  • The The government has recently announced its mid- to long-term plans for promoting art. With the advent of the 4th industrial revolution, contemporary art contents that are integrated with Intelligent Information Technologies such as Artificial Intelligence (AI), Virtual Reality (VR), and Big Data are being introduced, and social interest in humanities and creative convergence is rising. In addition, the industrialization of the art market is expanding amid the rising popularity of art among the general public and the growing interest of art as an investment replacement system, along with the strengthening of the creative personality education of our Education Ministry. Therefore, it is necessary to establish a strategy for transparency and revitalization of the art market by providing comprehensive information such as search functions, analysis data, and criticism by writer and price. This paper has established an information system plan for the establishment of an online supply system for art transaction information, providing auction transaction information for art market, providing report and news for art market, providing public relations platform, and providing art market analysis service and membership relationship management service. To this end, the future model was established through environmental analysis and focus analysis of the art market, and strategic tasks and implementation plans were established accordingly.

Legal Problems and Improvement Measures Concerning the Monopoly of Housing Construction Sales Guarantee Business by Housing and Urban Guarantee Corporation (주택도시보증공사의 주택건설 분양보증업무 독점에 관한 법적문제점과 개선방안)

  • Issues have arisen over the monopoly of housing sales guarantees by the Housing and Urban Guarantee Corporation. If the Ministry of Land, Infrastructure and Transport appoints an additional guarantee institution, there is concern that the property protection between the two parties is insufficient due to excessive competition and the weakening of urban regeneration resources. It argues that housing supply policies for stabilization of the housing market can be smoothly implemented through monopoly projects. This is judged to be an abuse of market dominant position under the Fair Trade Act, and excessive restrictions on pre-sale guarantee requirements may cause delays in business and infringement of property rights of members. First, the establishment of a designation system for market dominant operators of the Fair Trade Commission enables new entry of private guarantee institutions. Second, it is necessary to improve regulations under Article 63 of the Fair Trade Act (consultation on the establishment of laws restricting competition, etc.). Third, through the establishment of the 「Rules on Housing Supply」 under Article 15 (2), the Minister of Land, Infrastructure and Transport can additionally designate a guarantee institution, thereby guaranteeing the right to select a pre-sale guarantee for the business entity. In addition, it is expected that at least one of a number of guarantee insurance companies can be designated to improve the efficiency of the distribution of social benefits, thereby lowering the volatility of housing prices. A Study on the Time-Sectional Analysis of Apartment Housing related research in Korea (국내 아파트 관련 연구의 연구주제 시계열 분석)

  • Currently, apartments have become an important research subject for the overall area of politics, economics, and culture as well as urban architectural study. However, there are few analyses of the research trends related to the current interest in the apartment research and prediction of the future changes of an apartment in politics and industry. In this study, the research information related to the apartment has classified, and the changes in the research trends have analyzed. Based on the classified data, the first thesis and dissertation related to the apartment and changes of academic notation have discovered. In addition, future interests and future research directions through Frequency of Appearance, Degree Centrality Analysis, and Betweenness Centrality Analysis of author keywords were predicted. As a result of the analysis, 'Space,' 'Residential Mobility' and 'Apartment Complex' studies were found to be important research topics throughout the entire period. 'Han Gang Apartment,' 'Small Size Apartment,' 'Civic Apartments,' 'Jamsil,' and 'Child' were newly interested topics until 70's era. '(Super) High-rise Apartment,' 'Perception,' 'Jugong Apartment,' 'Housing Environment,' 'Housewife,' 'Apartment Layout,' and 'Busan' were newly interested topics during the 80's and 90's era. 'Apartment Price,' 'Energy,' 'Remodeling,' 'Noise,' 'Resident Satisfaction,' 'Community,' and 'Apartment Lotting-out' were newly interested topics after the year 2000. New concerns for last decade are found to be 'Super High-rise Apartment', 'Remodeling', 'Indoor'(2007), 'Apartment Reconstruction Project', 'Brand', 'AHP', 'Housing Environment'(2008), 'Ventilation'(2009), 'Apartment Lotting-out'(2010), 'Economic Assessment'(2011), 'Cost'(2012), 'Green Building', 'Apartment Sales', 'Law', 'Society'(2013), 'Floor Impact Noise', 'Seoul'(2014), 'Noise'(2015), 'Hedonic Model'(2016). In addition, following research topics are expected to be active in the future: In maturity stage of the research development is going to be 'Apartment Price', 'Space', 'Management of Apartment Housing'; the hedonic model, which is research growth and development stage, is going to be '(Floor Impact) Noise', 'Community', 'Energy.

  • This study aims not only to access the visual thought-oriented approach that has been implemented in established art therapy and education but also to integrate language education and therapeutic approach to support the development of school-age children. Thus, text mining technique was applied to search for areas where different areas of language and art can be integrated. This research was conducted in accordance with the procedure of basic research, preliminary DB construction, text screening, DB pre-processing and confirmation, stop-words removing, text mining analysis and the deduction about the convergent areas. These results demonstrated that this study draws convergence areas related to regional, communication, and learning functions, areas related to problem solving and sensory organs, areas related to art and intelligence, areas related to information and communication, areas related to home and disability, topics, conceptualization, peer-related areas, integration, reorganization, attitudes. In conclusion, this study is meaningful in that it established a framework for designing an activity-centered convergence program of art and language in the future and attempted a holistic approach to support child development.

A Study on the Socio-economic Direct Effects of the Opening of the Gyeongbu Expressway for 50 Years (경부고속도로 개통 50년의 사회경제적 직접효과 평가 연구)

  • This study quantitatively derived the direct socio-economic effects of the Gyeongbu Expressway, which opened in 1970, and suggested a methodological approach for more reliable results. The scenario was set when the Gyeongbu Expressway was not constructed in 1970, the opening of the Gyeongbu Expressway was delayed by 10 years, and the toll road between Seoul and Daejeon, or between Seoul and Gangneung was opened instead of the Gyeongbu Expressway as suggested by the World Bank. In addition, direct benefits were estimated by calculating and comparing the current vehicle operating costs, travel time costs, traffic accident costs, and environmental pollution costs. As a result, it was estimated that about 351 trillion won in direct benefits occurred, and it can be seen that the promotion of the construction project of the Gyeongbu Expressway at that time had a huge impact on South Korea's social economy.

A Study on the Characteristics of Garden Architecture in Italian Renaissance Villa Lante (이탈리아 르네상스 빌라 란테의 정원건축적 특성)

  • This study aims to discuss the characteristics of garden architecture in Italian Renaissance Villa Lante that was constructed by the cardinal in Bagnaia at 16th century through actual survey and analysis of the garden's elements. To do this, it was studied in two ways: Analysis of the present conditions and review historical documents. The results are as follows. First, the buildings, the gardens and the surrounding landscapes are visually connected each other in relations between the topography and the surrounding landscapes. Second, the spatial composition accepted Neoplatonic law of multiple proportions and was influenced by ancient myth and "Liber ruralium commodorum" of Pietro de Crescenzi(1305). Third, the garden's elements consist of plants, buildings and items. In plants, the upper plants are fir tree, cypress and pine tree and the lower plants are english holly, box tree and sweet oleander. The buildings are casino, loggia and terrace. The items are pot, sundial, chair, viewing platform and fountain. The result of this study, the political and social, technical phenomena which constitute construction pattern affected the locational property and the spatial organization of the neighbor on Villa Lante.

  • In the era of the global coronal 19 pandemic, there is a risk of cross-infection in hospitals at the stage where treatments and vaccines are currently being developed and marketed, so individuals should enhance their acquired immunity and generalize their living systems by the performance of copper ions in the social environment. In order to prevent the spread of infection, the need for anti-bacterial film and its efficacy were analyzed through anti-viral performance tests based on research and development cases of worldwide and immemorial time. he Korea Construction Research Institute (KCL) has received anti-bacterial performance certification and anti-viral test scores from the "National Approval Performance Certification Agency." At the time, NCCP 43326 Human Corona virus (BetaCoV/Korea/KCDC03/2020), which was approved by the Centers for Disease Control and Prevention, was introduced to ensure that the activity rate of infected cells was satisfied in the anti-viral performance test. Anti-proliferation measures for the Corona 19 virus require a quality clinical trial study comparing the experimental group within the glass space where the antiviral copper film is constructed with the comparator of the same condition without copper film.

A new Direction for the Preliminary Feasibility Study of Public Healthcare Facilities (공공의료시설 예비타당성조사 방법론 개선 방향에 관한 연구)

  • Due to COVID-19, the importance of public medical facilities, especially hospitals specializing in infectious diseases, is rising. Despite the government's strong will, the establishment of public medical facilities and infectious disease hospitals has not been properly established. This is because the overall system related to the construction of public medical facilities does not sufficiently reflect social and economic changes and the trend of the times. The purpose of this study is to derive limitations and problems related to the guidelines for preliminary feasibility studies of public medical facilities and to present alternatives. This study proposes 'Option Value' as an alternative. Since the option value is a willingness to pay for an uncertain situation, it is theoretically reasonable and reasonable to reflect it as an additional benefit. Normally, the value of existence is not seen, but the system that is seen in a crisis is in the 'medical and health'. Therefore, it is necessary to find a system that is invisible even in the feasibility evaluation in the medical and health, and constantly improve and develop a methodology that can estimate changes in the welfare of citizens within the system. I expect this study to play a role as a catalyst.

Construction of High-Speed Railway Based Living Zone Considering High-order Service Accessibility: focused on comparison between Chungcheong, Yeongnam, Honam and Gangwon Region (고차 서비스 접근성을 고려한 고속철도 연계형 생활권 구축에 관한 연구 -충청권, 영남권, 호남권, 강원권 비교를 중심으로-)

  • In a situation where population decline is intensifying, the decline of local mid-small sized cities is emerging as a social problem. The decline will increase the difficulty of supplying demand-based living services. Therefore, increasing accessibility to living services is important for quality of life. With this background, the purpose of this study is to derive living zones that can use high-order services in metropolitan cities through high-speed railway. To this end, the behaviors of residents in mid-small sized cities were investigated through a questionnaire, and living zones and vulnerable areas were derived through a GIS analysis. The results of the study are summarized as follows. First, most of the residents had experience using cultural, medical, shopping, and educational services in metropolitan cities. Second, the time required to visit a metropolitan city for the use of higher-order services was about 2 hours, and the desired time was about 50 minutes. Third, when accessibility is improved, the willingness to use the higher-order service of the metropolitan city is high. Fourth, many regions have been derived as living zones where services of metropolitan cities can be used through high-speed rail. Lastly, the major vulnerable areas were found to be the northern area of the Gangwon region, the northern area of the Yeongnam region, the west coast of Chungnam, and the border area of Jeonnam and Gyeongnam.

  • In recent years, China has gradually made clear its decision to modernize the governance system and governance capacity of the government by the virtue of digital transformation. As for the smart prison, as a penal institution of the state, technological reform is a key element in the sustainable development of smart prisons; however, relying on technology does not necessarily lead to a better service experience. Service design concept, as a coordinator of technology and social sustainability, needs to be adapted to the technological integration of smart prisons and to the needs for service design in the prison context in a new mode of thinking about services. This paper takes the development of the Jail Pay financial services system, one of the twelve sub-systems of the Smart Prison, as an entry point to explore the characteristics and shortcomings of the service design approach in achieving sustainable service innovation in the Smart Prison, it proposes an experience-based lead collaborative design (EBLCD) that is suitable for the specific needs in the prison context. The EBLCD is a theoretical framework and practical experience for sustainable service innovation in the construction of smart prisons.
