In recent years, the high growth of the Korean society has led to the development of large and small incidents and accidents, while safety regulations, such as the firefighting sector, have been strengthened with the expectation of people desiring safety. This study surveyed the problems and improvement plan of the current operation centered on the fire service public officers in Gyeonggi-do and Gangwon. As a result of the main research, it is necessary to arrange and carry out excellent investigative manpower, such as lawyers and professional career veterans in the fire department, metropolitan city and provincial firefighting headquarters, and frontline fire departments. In particular, it was suggested that a special task force should be established and set up in the above agency, and the planning investigation and enforcement work should be solved through subdivision of the fire special enforcement officer tasks, and the judicial cases that are difficult to be handled by the local fire station. In future research, it will be necessary to study the field of fire - fighting specialists' needs for more specialized education and various disaster field experiences.

Computer technology and Internet advances enable easy massive file transfer by messenger, email, and web hard service users this means that a child pornography file owner who is illegally possessing itself can quickly transfer that to other users However there are currently no specific ways to prevent or block the distribution of child pornography between messenger, email, and web hard service users. in this paper, we propose a method to prevent the distribution of child pornography using the MD5, SHA-1 hash value stored in the 'police Child pornography Profiling system' and to identify the child pornography suspects using the subscriber information. the user extracts the hash value of the file before distributing the file, compared it with police system, and if it has the same value, blocks the transmission of the file and sends warning to the owner. the service provider sends the subscriber information to investigation agency child pornography owners can conduct a quick and accurate investigation.

Marine casualties originated from fishing vessels occupied about 71.2% of the whole marine casualties in Korea from 2008 to 2014, which has not changed much for a long time. Therefore, a pragmatic counterplan to decrease in casualties in fishing vessel is indispensable for reduction of marine casualties in Korea. Since the casualties occurred by fishing vessels may incline to a specific type of casualties according to the difference in the operating type; in this paper, 11 fishing types which occurred casualties frequently in numbers and occupied ratio were selected. Since the most frequent occurring casualties in fishing vessels were from collisions and fire explosion in statistics from KMST (2008~2014), the study focused on them. The collision is given a great deal of weight in all the casualties mostly due to the negligence of duty regardless of the job types. Gill netter, trap fishing boat, jig boat, multiple fishing boat and stow netter have their own specific causes of casualties in collision according to the operating types. The cause of fire explosion was mainly due to poor inspection and maintenance the electric cord. For this reason, it may be necessary for an operator to make strict precaution on the other vessels under way systematically, keep the regulation for preventing collisions, and for an engineer on watch to make a check the electricity periodically to reduce the fire explosion.

Drones, one of the 4th industrial technologies that are expanding from military use to industrial use, are being actively used in the search missions of the National Police Agency and finding missing persons, thereby reducing interest in a wide area and the input of large-scale search personnel. However, legal review of police drone operation is continuously required, and the importance of advanced system for related operations and analysis of captured images in connection with search techniques is increasing at the same time. In this study, in order to facilitate recording, preservation, and monitoring in the concept of precise search and monitoring, it is possible to achieve high efficiency and secure golden time when precise search is performed by constructing spatial information based on photo rather than image data-based search. Therefore, we intend to propose a spatial information construction technique that reduces the resulting data volume by adjusting the unnecessary spatial information completion rate according to the size of the subject. Through this, the scope of use of drone search missions for large-scale areas is advanced and it is intended to be used as basic data for building a drone operation manual for police searches.

A discussion on false alarm is a series of problems about a waste of police resources. The the false alarm primarily increase machine the cost of security firm but ultimately increase the costs of national and social management. Verified Report System has been in operation since July 1, 2013, We could analyze the actual operation of 112 report on false alarm rate was 82.4% before this system launched, but after implementation of the Verified Report System, this rate level downs below 69.7% records. So 12.7% is declined at the rate of false alarm. However, the actual alarm rate of Electronic Security itself is just only 0.3 % in the total number of cases responding in contrast to Police is considerable. It is more urgent to evolve the Verified Report System, so penalty system against the false alarm, Police registration system of sensors, and strengthening of the task of the company for installation and management of detection equipment are urgently needed.

Under the Welfare of Disabled Persons Act, the national qualification test allows disabled and non-disabled people to appear for the same test, and the deaf do not fall under the reason for disqualification from obtaining a license for power-driven water leisure crafts; therefore, even the deaf can obtain a license. During a risk of collision at sea, ships and power-driven water leisure crafts notify the other party of dangerous signals such as maneuvering and warning signals through sound signals to prevent accidents that may occur because surrounding ships are not visible. However, a method is required to prevent marine accidents that may occur when the deaf cannot hear danger signals through sounds from nearby ships or power-driven water leisure crafts during leisure activities owing to hearing impairment. A sound reception system is a device installed on a ship where missionary work is completely deposed to display the amplification of external sounds and the direction of sound reception on the screen. Through visual display of sound signals such as dangerous signals that cannot be heard owing to hearing impairment, improvement measures were proposed to prevent marine accidents that can occur owing to the inability of the deaf to check sound signals during leisure activities.

An acoustic and trawl pilot survey using a small vessel was conducted in Jinhae bay of the South Sea of South Korea on April 13~14, May 11~13 and June 8~10, 2015. During the survey, acoustic data was collected and bottom trawls were conducted at the same time. First, various noises were eliminated by using the Park method based on the Wang method (Wang et al., 2015; Park et al., 2015), the species compositions and catch rate from each bottom trawl were observed, and spatial distribution of fishery resources in the water column and their nautical area scattering coefficient (NASC) were investigated through acoustic data. During the entire survey period, 12 orders, 33 families and 41 species were caught. The most caught species in April, May and June were Okamejei kenojei, Zoarces gilli and Pholis nebulosa, respectively. Fish schools were observed near the line of net mouth height in April. Numerous weak scatters were presented on the echograms in May and June. Many fish schools appeared in between the water surface and 20 m deep in May. The NASC value from entire water columns was the lowest in April ($35.9m^2/n{\cdot}mile^2$) and highest in June ($1541.3m^2/n{\cdot}mile^2$).

This study aims to investigate the security demand about the traffic policing by analyzing civil complaints. Latent Dirichlet Allocation(LDA) was applied to extract key topics for 2,062 civil complaints data related to traffic policing from e-People. And additional analysis was made of reports of violations, which accounted for a high proportion. In this process, the consistency and convergence of keywords and representative documents were considered together. As a result of the analysis, complaints related to traffic police could be classified into 41 topics, including traffic safety facilities, passing through intersections(signals), provisional impoundment of vehicle plate, and personal mobility. It is necessary to strengthen crackdowns on violations at intersections and violations of motorcycles and take preemptive measures for the installation and operation of unmanned traffic control equipments, crosswalks, and traffic lights. In addition, it is necessary to publicize the recently amended laws a implemented policies, e-fine, procedure after crackdown.

Anchovy (Engraulis japonicus) is one of the most important species in the South Sea of South Korea. In order to estimate the biomass of anchovy, acoustic surveys, concurrently with trawling, were conducted in April, July, and September of 2013 and February of 2014 off the coast of Tongyeong and Yeosu. However, anchovies were found only during spring (April) and winter (February) surveys. To display only anchovy species confirmed by trawls on empty spaced echograms, virtual echograms were created. Three target strength (TS) values of anchovy were used: TS_z = 20 log L - (20/3) log (1+z/10) - 67.6 (Zhao et al.), TS_y =20 log L - 72.9 (Yoon et al.), TS_f = 20 log L - 71.9 (Foote). For anchovy schools combined with other species e.g., hairtail, squid, and Korean pomfret, their TS values were used to calculate an average TS. As a result, the anchovy biomass in the winter survey was approximately 75,000 tons (TS_z), 90,000 tons (TS_f), 114,000 tons (TS_y), respectively. The biomass in spring was 9,000 tons (TS_z), 9,200 tons (TS_f), 10,000 tons (TS_y). The sampling variance of spring was 70% and of winter was 30%. In order to manage anchovy resource sustainably, larvae and adult anchovy should be separately surveyed, the optimal area, date, and time for acoustic survey should be investigated, and the biomass survey should be done for relatively long and regular base.
