CONSTRUCTION LOST-TIME INJURIES IN LAOS: AN EXPLORATORY STUDY

  • This paper presents a study on construction safety in the People Democratic Republic of Laos (PDRL). Fifty workers experienced certain injuries in their construction sites and 15 top managers were interviewed in twenty-six construction projects in Vientiane, the capital of PDRL. Research results show that stepping on and/or striking against objects (48%), struck by falling objects (24%), falling of persons (12%) are major types of construction injuries. The paper stresses that the ignorance of top managers about their crucial role in safety improvement, using safety incentive to raise safety performance, lack of thorough understanding about benefit from labor safety performance, and the willingness to cut off safety performance expenditures is considered as obstructions of safety improvement programs. The survey indicates that physical working conditions, relationship among workers, foremen behaviors and the monthly wage were influencing factors to worker's job satisfaction. The study also highlights afternoon as dominant time that led to a large number of injuries.

안전운전 유도를 위한 인센티브 제공 방안 연구 (A Study on the Incentive Method for Inducing Safe Driving)

  • 교통 체증, 교통사고 증대 등의 문제를 해결하기 위한 다양한 접근법 중 하나로 실시간 교통정보 제공을 통해 운전자의 효율적 운전 의사결정을 지원하여 교통 혼잡 개선을 유도하고 있으며, 민간에서는 주행 안전점수에 대한 운전자 보상으로 보험료 할인 등의 정책을 펼치고 있다. 이처럼 안전/환경적 주행에 대해 인센티브 정책과 관련된 다양한 선순환적인 대안들이 대두되고 있음에도 불구하고 안전/환경적 운전 시 어느 정도 규모의 인센티브 지급이 적정한지와 관련된 연구는 부족한 실정이다. 이에 본 연구는 설문을 통해 어떠한 요인들이 인센티브 규모 만족 여부에 영향을 미치며, 안전/환경적 운전을 가능하게 하는 인센티브 적정 규모를 이항 로지스틱 회귀모형을 활용하여 분석하였다. 운전점수 상승폭별 적정 지급 규모의 인센티브 값을 분석한 결과, 운전점수 상승폭 20점차일 때는 통행료의 0.4%, 운전점수 상승폭 30점차일 때는 통행료의 0.5%가 도출되었다. 운전자의 정보 공유 및 운전점수 상승에 대한 적정 인센티브 지급 규모를 산정을 통해 인센티브 최적화 및 인센티브 제도 실행 방안 마련에 도움이 될 것으로 사료된다.

건설업 협력회사 안전수준 향상 방안에 관한 연구 (A Study on the Improvement of Subcontractors' Safety Management System in Construction Industries)

  • Subcontractors have an increased risk of accidents compared to large contractors. Subcontractors' safety management system is in close association with workers in construction sites. Contractors should strengthen subcontractors' roll and responsibility and provide continual support to prevent an accident. And also these supporting system should be provided to subcontractors' headquarters as well as construction site. Contractors' priority management for subcontractors safety should be transferred from the post management for disciplinary action to the preventive management to improve subcontractors participation and safety performance. Subcontractors can not establish the safety management system with just a one time supporting only. Contractors support and monitoring should be provided to subcontractors regularly and continuously to establish their self safety management system. The subcontractors safety management system improvement program(SSMSIP) suggested in this study will be a effective supporting system for subcontractors to establish and improve their safety management system. If we carry out the objective and quantitative evaluations and supporting system such as SSMSIP and provide the consequential incentive program to subcontractors, it can contribute to the accident reduction.

  • The deaths caused by industrial accidents during the construction of the mortality rate is considerably higher than in other industries. To prevent such a disaster workers and to minimize unsafe behavior measures to be drawn, and construction companies recently to stimulate the emotions of the workers to participate in voluntary activities are safe. In this study, the construction workers can stimulate emotions and activities on the environment by examining the preferences of the workers on-site management will want to take advantage. This study revealed that the construction workers prefer the incentive most and then working environment.

  • The articles of food is very important things to human. Since PL Law came into effect in July of the last year(2002) in Korea, many domestic firms have taken great interests in PL. And the purpose of PL Law is to provide a means for those injured by defective products to receive redress. Additionally, enterprises get to place more importance on the safety of the products, which led to improvement in competitiveness and enhancement in quality. Consequently customers can get better products. So, it aims not only to compensate the injured by defective products but also to act an incentive to maker $s^pliers of food to make their products more safe. Therefore, this study was aiming to analyze the expected risks to articles of food after the enforcement of PL Law, and to establish a defending plan.an.

  • 서울의 경우 세계의 초대형도시에 못지않은 막대한 세대수를 보유하고 있으나, 지금까지 기존의 주택을 활용하거나 재이용하기 보다는 새로운 주택을 건설하는 등 성장위주의 주택정책으로 인해 기존 공동주택을 유지하고 재이용하는 정책개발에 대한 노력은 미비하였다. 서울의 아파트 또는 분당, 일산 등 1기 신도시가 건설된 지 약 20년이 되는 등 개보수가 필요한 수선주기가 다가옴에 따라 기존의 품질을 유지하고, 안전하게 활용하기 위해서는 기존 공동주택의 유지관리를 유도할 수 있는 론(loan) 보조금 세금우대프로그램 등 금융지원이 절실한 실정이다. 따라서, 본고에서는 세계적인 거대도시로서 다양한 주거형태를 보이고 있는 뉴욕시와 도쿄도의 론 보조금 세금우대프로그램 등 금융지원체계를 비교 분석하여 국내에 유지관리금융지원방안을 제안하였다.

동일업종 그룹 계열사의 사업장 규모 및 작업형태별 안전문화 특성연구 (A Study on the Characteristics of Safety Culture by Workplace Size and Work Type in the Group Company)

  • The government operates autonomous safety management activities in the regulated safety management in order to prevent industrial accidents. On the other side, companies are promoting safety management in the workplace, such as improving the safety level of the safety system, but the major reason for the accidents is safety ignorance in the event of big accidents. This study aims to improve the safety culture level by analyzing the difference in safety culture among six workplace sites in the manufacture of food products and drawing the improvement point. The main result is as follows. In order to enhance the safety level of the safety system, it is necessary to minimize the number of systems to be implemented, and to strengthen the small safety management activities that workers participate directly in the workforce, and the incentive policy for the promotion of the safety management activities should be coordinated by each group. Due to the high proportion of female workers, the proportion of female workers should be encouraged to actively participate in the safety of women, thereby improving safety culture levels and improving safety awareness through customized safety education. By learning work procedures through theory and practice, the level of safety culture should be increased. Employees voluntary safety participation activities should increase the level of mutual safety culture. Depending on spontaneous safety participation activities, one should promote safety culture enhancement activities by enhancing the safety level of the safety culture and enhance safety culture through safety awareness, and promote safety culture and procedures for improving safety culture.

실업자 보호정책의 개편 방향: 실업급여와 연금 통합을 중심으로 (Toward A New Scheme for Unemployment Protection - UI Benefit vs. Self-insurance Through Borrowings -)

  • 본고는 저축을 통한 자가보험이나 실업급여가 현실적으로 제한되어 있는 상황에서 실직자에게 실업급여뿐 아니라 미래 연금을 담보로 한 대출을 허용하는 새로운 실업자 보호 제도를 제시하고 그 실증적 효과성을 패널자료에 의해 분석하고 있다. 이 제도는 실직자들이 미래 소득을 담보로 대출을 받아 효과적 자가보험을 갖도록 함으로써 실업급여에 비해 구직유인을 유지하게 할 뿐 아니라 소비 균등화 및 실직위험 부담 완화를 꾀할 수 있도록 한다. 본고는 경제활동인구조사에 근거한 1998~2002년 패널자료를 이용하여 시뮬레이션하였고 그 결과 기존 실업급여제도 하에서 보조를 받고 있는 저학력 계층도 실업급여보다는 연금담보 대출을 더 선호한다는 사실을 보고하고 있다. 이 결과는 연금담보 대출의 소비 균등화 및 구직유인 강화에 의한 후생증대 효과가 매우 강력함을 시사하고 있으며, 제한적인 효과밖에 갖지 못하는 기존 실업급여제도를 대체할 수 있는 새로운 실직자 보호정책 대안이 될 수 있음을 보여주고 있다.

병원 약사들의 위해약물 안전 수칙의 인지도 및 수행도에 대한 조사연구 (Survey for the Recognition and Performance rate in the Hospital Pharmacists on the Safety Rules about Hazardous Drugs)

  • The objective of this study was to evaluate the recognition and performance rates about the safety rules on hazardous drugs among the selected pharmacists. The 160 pharmacists working in 4 general hospitals and in the other 4 institutions specialized in the oncology division were surveyed through mail. Among the 137 respondents to the survey (response rate 85.6%), 111 pharmacists (81%) had recognized the terms of 'hazardous drugs'. In categories of vaccines and hormones, the degrees of the recognition rate were much lower than the cytotoxic medications. It was surveyed that the degree of recognition and performance of safety rules on injectable drugs were higher than the disposal and noninjectable medications. The higher recognition rate of the safety rules made the higher degree of performance. These results were expected to provide the incentive for guidelines on handling hazardous drugs based on Korean healthcare system.
