  • The aim of this paper is to review the current knowledge management (KM) practices and their importance in the public sector of Saudi Arabia. Using the term "knowledge management in public sector", a search for available works was done in Google Scholar. In the first stage, the search for literature published under anytime choice was done in the first 10 pages of the search engine. Then another nine pages of Goggle Scholar were searched for more recent works published setting the time as 2014 to 2018. The search yielded 37 usable works for this review. The results of this literature search and review indicated that out of the 37 works reviewed, only three works were related to Saudi Arabia. Number of papers on factors of KM were maximum, many of them giving diagrammatic presentation of their results. KM modelling itself is not easy as only very few papers on KM modelling were available. Problems of too much reliance on qualitative data and hypotheses not matching with the literature backgrounds for them were also found. Considering the works related to KM, the number of papers in various categories may indicate the dimensions of KM to be considered when KM is implemented or evaluated in any public sector of any country. This applies to Saudi Arabian public sector organizations also. There is a fertile ground of research waiting to be investigated by researchers in Saudi Arabia.

  • Objective : The aim of this study was to review the use of Korean medicine (KM) or Complementary and Alternative Medicine (CAM) therapies among children with cerebral palsy (CP). Method : Literature searches were performed using Pudmed, CNKI, J-STAGE and four Korean databases. We investigated the frequency, types, predictors of the use of KM or CAM therapies used in children with CP. Results : Thirteen survey studies including use of KM or CAM among children with CP were selected - six Korean studies and seven overseas studies. The utilization rate of CAM among children with CP varied 26.8~56.0% according to the studies. CP children used KM or CAM more than other children with chronic disease. Acupuncture and Korean herbal medicine was the major treatment used in Korea, however physical manipulations such as massage, osteopathy and chiropractic were in high demand in western country. Disease severity of CP, use of CAM in the past by the parent or family member and high education of parent are the factors that significantly affect CAM utilization. Conclusion : Further studies on effectiveness and safety of KM therapies combined with conventional rehabilitation treatment would be required to expand the implementation of KM treatment for CP children.

  • Objective: This study aimed to evaluate which information of cancer patients should be collected for the Korean medicine cancer registry in order to assess the efficacy and safety of Korean medicine (KM) treatment and to identify Korean medical prognostic predictors. Methods: A total of fifteen Korean medical specialists completed an online survey questionnaire including items about general characteristics of cancer patients and clinical practice patterns. Results: The four main types of cancer at Korean medical hospitals were breast, lung, stomach, and colorectal cancer. The majority of patients with cancer at Korean medical hospitals were in the advanced or metastatic stage (50.0%). The prominent purposes of KM treatment were to alleviate cancer-related symptoms, reduce the side effects of conventional therapy, and improve quality of life. The major options for treatment were traditional herbal medicine (THM), acupuncture, moxibustion, thermotherapy, pharmacoacupuncture, and meditation, with THM being the most frequently used (35.7%). Almost all Korean medical specialists (93.9%) used syndrome differentiation in clinical practice and identified over half the cancer patients as deficiency syndrome (57.2%). Conclusion: Physicians considered the primary goal of KM treatment for cancer patients to be symptom management since advanced or metastatic stage patients were the majority at Korean medical hospitals. THM were the most common treatment option and syndrome differentiation was used by almost all physicians. Further research is needed to monitor and ensure optimal KM treatment for patients with cancer.

  • In this study, a dynamic numerical model, FLDWAV, is used for analyzing the backwater effect of flood stage in YeongWeol station, which is located on the confluence upstream where Pyeongchang river joins Han river. Given various inflow discharges of both main stream and tributary, the feasible stage-discharge relationships at the YeongWeol station and the upstream range of the backwater effect were computed. The results show that the relationships are completely different according to each of the inflow discharges from tributary and the maximum difference of stage is about 4.0 m. Therefore, the development of a single relationship of stage and discharge is very difficult problem in the zone of backwater effect. The increase of stage in the junction due to the lateral inflow has an effect on upstream stage up to about 8.0 km. The well-calibrated and verified dynamic wave routing model will be a useful tool for the flood forecast in the zone of backwater effect rather than conventional hydrological routing model.

  • Atmospheric concentrations of acidic pollutant were measured by the 4 stage filter pak method at Chunchon and by the 3 stage filter pack method at Seoul and Anmyon-do from January to December 1998. The sample was collected for 24 hours on every Wednesday. Concentrations of particulate matters were highest at Anmyon-do. The particulate concentration was much higher during the warm season than other seasons. While the particulate concentration was higher during the warm season, the concentration of gaseous matter was higher in winter. Dry deposition flux was calculated by using reported deposition velocities and concentration of pollutants measured in this study. The dry deposition velocities used in this study for SO$_2$, SO$_{4}^{2}$, HNO$_3$,NO$_{3}^{-}$ and NH$_3$ were 0.29, 0.15, 2.08( 2.13 only for Anmyon-do), 0.20 and 1.00cm/sec, respectively. At Chunchon, annual sulfur flux originated from dry deposition was 384 kg/$textrm{km}^2$, and the flux from wet deposition was 782kg/$textrm{km}^2$. Dry deposition of sulfur was 33% of total sulfur deposition. The annual nitrogen flux originated from dry deposition was 1,892kg/$textrm{km}^2$. And the flux from wet deposition was 1,066kg/$textrm{km}^2$. Dry deposition of nitrogen was 64% of total nitrogen deposition. Dry deposition as well as wet deposition have to be considerd in the study on acidification of environment such as soil or watershed.

  • A 3-tonf class liquid rocket engine that powers the upper stage of a small launcher and lifts 500 kg payload to 500 km SSO is designed. The small launcher is to utilize the flight-proven technology of the 75-tonf class engine for the first stage. A combination of liquid oxygen and liquid methane has been selected as their cryogenic states can provide an extra boost in specific impulse as well as enable a weight saving via the common dome arrangement. An expander cycle is chosen among others as the low-pressure operation makes it robust and reliable while a specific impulse of over 360 seconds is achievable with the nozzle extension ratio of 120. Key components such as combustion chamber and turbopump are designed for additive manufacturing to a target cost. The engine system provides an evaporated methane for the autogenous pressurization system and the reaction control of the stage. This upper stage propulsion system can be extended to various missions including deep space exploration.

  • Backgrounds : In 2017, National Health Insurance implemented the pilot insuring project for Chuna manual therapy(CMT). 65 Korean Medicine(KM) hospitals and clinics were selected in the project to monitor the provision of insured CMT. Objectives : This study aimed to evaluate the effectiveness of CMT for low back pain provided in the real world setting. Methods : Patients with low back pain who agreed to participated in the study were enrolled and requested to complete questionnaires. Patients who received CMT regardless of receiving other KM therapies were classified to Chuna group, and patient who received KM therapies without CMT to KM group. Pain(pain-VAS) and back function(KODI, Oswestry disability index-Korean version), quality of life were assessed at baseline, 4 weeks, and 8 weeks. Additionally, patients who received CMT twice and more, and who's pain-VAS 20 and over were included, and patients who used pain injection were excluded in the analysis. Results : Of 371 patients who completed all questionnaire (mean age=42.6years, SD=12.45; 61% female), 96 were excluded, 170 were in Chuna group, and 105 were in KM group. Proportions of patients who had low back pain for more than twelve weeks in the Chuna group and KM group were 57.7% and 24.8%, respectively. Pain and back function were significantly improved on 4weeks and 8weeks in both groups, but there was no difference between two groups. For the patients in the sub-acute and chronic stage(>=12 weeks), change of total KODI scores in the Chuna group was higher than KM group(p=0.013) at 4weeks. Conclusions : CMT with other KM therapies can improve back function in the sub-acute and chronic patients. For insurance policy decision, economic evaluation of CMT is needed.
