A Study on the Development of University Start-up through the Analysis of University Start-up Education and Start-up Support System: Focusing on the Start-up Education and Start-up Support System of D University (대학 창업교육 및 창업지원제도 분석을 통한 대학창업발전방안 연구: D대학 창업교육 및 창업지원제도를 중심으로)

  • This study aims to figure out the status of university start-up education and support scheme, which are becoming more important as a major project of recent university policy, and to present policy tasks for promoting university start-ups by analyzing problems. A survey on education and support scheme about start-up was carried out from 800 students including those on leave of absence at D university located in metropolitan area and the analysis results are as follows. First, perception about start-up was highly positive due to various start-up education and support scheme from universities, but it was surveyed that university students have still low willingness to challenge start-up. Second, the biggest reason why university students avoid the start-up is 'the risk of start-up failure' at 40.8%, followed by 'Prioritizing getting a job' at 24.9% and 'lack of knowledge on start-up' at 13.4%. Also, difficulty from those who have already started business was mainly financing at 26.9%. The second was 14.0% for securing manpower, and the third was 11.8% for technology development. Third, the necessity of start-up education was in the order of 'starting-up' > 'preparing to start-up' > 'no intention to start-up'. The reason for the necessity of start-up education was 'motivation for various career choices' with 24.8%, followed by 'acquisition of various knowledge and skills for start-up' with 23.9%. Finally, efforts are needed to understand the importance of public relations for start-up policies in universities and figure out the problems of the start-up support scheme. The start-up education and support scheme should reflect the needs of university students, who are actual policy consumers, by shifting away from the method provided by existing suppliers.

A Study on the Support Direction for Start-up Company in Incubation Center through IPA Analysis: Focusing on the Youth Cube in Ansan (IPA분석을 통한 창업보육센터 입주기업의 지원 방향 도출에 관한 연구)

  • In order to support start-ups effectively with limited resources, it is necessary to provide support tailored to start-up companies. Businesses that are operating in local incubation centers may have different demands for the support depending on the region characteristics. This study was worked on companies that have entered into the incubation center 'Youth Cube', which is operated by Ansan City. We investigated the perception of importance in the field of support to identify support policy priorities, and the satisfaction level of each field of support currently supported. Then We conducted an IPA analysis to derive the direction of support. The Ansan area has regional characteristics that it is located in the metropolitan area with well-equipped start-up infrastructure and many innovative institutions, As a result of the importance survey, technology commercialization was recognized as the most important, and education/mentoring was recognized as the least important. Satisfaction with the space and facilities that can be used free of charge was the highest, and the satisfaction was the lowest for entrepreneurship education/mentoring, as was the degree of importance. In addition, according to each quadrant, we derived support that should be maintained, support that should be intensively improved, support that should be given a low policy priority, and support directions that should be kept in mind to avoid excessive support.

Promotion of Technology-based Start-ups: TIPS Policy of Korea

  • The key conditions for the promotion of innovative technology-based start-ups are expanding the market for innovative technology products and services, increasing equity-based funding opportunities, promoting the commercialization of technological innovation, and establishing a fair-trade system for start-ups to compete fairly in the market. Besides, there is a need for a support system that minimizes the cost of failure in case of business failure to facilitate re-challenge and provides education and training opportunities to enhance entrepreneurial capabilities. To activate technology-based start-ups, the Korean government introduced the TIPS policy in 2013. It is a program that creates technology start-up with private investment led by successful venture entrepreneurs, which has shown remarkable achievement and is regarded as the most successful policy in this field up to now. The most critical factor contributed to the success of this program is to invite private investors to select a technology entrepreneurship team and provide mentoring with the investment. The government provides R&D funding with matching investment, commercialization and marketing support to ensure that technology start-ups survive crossing the death-valley. Subsequent investments from domestic and abroad investors are actively made and it is becoming a representative technology-based start-up program in Korea.

A Study on the Improvement the Start-up Support Policy: Focused on the ICT Start-up (창업기업 지원 정책 개선 방안 연구: ICT 창업기업을 중심으로)

  • Various government support policies are being promoted in order to stimulate growth of SMEs. The government is striving to provide effective support through direct methods of tax, finance and indirect methods through support programs. However, the view on the government's startup policy is still tense. We are sympathetic with the need for support, but discussions continue to be made on the effectiveness of support projects and support projects. Therefore, this study evaluates the importance and satisfaction of the government start-up support project. For this purpose, we conducted questionnaires on ICT start-ups who have experienced government start-up support projects. Of these, 128 were analyzed for GAP analysis and ISA. As a result of the GAP analysis of the government start - up support project, the degree of satisfaction (4.408) was lower than the degree of importance (5.221), confirming that the beneficiary's evaluation on the start-up support project was negative. As a result of the importance-satisfaction analysis, 'R&D' and 'commercialization' are located in the maintenance area, and 'government funding', 'marketing, overseas advancement' projects are included in the concentrated area. In the low-ranking areas, there are 'entrepreneur events and networks' items. Finally, there are 'facilities and spaces', 'mentoring and consulting', and 'entrepreneurship education' in the surplus areas. As a result of multiple regression analysis, it was found that 'R&D', 'entrepreneurial education', and 'government funding' influenced satisfaction. Based on the results of this study, it is expected that it will contribute to improving the quality level of the government start-up support project by establishing the support policy for the ICT start-up enterprises and improving the system.

The Study of IT Service Functions for Start-up Information System Supporting Start-up Competency (창업 역량 강화를 지원하는 창업 정보시스템에 필요한 IT서비스 기능 연구)

  • Recently, many people are interesting for Start-up and government also try to support their business because it can contribute economic growth. However, in Korea, despite there are many education and supporting programs for them, many Start-ups are failed to retain their business because they actually do not know what they do. Although prior studies for Start-up have pointed that education for them is very important for success, education programs for them only focus on theories rather than practices. Moreover, Start-ups need tools for supporting to business plans or information for their business. Therefore, in this study, we propose IT service functions for Start-up information system supporting Start-up competency. For this purpose, we conduct Delphi and Importance-Performance Analysis with experts on start-up. In experiments, we divided stage of business into three stages; business planning, implementation, growth and diversification. And we draw important tasks from experts in each stage. As a result, we find some tasks to concentrate for Start-up information systems. And we also find tasks which are not important for company founders. Through these results, we expect that the development of functions for supporting those important tasks will help increase the efficiency of Start-up companies and the survival rate of them.

  • Recently there are many development and support policies for start-up companies because of successful venture companies related to ICT services. However, as these policies have focused on the support for the initial stage of start-up, many start-up companies have difficulties to continuously grow up. The main reason for these difficulties is that they recognize start-up tasks as independent activities. However, many experts or related articles say that start-up tasks are composed of related processes from the initial stage to the stable stage of start-up firms. In this study, we models the start-up processes based on the survey collected by the start-up companies, and analyze the start-up process of ICT service companies with process mining techniques. Through process mining analysis, we can draw a sequential flow of tasks for start-ups and the characteristics of them. The analysis of start-up businessman, idea derivation, creating business model, business diversification processes are resulted as important processes, but marketing activity and managing investment funds are not. This result means that marketing activity and managing investment funds are activities that need ongoing attention. Moreover, we can find temporal and complementary tasks which could not be captured by independent individual-level activity analysis. Our process analysis results are expected to be used in simulation-based web-intelligent system to support start-up business, and more cumulated start-up business cases will be helpful to give more detailed individual-level personalization service. And our proposed process model and analyzing results can be used to solve many difficulties for start-up companies.

Proposals for the Development Direction of Universities' Start-up Support Centering on Customized Start-up Education: Focusing on In-Depth Interviews of D University Students Who Received On-Campus Business Consulting (맞춤형 창업교육을 중심으로 한 대학창업지원의 발전방향 제언: 교내비즈니스 컨설팅을 받은 D대학교 대학생들의 심층인터뷰를 중심으로)

  • This study examined whether learner-customized start-up education, such as business consulting, functions effectively as part of universities' start-up support and whether business consulting positively strengthened start-up capabilities compared to consulting from other institutions. Furthermore, it explored the direction of universities' start-up support development by harnessing customized education, such as business consulting. The results of the study are as follows. First, business consulting had a positive impact. It informed the shortcomings of individual founders (teams) and identified the direction for improvement. Second, compared to consulting from other institutions, the fact that it formed a relationship between the consultant and the student beyond the business relationship and that it was conducted for free on campus have a relative advantage. Such business consulting enabled university students to see the world more maturely. Third, this study argues that customized start-up businesses can generate synergy with school curriculum and other non-curricular subjects. Based on this perception, it designed a method to build a co-curriculum education system. This study is significant because it investigated satisfaction and the possibility of a customized start-up business with business consulting as a representative case, exploring the direction of support for start-up education students want.

  • Start-up support policy is expanding for the activation of creative economy. Domestic start-up is activated in early 2000, but is shrinked rapidly because there is not enough collaborative system of R&D, start-up, finance, and management support. Many organizations and collaborative environment in Silicon valley of USA is developed for long time. In Korea, creative economy is constructing rapidly led by government like building industrialization and information society. VCDP(Virtual Cluster-type Dynamic Collaboration Platform) is a good tool for the start-up support policy. This study explains the necessity and effectiveness of VCDP and suggests creative activation policy using this tool.

  • Many countries around the world are pursuing various support policies to foster start-ups national widely in order to secure new economic growth engines in the era of the Fourth Industrial Revolution. The South Korean government announced the diffusion strategy for the 2'nd round Start-up Boom in March 2019 and is promoting the support policies for start-up incubating by various programs. Many incubators and startup accelerators operate various kinds of programs to foster start-ups using government financial supports. The purpose of this study is to investigate the effects of entrepreneurship and technical capability of entrepreneurs as the internal factors of the technology-based start-ups and the effects of programs supported by the government as an external factor on the corporate performance of a start-up company, and the mediating effects of core competence of start-ups were analyzed using SPSS and AMOS. The results show that the entrepreneurship, technical capability and the programs supported by incubators or accelerators had no direct effects on the corporate performance of a start-up, but the core competence of the company had complete mediating effects. In addition, the type of program supported by the comprehensive accelerator programs or the marketing supports had effects on the core competence rather than simple financial supports. Lastly, the policy proposals for incubating program support and future research directions along with the limitation are suggested.

  • In industrial society, the conversation topic of this period is mainly business start up, and revitalization of business start-up, through creation of new jobs, is playing an important role in employment maximization and revitalization of economy in general; one of those inducements is a start-up business incubation system, in whose center exists a start-up business incubator center. Hereupon, this study is intending to contribute to setting up the efficient operation direction and polity line, and provide a clue to a discussion by empirically analyzing the influence of quality level and degree of assistance of a start-up business incubator on satisfaction. For this purpose, this study developed a questionnaire on the basis of the preceding researches and conducted its research targeting a total of 500 valid samples. As a result of doing research, it was found that the quality level and assistance degree of services provided to a move-in company or a preparator of business start-up has a significant influence on satisfaction with the center & support service, and a manager's capabilities and related technology characteristics had a significant influence on satisfaction.
