This research examines performance evaluatees' opinions regarding the institutional performance evaluation systems of Government S&T Research Institutes (GRI). Research methodology is as follows: first, four perspectives of Kaplan & Norton (1992) Balanced Scorecard Model are revised into six perspectives suitable to GRI's characteristics. Second, experts classify current performance evaluation measures into the six perspectives. This enables different evaluation systems of three GRI evaluation groups to be compared under the same evaluation measures. Third, GRI's evaluatees are asked to allocate ideal weights on the performance measures. The evaluatees' weights are compared with the weights of current performance measures, and the characteristics of evaluatees' opinions about current performance evaluation systems are analyzed. Results are as follows; first, six perspectives for Korean GRIs are financial, long-term outcome, short-term outcome, strategic direction, project management, human resources perspectives. second, GRI evaluation systems put the most weights on the long- and short-term outcome perspectives and the least weights on the financial perspective. This result complies with theoretical model: in performance evaluation of GRIs, the customer perspective is the most important one while the financial perspective is the least important one. Third, evaluatees think that the long-term outcome perspective of the Basic-technology GRI group and the short-term outcome perspective of the Applied-technology GRI Group needs more weight. Fourth, it is found that the current systems have more weights on the project management and strategic direction perspectives than evaluatees think. The possible explanation of this result would be that since the measures of these perspectives are relatively easier to set up than those of other perspectives, the current systems contains larger number of measures and, accordingly more weights.
The objectives of the study were to determine 1) energy uses for residential requirements, 2) if energy consumption and adoption of energy conservation attitudes and practices vary with independent variables family size, stage of family life cycle, homemaker's level of education, income, heating system, and number of electrical household items, and 3) if there is a correlation between energy conservation attitudes and practices. Questionnaires were given to the randomly selected homemakers I Seoul in the summer (September, 1979) and the winter (February, 1980). Analysis of variance and correlation were used to analyzed the data which consisted of 537 usable responses of 895 returned in the summer and 554 responses of 794 returned in the winter. The results are as follows: 1) The order of consumption rate of the direct energy uses for residential requirements was found to be heating and air conditioning, cooking, refrigeration, T.V., lighting, and miscellaneous. 2) Energy consumption and adoption of energy conservation attitudes and practices were significantly related to family size, homemaker's level of education, and the stage of family life cycle. (1) Families of five members revealed higher scores in attitudes and practices than families less than five or more than six. (2) The higher the homemaker's level of education, the more energy consumption and the higher scores I attitudes and practices were found. (3) Families in the middle stage of family life cycle tend to use more energy than younger or older families, but their scores in attitudes and practices were high. 3) There was a significant correlation between energy conservation attitudes and practices. However, the scores of the conservation practices were not as good as the attitudes. It may be attributed to either a lack of knowledge and/or financial difficulties, or a dissonance between the concept and implementation of energy conservation. 4) Recommendations for the energy-saving and energy-related public policies are: (1) to use such human resources as attitudes, values, feelings of agreement, and cooperation, as well as nonhuman resources for the energy conservation, (2) to develop a educational program and a creative system I order to implement energy conservation programs, and (3) to consider direct as well as indirect energy uses I selecting goods and services.
In technology economic theory, technology innovation through R&D is regarded as a core element of economic growth. This research analyzes how R&D input factor (R&D as a percentage of GDP, total number of researchers, the proportion of science and engineering degree) affects GDP, economic outcome variable, through mediating variable (S&T papers, patent registration). The most effective variable among R&D activity variables is following order: the number of S&T papers (0.967), the total number of researchers (0.373), the proportion of R&D expenditure (0.191), the number of patent registration (0.049), the proportion of science and engineering degree (0.007). It is that the proportion R&D expenditure and the total number of researchers shows greater indirect impact through S&T papers and patent than the direct impact on GDP. This implies the importance of high-quality human resources training and the necessity of maintaining the scale of R&D fund or the importance on GDP. Moreover, S&T papers turns out to have the greatest effect on GDP and implies new outcome and value by sharing and expanding new knowledge and technology created by R&D
In the 21st century, the era of artificial intelligence, it is demanded to make a change of the paradigm of education by the recent impact of the 4th industrial revolution. The education up to now has emphasized knowledge, meanwhile the human resources for the future are required to be armed with four C's: critical thinking, creativity, communication and collaboration capability, rather than being equipped with just knowledge. That is because the future society demands such abilities, especially the creativity of each individual. At this point, we are asked to consider the aim of education and teaching methods. In school education, students are to be respected and considered able to develop their potentials by themselves. They shouldn't be estimated by tests in the process of learning as they are now. We reconsider the aim of education here by taking a look at Whitehead's opinions and the present educational situations.

A startup airline is motivating its flight attendants to do voluntary and effective safety behavior as well as setting up safety culture in its organization at the same time in the early stage of revenue-flight service due to the lack of flight operation experience compared to competing airlines. Based on the sample of flight attendants from a startup airline, this paper tried to perform empirical analysis which focused on relationship among safety leadership, safety motivation and safety behavior. According to empirical analysis, it was proven psychological resources had a significantly positive effect on work engagement. Work engagement is proven to have a significantly positive effect on both flight attendants' safety motivation and their safety work. It was also implied that flight attendants couldn't understand a contradictory attitude of their leaders because leaders had them focus on safety work engagement while not providing enough human resource and capital. In addition, it was found leader's excessive emphasizing safety policy might not result in flight attendants' safety behavior.
To achieve the "low carbon green growth" vision, the first step is securing core technologies. Therefore, S&T policy direction for green technology development is urgently needed. As of 2008, investment in green technology (GT) development hovered around 10% of the government's total R&D budget. Thus, the Korean government developed a plan to increase that percentage to 15%, by 2013. To develop reasonable investment strategies for green technology development, targeted strategies that reflect technology and market changes by green technology area are needed. However, the overall planning and coordination of national GT development is currently split among, approximately, 10 government ministries. To establish an efficient green technology development system, the so-called "Green Technology R&D Council" should be launched in collaboration with the Presidential Committee on Green Growth and the National Science and Technology Council. Furthermore, to build a solid foundation for commercializing the outcomes of GT development projects and promote GT transfer, the government should undertake two initiatives. First, the government should reinforce GT R&D performance management, by establishing a GT R&D performance management and evaluation system. Second, the government should implement the "customized packaged support for promoting green technology business rights and commercialization" and present "e-marketplace for market-oriented green technologies". Creating a pan-ministerial policy for GT development policy would necessitate restructuring the HR(Human Resources) development system, which is currently separated by technology area. Based upon mid/long-term HR supply and demand forecasts, the government should design differentiated HR development projects, continuously evaluate those projects, and reflect the evaluation results in future policy development. Finally, to create new GT-related industries, the "Green TCS (Testing, Certification, and Standards) System" needs to be implemented. For objective evaluation and diffusion of R&D results by green technology area, a common standardization plan for testing, analysis, and measurement, like the "Green TCS", should be developed and integrated.
Purpose: Maintaining a lifelong health is very important. The purpose of this study is to know the perception of youth about health teacher's servant leadership, student's self-efficacy, and health promoting behavior, and the relationship among the variables. Methods: This study used surveys of health teacher's servant leadership, student's self-efficacy, and health promotion behaviors. The subjects were 1,286 elementary, middle and high school students. PASW Statistics 18.0 was used in the data analysis. Percentage, mean and standard deviation, t-test, and ANOVA test were used to compare the difference of the health teacher's servant leadership, student's self-efficacy, and health promotion behavior according to the background variables of the subject. Results: There was a statistically significant difference in the perception of youth about health teacher's servant leadership, student's self-efficacy, and health promotion behaviors according to school level, establishment type, and grade. There was also a statistically significant difference in the perception of youth about student's self-efficacy and health promotion behaviors between male and female student. In addition, student's self-efficacy serves as a positive mediator to the effects of health teacher's servant leadership on student's health promoting behavior. Conclusion: Based on these results, it needs to implement the human resources and policy support for the systematic health education of elementary, middle, and high schools, the development of the program for the teacher's servant leadership, and the health promotion of students in curriculum.

The purpose of this study was to investigate 119 rescue party's violence experiences and to analyze their responses of violence experiences based on the pre-hospital emergency medical field. Data were collected from the self-administered survey of 226 rescue party in Jeollabuk-do area in Korea from January 1 through March 2, 2009. The data were analyzed by descriptive statistics and logistic regression analysis using SPSS Win 12.0. The results were as follows: first, all of 119 rescue unit in the pre-hospital emergency medical field reported that they got violence experiences more than once a week, and 62% of rescue team were exposed to physical violence. Patient's factors that caused violence were drug abuse or alcohol(56.2%), on the other hand rescue party's factors were shortage of human resources. Second, 42% of the respondents replied that they did not have any educational experiences for prevention and coping methods about violence within 5 years. 77.4% of those surveyed indicated that they wanted to receive specific educations which can prevent and cope with violence. Third, the mean value of total violent response scores was 2.53, and emotional response score was 3.2, social response score was 2.22, and physical response score was 2.17. Fourth, violent response score related to general characteristics proposed that physical(t=-2.08, p=o.38), emotional(t=-7.13, p=.006), and total responses(t=-4.764, p=.000) were statistically significant. And emotional(t=4.257, p=.000) and total responses(t=8.1330, p=.000) related to age were also statistically significant. Finally, among current tenure qualification scores, social response(t=9.987, p=.012) and total score(t=8.130, p=.000) were statistically significant. Between fire departments, violent response score suggested that physical(t=9.987, p=.000), emotional(t=2.433, p=.012), social(t=6.738, p=.000), and total score(t=5.943, p=.000) were statistically significant.
Pidan and salted duck eggs are of nutritional rich alternative duck egg products which are predominantly consumed in China, Thailand, South Korea and other Chinese migrated countries. Both eggs are rich in proteins, lipids, unsaturated fatty acids and minerals. A Pidan whole egg contains 13.1% of protein, 10.7% of fat, 2.25% of carbohydrate and 2.3% of ash, whereas the salted duck egg contains 14% of protein, 16.6% of fat, 4.1% of carbohydrate and 7.5% of ash. The fresh duck egg contains a range of 9.30-11.80% of protein, 11.40-13.52% of fat, 1.50-1.74% of sugar and 1.10-1.17% of ash. Proteins, lipids, and ash contents are found to be greatly enhanced during the pickling and salting process of pidan and salted duck eggs. However, the alkaline induced aggregation of pidan leads to degradation and subsequent generation of free peptides and amino acids. Very few amino acids are found to be lost during the pickling and storage. However, no such losses of amino acids are reported in salted duck eggs during the salting process of 14 d. Phospholipids and cholesterol contents are lower in pidan oil and salted duck egg yolk oil. Thus, the pidan and salted duck eggs are nutritionally rich alternatives of duck egg products which will benefit the human health during consumption.
Lactoferrin(Lf) has the function of modulation in the host defense systems, including cytokine production and immune responses. We have tested the effect of Lf and Lf ydrolysates(Lf-H) on the productions of tumor necrosis factor-${\alpha}$(TNF-${\alpha}$) and nitric oxide(NO) in macrophage cells. Lf from Korean native cattle(K-Lf) and hydrolyzed K-Lf(K-Lf-H) increased the production of TNF-${\alpha}$ in RAW264.7 cells with dose-dependency. Bovine Lf(B-Lf), human Lf(H-Lf), and its hydrolysates did not induce either TNF-${\alpha}$ production or NO production. On the other hand those didn\`t affect on the production of TNF-${\alpha}$ in lipopolysaccharide(LPS)-stimulated RAW264.7 cells. K-Lf induced the production of NO similar to its role on the TNF-${\alpha}$ production.
