  • This study was conducted to analyse climate change impact on agriculture infrastructure and propose improved measures on vulnerable areas. Recently, Climate change has resulted in damaging effects on agricultural fields through increases in drought intensity and flood risk. It is expected that this impact will increase over time. This study shows that Gyeong-gi and Chung-nam provinces are affected by drought and Gyeong-buk and Gyeong-nam provinces are affected by heavy rain. However, there are also regional variations within each province. Agricultural infrastructure affected by drought may also be affected by heavy rain. Increased damages on the infrastructure due to increased extreme weather events require preventive measures especially in vulnerable areas. In order to minimize the damage by climate change, we need to introduce a reform in the system which selects project region by analysing climate change impacts. Furthermore, impact assessment of climate change from projects such as 'water supply diversification', 'flooded farmland improvement', and 'irrigation facility reinforcement' also need to be adopted to improve the measures. The results of this study are expected to provide a foundation for establishing measures on coping with climate change in the agricultural sector.

  • This study is to suggest the improving methods for rural community centers by analysis of 30 community centers in Samnangjin-eup, Miryang city, Gyeongnam. To fulfill this purpose, the facilities, usable condition and management system were examined. The user needs and level of satisfaction were also investigated through the interviews with 858 citizens. The average size of the centers is $96m^2$, and 73% of them are one-story buildings. Women use the community center more frequently than men in ratio of 6:4. 43.4% of interviewees visit the center 1 or 2 times a month, but on the other hand 27.4% of them use the center almost every day. Recess is surely the main purpose, and health care and community meeting are next two reasons. 67.8% and 72.4% of them are not satisfied with the inside and outside of the community center respectively. The interview results demonstrate that the most important issue is the lack of facilities. To improve the community centers in Samnangjin-eup, first of all, various kinds of indoor and outdoor facilities must be equipped. Secondly, considering the center is the core of rural community life, the qualitative improvement in accommodation is also needed as well as facility diversification. The efficiency of space utilization is another issue. A small piece of land or abandoned space must be utilized. Moreover, it is very critical that the users are mostly seniors and elders, so improvements of facilities will be executed in terms of safety and convenience. Finally, administrative and financial support should be made for the people, so as to maintain the the rural community center on their own.

And because of an exodus from agricultural area caused by industrialization and a fall of agricultural farm price as a result of domestic agricultural market opening in accordance with FTA, in 2004 Korean government excuted the integrated rural-village development plan as a measure to provide more support for agricultural villages. The integrated rural-village development plan means that inter-connected with villages which have potnetial and developed it as a unit of small-zone, also we can assume it a Down-up development type because residents participate and lead this plan directly. But, this plan made progress rapidly as a countmeasure of government so, it needs to evaluate for completed project area and make an improvement for a sustainable undertaking. Therefore, this study categorized project contents systematically into two parts of Hardware and Software, after that composed of 4 large-parts, 13 mid-parts and 43 small-parts from Inje-Yongdai zone which was designated for an integrated rural-village development plan in 2004.
