 협약사업 방식으로 추진하고, 경기도 디지털 트윈 자문위원단을 통해 사업 추진 전반에 대한 지원 체계를 마련하라는 것을 제언하고자 한다. 넷째, 전담부서와 행정서비스 구축, 운영, 관리 등을 위한 관련 제도 마련이 되어야 한다. 경기도에서 디지털 트윈 실현을 위해서는 사업 추진 및 운영과 법·제도적 개선을 위한 다양한 역할을 수행 할 수 있는 전담 조직이 필요하며, 전담 조직 지정을 위해서 기존 부서의 확대 개편 방안과 신설 부서 운영에 대한 검토가 필요하다. 본 연구의 한계 요인은 경기도 중심의 참여자들에 대한 조사로서 향후에는 전국을 기반으로 연구하는 것을 제언한다. 본 연구의 기대효과는 디지털 트윈 서비스를 공적인 업무를 적용시 활용할 수 있는 기초 자료로 이용할 수 있다.

병원행정의 정보화 전략특성에 관한 연구 (A Study of Informational Strategy Character of hospital Administration)

  • In today's hospital-management, information system and the information by it will be a necessary administrative materials of organization with man-power, funds, equipment and resources. This study is for figuring out steps to utilize information-system, an important strategy to grow the hospital applying to the change of surroundings, improving the service for patients, accelerating medical examination, improving it in quality and suggesting a basis be able to manage it effectively by putting information system in practice such as economic effect by shorting time and the effect of medical study by computerizing clinical data. And the result of it is as follows: From the Nolan's 6 step - model about the degree using information system in hospital-management, the 1st group of hospital-size came to 1st and 2nd step, the 2nd group to the 3rd and 4th step and the 3rd group to the 5th and 6th step, which correspond to the survey- results that information system increases with the size of the hospital to propagation, regulation and integration step and that the number of the hospital developing to the step managing information is increasing.

  • When the international insurance market is expected to change rapidly, the insurance barriers of some key countries in OECD have been studied. Many foreign insurers within the U.S. can enjoy national treatment in their market access, establishement and operations. but it can be viewed as an easy country to access and operate when we understand socio-cultural surroundings more deeply than their laws and regulations Japan, our neighbourhood is seeking the liberalization in the provision of international insurance services by the new insurance law in 1996. However, its main barriers are the official gazette and rules of the administrative authorities. EU, after the intergation, is running after the supervision of home country, to say nothing of the liberalization and the deregulation. The particular protectionist measure might be justified by the corresponding rationale.

전문대학 정보화수준 평가시스템 연구 (Informatization Evaluation System Model for Colleges)

  • An informatization evaluation is becoming a major issue among vocational colleges, as the 21th century begins. This century is characterized as Knowledge and Information era. Thus it is popular for administrative organizations to use Information Technologies as major tool to innovate themselves. The main objective of this study is develop evaluation indexes on applications of information technologies for vocational colleges because they must operate their education services by using management principles. Four major indexes were recommended to evaluate their information environment of educational service as follows. 1. Strategic Information System 2. Environmental Factors of Information System 3. Informational Resources 4. Utilization of Information Technologies Each index has 4 variables to identify the level of informatization and every variable is consisted of several questions. Such an evaluation system will be applied for vocational colleges to know their own situation of IT application and to develop managerial strategies by using IT. This system also will be useful to compare you with your potential competitors and to find appropriate polices of IT application by measuring the indexes at different points of time.

조선왕조시대의 도읍경관체계 연구(II) : 전주부, 진주목, 공주목을 중심으로 (A Study on the Systems of the Korean Major Local Townscapes During the Age of Yi Dynasty : Jeonju Bu, Jinju Mok and Gongju Mok as Case Stusy Areas)

  • The townscapes of “Bu” and “Mok” in the Yi Dynasty, Showing the typical landscape characteristics of Korean pre-industrial city, were influenced by the two major socio - cultural norms, One of Which is the “Pung - su theory” a traditional religious system on human settlements, the other is the “Churyegogong system” ; a principle of the traditional oriental city planning. The former exerted main influencs on the location of towns, its external Boundaries of domain and its direction, by natural topographic features in macro perspective, and the latter on the inner parts of townscapes, i. e., the landscape system of ‘center’, ‘boundary’, ‘direction’, and ‘domain’, as representations of administrative and Socio-cultural structures of that era, in micro perspective compared with the former. The systems of Korean old townscapes can be summurized as followhg brief paradigm, with general and .case studies. And the constituents of the paradigm, such as center, boundary, direction and domain, are inferred to reinforce the “sense of place” in townscapes, with their ‘physical appearence’, ‘meaning’, and ‘social activities’.

선진국공공연구개발프로그램 평가시스템의 비교분석 (Comparative Analysis on the Evaluation Systems of the Public R&D Programs in the Developed Countries)

  • The frameworks for evaluation of national R&D programs reflect their various political and administrative cultures(Gibbons & Georghiou, 1987), and the structure of national R&D system. In this research the core research questions are : what is god evaluation\ulcorner What is being evaluated, by whom, by which criteria, for whom and what purpose\ulcorner In order to examine these general aims and answer these questions, in detail several objectives can be proposed on the process of this research. In this research, the national R&D programs will be considered in terms of the interface between evaluation and the wider policy-making process. The programs for case study are the Alvey program(UK), the Advanced Technology Program (US) and the Framework program(EU) . One of the characteristics of these programs is the well established evaluation systems they have. From the comparative analysis, we can withdraw some useful implication for Korean evaluation practice for national R&D programs. Evaluation system is social process and the way in which it is organized is critical to its outcome.

학교 시설물의 재난유형 분석 및 현물보상 적용에 관한 연구 (A Study on the Analysis of Disaster Type for School Facilities and the Application Propriety of In-kind Compensation)

  • The school space is a place for learning activities and community activities, and it is used as a shelter for various disasters. Recently, the frequency and magnitude of damages of school facilities due to various disasters are increasing, and similar accidents occur repeatedly every year, causing enormous damage to school classes. Furthermore, damage to school facilities will require considerable time and safety confirmation measures to restore disaster and normalize the class. In this regards, based on the questionnaire survey on the difficulties and improvement measures of the disaster recovery work of the school safety manager, we propose the application of in-kind compensation for damage to school facilities to ensure rapid disaster recovery, simplification of administrative procedures, and quality of restoration work.

  • 해외 주요국의 공간통계정보 현황에 대한 내용을 비교함으로써 우리나라의 공간통계정보체계를 어떻게 추진해야하는 지에 대한 실마리를 찾고, 또한 어떠한 관점에서 표준화의 법제도를 이루어야 하는지에 대한 방향을 찾고자 하였다. 이를 위해 공간통계정보가 어떠한 조직을 통해 관리되고 있는지, 기본지리정보로서의 공간통계정보가 어떻게 운용되고 있는지 등에 대해 살펴보고 공간통계정보의 표준화 방안을 제시하였다.
