As car-oriented road policies have been made forward so far, relatively pedestrians' walking conditions are so in poor environments that more than two thousand pedestrians die from car accidents every year. Pedestrians' walking right has been severely invaded like that. Pedestrians' walking right is a right that people are able to walk safely and comfortably in pleasant surroundings as long as they don't threaten the public safety, order maintenance, and welfare. The government has an obligation to provide safe, comfortable, and pleasant environments to pedestrians. Recently interests in pedestrians' safety are increasing, government-driven supports have been made to make safe, pleasant, and healthy walking surroundings. As poor walking condition improvement projects cost high, they should be progressed to accomplish maximal effects using finite finances efficiently, and post feasibility evaluations of the projects should be severely estimated. However site selecting indicators which satisfy with the goal for composing safe working surroundings have not been decided yet, though currently it has a legal basis to specify walking condition improvement sites by the Law for Pedestrians' safety and Comfort Increasement. Therefore this study focuses on suggesting improved ways for selecting sites where pedestrians' safe environment project by reviewing previous research. When project sites are selected, evaluation indicators related to awareness survey of residents and history should be excluded, and disaster safety assessments for walking safety facilities, latent human hazards and natural disasters like a strong wind are proposed besides evaluations on pedestrians' safety and walking environment for matching with the purpose of the project to make safe working surroundings.

Even though the unification of Risk Management hereby increased, there is the lack of strengthening function of Risk Assessment and securing independence. It needs to be required for the professional committee in Food Safety Policy Commission to develop as a exclusive office of Risk Assessment by separating from a policy decision. Administrative Branches should reinforce feeble functions such as fundamental investigation;research for carrying out Risk Assessment with securing efficiency throughout reassessment of prior Risk Management Means.
Human trafficking is a booming underground business and is the fastest growing and criminal activity in today's society. The use of coercion or fraud marks the territory of trafficking. Most people trafficked suffer constant threats, violence, and forced acts while imprisoned by their traffickers. Such human trafficking entails significant problems not only for the victims but also for the economies and community health. Large corporations overseas have also been known to partake in the sex slave industry. Another hidden cost to the global economy is the cost of law enforcement and anti-trafficking measures being implemented. Further, sex Trafficking carries many potential health consequences, one of the biggest risks is HIV infection. That means, sex trafficking is an engine of the global AIDS epidemic with one study portraying nearly fifty six percent of all sex slaves having HIV or AIDS. Therefore, many of people are being infected with HIV and many other diseases every day through contact with the sex slave industry costing millions to society and the global economy. in this study, the author presents a case study of trafficking against Nepalese women. Nepalese women being trafficked are found to have a high prevalence of HIV infection. In conclusion and discussion, a few of solutions needed to be addressed for controling human trafficking for sex slavery suggested.
Recently, our company has entered the modern knowledge company, government policy and regulation has a big influence on people's lives. Also, unlike in the past, I am hoping for administrative intervention as a problem peculiar to the environment, such as environmental housing problems, urban transportation problems, misuse problems, etc. and corporate pending issues. In this study, through the 10th year of the Seoul Special Citizen Judicial Police Force, if the local autonomy is a special envoy, it will try to present the correctness in the organization luck. As a measure to secure the nature of administrative action, the method of investigation was through the study of the execution process of administrative penalty and its result based on the statistical data of Seoul City. Therefore, we will analyze the process and operation of the 10-year organizational change of the Seoul Metropolitan Government's police force and examine how the police force of the people's livelihoods, which is a special investigation organization, is expanding its duties in order to strengthen the enforcement power of the administration. Also, we will make future-oriented suggestions to encourage the readjustment of the current relevant laws, such as the Ministry of Patriots and Veterans Affairs, and to actively accommodate the expected changes of the special law police organization in charge of the enforcement of the police system.

This study explores the roles of the police at the time of the National Police Headquarters with regard to counter-terrorism, and analyzed academic research trends of Studies of Counter-terrorism published by the same office between 1983 and 1990. Looking into them shows a fact firstly, that the most frequently appearing key words in common were "terrorism," "hostages," "measures," and "international," etc. Secondly, before and after 1988 Olympics, the key word "Olympics" was frequently addressed. Thirdly, looking at the difference by the year, the key word, "policies of defense and borderlands" was frequently addressed between 1983 and 1984, "terrorism against South Korea," and "civil aircraft" frequently addressed in 1985, and "corporate" in 1986. In 1987, the key word "terrorism trends" was addressed, and in 1990, "international terrorism," and "separatism" were used.
The technique of information-communication rapidly developed has made it possible for us to do business through Internet. Electronic commerce was increased rapidly by the explosive development of the inter and communication revolution. E-Commerce has created a fundamentally new way of conduction and will change drastically accepted ways of doing business. Normally international trade has been formulated in a way that exporters and importers meet face-to-face and contract and pay by letter of credits. For the global electronic commerce to vitalized, the outstanding matters should encourage the creation of infrastructure of information security and new models in the field of electronic payment systems, electronic commerce agreement for remedy, adapting electronic date interchange in transport documents and negotiability of electronic bills of lading. The payment systems such as electronic fund transfers, tradecard system and electronic letters of credits issued by SWIFT system permit the parties concerned(sellers, buyers ad service providers) to settle payment electronically. Still they are many limitations for complete international electronic transactions. The following measures have to be taken to vitalize electronic trade transactions. It is needed to acquire information security such as authenticity, integrity, non-repudiation and confidentiality. All kinds of documents need to be replaced by electronic date exchange and the legal structure of international convention, national law for electronic payment systems have to be completed. Also a detailed guide of the banking operation and developing rules for electronic letters of credits need to be provided to adopt eUCP rules for the electronic presentation of documents.

The current technological advances are changing the way people live. In the history of war in the past, nations or people with an edge in military science and technology have always been the victor. The emergence of new technologies not only alters war patterns drastically but also affects military operational concepts and organizational systems. As the paradigm of the security environment changes, developed countries are investing heavily in defense R & D for their security. Therefore, the importance of professionalism of the defense acquisition personnel who perform their tasks from the exploration and development of weapon systems to mass production, deployment, and logistics support cannot be overemphasized. In the United States, an advanced country in this field, to improve the work efficiency of acquisition personnel in the defense field, the Directive of Ministry of Defense issued a law on education and training career development for personnel in 1990. The present study refers to related materials, such as the Desk Guide for the main education requirements for the US acquisition personnel in the military field, which contributes to the improvement of the workforce of the acquired manpower after the systematic education system.
Traffic safety has been dramatically enhanced thanks to recent improvements in traffic environment. Nonetheless, many traffic accidents occur due to unchanging driving practices. Therefore, this study addresses the issues of traffic fine and penalty fine policies, and seek appropriate levels of traffic fines through a public attitude survey. For this purpose, a survey was conducted on 905 adult drivers over 20 years of age from 15 provinces and metropolitan cities. Analysis results are as follows. First, traffic environment in South Korea is generally not safe. Respondents perceive violation of traffic laws such as reckless driving, speeding and drunk and driving as an important cause. Second, 61.6% of respondents experienced over one speeding annually, but only 15.2% of respondents were caught in the last three years. Third, opposition to levels of traffic fines has decreased over the past, and responses were more positive when more information was provided. Fourth, to deter moral hazard of paying traffic fines to avoid traffic penalty points, traffic fines should be at least 50,000~70,000 won higher than penalty fines. Fifth, there was less opposition to implementation of accumulated penalty policy compared to income-based differential fine levels. Sixth, traffic fines for different types of traffic violations need to be reorganized. In conclusion, this study suggests the following policy improvements for the current traffic fine and penalty fine policies for violation of traffic laws. First, enough understanding and consensus must be developed for policy improvements. Second, administrative sanctions such as giving penalty points should be considered rather than financial sanctions. Third, there should be policy improvement for accumulative penalty. Current acts of traffic law violation should be reorganized.
In the police, crime intelligence is the basis of decision making for police's original activities in response to crime. Police decision making is done in various ways such as investigation and prevention of individual cases, allocation of resources, organization prioritization, etc. The purpose of this study was to investigate the activities of the UK policing in analyzing crime intelligence and to reflect them in the policing and to draw implications for the comparison with the Korean police. The UK operates a central police agency based on the local police system, and establishes a National Intelligence Model (NIM) system that operates crime intelligence throughout the country. In order to respond to crimes and risks through coordination and cooperation, rather than by centralized police activities, the intelligence department of the police agencies should not only prevent and suppress crime through the analysis of integrated crime information, but also make police decision-making. In contrast, the Korea police operate crime intelligence, such as statistics, case intelligence, and there is no integrated way to use it. In addition, there are few cases in which the organizational decision - making based on crime intelligence is utilized efficiently and systematically. For development, it is necessary to construct an integrated management system and analysis organization for crime intellgence. Criminal Intelligence Analysis Organizations should seek to reorganize the role of the current intelligence department or to operate a separate analysis system through the information system while maintaining the current role of each department.
Due to the rapid developments of South Korea, local communities have faced various social pathologies which generated more violent crimes and criminalized younger students. Several horrendous violences, such as a Kangneung Girl assassination assault case in July 2017 and a Busan Girls assault case in September 2017, happened only between young students. This ignited a public uproar and people were more interested in related national policies and voiced for stronger penalties in ways that punish student offenders and abolish the juvenile law. In this respect, various effective policies are needed to prevent the school violence and to eliminate the students' fear of crime. These are expected to create an environment where students could enthusiastically study in a safe environment. Focusing on elementary school students, this study seeks to empirically analyse the effects of their perception of local crime control governance on their fear of crime and, subsequently, to suggest policy implications which could prevent future school violence and juvenile crimes and reduce the students' fear of crime. The results of this study are as follows: First, the analysis of the general fear of local crime control governance and the fear of crime showed that elementary school students' trust in police officers had a significant effect on the general fear. Second, the analysis of the local fear of crime control governance and the fear of crime highlighted that their trust in the police, social ties, intimacy between the police and residents had a significant effect on the specific fear. Therefore, this study is applicable in reality in that it can contribute to the prevention of school violence and reduction of fear of crime by constructing local crime control governance.
