A Proposal to Control System and the Problems of the Problems of the Report about Supply and Demand for Medical Technicians and Management Policy ("의료기사인력수급에 관한 보고서"의 문제점과 관리제도의 개선방안)

  • Purpose: In this paper, we have analyzed the problems of the Oh's report which is used to the basic data for supply and demand of medical technicians and studied a proposal for improvement to control system and supply and demand of korean optometrists. Methods: We have analyzed errors of Oh's report including supply and demand for medical technicians and management policy, expecting number for future optician, inaccurate estimation by limited data (employment rate, retirement rate, mortality rate) and an incorrect method of measurement for future supply and demand. Results: Oh's report showed the 18% error for estimation of supply which exclude the irregular entrance students. The estimation of supply was calculated by graduation rate 62.6% (college and University of Technology are 78.9% and 85.98% respectively), employment rate 65.8% (the average employment between 2002 and 2007 is 73.96%) and retirement rate is 2.3% (the retirement of pharmacists is 1.3%) but it showed the significant differences to objective data. For estimate the suitable ratio of optometrists to the population, the ratio use of medical facilities by an age group was used, and suggested spectacle wearers 1,280 persons (populations 2,928 persons) per optometrist but the different from reference of Germany (4,706 persons), America (1,789 persons) and Korea (1,825 persons/an optometrist) are applied to estimation on supply. This report applied the low employment rate and argued that maintain the present situation, but claimed that utilize unemployment persons. The above result has induced double weighting effect on estimation of supply. Conclusions: To solve the related problems of supply and demand, we have to make a search for exact data and optimum application model, have to take an example of nation similar job category as Germany and the research result of the job satisfaction into consideration. After we get the integrated research result, we must carried out the policy with fairness and balance for the estimation of supply and demand. Therefore exact research is required prior to beginning policy establishment, government and related group have to make a clear long-term plan and permanent organization for medical technician to establish supply and demand of medical technician.

An Exploration of Dynamical Relationships between Macroeconomic Variables and Stock Prices in Korea

  • This paper examines short-run and long-run dynamic relationships between selected macroeconomic variables and stock prices in the Korea Stock Exchange. The data is restricted to the period for which monthly data are available from January 1986 to October 2016 (370 observations) retrieved from the Economic Statistics System database sponsored by the Bank of Korea. The study employs unit root test, cointegration test, vector error correction estimates, impulse response test, and structural break test. The results of the Johansen cointegration test indicate at least three cointegrating equations exist at the 0.05 level in the model, confirming that there is a long-run equilibrium relationship between stock prices and macroeconomic variables in Korea. The results of vector error correction model (VECM) estimates indicate that money supply and short-term interest rate are not related to stock prices in the short-run. However, exchange rate is positively related to stock prices while the industrial production index and inflation are negatively related to stock prices in the short-run. Furthermore, the VECM estimates indicate that the external shock, such as regional and global financial crisis shocks, neither affects changes in the endogenous variables nor causes instability in the cointegrating vector. This study finds that the endogenous variables are determined by their own dynamics in the model.

Long-run and Short-run Causality from Exchange Rates to the Korea Composite Stock Price Index

  • The paper aims to test long-term and short-term causality from four exchange rates, the Korean won/$US, the Korean won/Euro, the Korean won/Japanese yen, and the Korean won/Chinese yuan, to the Korea Composite Stock Price Index in the presence of several macroeconomic variables using monthly data from January 1986 to June 2018. The results of Johansen cointegration tests show that there exists at least one cointegrating equation, which indicates that long-run causality from an exchange rate to the Korean stock market will exist. The results of vector error correction estimates show that: for long-term causality, the coefficient of the error correction term is significant with a negative sign, that is, long-term causality from exchange rates to the Korean stock market is observed. For short-term causality, the coefficient of the Japanese yen exchange rate is significant with a positive sign, that is, short-term causality from the Japanese yen exchange rate to the Korean stock market is observed. The coefficient of the financial crises i.e. 1997-1999 Asian financial crisis and 2007-2008 global financial crisis on the endogenous variables in the model and the Korean economy is significant. The result indicates that the financial crises have considerably affected the Korean economy, especially a negative effect on money supply.

An Empirical Study of the Impact of China's Export Tax Rebates on RMB Appreciation

  • While the issue of RMB (Renminbi, Chinese Yuan) revaluation became the focus of world attention in 2003, the reform of the RMB exchange rate regime in 2005 didn't fundamentally solve the RMB appreciation problem, and even in 2008 the global financial crisis made RMB appreciation face new challenges and risks. It appears that the rise in RMB value is caused by supply exceeding demand in China's foreign exchange market; however, intrinsically it is due to the asymmetry in RMB exchange rate formation mechanism. The export tax rebates policy implemented by Chinese government is one of the leading causes of the asymmetry. This study constructs a transmission model between export tax rebates and foreign exchange rates, and applies the Granger Test to validate the causality between kernel variables based on correlative data from 1994-2011, and uses the error correction method to analyze the quantified relations of kernel variables, and finally gets the contribution rate of export tax rebates to RMB appreciation.

Analysis of Error Characteristics and Usabilities for Korean Consonant Perception Test (한국자음지각검사의 오류특성 및 유용성 분석)

  • The purpose of this study was to supply the baseline data for auditory rehabilitation in the field through error type and rate of the phoneme which the hearing impaired feel difficulty to discriminate. Thirty participants with sensorineural hearing loss heard KCPT lists through recorded voice by male and female to get the data about error type and KCPT score accordance with talker's gender. In the initial consonant test list, /ㄷ/, /ㅂ/, /ㅃ/, /ㅉ/, /ㅌ/ showed more than 30% error rate while /ㄱ/and /ㄷ/ showed in final consonant test list. The most common error type was the initial consonant substitution or the final consonant substitution for the initial or final consonant test lists. Talker's gender effect was not signigicant showing no statistical difference between the scores when compared results from male voice and female voice. It means that KCPT can be used regardless of talker's gender in clinics.

  • In this paper, an A/D converter is implemented to obtain 8bit resolution at a conversion rate of 10Msample/s. This architecture is proposed using the 2-step architecture for high speed conversion rate. It is consisted of sample/hold circuit, low power comparator, voltage reference circuit and DAC of binary weighted capacitor array. Proposed A/D converter is designed using 0.2$\mu\textrm{m}$ CMOS technology. The SNR is 45.3dB at a sampling rate of 10MHz with 1.95MHz sine input signal. When an 8bit 10Msample/s A/D converter is simulated, the Differential Nonlinearity / Integral Nonlinearity (DNL/ INL) error are ${\pm}$1 / ${\pm}$2 LSB, respectively. The power consumption is 13㎽ at single +2.5V supply voltage.

A Power-adjustable Fully-integrated CMOS Optical Receiver for Multi-rate Applications

  • A power-adjustable fully-integrated CMOS optical receiver with multi-rate clock-and-data recovery circuit is presented in standard 65-nm CMOS technology. With supply voltage scaling, key features of the optical receiver such as bandwidth, power efficiency, and optical sensitivity can be automatically optimized according to the bit rates. The prototype receiver has −23.7 dBm to −15.4 dBm of optical sensitivity for 10−9 bit error rate with constant conversion gain around all target bit rates from 1.62Gbps to 8.1 Gbps. Power efficiency is less than 9.3 pJ/bit over all operating ranges.

Dynamics of Crude Oil and Real Exchange Rate in India

  • This scholarly work is an effort to capture the effects of oil prices on the actual exchange rate between dollar and rupee. This is done with reference to the U.S. dollar as oil prices are marked in USD (U.S. Dollar) in the international market, and India is among the top five importers of oil. Using monthly data from January 2001 to May 2020. The study used the real GDP, money supply, short-term interest rate difference between two countries, and inflation apart from the crude oil prices per barrel as the factors that help define the exchange rate. The analysis, through cointegration and vector error correction method (VECM), suggests long and short-run causality amid prices of oil and the rate of exchange fluctuations. Oil prices are found to be negatively related to the exchange rate in the long term but positively related in the short term. The result of the Wald test also indicates the short-run causation from the short-term interest rate and the prices of crude oil towards the exchange rate. The present study shows that oil prices are evidence of the existence of short-term and long-term driving associations with short-term interest rates and exchange rates.

  • This study investigates the prediction of daily water supply, which is a necessary for the efficient management of water distribution system. Fuzzy neuron, namely artificial intelligence, is a neural network into which fuzzy information is inputted and then processed. In this study, daily water supply was predicted through an adaptive learning method by which a membership function and fuzzy rules were adapted for daily water supply prediction. This study was investigated methods for predicting water supply based on data about the amount of water supplied to the city of Kwangju. For variables choice, four analyses of input data were conducted: correlation analysis, autocorrelation analysis, partial autocorrelation analysis, and cross-correlation analysis. Input variables were (a) the amount of water supplied (b) the mean temperature, and (c)the population of the area supplied with water. Variables were combined in an integrated model. Data of the amount of daily water supply only was modelled and its validity was verified in the case that the meteorological office of weather forecast is not always reliable. Proposed models include accidental cases such as a suspension of water supply. The maximum error rate between the estimation of the model and the actual measurement was 18.35% and the average error was lower than 2.36%. The model is expected to be a real-time estimation of the operational control of water works and water/drain pipes.

Measurement of Mass Flow of Water in the Stem of Musk Melon by Sap Flow Gauge (열목지 경유센서에 의한 멜론 경유양의 측정)

  • The mass flow of water in the stem of melon measured by Sap Flow Gauge was compared with the actual flow calculated by the difference between supply and drainage nutrient water to investigate the possibility and accuracy of estimation of melon's transpiration in rockwool culture. The Sap Flow Gauge which was made with copper-constantan theromocouple and nichrome fiber by our research team, was attached to the 3rd node of melon. The outdoor temperature, room temperature, solar radiation and relative humidity were continually measured. The amount of supply and drainage nutrient water were simultaneously measured for calculation of practical consumption of nutrient water to compare with mass flow of sap. The measuring errors of Sap Flow Gauge were 0.3 to 31.8%, which were small at solar radiation of 20MJ.m$^{2}$.d$^{-1}$ . The mass flow of water was lower for the measured value by Sap Flow Gauge than the actual value at higher solar intensity, however it was higher at lower solar intensity The variation of error rate of each Sap Flow Gauge was 0.1 to 13.0%. The measuring error with Sap Flow Gauge was negatively related with solar intensity and temperature. Therefore, to measure more exactly the mass flow of sap for estimation of melon's transpiration, the compensation factor must be calculated.
