Digital transformation calls for a new social contract that must transform the existing norms and paradigms of our society. Digital constitutionalism is a way of building new order through a new social contract and is an ideology that aims to establish and ensure a normative framework for the protection of fundamental rights and balance of power in the digital environment. The Internet/Digital Bill of Rights is a representative example of constitutionalization based on this ideology. Initially, it took the form of an informal, non-binding declaration led by civil society organizations or various stakeholders, setting forth normative principles adapted to the changing nature of digital society. More recently, they have taken the form of formal charters, declarations, or laws containing principles at the national or regional level. The "Digital Bill of Rights" proposed by the Korean government can be seen as an example of this trend, but it does not fully reflect the recent trend of Internet/Digital Bills of Rights in terms of substantive and procedural legitimacy. Even if the government provides a certain normative direction, it needs to be combined with a concrete action plan in each area to create a balance of norms with digital technologies and industries instead of simply being a "declaration".

This study aimed to develop, implement, and evaluate a practical, problem-based global citizenship education (GCED) program in the first grade of elementary school to suggest ways for practical global citizenship education in the next curriculum. This study proceeded following the ADDIE teaching design model. Through literature research, the relevance of global citizenship education to the 2022 national curriculum and the 2022 practical arts curriculum was analyzed, and based on the results, the learning elements of global citizenship education were extracted from the 2022 integrated subjects curriculum to develop the program. The program consisted of four teaching and learning plans for a total of eight sessions based on four practical problems, and was revised and supplemented through validation by a group of experts. The developed teaching and learning curriculum was implemented in all eight sessions over a period of four weeks with 16 first grade students at S Elementary School in Seoul. As a result of the program implementation, the mean of students' global citizenship awareness increased by 3.88 points (±3.91) from pre to post, and the qualitative evaluation of teachers' reflection journals and students' portfolios showed that the program influenced students to realize the importance of taking action to create a better and more sustainable world. Therefore, the practical problem-based global citizenship education program for first graders was found to be effective in fostering global citizenship awareness.
This study aims to explore characteristics of pedagogical reasoning and action of beginning science teachers that naturally and spontaneously occurs in a professional learning community. Three novice middle school science teachers who majored chemistry education in A college of education, passed the examination for selecting secondary school chemistry teachers, and had a common goal of designing 8th grade science lesson plan voluntarily created a professional learning community and had weekly meetings over a year. Main data sources included transcribed audio-recording of 11 meetings of three science teachers in a professional learning community. Data was analyzed using Shulman's pedagogical reasoning model that includes comprehension, transformation, instruction, evaluation, reflection, and new comprehension to identify characteristics and features of pedagogical reasoning in a professional learning community. Data analysis revealed that pedagogical reasoning in a professional learning community comprises not only preparation, representations, instructional selections, and adaptation but also evaluation, reflection, and new comprehension in transformation stage. Reflection in transformation stage leads teachers to be actively engaged in discussion and get new comprehension on each sub-component(preparation, representations, instructional selections, adaptation, and evaluation) of transformation stage.

The emergence of Open Access (OA) and other changes to the academic publishing ecosystem have made the prevalence of predatory journals a significant concern. Academic librarians play a crucial role in the academic environment that protects researchers and takes action against predatory journals. Nonetheless, there isn't many research that looks into how academic librarians view and handle predatory journals. This study aims to give an exploratory analysis of the overall perceptions of predatory journals among university librarians in South Korea. A survey was administered to academic librarians between April 10 and May 1, 2024, and 78 respondents' answers were examined. The findings demonstrate that opinions among South Korean academic librarians on predatory journals are not all uniform. Based on their readiness and willingness to supply services, the respondents could be roughly categorized into four groups, according to cluster analysis. The study affirms that training librarians and improving cooperation between academic libraries and researchers are critical prerequisites for the advancement of services aimed at predatory publications. We anticipate that this study, which is the first of its type to explore how academic librarians in South Korea see predatory journals, will be a valuable starting point for university libraries as they plan and offer services related to predatory journals in the future.

The purpose of this study was to investigate Home Economics(HE) teachers' stages of concern, levels of use, and needs about the practical reasoning instruction focusing on the Concerns Based Adoption Model(CBAM). Questionnaires were administrated to HE teachers who worked for middle or high school in Korea and used HE textbooks according to the revised 2007 HE curriculum through mailing and visiting HE teacher training centers. 350 data collected from the responses were finally analyzed using SPSS 12.0. The results of the study were as follows: First, HE teachers' stages of concern about the Practical Reasoning Instruction(PRI) were demonstrated by the following order: awareness stage 0(97.05%), informational stage 1(87.06%), personal stage 2(86.23%), management stage 3(79.85%), refocusing stage 6(63.22%), consequence stage 4(61.26%), and collaboration stage 5(60.12%). Second, HE teachers' levels of use for PRI were demonstrated by the following order: preparation level 2(30.3%), orientation level 1(18.30%), refinement level 5 (18.30%), mechanical level 3: (16.0%), routine level 4(10.09%), nonuse level 0(4.0%), integration level 6(1.70%), and renewal level 7(0.60%). Third, needs for HE teachers' practical reasoning process were shown as the following order: '(O)Outline and implement a plan for action'(1.89), '(A)Analyze choices and consequences'(1.75), '(N)Note the results of your action(s)'(1.57), '(E)Evaluate information needed to solve the problem'(1.44), '(R)Recognize the problem'(1.39), and '(S)Select the best choices'(1.36).

ISMP is a method of writing clearly the user requirements in the RFP(Request for Proposal) of the IS development projects. Unlike the conventional methods of RFP preparation that describe the user requirements of target systems in a rather superficial manner, ISMP systematically identifies the businesses needs and the status of information technology, analyzes in detail the user requirements, and defines in detail the specific functions of the target systems. By increasing the clarity of RFP, the scale and complexity of related businesses can be calculated accurately, many responding companies can prepare proposals clearly, and the level of fairness during the evaluation of many proposals can be improved, as well. Above all though, the problems that are posed as chronic challenges in this field, i.e., the misunderstanding and conflicts between the users and developers, excessive burden on developers, etc. can be resolved. This study is a case study that analyzes the execution process, execution accomplishment, problems, and the success factors of two pilot projects that introduced ISMP for the first time. ISMP performance procedures of actual site were verified, and how the user needs in the request for quote are described was examined. The satisfaction levels of ISMP RFP for quote were found to be high as compared to the conventional RFP. Although occurred were some problems such as RFP preparation difficulties, increased workload, etc. due to the lack of understanding and execution experience of ISMP, in overall, also occurred were some positive effects such as the establishment of the scope of target systems, improved information sharing and cooperation between the users and the developers, seamless communication between issuing customer corporations and IT service companies, reduction of changes in user requirements, etc. As a result of conducting action research type in-depth interviews on the persons in charge of actual work, factors were derived as ISMP success factors: prior consensus on the need for ISMP, the acquisition of execution resources resulting from the support of CEO and CIO, and the selection of specification level of the user requirements. The results of this study will provide useful site information to the corporations that are considering adopting ISMP and IT service firms, and present meaningful suggestions on the future study directions to researchers in the field of IT service competitive advantages.
Many elementary school teachers' lack of scientific knowledge reveal as several problems in teaching science. Thus, elementary school teachers need to improve their scientific knowledge, but there is the limit to improve the teachers' scientific knowledge through activities based on lecture that conducted in process of training and retraining them. Therefore, Improvement for training science teacher to improve scientific knowledge of elementary school teachers would be searched in this study. Depth interview was conducted toward three elementary school teachers, who had conducted action research, to improve content knowledge of material domain within teaching process and elementary school science. Based on result of the interview, difficulty and development that the three teachers were commonly experienced in process of conducting scientific inquiry in action research were analyzed. One of the difficulties of the inquiry were to figure out how the three teachers, who participated in the interview, understand specific concept, what they do not understand, and what they should study more to understand the concept. And there was a circumstance that the teachers did not know how to apply procedural knowledge, which learned explicitly in the process of setting plan for conducting research, into real context. Since there was difference between knowledge that they understand disjunctively and context that observed in real circumstance, they faced difficulty. However, the teachers conducted analysis of topic, planning research, conducting research, discussion of the result by themselves with those difficulties Thus, the teachers mentioned that not only content knowledge had been improved, but understanding of procedural knowledge, which is not intended to improve, had been also improved. Besides, they also mentioned that comprehensive understanding content knowledge, which they already understood, was also helpful. And the teachers suggest that if there were chance to discuss and examine the scientific practices by consisting of group with colleagues rather than conducting it individually it would more efficient studying. Considering their suggestion, direction of training elementary school teachers for improving their scientific knowledge should be improved in a way to understand science concepts based on direct research about context that is generated in circumstance of studying group of the teachers. Consequently, it would contribute to improvement of teaching science by combining teachers' practice and understanding.

This study was carried out to present raw data on managing the restored urban stream by studying the naturalized plants distributed in Gaeumjeong Stream, Changwon-si, Gyeongsangnam-do, Korea. The results were as follows. The numbers of naturalized plants were summarized as 45 taxa including 17 families, 36 genera, 43 species and 2 varieties. The invasive alien plants were 2 taxa including Ambrosia artemisiifolia and Lactuca sativa. The following summarizes the attributes of the naturalized plants. Most of the plants commonly originated from Europe and North America. The 5 naturalized degree that was widely distributed and had many individual was the most common. Until 1921, after the opening of 1 period was the most common in the introduced period. Section 12 had the highest NI at 41.9%, and the lowest, at 20.5%, in sections 9 and 19 were analyzed. Section 1 had the highest UI at 6.2%, whereas, the lowest, at 2.5%, was calculated in sections 19 and 20. Section 2 showed the highest DI at 16.7%. The first results of the analysis of the causes for the invasion of naturalized plants on the riverside and waterways, and physical factors and maintenance are directly affected. Second, sewage, muddy water and sediment deposits this naturalized plant caused by a chemical factor. Third, it is thought that invasive alien plants are irregular as it happens in biological factor. The proposed management plan naturalized plants, the first, disturbance caused by species management is a young object is removed immediately before flowering scape to eliminate or suppress the propagation of physical methods will be needed. Second, the fact that the national spread of native plant species and planting management does not provide space for the growth is very important. Third, agricultural land is disturbed by agricultural practices by interfering with the action of naturalized plants because the source of the river should be prohibited in agriculture. In the future, if we studied the naturalized plants distributed in restored streams located in Changwon-si, the characteristics of change in the ecosystem impact is expected to be beneficial.

This study aims to design, develop the impact of a high school course in practical problem- focused teaching plan which will enable students to deal with an aging society, and prepare well for the aging by looking at issues the elderly face. This study set a target of analyzing the 2007 revised curriculum manual to develop instructor-led teaching and learning plans for 'Successful aging preparation'. Five common subjects were reframed on a practical problem basis through factor analysis of preliminary research regarding aging education for teenagers and the 2007 revised curriculum and textbooks of Technology Home Economics, and Human Development. The practical problem was 'What do we need to do to Successfully live an independent life in aging?', and the subjects studied to answer this question were the aging society and population changes. the nature of the elderly, aging preparation, care of the elderly, and welfare services for the elderly. These five subjects were grouped under the main categories of The Aging Society. Understanding the Elderly, and aging Preparation. The ultimate objective of the lessons was, through critical reasoning, to inquire into the causes of current problems the elderly face so that teenagers can understand aging societies and the elderly, and prepare for a Successful aging. Another objective was to seek reasonable alternatives for teenagers as they prepare for Successful and independent aging, and increase their problem-solving abilities in choosing the best course of action by considering the ripple effect of consequences of each of those alternatives. The practical problem-teaching lesson plans consisted of five classes on practical reasoning instruction. This study suggests that new high school curricula should include lessons on preparation for aging so that students can deal successfully with our aging society.
