  • 'KRS 6330-3256라' standard regulates performance test of insulating transformer for protecting the electronic interlock linkage equipment which is being done by test procedures and methods according to the standard. The balance/unbalance test evaluating the performance of transformer are applied by impulse voltage($l2/200{\mu}s$) but affected by many other factors. Therefore, the review about these is necessary to have the reliability and reappearance of test results. In this paper, we have simulated about several phenomenon appearing in real balance/unbalance test and compared simulated results with real ones. With the basis of these results, the influence to test result of inner and outer factors are investigated and analyzed and established the plan boosting the reliability and reappearance of test results.

  • This study investigated the effects of teaching-learning lesson plan using cognitive acceleration instructional strategies applied to the unit, 'The Light and Shadow' in elementary school. Two classes of the second grade elementary students (N=63) in Chungcheongbukdo districts were assigned to control and treatment groups each, and were taught about 'The Light and Shadow' for 8 class hours. For the treatment group, teaching-learning lesson plan using cognitive acceleration instructional strategies developed by this research was applied. The traditional instruction by textbook and teacher's guides was used for the control group. All students were tested with the test for concept of the shadow and the test for academic achievement about the unit. As the result of the post-test, the scores of the treatment group were higher than those of the control group. However, it was not statistically meaningful difference. The scores of the treatment group were significantly higher than those of the control group in the delayed-post-test for concept of the shadow. No significant interaction was observed with respect to the students' gender, instruction and pre-level for the concept of the shadow. Data analysis indicated that the scores of the treatment group were significantly higher than those of the control group in the post-test and delayed- post-test for the concept of the shadow in the area of object permanence. Our research work shows the effectiveness of the teaching-learning lesson using cognitive acceleration instructional strategies for the development for concept of the shadow for elementary school students, and suggests the necessity for this kind of teaching-learning program in the fields.

  • To protect aquatic animal health of importing countries from the potential risks associated with exotic diseases introduced through international trade of live aquatic animals, inspection of designated commodities at ports of entry is a critical component of the safeguarding system. The only way to be 100% confident that no fishes in a shipment are infected with a specific agent is to test every fish in the commodity imported with a perfect diagnostic test. For the majority of cases, this is unrealistic since the group of interest may very large particularly for aquatic animals, or imperfect tests are often available. It is, therefore, more common to test a fixed proportion of a group by preplanned sampling schemes. However, decision making based on results of testing the sample can provide quite a chance that infected groups may be misclassified as uninfected, depending on sampling strategy employed. The objective of this study was to determine the possibility that one or more fishes in the group imported being infected but tests negative after inspecting samples. This question is critical to government authorities to examine whether sampling plan is sufficient to achieve the purpose intended for. At fixed population size, the maximum number of infected fishes when all tests negative was decreased as the sampling fraction increased. The probability of including at least one undetected but infected fish in a group for negative tests increased with the number of fish tested or true prevalence. The risk was much lesser where high sensitivity test was assumed; when increasing test sensitivity from 0.9 to 0.99, this risk was dramatically reduced to about a tenth or a fourth for prevalence ranges from 2 to 10%, given sample size ranges from 10 to 200. Based on the preliminary analysis, the author concluded that current sampling plan testing 4-8% of the import proposal for human consumption still can yield high false negative results. Therefore, from the quarantine inspection point of view, an enforced commodity-specific sampling design that accounts for the cost of testing with an imperfect test at the specified design prevalence is urgent.

  • The prevalence of Bacillus cereus was determined in salad and Kimbab obtained from commercial retailers. Among the 100 salad samples analyzed, 54 samples were negative for B. cereus, whereas the bacterial count was < 10 colony forming units (CFU)/g in 8 samples, < 100 CFU/g in 25 samples, < 1,000 CFU/g in 11 samples, and > 1,000 CFU/g in 2 samples. The mean (standard deviation) was 1.18 log CFU/g (${\pm}0.71$ log CFU/g). In Kimbab, B. cereus was isolated from 20 samples; the mean bacterial count was 1.01 log CFU/g (${\pm}0.71$ log CFU/g). On the basis of the monitoring data, a statistical sampling plan was determined with the NEW sampleplan program (ICMSF), which was used as an analytical tool. To identify the most suitable sampling plan, the microbial limits (m, M) and the maximum allowable number of sample units yielding unsatisfactory test results (c) were varied, but the number of samples units, n = 5, was fixed. Sampling plans showing an acceptable probability (Pa) over 0.95 were considered suitable. Two plans (A and B) were finally suggested. Parameters for plan A are n = 5, c = 0, m = 1,000, and M = 10,000 and for plan B are n = 5, c = 2, m = 100, and M = 1,000. Interestingly, the latter plan was identical to the microbial sampling plan used in New Zealand. Thus, it was concluded that the suggested plan can be used as a sampling plan that is in line with international standards.

  • Objectives: This study was aimed to investigate utilization of health promotion indices of the 3rd National Health Plan 2011-2020 (HP2020) in the 6th Korean Community Health Plan. Methods: Health promotion indices were defined as a set of indicators on smoking, alcohol drinking, physical activity, nutrition and obesity used in HP2020. This indices were categorized into essential indicator, accessory indicators and others. Based on chi-square test, we analyzed utilization of health promotion indices in 186 Community Health Plans by regional classifications: four large influence areas (SudoGangwon, Chungcheong, Gyeongsang and HonamJeju) and four regional classification (metropolitan district, city, urban-rural area and rural area) Results: Among total 186 plans, indicator utilization rate were 97.8% in smoking, 71.0% in alcohol drinking, 91.9% in physical activity, 99.5% in nutrition and 72.0% in obesity. Utilization rates of alcohol drinking indicators and essential indicators in alcohol drinking show significantly difference by four large influence areas (p<0.01) and four regional classification (p<0.01). Essential indicators in physical activity show significantly difference by four large influence areas (p<0.01). Conclusions: Central government must provide technical assistance and educate personnel in community health centers and provincial health department about meaning and usefulness of Health Plan 2020 indicators.

  • This paper deals with two economic optimal designs of constant-stress accelerated life test(ALT) where failure distribution follows one of location-scale family, i. e., exponential, Weibull, and lognormal distributions which have been ones of the popular choices of failure distributions. Two optimization criteria to develop ALT plans are the statistical efficiency per unit expected cost which consists of the fixed test cost, cost being proportional to the number of test units, and variable test cost depending on test period and stress level, and the expected loss which combines Taguchi's quadratic loss function and expected test cost. Optimum plan determines the low stress level, test units allocated to each stress, and censoring times at two stress levels under Type I censoring. The proposed ALT plans are illustrated with a numerical example and sensitivity analyses are conducted to study effects of pre-estimates of design parameters.
