  • In smart cities around the world, urban environments have become more convenient due to information and communication technology(ICT). However, extant studies reveal that the level of life satisfaction of citizens has not improved compared to that of the pre-smart city and citizens are skeptical about the role of the smart city. This is largely because local culture and needs were neglected during the planing and development of the smart city. The research was conducted on Cambodia as a pilot site and our findings indicate that middle age group's population is significantly small and the society is at risk of losing its culture. Therefore, this paper opens up various ways of embedding cultural programs using technology in order to pass down cultural heritage to young generation, provide an emotional attachment to the inhabitants and further build up a new phase of cultural legacy. This will engender cultural uniqueness to the city and intrigue tourists around the world resulting in the growth of the tourist industry. This research will contribute locally by providing a sense of community to the public and globally by suggesting applicable methodology to other cities that are under the similar context.

In Korea, where the rate of urbanization reached more than 50% in 1970′s the priority has been put on the economic development and administrative function. Under the circumstance, visual environmental field was dealt lightly and it resulted in undesirable environment. The techniques of Mordern Arts (Montage, Depeysment, Tromp L′oeil, P.O.P Art, etc.) helped Super Graphics appear in the urban areas. Environmental Art has been expended into the public space and people came to recognize the Arts as the "Street Art" or "Street as Gallery". Super Graphics has four types 1) Resident′s Super Graphics ; Minority groups came to maintain social equality and rights, in cooperation with each other. Such maintenance required general urbanites to form communities which gave birth to the community art, Mural Painting. 2) Environmental Super Graphics ; Beauty has come to be stressed in order to improve the quality of urban lives in the course of inescapable urban development. • Ecotourism is widely known to be a sort of alternative tourism which seeks to keep balance between conservation and development. Successful ecotourism is not just dependent upon natural/cultural resources but also the consensus-building and collaboration among actors involved in the development of ecotourist attractions. In this sense, the establishment of good local governance can be crucial to achieve both conservation and development which are incompatible one another. Governance is carried out through self-organising, inter-organisational networks, which is emerging as new forms of collective decision-making at local level. Governance leads to the development of different relationships, not simply between public/ nonpublic agencies but between citizens and public/nonpublic agencies. I represent some key dimensions to construct good local governance in ecotourism: i) the creation of socio-institutional milieu that facilitate interactions among actors related to ecotourism; ii) actors involved in ecotourism taking responsibility to play an appropriate role in their own position. I argue that interactive relationships and consensus-building between different actors can be promoted by collective actions such as the sharing of information and resources, co-education and co-training, and seminars. It therefore implies that local good governance cannot be established without local social capital based on trust and cooperation between actors.

  • In archival discourse, social memory has been discussed for some time. Despite this, however, theoretical studies have not been prolific at all in the Korean archival community. Many Western scholars have argued that archivists should consider memory rather than records for archival preservation because the inclusiveness of the former will fill the gaps in the latter. Social memory that is shared and transmitted across generations in society would include the stories of marginalized groups of people who are often neglected in official documents. Archivists can reconstruct the diverse narratives of a variety of social groups based on social memory, and this would be their social responsibility. In this sense, it is archivists who exercise power regarding how history will be written in the future because they determine what would be preserved in archives: mainstream culture with official records or a broader spectrum of diverse stories of people in society. From this perspective, this paper intends to understand how memory is discussed in archival discourse and to review how archives and history are associated with memory in theories and practices.
