We visited 46 social welfare facilities and performed interviews individually with them. Thirty three items belong to 7 different areas (ability, career, suitability and agreement to the facility, characteristics, recommendation, religion) were made based on the results of interviews, and these items were sent to social welfare facilities in 16 different cities in Korea for asking questions (from Oct, 2012 to Apr, 2013). One hundred and sixty cases were collected and among them 45 cases exhibiting consistency rate less than 0.2 were finally selected. Superior scope and subordinate scope were extracted and comparisons between day care centers and living institutions were made. Results demonstrated that ability of social workers was the most important for superior scope and suitability and agreement of social workers to both day care centers and living institutions were the most important factor for recruiting workers.

The activities of collecting hard data was influenced by the above variables, except social workers' workload, The activities of collecting soft data were influenced by the social workers' autonomy, openness, and knowledge learned from academic institutes, and workload. • This study investigates the relationships among emotional support from social network, ego-resiliency, and role conflict of teachers in kindergartens and day care centers. The subjects were 192 teachers who worked in kindergartens or child care centers in Daegu and Gyeongbuk Province. Questionnaires, which require self-report by teachers, were used to investigate the emotional support from social network, ego-resiliency, and role conflict. The collected data were analyzed by Pearson's correlation, single and multiple regressions, using SPSS Win 15.0. The results are as follows. (1) Emotional support from social network and ego-resiliency was negatively associated with the role conflict of teachers in kindergartens and day care centers. (2) Emotional support from social network was positively associated with ego-resiliency. (3) Emotional support from social network partly exerted indirect effects on role conflict mediated by ego-resiliency. But direct effect of emotional support from social network on role conflict was more than the indirect effect. These results indicate that a higher level of emotional support from social network is more likely to lower role conflict of teachers.

  • This study was conducted to examine elderly users' satisfaction with welfare services and the environments of the senior citizen centers in mid-sized and small cities in Korea. Three hundred and two elderly users were surveyed for this study. Age and gender differences in the level of satisfaction were found. The male elderly users and older users were more satisfied with the education programs than the female and younger users. The elderly people who reside in single-family residences were more satisfied with the educational programs and part-time job opportunities offered at the center than the elderly users who were living in apartment buildings. This could be explained by the fact that dwellers of single housing had more freedom and more room for self-regulation in scheduling their program participation, whereas the apartment building residents had rarely experienced social exchanges with their neighbors. There were significant differences in satisfaction with the environments of the centers by gender, marital status, age, level of education, religion, and housing type. The group differences were explained by the abundance of community activities that are centered around younger and female participants. Based on these findings, it is suggested that more specialized educational and social programs should be developed for the younger users in their early 60s, that co-ed religious activities and hobby programs should be expanded, and that the home-visiting welfare staff should regularly provide the elderly users the information on programs and activities.

  • This paper investigates how family-friendly the working environments of Korean community welfare centers are and analyze work-life balance of married female social workers. We conducted a mix-method exploiting survey and interviews in community welfare centers in four provinces (Seoul, Kyonggi, Kangwon and Kyongsang). 82 participants were involved in the survey and 10 in the in-depth interview. According to our analysis, the take up rate of maternity leave was comparatively high while flexible working hours and parental leave were substantially low. Working atmosphere of the center, difficulties in hiring replacements and peer pressure were found to be related to the low take up rates. Also the working hours and concentration of work in certain periods negatively effected work-life balance satisfaction. Lastly, we found a high need for welfare service related to child care provided by community welfare centers where participants-female social workers- worked at.

  • This paper proposes strategy development to improve the management of Multicultural Family Support Centers by analyzing four Multicultural Family Support Centers (MFSCs) in Chungcheongnam-do. The research was conducted from September 2012 to January 2013. Future directions for the four MFSCs are established based on a SWOT analysis on both the internal and external environments of the centers. Various strategic directions for the four MFSCs were identified based on these analyses. For center A (urban type, college contract type), the strategic directions included the specialization strategy, systemization strategy, empowerment strategy, standardization strategy, and achievement maximization strategy. The strategic directions for center B (urban-rural combined type, social welfare center contract type) included the improvement of multiculture awareness, specialization strategy, human resource development strategy, and networking strategy. For center C (farming and fishing community type, direct management type by local authority), the strategic directions included the specialization strategy, activation strategy, qualification strategy, and networking strategy. For center D (farming and fishing community type, social welfare center contract type), the strategic directions included the specialization strategy, business standardization strategy, human resource development strategy, and network expansion strategy. The suggested management strategy development for the four MFSCs can provide implications for the management of MFSCs in other areas in Korea.

Multiple regressions were applied to analyze the relationship between independent variables and three kind of dependent variables - conceptual utilization, instrumental utilization, total utilization. The result showed that the conceptual utilization was critically influenced by social workers' confidence on NA, attitude on NA, and directors' involvement in NA. The institutional utilization was influenced by the directors' involvement. The total utilization was influenced by social workers' attitude on NA, confidence on NA, and directors's involvement.
