Recently the government aims to new markets, new jobs, and economic management based on technology, imagination, and creativity through the 'Creative Economy'. It has also been demonstrated in the creation of economic benchmarking of the developed countries that the performance of the creative economy in the border area with convergence of industry, science, culture and technology can achieve. In particular, women in science and technology play an important role in the case of developed countries. However, it is known that active supports and development policies for women scientists and engineers are insufficient, and the number of woman in science and technology is very low in korea. The ratio of women in her early and mid 30s in economic activity is low because of career break and difficulties from going back to work due to childbirth and parenting. The government should concentrate on the creative education and training, support for women in science and technology to develop the creative economy progressively. we present the investigation of the ICT industry status, role of women in economic participation, and the plan of creating jobs for women in the ICT industry in this paper.

Smart learning is augmented with digital, context-aware, and adaptable technologies to encourage students to learn better and faster. To ensure that digital learning is successful and that implementation is efficient, it is critical that the dimensions of digital learning are arranged correctly and that interactions between the various elements are merged in an efficient and optimal manner. This paper builds and discusses a basic framework for smart learning in the digital age, aimed to improve students' abilities and performance in learning. The proposed framework consists of five dimensions: Teacher, Technology, Learner, Digital content, and Evaluation. The Teacher and Learner dimensions operate on two levels: (a) an abstract level to fit in knowledge and skills or interpersonal characteristics and (b) a concrete level in the form of digital devices used by teachers and learners. Moreover, this paper proposes asynchronous online course delivery model. An Arabic smart learning platform has been developed, based on these smart learning core dimensions and the asynchronous online course delivery model, because despite the official status of this language in many countries, there is a lack of Arabic platforms to teach Arabic. Moreover, many non-native Arabic speakers around the world have expressed an interest in learning it. The Arabic digital platform consists of over 70 lessons classified into three competence levels: beginner, intermediate, and advanced, delivered by Arabic experts and Arabic linguists from various Arab countries. The five dimensions are described for the Arabic platform in this paper. Learner dimension is the Arabic and non-Arabic speakers, Teacher dimension is Arabic experts and Arabic linguistics, Technology dimension consists of technology for Arabic platform that includes web design, cloud computing, big data, etc. The digital contents dimension consists of web-based video, records, etc. The evaluation dimension consists of Teachers rating, comments, and surveys.
As the 4th industrial revolution progresses, foreign countries are promoting smart manufacturing innovation through digital transformation as a priority task early on to secure a competitive edge in the manufacturing industry. In response, the Korean government is also promoting a policy to enhance the competitiveness of small and medium-sized manufacturing companies by promoting digital transformation in the corporate sector to meet the global trend of the 4th industrial revolution era. Manufacturing powerhouses such as Germany and Japan see manufacturing as a key sector in digital transformation and are leading related policies, while emerging countries such as China are also promoting manufacturing innovation strategies such as building digital infrastructure and creating a digital innovation ecosystem. Korea is promoting the 'Korean-style smart factory dissemination and expansion strategy' by transforming Germany's manufacturing innovation strategy for smart factory supply to suit the domestic situation. However, the policy to supply smart factories so far has been conducted with support from individual companies under the leadership of the government, and most of the smart factories are at the basic level, and it is evaluated that there are limitations such as the lack of manpower to operate smart factories. In addition, while the current policy focuses on expanding the supply of smart factories in SMEs, it is necessary to establish a smart manufacturing system through linkages between large and small businesses in order to achieve the original goal of establishing a smart manufacturing system. Therefore, it can be said that from the standpoint of small and medium-sized enterprises (SMEs), who are consumers of smart factories, it can be said that the digital transformation policy can achieve the expected results only when appropriate incentives are provided for the introduction of smart factories in a situation where management resources such as funds, technology, and human resources are lacking. In addition, it is judged that the uncertainty of the performance of digital investment always exists, and as long as large and small companies are maintained as an ecosystem of delivery and subcontracting, there is very little incentive for small and medium-sized manufacturing companies to voluntarily invest in or advance digital transformation. Therefore, the digital transformation policy of small and medium-sized manufacturing companies in the future has practical significance in that it suggests that there is a need to seek ways to attract SMEs' digital-related voluntary investment.

The purpose of this study is to research the countermeasures and expected effects through the use of drones in the field of disaster prevention as a drone-based smart quarantine performance method. The environmental, market, and technological approaches to the review of the current quarantine performance task and its countermeasures are as follows. First, in terms of the environment, the effectiveness of the quarantine performance business using drone-based control is to broaden the utilization of forest, bird flu, livestock, facility areas, mosquito larvae, pests, and to simplify and provide various effective prevention systems such as AI and cholera. Second, in terms of market, the standardization of livestock and livestock quarantine laws and regulations according to the use of disinfection and quarantine missions using domestic standardized drones through the introduction of new technologies in the quarantine method, shared growth of related industries and discovery of new markets, and animal disease prevention It brings about the effect of annual budget savings. Third, the technical aspects are (1) on-site application of disinfection and prevention using multi-drone, a new form of animal disease prevention, (2) innovation in the drone industry software field, and (3) diversification of the industry with an integrated drone control / control system applicable to various markets. This study was prepared based on literature surveys and expert opinions, and the future research field needs to prove its effectiveness based on empirical data on drone-based services. The expected effect of this study is to contribute to the active use of drones for disaster prevention work and to establish policies related to them.
The Fourth Industrial Revolution brought the quantitative value of data across the industry and entered the era of 'Big Data'. This is due to both the rapid development of information & communication technology and the diversity & complexity of customer purchasing tendencies. An enterprise's core competence in the Big Data Era is to analyze and utilize the data to make strategic decisions for enterprise. However, most of traditional studies on Big Data have focused on technical issues and future potential values. In addition, these studies lacked interest in managing the quality and utilization levels of internal & external customer Big Data held by the entity. To overcome these shortages, this study attempted to derive influential factors by recognizing the quality management information systems and quality management of the internal & external Big Data. First of all, we conducted a survey of 204 executives & employees to determine whether Big Data quality management, Big Data utilization, and level management have a significant impact on corporate work efficiency & corporate management performance. For the study for this purpose, hypotheses were established, and their verifications were carried out. As a result of these studies, we found that the reasons that significantly affect corporate management performance are support from the management class, individual innovation, changes in the management environment, Big Data quality utilization metrics, and Big Data governance system.

This paper analyze an LDPC code replication method suitable for cloud computing. First, we determine the number of blocks suitable for cloud computing through analysis of the performance for the file availability and storage overhead. Also we determine the type of LDPC code appropriate for cloud computing through the performance for three types of LDPC codes. Finally we present the graph random generation method and the comparing method of each generated LDPC code's performance by the iterative decoding process. By the simulation, we confirmed the best graph's regularity is left-regular or least left-regular. Also, we confirmed the best graph's total number of edges are minimum value or near the minimum value.
The Self Compacting Concrete, SCC is the new generation type of concrete which is not needed to be compacted by vibrator and it will be compacted by its own weight. Since SCC is a new innovation and also the high strength self compacting concrete, HSSCC behavior is like a brittle material, therefore, understanding the strength effect on the serviceability performance of reinforced self compacting concretes is critical. For this aim, first the normal and high strength self compacting concrete, NSSCC and HSSCC was designed. Then, the serviceability performance of reinforced connections consisting of NSSCC and HSSCC were investigated. Twelve reinforced concrete connections (L = 3 m, b = 0.15 m, h = 0.3 m) were simulated, by this concretes, the maximum and minimum reinforcement ratios ${\rho}$ and ${\rho}^{\prime}$ (percentage of tensile and compressive steel reinforcement) are in accordance with the provision of the ACI-05 for conventional RC structures. This study was limited to the case of bending without axial load, utilizing simple connections loaded at mid span through a stub (b = 0.15 m, h = 0.3 m, L = 0.3 m) to simulate a beam-column connection. During the test, concrete and steel strains, deflections and crack widths were measured at different locations along each member. Based on the experimental readings and observations, the cracked moment of inertia ($I_{cr}$) of members was determined and the results were compared with some selective theoretical methods. Also, the flexural crack widths of the members were measured and the applicability for conventional vibrated concrete, as for ACI, BS and CSA code, was verified for SCCs members tested. A comparison between two Codes (ACI and CSA) for the theoretical values cracking moment is indicate that, irrespective of the concrete strength, for the specimens reported, the prediction values of two codes are almost equale. The experimental cracked moment of inertia $(I_{cr})_{\exp}$ is lower than its theoretical $(I_{cr})_{th}$ values, and therefore theoretically it is overestimated. Also, a general conclusion is that, by increasing the percentage of ${\rho}$, the value of $I_{cr}$ is increased.
Business Incubators(BI) guide starting-up firms through their growth process and as such constitute a strong instrument to promote innovation and entrepreneurship. This study classified the incubating services into communication, physical facilities, human resources, marketing, financial, legal, technology, and networking services. The research problem was tested with data from 103 BI centers and 561 starting-up firms in BI. The results from the survey are as follows: First, incubating services to important for the BI's performance are networking, communication, human resources, physical facilities, and marketing services. Second, the incubating services to satisfy on the firms in the BI are financial, human resources, marketing, communication, networking, and physical facilities services. Third, there are the differences between BI center and the firms in the BI by each incubating service except communication service. Finally, the results of MSEM(Multi-group Structured Equation Modeling) indicate the communication and networking services are more strongly affected to the performance at the BI centers. Vice versa, the marketing and financial services are more strongly affected to the satisfaction at the firms in the BI centers. Starting-up firms in business incubators showed strong desire to receive better support in such fields as marketing and financial services. BI needs to recognize such demand and provide improved services in such areas. Starting-up firms did not recognize the utility and importance of services in networking with other firms and supporting human resources. BI needs to promote services in such areas. Concerning communication services and physical facility support service, both BI and starting-up firms showed satisfactory levels of services.

In this study, based on the correlation between traffic volume data and vertical displacement data developed in previous research using the bridge maintenance big data of 2006, the vertical displacement estimation model using the traffic volume data of Gwangan Bridge for 10 years A comparison of the performance of the developed model with the current applicability is presented. The present applicability of the developed model is analyzed that the estimated displacement is similar to the actual displacement and that the displacement estimation performance of the model based on the structured regression analysis and the principal component analysis is not significantly different from each other. In conclusion, the vertical displacement estimation model using the traffic volume data developed by this study can be effectively used for the analysis of the behavior according to the traffic load of Gwangan Bridge.

With the advent of the 4th Industrial Revolution, changes in the market environment and employment environment are accelerating due to smart technological innovation, and securing professional manpower and developing human resources for domestic small and medium-sized enterprises is becoming very important. Recently, most of the domestic small and medium-sized enterprises are experiencing hiring difficulties, and the development and training of human resources to overcome this is still lacking in systemization, despite much support from the government. This reflects the reality that it is not easy to invest training costs and time to adapt new employees to small and medium-sized businesses. Based on these problems, the work-study parallel project was introduced to cultivate practical talent in small and medium-sized businesses. Work-study parallel training is carried out in the form of mentoring between corporate field teachers and learning workers in actual workplaces, and even if the training is the same, there are differences depending on the learner's attitude, learning motivation, and training achievement. Ego state is a theory that can identify personality types and has the advantage of being able to understand and acknowledge oneself and others and intentionally improve positive factors to induce optimized interpersonal relationships. Accordingly, the purpose of this study is to analyze the attitudes of learning workers, who are the actual subjects for improving the performance of work-study parallel projects and establishing a stable settlement within the company, based on their ego status. Through this study, we aim to understand the impact of the personality type of learning workers on training performance and to suggest ways to improve training performance through work-study parallelism.
