Korea is undergoing a rapid environmental change in health and welfare. Therefore, the law mandates the establishment and implementation of plans in accordance with the changes. A total of 49 long-term plans related to health and welfare were specified by the National Law Information Center, the Korean representative legal information website managed by the Korea Ministry of Government Legislation. Of the 49 long-term plans, 10 plans (20.4%) were not yet fully constructed. Eight out of 10 non-constructive plans have been put into force for more than a year, but these plans still require further systematic planning and development. The complete construction of long-term plans is substantial to account for the changes in South Korean health and welfare. In addition, a systematic plan with solidarity and continuity between the mutual plans should be established in planning.
This study aims to identify the enactment factors of the National Basic Livelihood Institution in context of policy making process by using Kingdon's policy Stream Model. The findings of this study can be summarized as follows. First, an economic crisis has worsened social problems, and the president Kim Dae-jung recognized these problems as serious and worried about social confusion and polarization. Second, NGOs as like People's Solidarity for Participatory Democracy put efforts into enacting the Act. Also, the president Kim's government faced a series of political crisis and needed political solution including foundation of a new party, which considered social welfare most important. Third, the PSPD designed the Act. But the alternatives of related government ministries were not selected. In conclusion, the National Basic Livelihood Institution was enacted by the combination of these three factors stream. Especially the political stream was strongest.

This study verified the structural relations among empowering leadership, self-efficacy and organizational citizenship behavior (OCB) in social welfare organizations. To this end, the study chose self-efficacy as an intervening variable and OCB as a dependent variable by considering the characteristics of social welfare organizations and their works. The study found that empowering leadership has a significantly positive impact on self-efficacy while both self-efficacy and empowering leadership have a significantly positive impact on OCB. Self-efficacy has meditating effects on the relationship between empowering leadership and OCB. Based on these results, the study suggests policy implications for the improvement of social workers' self- efficacy and OCB through empowering leadership in social welfare centers.
The purpose of this study is to develop human resources and management system model for home-based welfare services. For the purpose of the study, both of method of literature review about home-based welfare services and previous research and survey were used in the study. They were considered as human resources for the home-based welfare services. Based on the result of the survey and related theories, the study suggests the model for the development of volunteers and management system composed of recruitment, education and training, disposition, management and supervision, and evaluation for home-based welfare services. Assuming linking and cooperation between volunteer center and agency using volunteers which provide home-based welfare services, the model was developed. The role of volunteer center is recruitment, education and training. The agency using volunteers is responsible for education, disposition, supervision, and evaluation related to practice. In the stage of recruitment, elaborating strategy considering characteristics of group was suggested. In the campaign, use of mass media, selection of timing, equal opportunity for all group were suggested. Also outreach strategy as a effective recruitment strategy was presented. In the stage of education and training, method and content of education in each stage of primary education and re-education were presented. In the stage disposition, method and content for the right volunteer in the right place were suggested. In the stage of management and supervision, supervision by coordinator and necessity of using volunteers as para-professionals was suggested. Also the necessity of program operation for volunteer maintenance and management was discussed. In the stage of evaluation, time, main body, and method of evaluation was suggested.

The problems stated above were defined by reviewing specific cases and legal improvements in the perspectives of welfare for the aged were suggested.
This research has analyzed the options of improving 'National Basic Livelihood Security Program' and factors influencing on them, focusing on the 345 social welfare officials' recognition and assessment of the program. As a result of the analysis, some difference has been identified in the assessment of respective options in accordance with how social welfare officials recognize and assess the program and its recipients. The assessments as to the options of improving restrictions on the able-bodied poors, implementation of the individual benefit method, and so forth were shown differently according to the age; years of service; amount of work; rationality of the criteria for selecting recipients; levels of payment by the 'National Basic Livelihood Security Program'; possibility of the recipients' exit from poverty; achievements of the self-supporting program; and evaluation of the program improvement efforts of the government. Based on this result of analysis, key tasks and improvement options for the 'National Basic Livelihood Security Program' have been explored on the occasion of the 10th anniversary of the program.

Objective: To investigate the effect of performing three different bridge exercise conditions on the activities of four different muscles using surface electromyography (sEMG) in healthy young adults. Design: Cross-sectional study. Methods: A total of 20 healthy young adults (10 males, 10 females) voluntarily participated in this study. All subjects randomly performed three different bridge conditions as follows: general bridge exercise, isometric hip abduction (IHAB) with a blue Theraband (Hygenic Corp., USA), and isometric hip adduction (IHAD) with a Swiss ball (Hygenic Corp.). The muscle activities of bilateral erector spinae (ES), gluteus maximus (GM), biceps femoris (BF), and external oblique (EO) muscles during the bridge exercises were measured using sEMG. Subjects performed each of the three bridge conditions three times in random order and mean values were obtained. Results: For bilateral ES and BF, there was a significant increase in muscle activity in the IHAD condition compared to the general bridge and IHAB condition (p<0.05). For bilateral GM, there was a significant increase in muscle activity in the IHAB condition compared to the general bridge condition (p<0.05) and there was a significant increase in muscle activity in the IHAB condition compared to IHAD condition (p<0.05). For left EO, a significant increase was observed in the IHAD condition compared to the general bridge condition (p<0.05). Conclusions: ES and BF muscle activity increases were observed with hip adduction and increased GM activity was observed with hip abduction. These findings may be applicable within the clinical field for selective trunk and lower extremity muscle activation and advanced rehabilitation purposes.
As policy makers are often concerned about dynamic effects of demand behavior and its welfare analysis by quantity changes, the paper shows how dynamic price formation systems can be built up to analyze the effect of policy options to the markets dynamically. The paper develops dynamic model of price formation for fish from the intertemporal optimization of the consumer choice problem. While the resulting model has a similar form of the error correction types of dynamic price formation system, it provides the rational demand behavior contrary to the myopic behavior of error correction demand models. The paper also develops appropriate tools of dynamic welfare analysis in quantity space using only short-run demand estimates both theoretically and empirically as a first attempt in the literature of price formation and fisheries. The empirical results of Korean fish markets show that the dynamic model and the welfare measures are reasonably plausible. The methodology and theory of this research can be applied and extended to the commodity aggregation, dynamic demand estimation, and dynamic welfare effects of regulation in the similar framework. Thus, it is hoped that this will enhance its applications to the demand-side economics.
