Adoption and Future Tasks of Nationally Important Agricultural Heritage System for Agricultural and Rural Resources Conservation (농업·농촌자원 보전을 위한 국가중요농업유산 도입과 향후 과제)

  • The paradigm of agricultural and rural policies has shifted from food production and profitability to the competitiveness of rural areas through the discovery, grants and use of the agricultural and rural resources' potential value. This study aims to discover the value of the agriculture and rural resources and intend to offer the method for discovering resources and its value as the agricultural heritage. To this end, the functions and values of the agricultural and rural resource, the criteria and procedure of Globally and Nationally Important Agricultural Heritage System which is leading institutions were investigated. The policy implications were proposed in the process and series of steps of discovery and evaluation of the pluralistic value of the agriculture and rural resources and agricultural heritage designation and management.

Investigations and Analyses of Duck Breeding Facilities in Jeollanam-do Province, Korea (전남지역 오리 사육시설 실태 조사 및 분석)

  • Number of duck and its breeding facilities have been steadily decreasing for financial and social issues in Korea. Therefore, the 'turning point' for duck industry is strongly demanded. In this study, the questionary survey was carried out to provide backgrounds for developing policy and technology for duck breeding farms. The questionary survey aimed to investigate the information of operation strategy of farm, ventilation, cooling and heating. The total number of survey respondents was 74. In case of facility type, 55.4% of respondents stated they used greenhouse type, 31.3% for winch-curtain type, and 2.7% for windowless type (mechanically ventilated facility). More than 85% of the facilities were using 'natural ventilation', it meant that these situation can restrict the not only environmental control but also the supply policy for 'smart farm' of the Government. 44.6% used the combination of the cross-ventilation method and roof-ventilation method for ventilation operation in summer season, and 31.1% followed only the cross-ventilation method. In case of winter season, 36.5% used the cross-ventilation method, and 33.3% used the combination of cross and roof-ventilation, method. For the ventilation strategy, about 86.5% depended on farmer's experience. In case of heating and cooling, 79.7% were using kerosene heater for winter season, and 43.2% were using mist-spray for summer season, respectively. More than 75% stated that cooling and heating strategies were based on farmer's experience. From the analyses of the survey results, a few proposals for developing policy and technology for duck breeding farm was suggested.

Geographical Distribution of Physician Manpower under the Influence of Public Health Physician (의사인력의 지역간 분포양상 및 공중보건의사의 영향)

  • The purpose of this research is to assess the geographical distribution of physicians and dentists and the degree of maldistribution of the physician. Data were obtained form the Korean Medical Association's report on physicians registry and census for 1990. To assess the degree of disparity in the rural-urban distribution of physician manpower and to identify changes in the distribution pattern, the Gini index of concentration was used. Major findings are as follows; 1. Urban-rural disparity in the distribution of physician manpower exists in all categories of manpower, i.e. physician, dentist, oriental medical doctor, general practitioner, medical specialist, practitioner, public health physician and public health dentist. Urban area which had 74.4% of nation's population, accounted for over 90% of all physician manpower. 2. In terms of the ration of physician manpower per 10, 000 population, in urban area, they were 8.2 physicians, 2.7 general practitioners, 5.5 specialists, 3.0 practitioners, 1.8 dentists and 1.3 oriental medical doctors. In rural area, the ratios were 1.4 physicians, 0.6 general practitioners, 0.9 specialists, 1.0 practitioners, 0.4 dentists and 0.4 oriental medical doctors. 3. Gini indicies computed to measure inequality of physician manpower distribution were 0. 3675 for physicians, 0.3372 for general practitioners, 0.3338 for specialists, 0.2263 for practitioners, 0.3132 for dentists and 0.3293 for oriental medical doctors. 4. Inspite of increase in the number of physician manpower, urban concentration of physician manpower intensified from 1980 to 1990. However, the Gini index for all physician manpower fell by 18.3~36.7% from 1980 to 1990, indicating more even distribution. 5. In rural area, the public health physicians and dentists had increased the ratios of physicians, general practitioners, practitioners and dentists per 10, 000 population remarkebly, and had decreased the Gini indicies of physicians, general practitioners, practitioners and dentists. Thus, public health physicians and dentists contributed to improve the distribution of physician manpower in rural area. Based on the results of this study, long-term and rational manpower policies should be developed to solve the problem of geographical maldistribution of physician manpower as well as short-term policy for inducing physicians to the rural areas.

Policy Measures for Improving Health Care Services in Rural Areas (농촌보건의료서비스 향상을 위한 제도 개선방안)

  • Korea has made a rapid economic development since the last three decades. This has helped Korea narrow the gap in health service differences in resource availability and in quality of care. However urban and rural differentials are still remarkable. This study has maintained that health status of rural residents is inferior to that of urban dwellers. Therefore, this study was carried out to develop policy measures for improving health services in rural areas. In order to achieve the objective of this study the authors collaborated closely and made field visits, interviews and conducted an extensive literature review regarding rural health services. The following policy options are recommended as a summary ; First, the quality of rural health personnel is a single most important factor influencing the level of rural health services. An innovative program for public health doctors to the internship and/or residency training program such as specialty board program of family medicine. Second, dissatisfaction regarding employment of public health doctors is problematic. More rational employment and deployment programs are needed to meet their personal desire. One way to do this is to make it wide open and competitive. Third this study shows how to increase physician productivity in the rural public health sector. Incentive system needs to be elaborated for the career development of rural health workers. University linked job opportunity as clinical professor is an example. Fourth, without straightening the function of health centers and subcenters, the future of rural health services is doomed to failure. Straightening primary health care is one way to enrich the program of public health facilities and reactivating the operation of health center/hospital is another. A close linkage of public facilities with private hospitals is a minimum requirement for the operation of health delivery system within a health district. Fifth, some measures are urgently required to enhance hospital services in medically underserved areas. Financial subsidy, tax exemption, long-term public loans and higher priority of health manpower deployment are some of them. Sixth, new health programs should be in tiated to meet changing needs of peoples in rural areas. Home health care program, hospice program, nursing home, residential program for the elderly are recommended.

Enactment of the Fundamental Act on Cooperatives and Its Implications for Rural Development Policy (협동조합기본법 제정 및 시행의 시사점과 농촌 정책의 과제)

  • The Cooperatives Act was enacted. This enabled people to establish easily cooperatives at various fields. A cooperative is an important vehicle for rural community development. Therefore, the enactment of the Cooperatives Act can be a significant chance for rural policy. The Cooperatives Act have made three significant changes. First, cooperatives can start businesses at all the fields except for financial and insurance business. Second, requisites for people to establish cooperatives have been alleviated exceptionaly. Third, the Cooperatives Act introduced a new cooperative organization, social cooperative which aims to serve the socially excluded class. The self-help approach places rural community members at the core of a development process with two goals: to improve the quality of life within the community and to facilitate the community's capacity building. Community cooperatives contribute to accomplish those goals. One of the roles for cooperatives is to provide products and services at competitive prices. Providing a good or service at a competitive price bcomes increasingly important in some rural communities declines. Cooperative development processes have bic impacts on the ablility of community members to increase human asset and social capital. We conducted a survey targeting rural community businesses to grasp inclinations toward establishing cooperatives. The Cooperatives Act has gained low level of recognition. But so many community businesses wanted to establish cooperatives. This means there is a possibility for many community businesses to establish cooperatives without sufficient understanding. We suggested some policy issues for coping with this situation, as followings. First, the governments should provides rural community residents with opportunities to learn about cooperatives. Second, the current legal systems and regulations about business and social service should be reviewed to do away with the possible discrimination between the new cooperatives and the other forms of incoporation. Third, the cooperation of cooperatives should be encouraged and facilitated in rural communities.

An Ethnography on Educational Activities of Three Middle Schools in Rural Area (농산어촌지역 교육의 특성과 문제점 분석 -세 학교에 대한 문화기술적 접근-)

  • This paper was to study characteristics of school types based on classification of rural areas. This study tried to provide basic data for implementing the development of rural education policy for the community unit by classifying and analyzing administrative districts. For the purpose, the researcher carried out literature reviews and selected three schools considering the gaps in size and location of rural community. The researcher interviewed teachers and parents, to gather information about rural education, and conducted participant observation on educational activities. As a result, this study showed each rural school has its own distinct characteristics by the school types corresponding to each rural community. Characteristics with school types were influenced by school location, possible migration into the cities, possible opportunities of private tutoring, school size, social class distribution, socio-economic status, dwelling pattern of school teachers. In conclusion, it is important that the educational policies for rural area consider the different characteristics of rural schools.

Landscape Assessment and Interpretation in Rural Area Through Analysis of the Physical Housing Environments -Focused on the Province Gyeonggi- (농촌의 물리적 주거환경 특성분석에 따른 경관평가와 해석에 관한 연구 -경기도 농촌을 중심으로-)

  • Physical housing environments of the rural area including houses and its connected facilities have much changed for decades. Such changes had an effect on the landscape of the rural area to much extent. As houses were renovated or rebuilt in rural area, the landscape were also remade. It could be expected that these changes of the physical housing environments are related with both urban developments and demands of the rural area itself. Thus, some rural areas in Gyeonggi province as the most related cases with urban area were chosen for a case study. On the methodology of the landscape assessment, the landscape factors related with housing environments were reviewed and some connected queistions were also interviewed. Landscape Assessment should include various social and cultural aspects, but in this thesis the visible factors are integrated. So considering many support policy oriented for physical investment and improving in rural areas, landscape assessment and interpretation are very helpful and meaningful.

Economic Analysis on Rural Amenity-Based Green Tourism (농촌 어메니티자원을 활용한 그린투어리즘의 경제성 분석)

  • This paper aimed at identifying rural amenities valuable in terms of marketed value and economic analysis of green tourism so as to develop policy instruments for new rural communities. We conducted the case study on Jik-Dong rural community in Taejeon city and estimated income effects of green tourism and internal rate of return of investment for rural amenity facilities. The research results are as followings; (1) green tourism participant will spend the worth of 50,392 won per person, (2) earnings from green tourism amounts to about 2,471 thousand won per household, (3) internal rate of return of green tourism investment is estimated as 7%. The strategies far green tourism is suggested as follows; (1) rural amenities should be well maintained for green tourism infrastructure (2) measures to internalize the value of rural amenities should be developed for market oriented peen tourism (3) effective program for inducing visitors with purchasing power should be designed.

Supporting Policy Scheme for the Youth's Entrance to Farming in Japanese (일본의 청년 신규 취농 지원 정책과 시사점)

  • For 20 years, Japanese government have been pushed forward supporting policy measures for youths who wanted to start farming. These measures made up a systematized scheme and brought out some effects. In this paper, those scheme are introduced and analyzed. Those are composed of several measeurs as following: vocational edcucation and training, internship program, direct payment for livelihood, and governmental subsidies for investment. Japanese scheme can be evaluated as a good policy in the view of Korean situation. There is no systematic policy program for youth's entrance to farming in Korea.

Development of Rural Ecological Landscape Management Indicator considering Ecosystem Service Value (농촌경관 생태계서비스 가치를 고려한 관리지표 개발)

  • The interest on rural ecological landscape has recently grown on the part of policy makers for rural development. While considerable efforts and resources have been invested to preserve and utilize rural landscape, we still lack a systematic means to quantify and evaluate ecosystem service value of the rural landscape and management status. So this study suggests rural ecological landscape management indicator considering ecosystem service value. It consists of 28 criteria and 107 subcategories, which can be applied to rural village. And We have applied ecosystem service value assessment and resident's management status on three villages, Moondang village, Yonggye village, and Sesim village.
