The striking characteristic of the contemporary global security environment is that the nature of threats has become diverse and complex. For example, transnational and non-military threats including terrorism and proliferation of weapon of mass destruction has increased. In this security environment, Advanced countries funnel their investments for defense budgets into the assurance of key force capability and R&D of cutting-edge core technologies, in consideration of future battlefield environments so as to get an edge on not only defense science and technology but also intelligence capabilities. As shown by past practices of the korea's defense acquisition, the ministry of national defense has tried to enhance its force capabilities in the short-term by purchasing foreign weapon systems rather than by investing in domestic R&D. Accordingly, the technological gaps between the korea and advanced countries were widened due to both insufficient investment in development of domestic technologies and avoidance of technological transfer by advanced countries. Thus, for the effective execution of the R&D budget and the successful performance of the projects, the importance of selection, management and evaluation of the R&D projects is emphasized. So, The objective of this study is that the analysis of the proposal-selection evaluation system for the realization of the successful defense core technology R&D projects. This study focused on the improvement of the proposal-selection evaluation model which can be applicable to the national defense core R&D projects. Using the improved proposal-selection evaluation system, we propose a model to enhance the reliability of the national defense core technology R&D project evaluation system.
This research focuses on entrepreneurial orientation(EO) of technology spin-offs as they are expected to reduce the gap between their technology and the market. Entrepreneurial orientation is an organizational activity or process that redistributes or combines resources in an innovative way and takes risk to create new values. It helps improve the level of organizational innovation to deal with uncertainty. An empirical study was performed to analyze the EO of spin-offs established by members of university faculties and research institutes in Korea. Antecedent variables to EO are hypothesized to include public policy for university faculty members and researchers at research institutes, the relationship with incubating organizations, and the level of social networking with other firms. The EO and technological performance relationships are also hypothesized. Data from a total of 121 spin-off organizations were collected and a series of multiple regressions were performed. The performance variable included both technological performance, such as the number of newly marketed products and new technology and subjective performance, such as the level of satisfaction with sales amount and profitability. Several important conclusions were drawn from this study. First, while government policy is not related to EO, the policy of a university or a research institute has a significant effect on the level of innovativeness. Second, a high percentage of human resources applied at the incubating organization results in a negative effect on risk taking. The level of cooperation with the incubating organization too is not related to Entrepreneurial Orientation. Third, the intensity of cooperative networking with other firms has a significant effect on risk-taking. Network relationship with government related organizations is not related to Entrepreneurial Orientation. This study analyzes the importance and role of policy of the university and research institute and networking with other firms to improve EO. It also suggests that a high composition of human resources at the incubating organization has a negative relationship with EO.
Recently, government policy focuses on R&D subsidies for venture firms in the early and medium stage. However, due to the 'asymmetric information' on those firms, a concern about the possibility of adverse selection of government policy, that is, whether the R&D subsidies are offered to the less-growth potential venture firms is on the rise. Therefore, based on the "2015 venture firm's survey" data in Korea, we compared the managerial efficiency of venture firms in manufacturing sectors by dividing them into beneficiary and non-beneficiary groups at government R&D subsidies. We found that the beneficiary groups showed lower managerial efficiency than non-beneficiary groups, even if they are superior to non-beneficiary groups in technological performance. We also observed that the phenomenon involve 'low managerial efficiency in the beneficiary groups' is more relevant in mid-high tech. manufacturing sectors. Our findings provide an exploratory empirical evidence of the concern about adverse selection in the selection of R&D subsidies beneficiary groups. Therefore, the government should consider managerial performance as the key criteria for selecting R&D subsidies beneficiary groups, rather than depending on technological performance solely. Furthermore, the government should develop other complementary policies to support financial performance of the groups. Lastly, the government should make those policies attract venture firms with potential to achieve financial performance.
These days, firms are focusing on the improvement of relationships with business partners. The supply chain integrations are taking critical role in improving the relationships with business partners. In accordance with the development of the IT technology, it became possible for firms not only to integrate inner parts of the organization, but also to integrate the company with other organizations in the supply chain. Therefore, in e-Biz environments, it is imperative for firms to strengthen the core capacity through the supply chain, and to precisely determine the components of the determinants of e-Business integration which impact the firm performance. This study analyzed determinants that have impacts on e-business integration in e-business capacity perspectives in competitive environments. This study based on the premise that the resources and capacities that Grant(1991) and Hart(1995) emphasized do not directly influence the corporate performance. This study focused on the fact that corporate must create core competencies based on these capacities to establish competitive edge. Therefore, this study model analyzed to find out which e-Biz competencies are needed to integrate e-Biz according to competitive environment elements. This study designed to empirically analyze the impact of the e-Biz competencies to the e-Biz integration and to the corporate performance. Independent variables of this study-IT management, partner management, e-Biz knowledge, e-Biz establishment and proliferation, process innovation-are selected based on precedent studies on e-Biz competencies. We selected intermediate variables to verify that e-Biz competencies do not have direct impact on the corporate performance, but have impact on the e-Biz integration, which is intermediate effect. That is to verify that if the components of supply chain improve the integration level using e-Biz competencies, the overall supply chain performances will improve. Dependent variables are selected to verify that e-Biz integration has impacts on corporate performances. This study used factor analysis, path analysis, moderating effect analysis as statistical tests. First, we used exploratory factor analysis and confirmatory factor analysis to analyze reliability and validity. Because e-Biz competencies are presented variously by preceding studies, we used SPSS16.0 to verify if survey questionnaire used by theoretical backgrounds is properly composed. Second, we tested the property of structure model by AMOS. We did path analysis using AMOS16.0 to test structure that is composed of e-Biz competencies and e-Biz integration. Last, we tested moderating effects of measure factors. We analyzed 163 domestic companies to find out many significant suggestive points. First, relationship improvement capacity, e-business knowledge sharing capacity with business partners, and process innovation capacity are adopted as determinants of differentiation and competitive edges against competing firms. Second, e-business knowledge sharing capacity, and process innovation capacity are analyzed as the determinants of e-business integration in the firm which demand fluctuation in the market is high. On the other hand, among the determinants that require capturing ideas on new products, and strengthening the technological power, process innovation capacity are adopted as the determinants. These results provide us the foundation that the determinants that we have analyzed can impact the supply chain integration strategies which take into account the competitive environments.
The purpose of this study is to empirically analyze and provide implications for the impact on performance, focusing on Environmental Sustainability, innovation orientation, and integrated activities among the factors necessary for sustainable management of SMEs. 366 copies obtained from executives and representatives above the department head level of domestic manufacturing SMEs through professional research companies were used for the final analysis, and the research hypothesis was verified using SmartPLS 3.0 and SPSS 25. As a result of the analysis, it was confirmed that Environmental Sustainability had a significant effect on social integration and technology integration, and innovation orientation had a significant effect on social integration and technology integration. In addition, it was confirmed that social integration and technology integration factors had a significant effect on the sustainability performance of SMEs. Based on these research results, theoretical, practical, and future research directions could be presented. According to the results of this study, it can be expected that manufacturing SMEs will be able to receive help in establishing strategies related to innovation orientation, social integration, and technology integration to achieve sustainable performance.
This study aim to analyze the factors affecting technical support input and performance of companies benefiting from ICT SME technology support operated by ETRI. In order to analyze the data, we surveyed 181 companies who received technical support between 2015 and 2017, and analyzed the relationship between input factors and performance factors through path analysis. As a result of the study, it was found that the service quality was directly influenced on the improvement of technology level, and the cost reduction effect was influenced by the amount of support, the year of support, and the service quality. Also, input factors affecting contribution sales are the amount of support, and the support year and quality of support services are not effective. Finally, as a result of examining the effect of technological and economic performance on job creation, it is found that the effect of job creation increases as the contribution sales increase.
Previous studies have shown that the ex-ante financial ratios, mainly used by financial institutions for loan evaluation purpose, are related to the ex-post finn's performance of venture firm's. The main objective of this study is to examine whether non-financial variables such as 'technology', 'marketability', and 'other business indexes' have extra explanatory power in forecasting the ex-post firm's performance of small and medium size venture firm's in Korea. The implications and results of this study are expected to be useful in loan evaluation, investment decision and internal management decisions of venture firms. Among small and medium sized manufacturing firms funded in the year of 1999 through 2005, 416 firms are selected for our analysis. The relationship between evaluation indexes and firm's success/failure is investigated using binary logistic regression analysis and factor analysis with an aid of SPSS program. The summarized results are as follows. First, current evaluation model, used for loan evaluation purpose for small and medium size manufacturing firms show the same discriminatory power as previous prediction model. Second, among the tested additional variables, significant indices are 'technological capability of CEO', 'managerial capability of CEO', and 'business feasibility'. Third, while previous studies on evaluation structure had 3 factors, this study showed that valuation's structure has 6 factors.

Efforts to reduce on-site safety incidents have expanded, leading to active research in this domain. However, a systematic analysis to improve the utility of technology is lacking. In this study, we conducted a survey on the various institutional and technical improvement measures to promote the application of smart construction safety technology over three years after the implementation of the "Smart Safety Equipment Support Project." The results showed that financial constraint was the primary obstacle in the adoption of this innovation. Fostering a flexible environment in the utilization of management fees and financial support of projects was determined to aid in the extensive application of the technology. Ensuring cost efficiency and user-friendliness were principally necessary for technical enhancements in the smart construction safety technology. Technologies, such as VR/AR safety education, real-time location tracking, wearable devices, and innovation on streamlining safety-related work efficiency, had been anticipated to contribute to on-site safety. Operating a smart safety control center was expected to be beneficial in the systematic securing of data and reduction of safety blind spots. Effective methods had been suggested to overcome the barriers that hindered the development and application of smart construction safety technology. This study facilitates in the technological improvements in this field.

Purpose - The purpose of this study is to analyze the start-up factors in start-up tourism companies and to analyze how these factors influence business performance. This study will be conducted for the further exploratory study with in-depth research with literature reviews, interviews and surveys. Research design, data, and Methodology - The activation of entrepreneurship is very important factor as for not only the development of entrepreneurship which is the characteristic of the innovative and risks-taking for the success of the enterprise, but also the sustainable growth and creation of performance of the entrepreneur. In other words, if it is the entrepreneurial spirit affects entrepreneurship, it is entrepreneurial orientation that continuously affects entrepreneurs. In order to achieve the above purposes, this study conducted literature research and empirical studies. Result & Conclusions - The sub-factors for independent entrepreneurial variables' orientation are classified as creativity, technological, enterprising, and innovation, and subordinate variables were set of management performance. The sub-factors of the control variable government support policy are classified as financial support, consulting support, and marketing support. For the purpose of empirical analysis, this paper collects data on companies selected for tourism venture business competition and CEOs of SMEs tourism for less than 7 years.

The techno-park built-up project of Korea had begun in order to support regional enterprises since 1997. The number of techno-parks increased from 6 in 1997 to 17 in 2009 with various enterprise supporting services such as a new enterprise breeding, pilot production, and education and training. By way of renewing regional innovation promoting system, revising technopark law, and starting second step techno-park project, techno-parks have become centers for regional technology innovation, and cultivation of regional technology-based companies. Alternative policies for the development of techno-park projects are as follows: revitalizing the network among enterprises, universities, research institutes, and government; strengthening the ability to draw up projects in nurturing regional industry; and the establishment of fixed channels to support SME in the region.
