This research derived five success factors(the characteristics of system, knowledge, management, organization and users) for knowledge management system(KMS) and empirically analyzed the influence on the performance(usage and user satisfaction) by setting these characteristics to military KMS. This study shows that user characteristic affects most positive(+) effect to usage, and knowledge characteristic affects most positive(+) effect to user satisfaction but organization characteristic affects negative(-) effect to usage and user satisfaction. The result of this research illustrates the successful operation of military KMS and expects the early settlement of the military forces that will establish KMS by reducing initial trial and errors.
The purpose of this study is to identify function of make-up as an Important variable in terms of its influence to psychology of performers and outcome of their performance. From June to November 2004 performers in 4 types of fields, i.e., opera, musical, drama and dancing being performed in Seoul and Cheongju were chosen as subjects and totally 450 questionnaires were prepared and distributed and among them 416 were used as data for final analysis. For data analysis frequency analysis, factor analysis, T-test, one-way ANOVA, path analysis, chi-square test were conducted by means of SPS 12.0 and MOS 4.0 statistical programs and as ex post facto checking Duncan's multiful range test was conducted. Make-up is an important element in acting and it has great influence on level of psychological satisfaction of an individual. It was disclosed that psychological factor of concentration and lethargy have direct bearing on acting performance. In order to maximize actor or actresses performance skill perfect make-up is essential and role of make-up specialist can become a critical factor for inducing success in performance. Role and duty of make-up artists in terms of scope of their responsibility should be extended so that they may give their full support to the performers to be most successful in their performance.

Certainly, the success of the Unified Modeling Language (UML) as the de facto standard for modeling software systems does not imply closing the door on scientific exploration or experimentation with modeling in the field. Continuing studies in this area can produce theoretical results that strengthen UML as the leading modeling language. Recently, a new modeling technique has been proposed called thinging machine (TM) modeling. This paper utilizes TM to further understand UML, with two objectives: (a) Fine issues in UML are studied, including theoretical notions such as events, objects, actions, activities, etc. Specifically, TM can be used to solve problems related to internal cross-diagram integration. (b) TM applies a different method of conceptualization, including building a model on one-category ontology in contrast to the object-oriented paradigm. The long-term objective of this study is to explore the possibility of TM complementing certain aspects in the UML methodology to develop and design software systems. Accordingly, we alternate between UML and TM modeling. A sample UML model is redesigned in TM, and then UML diagrams are extracted from TM. The results clarify many notions in both models. Particularly, the TM behavioral specification seems to be applicable in UML.

This study is an attempt to identify factors determining the success of international standardization and understand the relationship between the factors, such as government-driven standardization activities. Six factors were identified through factor analysis; namely, 'Direct government support', 'Indirect government support', 'Utilization of standardization bodies', 'Standardization strategy', 'Attainment of a dominant market power', and 'Adoption as an international standard.' The results showed that firstly, support from the government, whether direct or indirect, had no direct effect on the outcome of international standardization efforts, but produced an indirect influence on it through mediating factors such as the attainment of a dominant market power. Secondly, the attainment of a dominant market power proved to be the most important success factor of international standardization, suggesting that the government must direct its efforts to help boost the market power of target standards through measures like promoting a timely market entry and the development of high-quality standards, in a manner to induce market satisfaction, increasing lock-in effects and building a quasi-vertical integration system. Thirdly, direct support from the government holds the key to the success of international standardization with de jure standardization bodies, while the strategic use of standardization bodies appears the most important for the positive outcome of standardization concerning de facto standardization bodies.

Advances in low-cost wireless sensing have made instrumentation of large civil infrastructure systems with dense arrays of wireless sensors possible. A critical issue with regard to effective use of the information harvested from these sensors is synchronized sensing. Although a number of synchronization methods have been developed, most provide only clock synchronization. Synchronized sensing requires not only clock synchronization among wireless nodes, but also synchronization of the data. Existing synchronization protocols are generally limited to networks of modest size in which all sensor nodes are within a limited distance from a central base station. The scale of civil infrastructure is often too large to be covered by a single wireless sensor network. Multiple independent networks have been installed, and post-facto synchronization schemes have been developed and applied with some success. In this paper, we present a new approach to achieving synchronized sensing among multiple networks using the Pulse-Per-Second signals from low-cost GPS receivers. The method is implemented and verified on the Imote2 sensor platform using TinyOS to achieve $50{\mu}s$ synchronization accuracy of the measured data for multiple networks. These results demonstrate that the proposed approach is highly-scalable, realizing precise synchronized sensing that is necessary for effective structural health monitoring.
There are always many kinds of risks in software development such as frequent changes of requirements. Especially those risks related to the software characteristic of non-visibility can be threat to the project success. That lead us to the need of process implementation to reduce and minimize those risks. Although, most of the organization recognizes the importance of risk management, actual implementation requires professional knowledge in this area. CMMI, the de facto standard in process reference model, also emphasizes on risk management process area but only provides goals and practices to be implemented, not detail procedure and methods. In this paper, we developed Risk management implementation model based on IDEAL, the process improvement model based on CMMI. The proposed model will help the organizations to implement risk management process which is proper to their situation in the factor of organization size and project characteristics.

The Korean girl group "Kara" has suffered the trilemma of its de facto failure to debut, the crisis of team breakup, and the CEO crisis of the agency. But the group has made an outstanding achievement in the history of Korean pop music after overcoming all odds. Their success strategy has never been disclosed by insiders involved in Kara's total music projects. This study has been carried out in the analysis of the strategy to provide academic implications and to honor the contribution of the late CEO Ho-yeon Lee and Kara's key member Ha-ra Gu. Therefore, between Nov. and Dec. 2020, we conducted in-depth interviews with managers, composers, stylists and Ha-ra Gu(Only in 2019, before her death) who took part in the project. The research model is set up by combining Porter's Competitive Advantage Strategy and the music value chain model into categories of "Product Innovation Differentiation (PD)" (producing, album production, performance activities) and "Marketing Differentiation (MD)" (market targeting, image specialization, promotion and communication). The analysis showed that the PD focused on complete rediscovered harmonization and revalued members' personality and sincerity with peppy songs and dainty dances as well as emission of "bright energy" which caused healing effects instead of mimicking other star singers recklessly. In terms of MD, they selected Japan's 10-20s as their main market, increasing intimacy with fans and media with the image of cute+pretty+classy+sexy. The result suggests that Poter's differentiation can function as a meaningful strategy frame in the fostering, hit, and revival of idol groups. In addition, it reaffirmed that spontaneous and passionate activities of early-stage or celebrity fan may serve as a valid catalyst for realizing differentiation, as Kara's caller of Japanese actor Gekidan Hitori caused a strong "priming effect" that drove Kara's unexpected wonderful success in Japan.
North Korea's 4th nuclear test on Jan. 6 and following developments once again awakened the world into seriousness of the nuclear matters on the Korean peninsula. On March 2, UNSC adopted Resolution 2270 which is complemented by Seoul government's measures such as withdrawal from the Gaesung Industrial Complex (Feb. 9) and announcement of unilateral sanction (March 8). Seoul government also strongly urged the international community to strangle North Korea's 'financial resources.' The U.S., Japan, China, and other countries have issued unilateral sanctions to complement the UNSC measure. South Korea and the U.S. conducted their annual joint military drill (Resolve-Foal Eagle) in the largest-ever scale. North Korea, however, responded with demonstration of its nuclear capabilities and announcement of de facto 'nuclear-first' politics. North Korea test-fired a variety of delivery vehicles, threatened nuclear strikes against South Korea and the U.S., and declared itself as an 'invincible nuclear power armed with hydrogen bombs' at the 7th Workers 'Party Congress held in May, 2016. Considering the circumstantial evidences, the North's 4th nuclear test may have been a successful boosted fission bomb test. North Korea, and, if allowed to go on with its nuclear programs, will become a nuclear power armed with more than 50 nuclear weapons including hydrogen bombs. The North is already conducting nuclear blackmail strategy towards South Korea, and must be developing 'nuclear use' strategies. Accordingly, the most pressing challenge for the international community is to bring the North to 'real dialogue for denuclearization through powerful and consistent sanctions. Of course, China's cooperation is the key to success. In this situation, South Korea has urgent challenges on diplomacy and security fronts. A diplomatic challenge is how to lead China, which had shown dual attitudes between 'pressure and connivance' towards the North's nuclear matters pursuant to its military relations with the U.S, to participate in the sanctions consistently. A military one is how to offset the 'nuclear shadow effects' engendered by the North's nuclear blackmail and prevent its purposeful and non-purposeful use of nuclear weapons. Though South Korea's Ministry of Defense is currently spending a large portion of defense finance on preemption (kill-chain) and missile defense, they pose 'high cost and low efficiency' problems. For a 'low cost and high efficiency' of deterrence, South Korea needs to switch to a 'retaliation-centered' deterrence strategy. Though South Korea's response to the North's nuclear threat can theoretically be boiled down into dialogue, sanction and deterrence, now is the time to concentrate on strong sanction and determined deterrence since they are an inevitable mandatory course to destroy the North' nuclear-first delusion and bring it to a 'real denuclearization dialogue.'
Purpose. Medical tourism is recently becoming a new industry with great growth potential. The South Korean government is shifting medical tourism from simple cultural tourism to a high value-added industry with a new paradigm. Methods. The government has been providing positive support and marketing policies since the introduction of the article concerning foreign patient attraction to the medical law in 2009, and various types of medical institutions around the country has participated actively in medical tourism by themselves or in cooperation of government bodies and made increasingly greater performance. Results. This study obtained the following results. The medical institutions in Korea have been making efforts to see more development and profitability in diverse ways, including medical tourism for foreign patients and the advance of the Korean medical institutions into foreign markets. However, many local governing bodies and medical institutions participating in medical tourism around the country have primarily focused on examination and treatment on the basis of foreign patients' visit to South Korea and rarely built a medical network with other countries directly for medical tourism. This study presents a case of building a local medical network and a network for international medical tourism successfully on the basis of the local medical association, CMP, which has been formed naturally in Busan. The success factors for CMP included 1) enthusiasm of the official in charge; 2) the medical level, the service level, and open-mindedness of participant medical institutions; 3) cost efficiency due to executive office management with no costs, no conflicts, and constant partnership; 4) security of non-competitive expertise for participants; 5) local factors of CMP; 6) participation of good agencies; 7) reinforcement of participation networks; and 8) post facto management and local doctor management. Conclusions. Its positive effects included patient introduction and greater profitability on an internal basis as well as construction of the collaboration system with the institutions related to medical tourism and confidence. However, there are some limitations: it is still difficult to predict performance due to the short period of their activities, and it is necessary to continue to observe their constant activities since a single medical association was involved.

The contractors which execute the design-build project have difficulties in design management and contract administration in the pre-construction phase because they have managed construction projects focused on only construction phase so far. Moreover, they have to manage the design development stage without any contingency following-up various design revisions from the design reviews of outside experts. Therefore, the design management in the design development stage is a critical success facto. of the design-build project. The objective of this study is to structure the problems in the management skill for design development phase in the domestic design-build projects and to suggest a design development management method to settle the problems. To achieve these objectives, this study 1) analyzes the prior studies about the design-build procurement methods, 2) designs and performs a case study to embody the problems of the domestic design-build projects, and 3) proposes a method of design development management by analyzing the results of case study and interviewing experts.
