  • This study intends to understand deeply the higher education evaluation accreditation system in Taiwan. Taiwan established newly the Higher Education Evaluation & Accreditation Council in 2005, an independent organization with the exclusive responsibility to execute evaluation. Three kinds of evaluation have been accomplished, including University Program Evaluation which assesses whole university management, Academic Fields Evaluation and Performance Evaluation which compare the superiority and inferiority among universities. The Accreditation system is applied only to Academic Fields Evaluation. For evaluation, each university presents a self-evaluation report, undergoes an visiting evaluation, makes out an evaluation report and lastly is notified of the result. The evaluation is divided into three results : pass, waiting observation and non-pass. According to an announcement in June 2008, the rate of non-pass universities reached the 15.7%. The non-pass universities are supposed to receive the disadvantaged in the admission number limit and take the following evaluation in the following year. Debates still exists concerning the eliminatory nature of the system and the announcement of achievement rankings through evaluation results. Other problems include the improvement of quality of evaluation committee members and the irrational evaluation standards. These problems will be meaningful for the development of the korean higher evaluation system.

  • The paper discusses the way in which speech sounds are being evaluated and transcribed in various fields of speech sciences, and suggests ways for a more accurate transcription. The academic fields explored are of phonetics, speech processing, speech pathology, and foreign language education. The discussion centers on the International Phonetic Alphabet (IPA), most commonly used in these fields, and other less widely-accepted transcription conventions such as the TOnes and Break Indices (ToBI), the Speech Assessment Methods Phonetic Alphabet (SAMPA), an extension of the official Korean Romanization (KORBET), and the American-English transcription system in the TIMIT database (TIMITBET). These transcription conventions are dealt with Korean, English, and Korean-accented English. The paper demonstrates that each transcription can exclusively be recommended for a specific need from different academic fields. Due to its publicity, the IPA is best suited for phonetic evaluation in the fields of phonetics, speech pathology, and foreign language education. The rest of the transcriptions are useful for keyboard-inputting the phonetically evaluated data from all these fields as well as for sound transcription in speech engineering, because they use convenient letter symbols for typing, searching, and programming. Several practical suggestions are made to maintain the transcriptional efficiency and consistency to accommodate the intra-and inter-transcriber variability.

  • This study aims to propose the ways to improve the research performance evaluation to support the establishment of a sound research culture. For the study, we analyzed the cases of domestic and foreign research performance evaluation, and a survey and an interview were conducted for faculty and research performance evaluation officials, respectively. In the study, the direction of establishing the principle of research performance evaluation, the method of categorizing the type of research performance, the method and procedure of research performance evaluation, and necessary documents were proposed. First, eight principles were suggested to be considered in evaluating research achievements to ensure the validity, reliability, and transparency of the evaluation while supplementing the limitations of quantitative evaluation. Second, the main types of research achievements were categorized into journal articles, books, and presentations at academic conferences. Third, as a research achievement evaluation method, a hybrid evaluation using quantitative and qualitative and multiple measurement indicators was proposed. Fourth, a total of 11 steps (required 7 steps) were presented as a procedure for research achievement evaluation. Fifth, publications, evaluation documents, and committee chair's reports were proposed as major documents for research achievement evaluation. The research achievement evaluation improvement plan presented in this study should be flexibly applied in consideration of the characteristics of the academic and research fields and universities.

  • The purpose of this study was to search for the ideal role and performance assessment(PA) in the current school system of Korea, and then to propose some suggestions to improve PA, based on the previous research. The result of the study is presented below. The direction of PA application in school was made to follow the theoretical meaning of PA, to solve the problems related ti its adoption in school, and to help teachers educate students more effectively. The main goal of PA application in term of 'school education' is to help students learn more effectively. That is, the assessment is not only for the evaluation, but also for improving students' learning. PA can be used to assess students' strength and weakness in terms of their academic achievement of various fields of the subject. Also, PA can be used to assess students' academic achievement as an alternative method to the multiple-choice test. Finaly, the results of this study propose some suggestions about how to conduct PA in school to the stakeholders such as educational authorities, schools, teachers, students and parents.
