Operation and Analysis of field-oriented training to enforce the field education (현장성 강화를 위한 현장직무연수에 대한 운영 및 분석)

  • Nowadays, technologies are changing so fast as due to the advancement of industrial structure, and those situations require the change in the curriculum and educational method of vocational high schools. To satisfy those requirements, field-oriented training program was designed and operated. In this research, we evaluated and analyzed short medium and long term field-oriented training program operated by KOREATECH Human Resource Development Institute (HRDI) in 2013. Evaluation results shows that the satisfaction about field-oriented training is very high, and we propose improvement scheme in order that the field-oriented training can be established as a proper program to cope with the changing industry and technologies.

The Influence of Overseas Training of GyeongGi-do of Specialized High School Teachers on the Perceptional Change of Vocational Education (경기도 전문계고등학교 교사들의 국외체험 연수과정이 직업교육 인식 변화에 미치는 영향)

  • The purpose of this research was to investigate the degree of perceptional change of career education through overseas training of specialized high school teachers who take the leading role in applying Korean vocational education to reality. To accomplish this purpose, the following method were employed: 25 specialized department teachers of Keyngido educational institute who visited career education institute in USA and Canada were selected, and pretest and posttest were taken. Collected data were analyzed by Windows Korean version SPSS 14.0. M, SD, t-test and significant level p<.05 were employed for statistical analysis. The result of this research was as follows: There was significant difference in the degree of perceptional change of vocational education by overseas training of specialized high school teachers. But There was no significant differences in the management of vocational education curriculum(${\alpha}=.327$), reinforcement of preparatory training for technique contest(${\alpha}=.327$) in the statistical significant level(p<.05). The perception level of the trainees varied respectively in these domains. And means of posttest were relatively low in the comparison with those of pretest in the domains of visit of educational institute, educational facilities, scholarship and financial support, and reinforcement of preparatory training for technique contest. It is attributed to the Korea's uniqueness of culture, emotion, school system, educational facilities and financial support different from U.S.A. and Canada. The vocational education program of vocational education training institute in U.S.A. and Canada is mainly composed of industrial department, so there was no statistical significant difference(p<.05) in some questions taken by subjects of agricultural and commercial department. In conclusion, The overseas training program is very helpful for the perceptional change of vocational education and it is desirable to be expanded continuously.

  • The purpose of this study is to prepare a plan to activate vocational training through a company-customized qualification system that meets the needs of the industry and responds promptly to changes in the external environment and trends. The BRIDGE 3.0 model was presented as Establishment of qualification system based on education and training result certification, a customized qualification operation system based on local companies by setting the qualification system as a strategy centered on companies that are consumers. To this end, the current status and limitations of vocational competency development projects, the current status and limitations of the domestic qualification system, government policies related to vocational competency development, FGI of corporate personnel managers, surveys of personnel managers of SME, expert advice.

  • The purpose of this study is to propose a method of designing a systematic panel survey at the institutional level to lay the foundation for data-based decision-making using vocational training teachers and instructors as the population. In this study, the target population and sampling frame, which are the main elements necessary for planning a panel survey, are proposed. Also based on expert advice and empirical data analysis, the sampling unit and sampling method taking into account the outer and inner variables are presented, comprehensively considering the representativeness of data, the efficiency and sustainability of data collection. As a result of the study, with the unit of the panel as a vocational training institution, a two-stage stratified proportional sampling plan is proposed so that the institution selected as the panel and the vocational training teachers and instructors belonging to the institution can participate in the survey. Based on this, implications for the panel survey sample design are presented.

  • Due to developments in information technology and ensuing changes in the concept of time and space, the significance of national boundaries has been weakened, bringing to attention the heightened competition among nations. In order to respond to these transformations, the Korean government is increasing its efforts to raise the authenticity of the National Technology Qualification System(NTQS) by closely linking NTQS testing method and procedure to practical knowledge and skills in the industry field. This initiative is based on the recognition that the human resources development is a crucial factor in determining a nation's competitiveness. This study aimed, first of all, to diagnose the problems directly and indirectly affecting the testing method in the current NTQS. And then, differentiated solutions according to grade and improvements in the testing infrastructure were suggested. The ultimate purpose was to provide a blueprint for enhancing national competitiveness through increased authenticity and efficiency of the NTQS. Research methods applied during this study include: the collection and review of qualification-related literature; a series of conferences with leading experts; interviews with vocational educators and researchers from qualification-related institutes; a survey of national qualification holders from a variety of professions and industries; and participatory observation at qualification exam centers. This research suggested policy recommendations as follows; First, measures to improve for testing method of professional engineer Second, measures to improve for testing method of Master craftsman Third, measures to improve for testing method of Engineer, Industrial Engineer, Craftsman Fourth, plans for the establishment of operation system for a computerized testing Fifth, institutional perspective on establishing qualification infrastructure Sixth, operational perspective on establishing qualification infrastructure

Cognition of VT CEOs on the Theoretical Success Conditions of Contracting-out VT Services (직업훈련 민간위탁의 이론적 성공조건에 대한 훈련기관장의 인식과 시사점)

  • This paper analyzes cognition of the vocational training (VT) CEOs on the theoretical success conditions of contracting-out VT services to private training providers, by using survey results on 87 CEOs. The survey results show that VT CEOs agree with most of the theoretical success conditions of contracting-out VT services. The only thing they do not agree with the theoretical success conditions was that CEOs prefer direct trainee recruiting instead of referral by public employment service offices after consulting and job capacity assessment. This implies that government can smoothly transfer vocational training policies suitable for the success conditions of contracting-out vocational training services to private training providers.

Training Needs Analysis for Skill Assessor's Competency of Vocational Education Teachers in Korea (직업능력개발 훈련교사의 역량평가사로서의 훈련요구분석)

  • The purpose of this research is to analyze training needs for skill assessor's competency of vocational education teachers in Korea. This research was conducted based on Russ-Eft's competency model for skill assessor. Data were gathered from 234 vocational education teachers over the country, and final respondents were 158 males and 73 females. As a result of analysis, reliability for expert (needs score 2.51), establishment for assessment management plan (needs score 2.11), management plan (needs score 2.08), and effective collaboration (needs score 2.07) have high developmental needs. On the other hand, recognition of a variety intention (needs score 1.01), observation of ethical standard (needs score 1.24), and personal relationship (needs score 1.76) have low developmental needs.

  • This article aims to examine the achievement and limitation of adaptation of supply chain management (SCM) to IT human resource development (HRD) in Korea and to derive the implication of the Korean experience to other countries. In late 1990s, the IT New Deal Policy and the quantitative expansion of IT HR were introduced. Since mid-2000s, there has been much innovation in IT products as well as increased demand of highly qualified IT experts. The SCM in IT HRD was introduced in 2004 and continuously developed more. Since the late 2000s, IT convergence expanded to traditional industries and the new IT-based-industries were created in Korea. In this regard, Korea established the Seoul Accord as an international IT engineering education accreditation system in 2008. In response to the paradigm change, in 2011, the Korean government developed TOPCIT, which is a kind of competency test for evaluating IT competency.

  • In this study, K-Digital Training program, which is a representative government project of vocational training for new digital technologies in response to the 4th industrial revolution, is analyzed and an improvement model is suggested. The K-Digital training project is rapidly expanding, with the number of training operators increasing by 7.1 times and training course programs by 8.5 times within three years of implementation, but there is a severe problem in that education and training programs are concentrated in the metropolitan. To solve this problem, a shared training model is proposed. This model is a plan to maximize the use of local human and material resources, to respond to new digital technologies through systematic composition and operation, and to enhance the stability and reliability of education and training. In each region, a sharing and cooperation model in the form of a consortium is established that jointly utilizes resources scattered by various training institutions such as instructors, training contents, and training infrastructure related to digital new technology. In addition, a training certification evaluation system is introduced to increase the credibility of the rapidly developing digital new technology training.
