The study aims to measure and analysis the spatial equity of Medical welfare facilities for older persons and services, and, based on this, to seek the plan to secure the fairness. To this end, the research was carried out by converging the studies of geography and regional development for the equity of social welfare studies and space arrangement on types and functions of Medical welfare facilities for older persons. The main results of the study showed that, first, in case of the spatial arrangement(desire-to-service), Medical welfare facilities for older persons are located in all areas of cities(Si) and counties(Gun) but mostly existing in cities. Second, in case of the equity of regional distribution of Medical welfare facilities for older persons, it can say the equity in Gun is higher than Si, comparing the regions of Si and Gun. Third, in case of spatial equity of sanatorium for older persons, the spatial equity of care facilities for older persons showed statistical difference depending on the time required to reach the facility, but no difference on distance. This study made various suggestions based on the results of the above research, and suggested the necessity of convergence studies grafting technologies such as AI and the Internet of Things.

Stream cipher was worse than block cipher in terms of security, but faster in execution speed as an advantage. However, since so far there have been many algorithm researches about the execution speed of block cipher, these days, there is almost no difference between them in the execution speed of AES. Therefore an secure and fast stream cipher development is urgently needed. In this paper, we propose a 32bit output fast stream cipher, AA32, which is composed of ASR(Arithmetic Shifter Register) and simple logical operation. Proposed algorithm is a cipher algorithm which has been designed to be implemented by software easily. AA32 supports 128bit key and executes operations by word and byte unit. As Linear Feedback Sequencer, ASR 151bit is applied to AA32 and the reduction function is a very simple structure stream cipher, which consists of two major parts, using simple logical operations, instead of S-Box for a non-linear operation. The proposed stream cipher AA32 shows the result that it is faster than SSC2 and Salsa20 and satisfied with the security required for these days. Proposed cipher algorithm is a fast stream cipher algorithm which can be used in the field which requires wireless internet environment such as mobile phone system and real-time processing such as DRM(Digital Right Management) and limited computational environments such as WSN(Wireless Sensor Network).

Since 2004, the government has changedthe cost estimate system to one of an actual cost basis in order to calculate the optimum construction cost by reflecting changes in circumstance on the construction site in a timely manner. Currently, this is being applied to public construction work forover a billion won of actual cost data in estimation by contract unit cost. However, directly reflecting actual cost, which for large-sized construction work was originally an average unit cost, to a small building, entails the application of a low discount rate for the cost of materials, labor, etc. and therefore can frequently give rise to cases in which the actual cost of work performed exceeds the contract sum, which in turn causes problems such as decreased revenues, bad effectson business operation, productivity, etc. Therefore, to apply actual cost to small-sized construction work (less than a billion won), there should be a plan to modify unit cost in a manner that can reflect project scale, etc. in order to resolve the problem of unit cost application of actual cost to small-building construction projects. The unit cost modification model for proper actual construction cost in small-scale construction projects developed by this study will help to increase the relevant productivity and proper gain, preventing the aggravation of business operations. Organizations placing orders are also expected to be able to secure a more realistic construction cost in arranging the budget.
Our fisheries protucts industry has developed rapidly during past 10 years ; production was about twice: fihing fleets increased twice in number and 3 times in tonnage ; export was 5 times. Govermment is trying to develop deep sea fisheries in order to surmount the depression of coast fisheries. At present more than 270 deep sea fishing boats are working with superior skill to other country at the South Pacific, the Atlantic, the Indian, and the North Pacific Ocean. Our deep sea fisheries is consisted of the tuna long line and the trawler. The tuna long line of them has 230 crafts in 1969 ana the deep sea trawler has 40 crafts, too. Comparing to 1962, the number of the deep sea fishing boats has been increased highly to 54 times, 7.71 times average per year increasing rate. The rate of the tuna long line to the trawler at the end of 1969 shows 85:15, More than half of them are 100~200 (equation omitted), if we classify them according to (equation omitted) or boat craft. 70% of them has less than 5 years ships age. The Korean Marine Industry Development Corporation has more than 1/3 fishing fleets, with 91 crafts, if We consider it according to corporation. Considering it according to the financial resources, dependence upon foreign loan is as high as 88%. Catches was 74, 450 M/T ($24, 663, 000)at the end of November in 1969 and it was increased to 113.5 times in catch amount and 118 times in value, comparing to those of 1962. Considering it according to the ocean, the order is arranged to the Pacific, the Atlantic, and the Indian Ocean. The average production amount of each craft is 250~400 S/T a year. The result of export took up 1/3 of total fisheries product export with $ 22, 398, 000 at the end of november in 1969. Employee cost of fishing coast is 8% higher than other fishing. The profit is highest in our fisheries. Most of the products except the trawler fishing are sofa at the fishing grounds to the processing company, and they lose much money. They buy most of bait from Japan, giving $8~10 for 1C/S(10kg). Fish price is $390~520 according to the kind of fish for S/T at the fishing grounds, and the rapid frozen fishes brought to Japan are about $ 800 for S/T. There is much difference. in price. Problems 1. Want of self capital. 2. To get the refrigeration boats enough. 3. International Fishing Regulation. 4. To get high price and to secure consuming grounds. 5. To get home-production of bait. 6. To exploit new fishing grounds. 7. To get larger boats. 8. To get mariner enough. When the problems mentioned above are solved, the Deep Sea Fisheries of oun courtry will be developed more largely.

From the 1950s, the science parks were begun the composition as a way for innovation and commercialization in the world around developed countries. Since the 1980s, Korea also starting with quantitative investment in R & D for technology innovation, so far has been a continuous effort. Korea's patent creation level according to these R & D investment is already within the world's top 10, but the fact that the domestic technology trade balance appearing current competitive level compared to the developed technology is very insufficient. This means that the creation of economic value is low as compared with financial commitment. Therefore the plans to ensure the economic value through technology are required. As one of plans to do this for local economy activation through technical advances, constructing regional innovation systems and making science parks have been made. These science parks are required to develop the basic original technology in order to secure new growth engines, but the science parks in Korea are facing difficulties of performing research and development for regional industry advancement and local economy activation. Accordingly, this study attempts to organize the concept of 'science park' is similar but there is difference, and to compare institutions with similar functions based on regional innovation systems theory. In addition, the study is to obtain the application plans of basic original technology in science & research Parks through the model for overcoming weaknesses of Korea's innovation system and enabling organic cross-linking between institutions.
Design is a knowledge service industry that is undervalued in Korea despite its large impact on the development of high - tech industries such as national industrial policy and the fourth industrial revolution. In the design industry, the strategic outsourcing system collapses. This phenomenon is not confined to the domestic market, and the design service companies of design-developed countries such as Europe and the US are also struggling with the classic. Accordingly, some implications were found through the case study of domestic design projects, including overseas, that private companies are more concerned with design cost reduction and cost structure to secure liquidity rather than improving design quality level and pursuing innovation through design outsourcing. It is big. As design is a core competency of a company, internalizing core design tasks, and as products and services become platforms, regional design countermeasures have been reduced, which has led to a decline in the cost standard for large companies' design service outsourcing. In design service industry, design outsourcing is performed at the request of the client, and the service value of the outsourcing is received. In the early 2000s, the importance of design management led global consulting companies to pursue M & A rather than cooperate with design service companies, and Samsung Electronics and other large corporations acquired a large number of excellent design personnel and developed their own design management research institute. This study investigated the design service outsourcing cases of public and private companies (large corporations, midsize companies) widely in relation to the design service price criterion, and grasped the indicators of the actual size and level of the design industry. I will make suggestions about the value and direction of the global design industry through interviews with experts and literature on the changes and influences of these cost criteria.

The purpose of this study is to analyze the perception of elementary and secondary parents on 'Informatics' education to solve the various social problems that can occur due to the application of mandatory 'Informatics' subject and find the stable public education settlement plans. For this purpose, we conducted and analysis of questionnaire survey on 'Informatics' education for parents of elementary and secondary students who participating the SW education camp in K university. The major results of this study are as follows. Firstly, both of elementary and secondary parents show high interest in the SW education policy of the government, but they are showing distrust about the timeliness of the actual SW education policy and the support of elementary and secondary education. Secondly, both of the elementary and secondary parents showed high awareness of the necessity and importance of 'Informatics' education and they recognized that 'Informatics' education should be done in high school. Thirdly, parents of elementary and secondary school students perceive that there is not enough time for 'Informatics' education and both of elementary and secondary parents to secure teachers with professional competence as a leading factor for stable settlement of 'Informatics' education in public education field. In this study, we suggested the stable settlement plans in public education field based on the analysis results.
It is not easy to provide sufficient lead time for flood forecast in urban and small mountain basins using on-ground rain gauges, because the time concentration in those basins is too short. In urban and small mountain basins with a short lag-time between precipitation and following flood events, it is more important to secure forecast lead times by predicting rainfall amounts. The Han River Flood Control Office (HRFCO) in South Korea produces short-term rainfall forecasts using the Mcgill Algorithm for Precipitation-nowcast by Lagrangian Extrapolation (MAPLE) algorithm that converts radar reflectance of rainfall events. The Flash Flood Research Center (FFRC) in the Korea Institute of Civil Engineering and Building Technology (KICT) installed a flash flood forecasting system using the short-term rainfall forecast data produced by the HRFCO and has provided flash flood information in a local lvel with 1-hour lead time since 2019. In this study, we addressed the flash flood forecasting system based on the radar rainfall and the assessed the accuracy of the forecasting system for the recorded flood events occurred in 2019. A total of 31 flood disaster cases were used to evaluate the accuracy and the forecast accuracy was 90.3% based on the probability of detection.

Technology forecasting is about understanding a status of a specific technology in the future, based on the current data of the technology. It is useful when planning technology management strategies. These days, it is common for countries, companies, and researchers to establish R&D directions and strategies by utilizing experts' opinions. However, this qualitative method of technology forecasting is costly and time consuming since it requires to collect a variety of opinions and analysis from many experts. In order to deal with these limitations, quantitative method of technology forecasting is being studied to secure objective forecast result and help R&D decision making process. This paper suggests a methodology of technology forecasting based on quantitative analysis. The methodology consists of data collection, principal component analysis, and technology forecasting by logistic regression, which is one of the data mining techniques. In this research, patent documents related to autonomous vehicle are collected. Then, the texts from patent documents are extracted by text mining technique to construct an appropriate form for analysis. After principal component analysis, logistic regression is performed by using principal component score. On the basis of this result, it is possible to analyze R&D development situation and technology forecasting.
