Quality Management on the 4th Industrial Revolution (4차 산업혁명시대의 품질경영)

  • Purpose: The world faces a great turning point fundamentally rebuilding the future, and human lives, by embracing the 4th industrial revolution era. This paper aims to seek new and various business models in the 4th industrial revolution era, and to examine the evolution of quality management in the changing of the industrial ecosystem. Methods: This paper examines the various strategies of approaching the 4th industrial revolution in Germany, the USA, Japan, China, and Korea. This paper also draws detailed items by classifying the six major items of Malcolm Baldridge into large, medium, and small scale classifications, researches items from the technical perspective by applied fields, and the four major factor perspectives of quality management, as well as analyzes the relevant items in a multidimensional method. After a questionnaire survey targeting 200 quality experts was conducted, the important quality management factors were selected by applying the Analytic Hierarchy Process (AHP) method. Results: The importance of the general criteria was analyzed in the order of customers, MAKM (measurement, analysis, and knowledge management), workforce, strategy, operations, and leadership. As for the importance analysis results of the secondary subcriteria, the following items are highly analyzed: senior leadership, searching business model's innovation opportunity, customer satisfaction improvement, big data utilization, systematic management of workforce, and, planning and design quality. Conclusion: In the era of the Internet of everything, when complexity increases, this study presented a quality management direction suitable for new business methods challenging existing orders by drawing on quality management priorities.

  • This study introduces 2007 criteria of Malcom Baldridge National Quality Award (MBNQA) for performance excellence. Baldridge criteria is composed of the seven categories such as leadership, strategic planning, customer and market focus, measurement, analysis, and knowledge management, workforce focus, process management, and results. Moreover this paper proposes various integrated systems with MBNQA.

  • The youth unemployment problem has become a consistent issue with the number recently surpassing 1million. The marine and fisheries sector, being no exception, is having problems attracting outstanding individuals to the sector on the one hand, and in providing high quality jobs on the other, resulting in an imbalance in the supply and demand of the marine and fisheries sector workforce. In order to supply a workforce that meets the future and on the ground demands, addressing of the qualitative rather than the quantitative aspects of the imbalance issue is more important. Thus, the following strategies are recommended: 1) focus on developing a highly skilled workforce that corresponds to future and on the ground demands; 2) improve educational infrastructures such as training equipment, and enhance the professional capacity of school teachers; 3) establish an integrated system for the management of the education and re-education of human resources.

  • Professions with librarianship can be found in various fields. It includes all different kinds of libraries, including academic, public, special, and school libraries. Moreover, there are national and commercial information distribution bodies, and other bodies supporting the national body such as library automation companies, library supply companies, and library outsourcing companies. Careers of those who have studied in library and information science could be developed in all these fields. High flexibility and labour turnover can be expected due to the wide range of career fields. Nevertheless, there have been very little studies reflecting the reasons of high level of turnovers and flexibility in librarian workforce. Therefore, this paper invastigates career movement and development of librarian as a foundation stone of further researches. It also analyzes career development process of librarians, including career paths of those working in libraries and other related areas, their efforts for career development, factors influencing their career movements.

A Qualitative Study on Satisfaction with Healthcare Workforce Capacity Building Program: Focusing on Dr LEE Jong-wook Fellowship Program for Clinical Experts (Cambodia Rehabilitation) (보건의료인력 양성 프로그램의 만족도에 대한 질적 연구: 이종욱펠로우십 프로그램 임상과정(캄보디아 재활)을 중심으로)

  • Background: We aimed to provide basic data for improving the effectiveness of the invitational training and reflecting it in the program in the following year by identifying the satisfaction level of trainees who participated in the "Dr. LEE Jong-wook Fellowship Program" funded by the Korea Foundation for International Healthcare. Methods: A qualitative study was conducted using a questionnaire interview. In the first stage of analysis, only the interview contents related to the research topic were classified by the researcher for the conversations recorded at the interview site, and in the second stage of analysis, the interview contents classified in the first stage were classified into each of those mentioned in this study. Results: The longer the trainees participated in the program and the better the accessibility, the higher the satisfaction with the program. In addition, the level of achievement of the trainees' goals and the level of improvement in their competence affected their satisfaction, and their difficulty in language communication during the training period was identified as a factor affecting the trainees' satisfaction level. In addition, competency improvement and satisfaction were positively correlated (r=0.75, p=0.03). Conclusion: When organizing a rehabilitation workforce capacity training program, it is important to identify trainees' needs, ensure accessibility, organize courses effectively, enhance English proficiency, and expand practical lectures to increase trainees' knowledge and understanding of rehabilitation.

Factors Affecting the Distribution of Practicing Nurses (임상간호사 분포에 영향을 미치는 요인)

  • Background: There is controversy surrounding the claim that current nursing workforce policies exacerbate the geographic imbalance of nurses in Korea, but very few studies have confirmed this assertion. Therefore, this study aimed to identify factors influencing the distribution of nurses at the regional level, including variables related to nursing workforce policies. Methods: This study analyzed the distribution of 225,462 practicing nurses across 250 regions in Korea as of 2020. National statistics were collected for these 250 regions, and regression analysis was conducted. Results: Factors influencing the distribution of practicing nurses included the number of annual inpatient days, integrated nursing care service beds, public healthcare institutions, tertiary hospitals, and general hospitals. Additionally, the number of nursing graduates and healthcare institutions with nurse staffing grade 1 and 2 had an impact on nurse distribution in non-capital regions. Conclusion: To prevent exacerbating the geographic imbalance of nurses, careful decisions should be made regarding the expansion of integrated nursing care service beds. Furthermore, it is necessary to increase the number of nursing students in non-capital regions and prioritize the improvement of wages and working conditions for nurses in those areas.

  • While growth of domestic CM market has slowed down due to economic recession, it recently shows sign of scale as some public agencies are relocating their headquarters. Since the introduction of CM system, a number of client organizations have acquired construction project management capabilities, however, sufficient efforts are not made to estimate the size of construction project management organization. This study drew a method for estimating the size of the organization managing construction project by utilizing statics analysis and project costs per member based on 10 public construction projects and tried to review applicability through case studies. With this study, we would like to make a contribution to achieving smoother work performance and success of the construction project by estimating and allocating proper scale of management workforce.

Maintenance Staff Scheduling at Afam Power Station

  • This paper describes the optimization of maintenance workforce scheduling at Afam power station in Nigeria. The objective is to determine the optimum schedule to satisfy growing maintenance labour requirements with minimum cost and highest efficiency. Three alternative maintenance workforce schedules are compared. The first alternative is to continue with the traditional five-day workweek schedule currently being practiced by Afam power station maintenance line. The second alternative is to switch to a seven-day workweek schedule for the morning shift only. The third alternative is to use a seven-day workweek schedule for all three work shifts. The third alternative is chosen, as it is expected to save 11% of the maintenance labour cost.
