초등학생의 안전사고예방을 위한 웹기반수업 프로그램 개발 및 효과분석 (Development and Effect Analysis of Web-Based Instruction Program to Prevent Elementary School Students from Safety Accidents)

  • Purpose: This study was aimed to develop a WBI(Web Based Instruction) program on safety for 3rd grade elementary school students and to test the effects of it. Method: The WBI program was developed using Macromedia flash MX, Adobe Illustrator 10.0 and Adobe Photoshop 7.0. The web site was http://www.safeschool.co.kr. The effect of it was tested from Mar 24, to Apr 30, 2003. The subjects were 144 students enrolled in the 3rd grade of an elementary school in Gyungju. The experimental group received the WBI program lessons while each control group received textbook-based lessons with visual presenters and maps, 3 times. Data was analyzed with descriptive statistics, and ${\chi}^2$test, t-test, and repeated measure ANOVA. Result: First, the WBI group reported a longer effect on knowledge and practice of accident prevention than the textbook-based lessons, indicating that the WBI is more effective. Second, the WBI group was better motivated to learn the accident prevention lessons, showing that the WBI is effective. As a result, the WBI group had total longer effects on knowledge, practice and motivation of accident prevention than the textbook-based instruction. Conclusion: We recommend that this WBI program be used in each class to provide more effective safety instruction in elementary schools.

Study on the effect of flow blockage due to rod deformation in QUENCH experiment

  • During a loss-of-coolant accident (LOCA) in the pressurized water reactor (PWR), there is a possibility that high temperature and internal pressure of the fuel rods lead to ballooning of the cladding, which causes a partial blockage of flow area in a subchannel. Such flow blockage would influence the core coolant flow, thus affecting the core heat transfer during a reflooding phase and subsequent severe accident. However, most of the system analysis codes simulate the accident process based on the assumed channel blockage ratio, resulting in the fact that the simulation results are not consistent with the actual situation. This paper integrates the developed core Fuel Rod Thermal-Mechanical Behavior analysis (FRTMB) module into the self-developed severe accident analysis code ISAA. At the same time, the existing flow blockage model is improved to make it possible to simulate the change of flow distribution due to fuel rod deformation. Finally, the ISAA-FRTMB is used to simulate the QUENCH-LOCA-0 experiment to verify the correctness and effectiveness of the improved flow blockage model, and then the effect of clad ballooning on core heat transfer and subsequent parts of core degradation is analyzed.

Analyses of hydrogen risk in containment filtered venting system using MELCOR

  • Hydrogen risk in the containment filtered venting system (CFVS) vessel was analyzed, considering operation pressure and modes with the effect of PAR and accident scenarios. The CFVS is to depressurize the containment by venting the containment atmosphere through the filtering system. The CFVS could be subject to hydrogen risk due to the change of atmospheric conditions while the containment atmosphere passes through the CFVS. It was found that hydrogen risk increased as the CFVS opening pressure was set higher because more combustible gases generated by Molten Core Concrete Interaction flowed into the CFVS. Hydrogen risk was independent of operation modes and found only at the early phase of venting both for continuous and cyclic operation modes. With PAR, hydrogen risk appeared only at the 0.9 MPa opening pressure for Station Black-Out accidents. Without PAR, however, hydrogen risk appeared even with the CFVS opening set-point of 0.5 MPa. In a slow accident like SBO, hydrogen risk was more threatening than a fast accident like Large Break Loss-of-Coolant Accident. Through this study, it is recommended to set the CFVS opening pressure lower than 0.9 MPa and to operate it in the cyclic mode to keep the CFVS available as long as possible.

도시철도 승객사고 원인분석을 통한 안전디자인 도입 연구 (A Study on the Safety Design through Accident Cause Analysis in the Urban Railway Station)

  • Universal Design involves designing products and spaces so that they can be used by the widest range of people possible. Universal Design evolved from Accessible Design, a design process that addresses the needs of people with disabilities. This paper introduces the universal design concept through analysis of causes of railway accident within the urban railway station. Railway accident analysis was performed by the internal facilities. We analyzed the standard of accident type, accident cause and accident subject such as elevator, escalator, stairs etc.

산업재해분석을 통한 안전관리전문기관의 역할 (The Role of Safety Management Professional Organizations through Industrial Accident Analysis)

  • Since last year, the government has enforced the 'Act on the Punishment of Severe Accidents, Etc.' (hereafter referred to as the 'Serious Accident Punishment Act'), which punishes business owners and business managers who fail to fulfill their duty of safety measures with 'imprisonment of one year or more' and the Occupational Safety and Health Act. Based on this, various occupational safety and health policies were developed, including the operation of a system related to entrusting the work of safety managers. Despite these efforts, the effect of implementing the Severe Accident Punishment Act is a groundbreaking change in the current disaster prevention policy, which has increased by 0.02%P and 0.03‱P, respectively, from the previous year to 0.65% of the total accident rate and 1.10‱ of the death rate per 10,000 people as of 2022. As the need emerged, attention was paid to 'collaboration and governance with safety management institutions' in the 'Severe Disaster Reduction Roadmap' announced by the Ministry of Employment and Labor in November 2022. In this study, a meaningful result was derived by comparing and analyzing the industrial accident status of workplaces entrusted by "A" safety management institutions with the national average based on the industrial accident survey table, and the types of industrial accidents that occurred in consigned workplaces were selected as intensive management targets. The policy direction for industrial accident prevention was established. It is necessary to develop safety management work manuals based on the results of this study, expertise, discover best cases of risk assessment and develop guides, and educate and train consigned workers. In addition, it suggests that the government's guidance and supervision are needed to advance the professionalism of safety management entrusted tasks, and that safety management institutions should strengthen their roles and functions for preventing and reducing industrial accidents. However, due to difficulties in disclosing information of specialized safety management institutions, the limitation of the provision, collection, and viewing of research-related data to "A" specialized safety management institutions remains a limitation of the research. It seems likely that more thorough research will be conducted.

서울시 고등학생의 안전교육 실태 및 요구도 조사 (Needs Accessment of Safety Education of High School Students in Seoul)

  • Unexpected accidents in school has been gradually increased every year, and student's mistaken was the first reason of the accident. To preventing the students from Unexpected accidents in school, safety education is more important than having strong facilities to have much more strong protecting forces for the accidents. Therefore, systematic education of safety is needed most of all, and especially, strengthening safety education in school is needed. Hereby, this study is aimed at investigating and analysing the actual condition and demand of safety education. It also conducted a survey with the target of 1,255 students in the second grade of high school in Seoul from April 20 to May 19, and the result of this study is as follows. 1. In the general features of the subject of the survey, boy students and girl students occupied 50.8% and 49.2% each, and boys' high school (34.3%), girls' high school(32.2%) and co-ed(33.5%) participated in balance. In the location, north from Han river occupied 54.6%, south were 45.2%. 2. According to the status of experiencing an accident, boys were more experienced then girls(p〈0.05). From the section, home accident(56.8%) occupied most followed by school accident, traffic accident, sports accident and poisoning. The accident happening most often in detailed category is sports accident such as basket ball, foot ball and dodge ball. The actual condition of the subject's using a school health facility shows that boys students use it more often than girl students(p〈0.01) 3. In attitude toward safety, the subject showed lower interest in safety issues than other social issues. But attitude in seriality of safety problems were high. Also, they responded ‘individual citizen’(63.1%) as the one who should make efforts for safety. Regarding knowledge of preventing safety accidents in attitude toward individual safety, 42.2% answered ‘they know a little’ and 32.6% of respondents say ‘they do not know’. To a question of the degree of the subject's following safety rules, 36.4% were answered ‘keeping’ and the group using a school health facility shows more ‘keeping’ the others(p〈0.05). 4. To a question of asking if they have experienced safety education, 51.2% answered ‘yes’. Teachers who mainly take care of safety education are answered as training teacher(48.7%). As for education time, training class(51.3%) is said to have safety education most followed by health-related event and PE(Physical Education). Frequency of education shows once or twice a session (62.8%) most often, but in case of co-ed school, 5-7times a session or more(20.1%) are being practiced. Looking at education time, 1-2 hour(s)(22.1%) or for a short time(22.1%) during class are being practiced. As an education method, instruction(43.8%) and video education(32.5%) are being practiced, and when it comes to education evaluation method, ‘not practiced’(70.0%) answered. To the question if they are satisfied with school safety education, they answered more ‘no(43.1%)’ than ‘yes(6.7%)’, and the reason is that safety education class is just for formality's sake, and the fact they already know is being repeated. The contents of safety education is composed of school safety, home safety, and first aid. 5. It is turned out that 56.5% of the total boy students and 61.1% of the total girl students recognize the necessity of safety education. To the question if safety education is needed in an elementary and middle education course, 46.4% of the subject answer answered' it's necessary'. The most reason for their answers are ‘safety education is directly related to life’. 6. Regarding the requested time of safety education is ‘one hour a week’ by 55.9%. For safety education, safety education teachers(38.7%) are answered to be the most proper. As a request for safety education, video education is answered to be the most appropriate(30.6%), followed by practical skills, lecture and discussion(p〈0.05). Demand of educational evaluation, practical skills, interview and observation are answered to be needed. To the question if they want to participate in the way of demanded safety education, 41.9% of respondents answer ‘have a mind to participate in’ (41.9%). To benefits followed by completing safety education, 72.0% of respondents answer ‘agree’, and 24.7% ‘do not agree’, which means lout 4 disagrees with completing safety education. 7. Looking at demand of safety education according to the features of the subject, ‘our position for the person who has handicapped’ was answer to the most.

항공사고 피해자 가족지원 제도개선 연구 (Study on Improvement of Family Assistance System for Victim's Family of Air Traffic Accident)

  • 항공사고가 발생하게 되면 언론과 일반사회 구성원들은 사고로 인한 피해자에 주목하고 그들에 대한 조치나 보상에도 깊은 관심을 갖게 된다. 하지만, 지난 2002년 발생한 중국국제항공(CCA) 129편의 사고를 통해 우리는 항공사고로 인한 피해자 못지않게 그 가족들 또한 많은 고통을 받으며 심각한 사고 후유증을 겪는다는 현실적인 문제임를 확인할 수 있었다. 그럼에도 항공사고 피해자 가족에 대한 지원에 대한 우리나라의 관련 제도는 매우 빈약하다. 이에 반해 1996년 트랜스월드항공(TWA) 800편이 대서양 상공에서 폭발, 추락한 사고를 계기로 미국에서는 항공사고 피해자의 가족들을 지원하기 위한 법을 제정하였다. 그리고 이 법에 따라 항공사고 피해 당사자뿐만 아니라 그들의 가족들에 대한 체계적인 지원과 관리를 통해 피해자와 피해자 가족들의 추가적인 피해를 최소화 하고 조기에 사고 후유증으로부터 벗어날 수 있도록 지원하고 있다. 특히 2013년 아시아나항공(AAR) 214편이 미국 샌프란시스코 국제공항 착륙 중 추락한 사고에서 미국의 관련 당국이 이러한 법제에 따라 보여준 조치는 우리에게 항공사고에서의 피해자와 그 가족에 대한 지원에 대해 많은 시사점을 보여주고 있다. 이에 이 논문에서는 항공사고에서의 피해자와 피해자 가족 지원에 대한 제도개선의 필요성을 제언하고자 국내 외 관련 법제 체계와 과거 사고에서의 관련 사례를 분석하여 우리나라 제도의 부족한 점을 확인하였고, 관련 제도개선의 필요성을 도출하였다. 항공사고의 수습에서는 사고 피해자에 대한 금전적 피해보상도 중요하지만, 사고 피해자의 가족이 정신적 경제적인 충격으로부터 조기에 벗어나고 사고조사 결과에 대해 신뢰할 수 있도록 하는 것도 중요하다. 피해자 및 가족이 충격에서 벗어나고 사고조사를 신뢰하는 데에는 미국의 경우와 같이 그들에 대한 신속하고 체계적인 지원과 협조가 절실히 요구됨을 관련 정부부처와 항공사 및 유관기관에서는 인식하여야 한다. 그리고 항공기 사고 피해자 및 피해자 가족에 대한 지원을 위한 관련 법률의 보완, 실행 매뉴얼 제정, 계획 수립 및 사고 발생 시 신속한 이행을 위해 노력하여야 할 것이다. 이를 위해 항공사고 피해자 및 가족 지원에 대한 국가와 국가기관의 역할과 책임의 법적 제도화를 위한 규정을 마련할 필요가 있다. 그리고 현행 법률에 명시된 항공사가 제출하여야 하는 피해자 및 가족 지원계획은 그 항목을 구체화할 필요가 있다. 추가하여 신설 및 보완된 내용은 명확한 법 적용을 위해 기존 법률에 단일 조항으로 통합하거나 별도의 특별법으로 제정하는 방안도 제안해 본다.

인공지능 기반의 자동차사고 감지 시스템 적용 사례 분석 (A Review of AI-based Automobile Accident Prevention Systems)

  • Artificial intelligence (AI) has been applied to most industries by enhancing automation and contributing greatly to efficient processes and high-quality production. This research analyzes the applications of AI-based automobile accident prevention systems. It deals with AI-based collision prevention systems that learn information from various sensors attached to cars and AI-based accident detection systems that automatically report accidents to the control center in the event of a collision. Based on the literature review, technological and institutional changes are taking place at the national levels, which recognize the effectiveness of the systems. In addition, start-ups at home and abroad as well as major car manufacturers are in the process of commercializing auto parts equipped with AI-based collision prevention technology.

경골골절 치료 중 만성 경막하 혈종이 발견된 교통사고 환자 2례 고찰 (Late Detection of Chronic Subdural Hematoma in Traffic Accident Patients Who Treated Tibial Fractures; Report of 2 Cases)

  • A chronic subdural hematoma (CSDH) is an old collection of blood and blood breakdown products between the surface of the brain and its outermost covering. We present two cases with tibia fracture caused by traffic accident progressed to chronic subdural hematoma. A 72-year-old male patient had shown signs of headache, urinary incontinence and mental storm when he has been in the hospital after 3weeks without CSDH diagnosis. And a 78-year-old male patient with mild head injury suffered from right side headache after traffic accident. We took korean medical treatments associate with tibial fracture. And we knew subdural hematoma through Brain CT. It is good report which shows CSDH can can occur from traffic accident. It requires correct diagnosis and closed observation for traffic accident patients.

도시철도 사상사고 유형·원인 분류 및 표준화 방안 (Classification and Standardized Coding for Urban Railway Casuality Accident Types and Causes)

  • 본 논문에서는 도시철도역사 내 철도안전사상사고의 사고유형과 원인분류를 표준화하는 방안을 제시하였다. 이를 위하여 도시철도 운영기관 (서울메트로, 서울도시철도공사)의 4,086건 철도안전사상 사고를 분석하여 표준화 코드를 작성하였다. 사고유형의 표준화는 사상자유형, 사고대상, 사고 위치, 사고형태로 구분하여 분류하고 이를 포함한 4자리의 표준화코드를 제시하였다. 사고원인의 표준화는 원인제공자, 음주여부, 1차 원인, 2차 원인을 포함한 4자리의 표준화코드를 제시하였다. 이러한 표준화코드는 도시철도 역사 내 철도안전사상사고의 체계적인 비상관리 및 긴급대응에 기본이 되는 역할을 담당할 것이라 판단된다.
