The purpose of SAICM (Strategic Approach to International Chemicals Management) is to minimize the health and environmental hazards from the production and the consumption of chemicals by improving the chemicals management capability of developing countries and implementing a system of the risk assessment and the management based on the precautionary principle until 2020. To achieve this purpose, the UN has prescribed the principles, objectives and establishment of an action plan for the chemicals management strategy which must be carried out at international, local, and national levels, and requested the implementation of the Global Plan of Action (GPA) comprising of 273 recommendations in 36 work areas. SAICM is currently based on voluntary participation, but is expected to become the basic framework of international order in relation to chemicals management in the future. This study aims to analyze the practice in the occupational safety and health area relating to implement 273 recommendations of the GPA, and propose complementary measures for the system in order to provide political advices for establishing future plans to manage industrial chemicals. Twenty three areas of total 36 work areas and 161 items of 273 recommendations have relevance to occupational safety and health areas. We have found that, as a national implementation level, 157 of 161 industrial safety and health items are being implemented at a satisfactory level in regard to the implementation of the GPA, while 4 items, including the ratification of the ILO Conventions 170, 174, 184, and support for GHS (Globally Harmonized System of Classification and Labeling of chemicals) implementation of developing countries, require additional complementary measures for the system and operation.
The purpose of the study was to investigate the gender differences of anaerobic capabilities between anaerobic capacity(AC) from Wingate test and anaerobic work capacity(AWC) from critical power test in untrained male and female adults. Both tests were carried out to 12 male and 13 female subjects on a Monark cycle ergometer. The results of this study demonstrated that men were higher than women in AC for the Wingate test, but no gender difference(J/kg) in AWC for the Critical Power test. There was a significant relationship between AC(J/kg) and AWC(J/kg) in women(r=0.61, p<0.05), but no significant relationship in men(r=-0.32, p>0.05). ANCOVA analyses using $VO_{2max}$ and body weight as covariates had significant influence on the AWC gender difference. The study provides preliminary data on gender differences of anaerobic capabilities.
Fire fighter are exposed to the situations which are hard to predict due to continuous and accidental changes which hinder their fire fighting activity. As these threats of safety accident act as fear factors, they are doing insecure fire fighting activities. Therefore, as unclear and abnormal risks of working environment such as the riskiness of expansion of disaster, instability, obstacles of activities, abnormality, urgency, etc. increase, safety accidents are caused. This study analyzes the actual condition of safety and health and awareness of fire fighter who are exposed safety accidents during their fire fighting activities and utilize such result as the basis data to secure safety of fire fighter, keep efficient safety control and prevent accidents. The results of analysis are as follows. As rescue works among all fire-fighting works shows the highest emotional stabilization and the highest post-traumatic stress disorder is shown in fire sergeant level positions, and fire fighters whose working period is 10-15 years, reinforcing safety training to long-term workers is necessary. As the result of survey regarding safety awareness, the highest awareness level was shown in fire sergeant level positions, and fire fighters whose working period is over 20 years, and when it comes to operation of fire fighting equipments, fire-fighting workers and workers having 1-4 years of working period showed high safety awareness. The more serious injury in a fire fighter experienced as the first injury after working as a fire-fighter, the more cause-and-effect relationship was shown between personal physical condition and work, and it is shown as obstacles of fire fighting activities and affects to post-traumatic stress disorder. Moreover, as after-work off duty activities also affect to official disaster, systematic improvement of working environment is required. Occupational medical work compatibility evaluation considering the distinct characteristics of works to secure fire-fighter' health care together with fire-fighting capability is shown to be necessary.
The purpose of this research is to expand the realm of a button for a decorative purpose through embossing the effect and gravity of a button in fashion by designing the new ceramic buttons which are mainly used for decorative function in costume. In order to acquire a motif for the design, I analyzed several works of Gustav Klimt. As the result, those feature can be classified into the use of decorative lines, mosaic forms, and harmony of golden yellow and black, and it can be applied to buttons and clothes design. The sort of clay used in manufacturing the ceramic buttons was white clay to have high density and to diffuse light well, and press shaping techniques using plaster mold were employed. The baking was performed in an electronic kiln at $800^{\circ}C$ for the first time and at $1250^{\circ}C$ for the second time. Based on wearable designs in 2002/2003 F/W Trend of Interfashion Planning, I made three pieces of dress which could express the button's capability of decoration with effect. This is expressing a simplified form which shows up in details of and yellow and red pink were used to harmonize with golden yellow clothes. As an application of shapes of foliage in I transformed its size and form to be consistent with a jacket and a tube top. To accord with golden beige costume, I made a curve, showing up in Klimt's paintings, with golden color on a circle shape which was also a main motif in his paintings.
Recently, skin diagnosis has been suggested as a promising tool for discrimination of Sasang Constitution, reported by examining the skin characteristics such as thickness, stiffness, slip, and skin textures like wrinkles and furrows. However, the works had a limitation in that clinical decision on the skin characteristics was made by relying upon oriental medicine doctors' subjective sense of touch. In order to objectify the skin diagnosis and claim its efficacy on the discrimination of the Sasang Constitutions, it is necessary to demonstrate its discrimination capability by providing numerical values in terms of physical quantities obtained from measurements using today's sensors and equipment technologies, which motivated this work as a priliminary step towards objectification of skin diagnosis. The skin characteristics focused in this work is the slip property of the back-hand skin that has been exploited using the dynamic friction measurement system. First, curved geometric effects of the back-hand skin on the measured lateral/vertical force signals were estimated using the artificially designed silicon coated structures, which led to a suggestion on a quality controlled experimental design based upon a empirical analysis model. Second, the experimental design thus suggested has been applied to the measurement of dynamic friction coefficients for two healthy male subjects of Taeumin (TE) and Soyangin (SY), respectively. The result shows that the dynamic friction coefficient is less for the SY subject than for the TE subject around the area of the skin used for diagnosis by the oriental medicine doctor, implying the TE subject's skin is more slippery than the SE subject's that is consistent with the oriental medicine doctor's diagnosis. Hopefully, this work can provide guidelines for obtaining quality data in friction measurement to be collected for discussion on the efficacy of the skin diagnosis and its objectification through statistical analysis.

The vertical displacement of a ship on the basis of the sea level is an important parameter for its stability and control. To indicate the displacement on operating conditions, "draft marks" are carved on the hull of the ship in various ways. One of the methods is welding. The position, shape and size of the marks are specified on the shipbuilding rules by classification societies to be checked by shipbuilders. In most cases, high-skilled workers do the welding along the drawing for the marks and welding bead becomes the marks. But the inaccuracies due to human errors and high labor cost increase the needs for automating the work process of the draft marks. In the preceding work, an indoor robot was developed for automatic marking system on flat surfaces and the work proved that the robot welding was more effective and accurate than manual welding. However, many parts of the hull structure constructed at the outdoor are cowed shapes, which is beyond the capability of the robot developed for the indoor works on the flat surface. The marking on the curved steel surface requiring the 25m elevations is one of the main challenges to the conventional robots. In the present paper, the robot capable of climbing vertical curved steel surfaces and performing the welding at the marked position by effectively solving the problems mentioned earlier is presented.

Low back pain is generally defined as a complex symptom rather than a specific diseases entity, especially when musculoskeletal lesions of the low back, neurogenic, vasculogenic and discogenic lesions are present. Sixty to eighty percent of all human being have experienced low back pain once or more times during in their lifetime. Low back pain is a one of the commonest cause of physical impairment and induces disability the activities of everyday living or the activities of work. Today, low back pain plays important part for the loss of working capability from social, industrial field and individual daily life. But there are no study about incidence and prevention program of low back pain in rural peoples. This study was conducted to find out current status and characteristics related to low back pain in rural peoples(especially engaged in agriculture), so that could provide basic data to establish prevention program for them. The data were gathered from 301 rural adults(female 62.1%, male 37.9%) with low back pain by the structured interview in the 4 communities(south and north Gyeong-sang Do and Chung-cheong Do), and sampled at local hospital, local clinic, and health clinic center in May, 2000. The results were as followed. About one third of cases(35.5%) were aged from 60 to 69, 34.6% were smoker, and 91.4% not used to regular exercise. Low back pain frequently due to intervertebral articulopathy(42.5%), follewed by herniated intervertebral disk(19.9%), sprain(17.3%), vertebral dislocation(4.0%), and etc(16.2%). Above half of cases(56.5%) were a eight-hour workday, and 61.8% complained of low back pain during work. Mostly, period of agricultural experience was more than 20 years, and cultivated more than 2 crops. Low back pain is common to rural adults, therefore adequate resting time from work and lumbar strengthening exercise program needed to prevent low back pain in rural peoples.
A nurse is give much weight in the professions of hospital.The effective achievement of a goal of hospital organization needs to get nurses to contribute the structure positively through the rational personnel management of the nurses.The operation of performance rating system is necessary to improve because the nurses hold negative opinions about the resonable management of that system in most Korean hospitals.Therefore, the prupose of this research was to suggest an efficient method to solve the problem in connection with the management of nurses performance rating system.The results of the study are summarized as follows.1. As the performance rating implies the evaluation of employee's functional accomplishment and ability, and essential condition of the job was surveyed according to the job analysis of nursing activities and nurse position.That is to say, Nusrses' performances and capability is estimated in comparision with the condition of the job. 2. It is required adequacy for evaluation factors in performance rating.That is, $\circled1$ as for those who work in psychiatry or newborn baby room they should be appraied in terms of different factors from those applicable to whom work in a general staffs. $\circled2$ Evaluation factors should be concrete so that the quality and quantity of work and the potential ability of them can be correctly appraised. 3. In order to realize the object of perfamance rating system, the training on chief nurses are quite important. Also, careful practices and continuous supplementary training are required before the system is introduced.First of all, the appropriate evaluation can be mad by continuing to record the rating objects every day for the purpose of obtaining the objectivity of rating. 4. In course of transfering of the position and training, the induction of self-rating system and presentation of self-description is required to supplement functionally the performance rating system. 5. For the efficiency of nurses' performance rating system, the results of performance rating system must be reflected in promotion, allocation and training course, which makes the nurses have the motives and the organization accomplish the goal of modern nursing through its activation.

The performance of projects has always been an area of interest in the construction industry. Roles of all construction supply chain partners are necessary; however the role of a contractor firm in the construction project is pivotal. So, this research intended to explore a Construction Firm's performance criteria which could measure the level of performance of that firm in an ongoing project. Data was collected from construction professionals working in three principal project participant organizations, namely Owner, Consultant and Contractor. A total of 113 nos. of performance measuring items were sorted from literature review and used to collect data. Statistical tools processed by SPSS program was employed to analyze the data. Out of total 113 items, only 65 nos. of variables were found to be acceptable to every population group of this study. Factor analysis revealed 12 key performance predicting factors (KPPF) with 53 predictive indicators. 12 KPPFS with index weight are: work progress and smoothening (9.3%), change order management and work accuracy (9.1%), business relationship building (8.1%), adequacy of construction work procedure (8.6%), quality performance (8.0%), health and site safety adequacy (8.8%), Innovative contractor (8.0%), adequacy of construction site information (6.8%), compliance with contract plan/specification requirements (8.9%), creditworthiness and financial capability (8.3%), intra-agency relationship and responsiveness (7.0%) and resource management (9.2%). These results could be useful to project management body to evaluate performance of its contractor firm on site as well as the contractor itself to assess own performance and its subcontractors on-site.

Recently, many companies recognize the individual human resource as a core asset of the corporate value creation and devote a lot of effort to develop and manage competency-based human resource in order to strengthen the corporate competitiveness. As the integrated construction company taking the major portion in Korean construction industry, its construction engineers perform the construction supervision task with various related parties at each stage of the life cycle of the construction project. Therefore, the competency of a construction engineer is an important factor which have a direct impact on the success of the construction project. However, the current capability evaluation scheme of the domestic construction engineers is mainly oriented on the qualification factors such as the certificates or the seniority and this is quite different from evaluating the actual ability for construction management tasks. In this point of view, this study proposes the appropriate level of proficiency in cost management by analyzing the work process and its detailed items of the cost management that is the one of the basic management items of the construction industry. Based on this, this study analyzes the current competency level of the construction engineer by comparing with the required competency of each job position and also performs the engineer's work competency analysis of each work step.
