Societal Challenge-driven Innovation in GRIs and Sustainability Transition : Focus Group Interview (지속가능한 전환의 관점에서 본 출연(연) 사회문제 해결형 연구개발의 현황과 과제 : 포커스 그룹 인터뷰를 중심으로)

  • This study deals with the changes in the government-funded research institutes (GRI) in terms of 'responding to social challenges and turning to the institutes that are pursuing sustainability transition'. The newly established societal problem-solving R&D projects in GRIs are core experiments for the transition. In order to discuss about the prospect of transition of GRIs, this study used focus group interview approach. In the interview, the GRIs's stance on the societal problem-solving R&D projects, and its process, problems and the policy direction had been discussed. It is suggested that the necessity of transition is discussed and transition experiments are proceeding on a small scale, but experiments are still underway in the existing framework. In order to facilitate the transition in GRIs, it is necessary to carry out the experiment and the vision making work from the inside the GRI.

  • This study intends to present policy proposals to make the transition from policy adjustment system based on hierarchial authority to deal with energy policy to network establishment based on the central government, local government, industry and civic group, that can be converted into governance. To this end, the legal foundation to make the network-based policy adjustment for government's energy policy possible first. Second, contribution should be made to establish governance related to central government's energy policy. Third, contribution should be made to establish governance related to local government's energy policy. Based on this, this study intends to secure policy measures to establish and improve governance related to energy policy in Korea.

An Analysis on Student Burden Double Reduction Policy in China - Based on Kingdon's Policy Stream Model (중국 의무교육단계 학생 부담경감 정책의 흐름 분석 - Kingdon의 정책흐름모형을 중심으로)

  • Based on Kingdon's policy stream model, the logical mechanism of student burden double reduction policy agenda setting process in China was analyzed from three aspects: problem stream, policy stream, political stream. It was found that the direct reflection of data, the feedback and improvement of current policies constitute the problem stream.The high attention of government departments, the suggestions of CPPCC members and experts and scholars, the strong voice of schools, and the continuous voice of stakeholders constitute the policy stream. The ruling party's governing idea and educational policy, national mood and interest game during the transition period constitute the political policy stream. The three streams, coupling interaction, open the policy window, promoting the introduction of the 'double reduction' policy.

Data Transition Minimization Algorithm for Text Image (텍스트 영상에 대한 데이터 천이 최소화 알고리즘)

  • In this paper, we propose a new data coding method and its circuits for minimizing data transition in text image. The proposed circuits can solve the synchronization problem between input data and output data in the modified LVDS algorithm. And the proposed algorithm is allowed to transmit two data signals through additional serial data coding method in order to minimize the data transition in text image and can reduce the operating frequency to a half. Thus, we can solve EMI(Electro-Magnetic Interface) problem and reduce the power consumption. The simulation results show that the proposed algorithm and circuits can provide an enhanced data transition minimization in text image and solve the synchronization problem between input data and output data.

Empirical analysis of conversion of marginal companies in manufacturing to normal companies : Focusing on company's R&D activities and government's support effect (제조업 한계기업의 정상기업 전환에 대한 실증분석 : 기업의 R&D 활동과 정부 지원효과를 중심으로)

  • This study aims to examine whether the characteristics such as a start-up company, possessing a research organization, and benefiting from government R&D programs significantly contributed to the conversion of marginal companies to normal companies, from the viewpoint of technological innovation. The result shows supporting government R&D programs to start-up companies that have become a marginal company positively contributes to the transition to a normal company, centering on the high-tech industry. In addition, it was confirmed that the research organization of marginal companies positively contributed to the transition to a normal company. These results imply that a paradigm shift from the existing industrial policy focusing on restructuring of marginal companies to a selective support policy for marginal companies with a high possibility of transition to normal companies is strongly needed. It is also necessary to strengthen the strategic use of government R&D programs to support the transition of a marginal company to a normal company.

A Comparative Analysis of the Germany and Korea's Bilateral Cooperation Strategy to Secure Overseas Clean Hydrogen: Focusing on the Geopolitical Perspective (독일과 한국의 해외 청정수소 확보를 위한 양자협력 전략 비교 분석: 지정학적 관점을 중심으로)

  • Recently, the world has been considering hydrogen energy as the primary energy transition means to achieve carbon neutrality by 2050. In order to achieve the goal of reducing greenhouse gas emissions, Korea is also promoting a clean hydrogen economy. However, it is necessary to introduce various clean hydrogen from overseas so that the projected demand can not meet the domestically produced. For this study, we conducted the policy comparison approach between countries other than the generally considered technical and economic approaches. The finding proposes the direction of bilateral cooperation for a strategy of securing overseas clean hydrogen from a geopolitical perspective. Germany was a target country for the policy comparison since it has a high proportion of manufacturing, like Korea, and is taking the lead in the renewable-based energy transition policy. According to the survey and analysis of the policy establishment status and new projects of the two countries, Germany is promoting bilateral international cooperation in the hydrogen area with about 33 countries based on 7 types of activities. In comparison, Korea is involved in bilateral cooperation with about 12 countries on relatively few activities. Among the types of bilateral cooperation, R&D cooperation with advanced countries for hydrogen technology was a common activity type. Germany preemptively promotes cooperation for demonstration and commercialization, considering geopolitical means and strengthening manpower training and assistance on policy and regulation to preoccupy the market for the future. Therefore, it is necessary to consider establishing a network of an entire life cycle of supply and demand network that links the future market with securing clean hydrogen considering the geopolitical distribution. To this end, Korea also needs to expand bilateral cooperation countries by activity type, and it seems necessary to seek various geopolitical-based bilateral cooperation and support measures for developing countries to diversify the supply sources of hydrogen.

The Necessity and Future Challenges of Science, Technology, Society and Humanities Fusion Research in Korea

  • Science, technology, society and humanities (STSH) fusion research is aimed at creating new research areas and methods that can resolve complicated issues in society that cannot be solved by a single academic discipline. This study identifies initiatives that can promote STSH fusion research in Korea. We review the definition and characteristics of STSH fusion research to analyze the necessity of STSH fusion research with a focus on the structural changes in the S&T environment. The emergence and diffusion of generic technologies, transition to post catch-up innovation mode, and the evolution of policy to the third generation innovation policy are identified as notable changes. This paper briefly reviews the status of fusion research underway and presents initiatives to promote STSH fusion research.

A Study on the Service Control Policy of M/M/2/K Queueing System with Two Types of Customers (두 종류의 고객이 도착하는 M/M/2/K Queueing System에서의 Server 조정정책에 관한 연주)

  • In this paper, we study an optimal service policy of the M/M/2/K queueing system with two types of customers. The incurred costs consist of waiting cost, service cost and incurred costs consist of waiting cost, service cut and changeover cost. The changeover cost occurs when a server who assigned to serve a particular type of customers reassigned to the other types of customers. Two servers serve two types of customers who arrive to the two separate queues. The two types of customers differ in respect of their arrival rate, service rate, waiting cost, and service cost. The servers require a policy, for determining when they should change their service type, which minimizes the long run expected total cost. The policy is obtained by a Markov decision process model that consists of a finite number of states and actions. In order to find the optimal service policy, we define states and actions of the system, compute onestep transition probabilities, and apply to the successive approximations algorithm.

Comparative Analysis and Implications of Lifelong Education Policy in Korea and Germany - Focusing on Historical Transition - (한국과 독일의 평생교육정책에 대한 비교분석 및 시사점 - 역사적 변천과정을 중심으로 -)

  • The purpose of this study is to examine the lifelong education policy in Korea and Germany, focusing on the historical transition process, and to explore desirable ways to develop the lifelong education policy in Korea. To this end, We compared and analyzed Korea and Germany's lifelong education policy using research papers on lifelong education and practical data published by BMBF, DIE, DVV, EAEA, UIL, and NILE. As a result of the study, German lifelong education policy has improved social and vocational professionalism running programs suitable for the characteristic of region, Korean lifelong education policy lacks civic education in terms of local lifelong education due to political sensitivity. In addition, Germany is expanding the participation rate of lifelong education by constructing an environment where it is easy to participate in lifelong education, while Korea's participation rate in lifelong education is lower than that of advanced OECD countries. At last, the German lifelong education policy pursues a natural change in the needs of the society, the ideological principle of which require education be independent. On the other hand, the study confirms that Korean lifelong education policy tends to be controlled by the central government. As a result of this study, Germany's lifelong education policy provide the following implications for Korea's lifelong education policy. First, This dissertation emphasizes the need for the learner-centered operation as the needs of educational consumers become more diverse. Secondly, It highlights the need for activation of lifelong education in career education. Third, The expansion of the lifelong education budget to support good quality lifelong learning. Fourth, Holistic and long-term system for sustainable lifelong learning society needs to be structured.
