An Application Scheme and Comparison for the Education Homepage By the Web Accessability Guidelines (웹 접근성 지침에 의한 교육용 홈페이지의 적용 방안 및 비교 분석)

  • In recent years, the efforts for standards of Web contents accessibility and the improvements of Web accessibility are expanded in the government, enterprises, and public institutions. In this paper, we examine the Korean Web contents accessibility guidelines, and propose the evaluation scheme for the education homepage by the Web accessibility guidelines using KADO-WAH program which is the evaluation tool for Web accessibility. Also, we propose the improvement scheme for education homepage by modifying the error and warning clauses directed in which are appeared in the evaluation report. And, we evaluate the various education homepages using KADO-WAH, and analyze the comparisons for the Web accessibility guidelines among the education homepages.

  • Due to the development of IT technologies and the Internet penetration, the importance of Web accessibility has greatly increased and accordingly been studied a lot. This study noticed that the current evaluation algorithm for "Table Elements," which are used for data and layout tables, has many problems. Based on the Web Accessibility Guidelines, this study presents an improved evaluation algorithm for "Table Elements" and verifies its validity.

A Study on the Amendment of the Mobile Application Accessibility Guideline based on User Evaluation (사용자 평가를 통한 모바일 애플리케이션 접근성 지침의 개정 방향)

  • Ministry of Science, ICT and Future Planning established the mobile application accessibility guideline on 2011 to help people with disabilities to use mobile applications, and has intimated it for governmental and public institutions to utilize. This paper presents an analysis of relationship between success criteria in the current mobile application accessibility guideline and the issues raised by users based on user evaluation performed on 5 mobile applications. Analysis results show that the current mobile application accessibility guideline doesn't apply accessibility requirements thoroughly because some mobile applications could not be accessed by users although they are fulfilling the guideline. To fully provide mobile application accessibility, success criteria such as keyboard accessibility, control size, label and time limit that are raised from the result of user evaluation need to be added to the current guideline. And the guideline need to be amended with modification or elimination of some success criteria.

An Evaluation of Web Accessibility for Idea Proposal Websites (공동가치창출을 위한 아이디어 제안 웹 사이트의 웹 접근성 평가)

  • For joint value creation, collaboration among different interested parties is vital and should be supported by information technology. Currently, both government and private companies have launched websites to collect ideas. However, the information poor, including the visually disabled, have difficulty in gaining access to those websites. Therefore, the aim of this paper is to evaluate the level of web accessibility to websites, operated by companies or the government, for idea proposals. According to the automatic assessments, regarding proposal specific websites, 77%, 69% of the websites operated by the government and 41%, 44% of those operated by private companies were extremely inadequate. According to the expert's assessments, regarding proposal specific websites, 67%, 52% of the websites operated by the government and 39%, 26% of those operated by private companies were extremely inadequate in their level of accessibility. A range of policies should be prepared to improve web accessibility.

A Study on the Processes of Applying GT and QFD Methodologies for Selecting Web Accessibility Evaluation Items (웹 접근성 평가항목 선정을 위한 GT와 QFD 적용 프로세스 연구)

  • With the recent announcement of the WCAG2.2 Work Draft of the W3C, revision of the WCAG2.2 guidelines will be made soon. Consequently, the revision of KWCAG2.1 in response to changes in the domestic and international environment of web accessibility is urgent. The revision primarily involves development and selection of web accessibility evaluation items. In this study, the efficient procedures and useful methodologies for developing and selecting the evaluation items are to be presented. FGI (Focus Group Interview) has been devised to reflect every stakeholders opinion fairly. GT (Group Technology) has been applied to expedite the revision processes particularly in the FGI. QFD (Quality Function Deployment) method plays an important role in investigating the relationship between evaluation items and its characteristics, and in analyzing the importance and priorities of each item. This study proposes 5 principles, 17 guidelines and 39 evaluation items which can be used for the revision of KWCAG 2.1. This study is expected to be of great help in establishing the KWCAG 2.2 in the near future.

  • Recently, research and development for the responsive web is increasing. However, studies of responsive web accessibility evaluation is insufficient. In this study, we evaluated and analyzed the accessibility of Responsive Web site. As a result, accessibility errors were found including providing alternative text of image contents, keyboard access and usage, logical move of the focus and providing the title. These errors can also be responsive web errors. Therefore, it is necessary to supplement and modify them.

Web Accessibility Evaluation of Cyber Universities' Contents in Korea (국내 사이버대학 콘텐츠의 웹 접근성 평가)

  • This paper analyzes if the rapidly increasing cyber universities' remote education provides services based on web accessibility standard and suggest the direction to reduce information difference between people. It selected 10 cyber universities recognized by the government and analyzed the application situation of the web accessibility using' A-Prompt', an evaluation and analysis tool for web accessibility focusing on factors that can be evaluated technically. It also compared it with $\ulcorner$cyber universities remote education web accessibility result$\lrcorner$ performed in 2006 to confirm if the accessibility is improved according to 'web contents accessibility instruction (KWCAG) 1.0. The result shows that the items such as the use of text and the support of supplementary explanation tool have improved. But it was analyzed that it is difficult for people to use web contents provided by domestic cyber universities. So the educational contents' accessibility application must be considered to solve such problems and publicize the remote education.

  • In this paper, we study improvement of web accessibility of Korean Internet shopping mall websites. First, we analyze the criteria of Korean web accessibility, and then evaluate the web accessibility level of major Internet shopping mall websites in Korea. Based on the evaluation of web accessibility level, we propose and implement an alternative text enhancement method using Excel VBA to increase the rate of alternative text for improving web accessibility. Using the proposed method, even non-specialists of web programming can check and modify the alternative text of the image included in web pages, which can help improve the web accessibility compliance rate.

  • This paper proposes methods of evaluating and measuring accessibility of accredited certificate subscriber software which is one of crucial applications to submit personal certifications while web surfing. The presented methodology is to evaluate accessibility by using a certain assessment tool and is to normalize accessibility level into points, so that the software developers who are unfamiliar to screen readers can easily perform accessibility evaluation. The software from the major 78 organizations has went through the assessment. Those of 48 organizations, 62% out of the total, have acquired less than 70 points, implying the software of them is not accessible by the blind. The remaining 18 software got the highest point(88), are partly inaccessible by the blind that uses screen readers. This implies that the proposed methods are applicable to evaluate the accessibility of the software.

Accessibility Analysis of Mobile Applications for Open Platforms (개방 플랫폼용 모바일 애플리케이션 접근성 분석)

  • In this study, we analyzed the accessibility of open platform Android mobile banking applications, based on Korean mobile application accessibility KS standard, Section 508 technical standard of Rehabilitation Act, and European BBC guidelines. Experimental result showed that there are no mobile banking applications of 8 commercial banks in Korea that satisfy all guidelines of three standards. Typical violations included missing alternative text, keyboard focus violations, control size and spacing non-compliance, and low contrast ratio. These violations are fatal in that they make the accessibility of the blind, the disabled and the low vision and the elderly impossible. The reason that mobile banking applications do not comply with accessibility is that mobile application developers and providers have low awareness of accessibility and do not know how to implement accessibility properly. Comparing Korea mobile application accessibility guidelines with the revised standard of the Section 508 of Rehabilitation Act and the BBC standard, many guidelines are missing. Also, evaluation criteria are ambiguous and abstract, making it difficult for developers to refer specifically. Therefore, improving mobile application accessibility requires developer and government efforts and complementation of standards.
