최근 여러 나라에서 자본과 운영기술을 앞세운 GTO에게 항만 운영권과 개발권을 개방하고 있으며, 이들 GTO의 글로벌 네트워크 확충 전략은 각 국가의 항만 정책과 맞물려 항만의 발전에 큰 역할을 하고 있다. 근래 급성장하고 있는 중국의 항만 시장은 GTO에게 엄청난 기회로 부상하고 있다. 그러나 현재로서는 GTO의 해외 진출 시 어떤 요인이 주요하게 작용하는지에 대한 연구가 미비하고, 신규 터미널 후보지 선택에 대한 정형화된 방법론이 없는 실정이다. 이런 배경에서 본 연구에서는 GTO의 해외 진출 시 고려되는 요소들을 평가해보고 이들 평가요소들을 이용하여 중국항만을 대상으로 신규 터미널 후보지를 평가해 보고자 하였다. 먼저 선행연구를 토대로 항만의 발전 잠재력을 포함한 14개의 측정변수들을 선정하였고, 요인분석(factor analysis) 방법을 통하여 운영 및 화물 창출 능력, 항로 보유 및 교역량, 대형선 기항 가능성 및 연계성, 기존 인프라 활용가능성의 4가지로 추출할 수 있었다. 그리고 퍼지계층분석법을 통하여 각 평가요인 및 측정변수들의 가중치를 산정하였다. 그 결과 4개의 평가요인 중 운영 및 화물 창출능력(0.343)이 가장 중요한 요인으로 선정되었으며, 14개의 측정변수 중 항만의 발전 잠재력(0.107)이 가장 중요한 변수로 나타났으며, 다음으로 해당 항만의 환적화물 비중(0.104), 대형선박의 기항빈도(0.090), 다양한 항로의 보유(0.089), 항만의 교역량 정도(0.087) 순으로 파악되었다. 평가요소를 이용하여 중국 항만을 평가해 본 결과 상위 5위권 중국 항만 중 상하이항(0.307)로 가장 우수한 항만으로 확인되었다.

Terminal market has rapidly crashed and market rates have taken a sharp plunge. The substantial throughput decrease resulted from the world economic downturn has been a finishing blow to the terminal operators in Busan. Every terminal operator is taking cost saving as its first priority and accelerating structural reform and downsizing. Under the desperate situation, the need of effective cost analysis would be highly required to effectively control operation cost and to develop new services to satisfy the different needs of the customers. Furthermore, terminal operators could reduce unnecessary activities and concentrate their resource on the more cost-effective process through the operation cost analysis. In order to suggest a new framework of the cost control of container terminals, this paper seeks to analyze terminal costs based on ABC approach by processing actual data.

By the rapid expansion of containerization and intermodal transportation in international shipping since the 1970's, the larger containerships have emerged and concentrated their calls at a limited number of ports. Moreover, large-scale container terminals have been built to accommodate the ever-larger containerships, and the mordernization of terminal facilities and many developments in information technology etc. have been brought out. Thus, unlimited competition has been imposed on every terminal with neighbouring ports in Japan, Singapore, Hongkong and Taiwan etc. The purpose of this study is to suggest how the container terminal operators cope with unlimited competition between local or foreign terminals. The results are suggested as follows: First, transshipment cargoes, which the added value is high, is to be induced. Second, the function of storage is given on On-Dock Yard. Third, Berth Pool Operation System is to be introduced, especially in Gamman Container Terminal and Kwangyang Container Terminal. Fourth, the cargo handling charges is to be decided by terminal operator.

Container terminal productivity is a critical factor for both the terminal operator and liner companies. For the former it is a determinant factor of the competitiveness and profit of terminal, and for the later it is one that determines ships' tern round time and hence ships' operation costs. The concept and measures of productivity are however not well defined and unified throughout terminals in the world. This paper therefore deals with the empirical study on the evaluation of container terminal productivity. It first clarifies the concept of terminal productivity, and secondly based on the actual data on container terminals in and outside Korea, productivity is evaluated and compared. Finally, problems hampered efficient operation of Korean terminals are derived, and several comments are suggested for solving them.

전 세계 물동량 둔화 및 항만 간 경쟁이 심화되는 가운데, 항만의 환경규제 강화 및 자동화 및 스마트화가 요구되면서 항만산업의 비용증가 요인들이 지속적으로 증가하고 있다. 따라서 본 연구에서는 항만산업의 주요 주체인 우리나라 컨테이너터미널 운영사의 비용자료를 직접 수집하였으며, 이를 통해 컨테이너터미널 운영사의 비용 구조적 특성을 분석하였다. 터미널 운영 규모별, 지역별, 부두 특성별 비용구조의 차이점을 살펴보고 그에 따른 시사점을 제시하였다.

정보기술(IT)망 및 운영기술(OT)망 영역 모두에서 컴퓨터에 접근을 위해서 사용하는 인증기술은 ID/PW, 공인인증서, OTP 등이다. 이러한 인증기술들은 비즈니스 중심의 IT망의 특성을 반영한 것으로 볼 수 있다. 이들 인증기술이 동일하게 운영기술이 중심인 SCADA제어망에서도 사용되고 있는 실정이다. 하지만, 이러한 인증기술들은 엄격한 제어가 요구되는 OT제어망 환경의 특성이 반영된 것으로 볼 수 없다. 본 논문에서는 운영자의 모바일 단말과 제어망의 물리적 단말주소 및 운용자 위치정보 특성을 활용하여 제어정보 처리가 중심인 OT SCADA제어망에 적합한 강화된 새로운 사용자 인증방안을 제안하였다.

Recently, the change of shipping and port environment has required the new strategy from the liners, terminal operators, ports. The ports of call in the North American and European line also has changed as the Chinese ports made rapid advance. This seems to result from the fact that the trend of the container transportation by sea has developed the traditional concept, called port-to-port system that directly links between a port and another port into the network with complicated hierarchical structure reflecting costs, efficiency, and strategy of the Mega Carrier. This paper suggests the factors for Busan port to become the hub port of northeast Asia by analyzing the change of the liners' strategy along the change of the shipping and port environment, the global management of the operator of container port, and the amount of containers flowing in the northeast Asia.

최근의 컨테이너 수송환경은 컨테이너 선사간 인수합병, 동맹화, 컨테이너선의 대형화와 하주의 요구에 대응하기 위한 복합수송체계 등 급속하게 변화하고 있다. 이에 컨테이너터미널에 요구되어지는 서비스로서 항만의 대수심화, 하역의 신속화, 이용료의 저가격화 등을 예로들 수 있고, 이러한 서비스가 제공되지 않을 경우 컨테이너 선사는 컨테이너터미널의 기항을 기피하게 된다. 따라서, 본 연구에서는 컨테이너터미널에 있어서 하역의 효율화와 기능성 평가를 위해 실제 컨테이너터미널의 하역 데이터 분석을 통하여 하역기기, 야드샤시 및 외부트럭의 관리에 대한 프로세스 정보를 추출하여 하역 효율화에 저해가 되는 하역기기 운전원의 스킬과 트러블 등의 요인을 분석하였다. 또한, 추출한 프로세스 정보를 활용하여 페트리 넷을 이용해 컨테이너 하역시뮬레이션 모델을 구축하고 하역기기의 컨테이너 하역작업을 시뮬레이션하여 그 유효성을 확인하였다.

터미널은 운송에 있어 중요한 거점지역으로서 국가물류의 중추적 역할을 수행하고 있다. 따라서 물류의 원활한 흐름을 위해서는 터미널에 충분한 공간을 확보하여 화물의 반입 및 반출을 효율적으로 지원하여야 함에도 불구하고, 만약 파업이나 터미널 봉쇄 또는 장기체화 화물에 의해 화물처리를 위한 공간이 확보되지 못한다면 국가물류에 영향을 미칠 뿐 아니라 터미널운영자에게도 경영상 많은 피해가 발생할 것이다. 이러한 장기체화 화물로 인한 피해를 최소화하기 위하여 터미널운영자는 항만하역약관에 경과보관료에 관한 약관을 규정하고, 계약자에게 고율의 경과보관료를 부과함으로써 화물의 반출을 간접적으로 강제하고 있다. 그러나 하주와 터미널운영자 사이에 화물보관에 대한 계약이 직접적으로 존재하지 아니하는 경우, 과연 하주에게 부과하는 경과보관료가 정당한 것인가에 대한 의문이 제기될 수 있다. 이에 본 연구의 대상인 판례는 경과보관료와 관련된 법률적 쟁점에 대하여 법원이 최초로 사법적 판단을 한 것으로서 그 의의가 있다. 이 연구는 동 판례의 경과보관료에 대한 개념 및 민법상 묵시적 의사표시에 의한 계약의제 그리고 상관습에 따른 경과보관료 부과 당위성 등에 관한 법률적 쟁점을 고찰해보고자 한다. 아울러 특별법 형태의 터미널운영자 유치권 및 경매권에 대한 입법방안도 제시하고자 한다.
