The results of VE (Value Engineering) analyses are highly feasible proposals that are produced by utilizing the experience and knowledge of professionals from a variety of fields. As such, the results of past similar projects can be useful in new projects. On this basis, it is vital to accumulate the historical data of the results on VE analyses performed at every stage, which are functions, ideas, and proposals. In this research, a data formational system for collecting this historic data was established by categorizing 'Item,' 'Function,' 'Idea,' and 'Proposal' according to VE process, and the data retrieval and the adjusting process were proposed. If the historic data of these are accumulated using the suggested method, it is expected to be useful at the stage of VE process.

Current design-build contract is the type of joint venture, but performs by separate party which causes change orders due to the lack of communication between design and construction, so it cannot lead the main object which is the integration of design and construction. Furthermore, the current design-build contract is impossible to reduce the project costs by VE at the design development phase because the design proceeds with the fixed price through bidding. Like these limitless, the analysis results of the case of VE in the design-build projects, several problems that are prevented from active design VE are elicited by the project participants. Meanwhile, Ministry of Construction & Transportation decided to enlarge the VE review system lately. Therefore, in this study, it presented model of design VE partnering of design-build and partnering agreements form to apply design VE and to try to be able to lead the design VE to be more successful in public design-build projects.

The technical proposal bidding system emphasizes the evaluation of the construction company's technical capabilities, with the aim of improving the quality and cost-effectiveness of the construction. However, in the VE analysis and proposal process for technical proposal bidding, the ideas are often reused from similar past construction projects, and the application of new construction technologies/methods is often lacking. Therefore, this study proposes a methodology for managing VE proposal information by integrating it into a BIM model using parametric modeling. This research developed database based on the existing VE proposals and new construction technology/method information from the Korea Institute of Civil Engineering and Building Technology. And by using parametric modeling, the proposed method integrate the VE database with BIM model. The methodology proposed in this study is expected to improve the reliability and effectiveness of VE-related idea proposals in technical proposal bidding.

According to revision of Construction Technology Management Act (2005), the government ordering construction which cost is more than 10billion won should investigate the value engineering(VE) of a construction. In this sense, the government actively promote plans in 2008 after identifying the examining standards of the investigation on the VE(2007). It is substantial issue to introduce Pre-Qualification(PQ) in oder to restrain unlicensed VE consulting companies or VE consultants. This system will contribute to the quality and the settlement of the value engineering in our country. The reason why the Korea VE Society founded in 2006 is one of the afore-mentioned reasons. Therefore, we try to establish the value engineering of Build-Transfer-Lease Scheme by providing the practical application of construction value engineering and definite procedures through the example of Andong Culture and Art Center's research in one of the various construction fields.

This paper studied the design VE (Value Engineering) process among the various methods to satisfy the requirement of user and cost saving in the overall redesign process for the Turn-key base construction project. This study has been estabilished the rational and practical analysis process with the stepwise by using the design VE process. The efficiency and safety were verified with the adoptian of computer simulation to cope with the problem of initial analysis and verification for design VE process in the large construction project. In the previous design VE process, there is a limitation for the analysis of design VE in the planing stage and the execution time period of the large construction project. The previous application of VE technique was only for the construction of harbor facilities, so there was no contribution of cost saving in the function and construction. However, this paper proposed the selection methodology of VE items and hence the redesign VE process can be efficiently improved. It can be also improved the process of functional analysis rationally and practically. About 4.6 billion won has been saved with applying to the harbor construction project with using the VE method proposed in this paper. The study gives the direction of VE to be accomplished efficiently in the similar project.

A virtual enterprise (VE) can be mapped into a multi-agent system (MAS) that consists of various agents with specific role(s), communicating with each other to accomplish common goal(s). However, a MAS for enacting VE requires more advanced mechanism such as context that can guarantee autonomy and dynamism of VE members considering heterogeneity and complex structure of them. This paper is to suggest a context-based MAS as a platform for constructing and managing virtual enterprises. In the Context-based MAS a VE is a collection of Actor, Interaction (among Actors), Actor Context, and Interaction Context. It can raise the speed and correctness of decision-making and operation of VE enactment using context, i.e., information about the situation (e.g., goal, role, task, time, location, media) of Actors and Interactions, as well as simple data of their properties. The Context-based MAS for VE we proposed('VECoM') may consists of Context Ontology, Context Model, Context Analyzer, and Context Reasoner. The suggested approach and system is validated through an example where a VE tries to find a partner that could join co-development of new technology.

The author of this study conducted a survey with the expert groups who are currently handling hands-on works in convergence cities, ordering organizations, construction management companies, contractors, schools and research institutes, etc. The results of empirical analysis can be summarized as follows: First, there is no difference in distribution among the problems with position and the bidding system of private contracts. Second, there is relevance between position and the adequacy of current design VE ordering system, indicating different recognition. Third, there is no difference in distribution between organizations and the adequacy of current design VE ordering system. Fourth, there is difference in distribution between organizations and service price adequacy and there is difference in recognition by organization when organizations mutually recognize the service price adequacy. Fifth, there is difference in distribution between career and the necessity of the participating companies' qualification. Sixth, there is difference in distribution for the adequacy of career and the adequacy of participating companies' requirements. No problems have been found with the adequate service period according to private contract bidding system, but the necessity of participating companies' qualification and participating companies' requirements.

Recently, Design-build project as delivery system public construction sector tends to be increased according to the Masterplan for promotion of construction technologies, and construction projects are increasing their complexity, variety and scale. And owner's requirements become various. Preliminary design for design eligibility judging of design-build has been designed excessively to get a good point and this tendency includes the elements which is capable of wasting the budget. Because of excessive design, owners require to apply VE study into the design development phase but in the Design-build system, VE application has not been of no effect that owners expect, owing to the characters of lum-sum contracts. The purpose of this study is to propose the plan for effective application of VE in the design development phase in order to solve the problems such as excessive design of preliminary design in the design-build project. This study established plans for VE application through investigating and analyzing VE application case and then proposed the applications in the aspect of regulations and contracts, parties participated in project, VE operation through research for verification of usefulness.

This study analyzes the problems of current work in the preparation phase from case study, survey and interviews of experts. It then proposes a new process after understanding the required items of owners, users and experts.
