In general, the detection of the vehicle license plate is a previous step of license plate recognition and has been actively studied for several decades. In this paper, we propose an algorithm to detect a license plate area of a moving vehicle from a video captured by a fixed camera installed on the road using the Convolution Neural Network (CNN) technology. First, license plate images and non-license plate images are applied to a previously learned CNN model (AlexNet) to extract and classify features. Then, after detecting the moving vehicle in the video, CNN detects the license plate area by comparing the features of the license plate region with the features of the license plate area. Experimental result shows relatively good performance in various environments such as incomplete lighting, noise due to rain, and low resolution. In addition, to protect personal information this proposed system can also be used independently to detect the license plate area and hide that area to secure the public's personal information.
In this paper, the new improved method for photovoltaic system was studied available for a lighting load by measuring the state of charge of lead-acid batteries. Photovoltaic systems has been evaluated as one of the most new and renewable energy and especially, the Stand-Alone Photovoltaic system has been used to a street light, a road sign light, an air caution light, an emergency call. Many Stand-Alone PV system are installed by a group. Although the pre-installation cost of PV system is high and it has not been operated due to the absence of optimal management standards. In this paper, it is proposed a new operating method by the measurement of lead-acid battery's SOC with a Ah balancing.
본 연구는 현장에서 발생한 가로등 화재에 대한 원인을 규명하기 위한 것으로 검증실험과 다양한 분석을 수행하였다. 이물질이 부착된 250W 메탈할라이드등은 $410.4^{\circ}C$로 급격하게 온도가 상승하였다. 따라서 환기 및 방진에 대한 개선이 요구된다. MH 램프에 의한 열은 발광판에서 유리구, 등기구로 이어지며 확산되었다. 메탈할라이드등의 사고원인은 등기구 내부의 이물질이 침적되어 축열 및 화재로 이어진 것으로 추정되며, 등기구의 설계에 있어서 외부 이물질 또는 분진이 침적되지 않으면서 축열이 되지 않는 구조 개선이 요구된다.
PURPOSES : The purposes of this study are to compare the day and night characteristics and to develop the models of traffic accidents. in Rural Signalized Intersections METHODS : To develop day and night traffic accident models using the Negative Binomial Model, which was constructed for 156 signalized intersections of rural areas, through field investigations and casualty data from the National Police Agency. RESULTS : Among a total of 17 variances, the daytime traffic accident estimate models identified a total of 9 influence factors of traffic accidents. In the case of nighttime traffic accident models, 11 influence factors of traffic accidents were identified. CONCLUSIONS : By comparing the two models, it was determined that the number of main roads was an independent factor for daytime accidents. For nighttime accidents, several factors were independently involved, including the number of entrances to sub-roads, whether left turn lanes existed in major roads, the distances of pedestrian crossings to main roads and sub-roads, lighting facilities, and others. It was apparent that if the same situation arises, the probability of an accident occurring at night is higher than during the day because the speed of travel through intersections in rural areas is somewhat higher at night than during the day.

To provide active notification and enhance drivers'awareness of their surroundings, a vision-based collision warning system that detects and monitors surrounding vehicles is proposed in this paper. The main objective is to prevent possible vehicle collisions by monitoring the status of surrounding vehicles, including the distance to the other vehicles in front, behind, to the left and to the right sides. In addition, the proposed system collects and integrates this information to provide advisory warnings to drivers. To offer the correct notification, an algorithm based on features of edge and morphology to detect vehicles is also presented. The proposed system has been implemented in embedded systems and evaluated on real roads in various lighting and weather conditions. The experimental results indicate that the vehicle detection ratios were higher than 97% in the daytime, and appropriate for real road applications.
According to introduce KTX in Korea, rail-road bridge section of KTX was increased approximately 50% of the total length. Bridge is required periodic inspection and check to prevent accident and hazard because various damage which have effects on traffic and replacement of damaged parts is difficult. Specifically, the train as large-scale transportation because accidents led to great damage, preventing these accidents are critical. Well-organized management and maintenance systems are required to prevent the accidents. In the case of roadway bridge, bridge inspection vehicle is used to deploy inspectors in roadway bridge. However, this method requires a lot of time and efforts, and inspectors are exposed to potential hazard. Also, surrounding environment like poor lighting system or electric wire could harm the inspector while repairing. Due to this reason, automatic repairing and inspecting system have been introduced to replace the old methods. Management system of the railroad bridge track for trains uses various advanced equipments, but whereas roadway bridge management system is lacking these efforts. As a result of that, this study looks over the existing management method. and review the method to apply the Bridge Inspection Robot in railroad bridge. Moreover, this study suggests future management technology using inspection robot.
Lane detection algorithms became a key factor of advance driver assistance system (ADAS), since the rapidly increasing of high-technology in vehicles. However, one common problem of these algorithms is their performance's instability under various illumination conditions. We recognize a feasible complementation between image processing and color science to address the problem of lane marks detection on the road with different lighting conditions. We proposed a novel lane detection algorithm using the attributes of a uniform color space such as $CIEL^*C^*h$ with the implementation of image processing techniques, that lead to positive results. We applied at the final stage Clustering to make more accurate our lane mark estimation. The experimental results show the effectiveness of our method with detection rate of 91.80%. Moreover, the algorithm performs satisfactory with changes in illumination due to our process with lightness ($L^*$) and the color's property on $CIEL^*C^*h$.
Blackout effect occurs when a driver misadapts to the changed lighting conditions upon entering a tunnel. This could lead to a decrease in visibility especially in the daylight, depending on the difference in the degree of brightness between inside and outside the tunnel. To alleviate such a problem, we decrease windshield transparency before the driver arrives at the tunnel entrance. Controlled amount of light inside the car can allow the drivers to adjust to the dark prior to entering. The windshield transparency coefficient is to be determined by the arrival time at the tunnel and difference in the level of brightness between inside and outside the tunnel. Navigation, road sign detection, and tunnel entrance detection provide the arrival time. We also designed an opto-electronic conversion function to estimate the level of brightness. The black-hole phenomenon alleviation method is verified by field experiments using an automobile camera and a navigation. The result shows that the adjusted windshield transparency is able to provide an environment with a comfortable level of brightness with which the drivers can enter tunnels without the visibility problem.
The purpose of this study was to examine the current status of the use of bike parking lots in apartment complexes located in Gwangju Metropolitan City. The results were as follows. While common respondents answered the use of a bike for leisure or health, relatively few respondents answered a means of transportation such as going to school or work. It suggests that systematic plans to expand the range of using a bike should be made such as the connection of an apartment complex with a bike road. The common places to keep bikes were the entrance, the inside of the house, or stairs rather than bike parking lots because of safety problems such as theft or damage. In this regard, it is necessary to prepare clear regulation guidances to complement the safety problems of bike parking lots such as CCTV installation in the parking lots or compulsory installation of night lighting. Based on the findings, the methods to improve a bike parking lot should consider safety solutions and the complement of locations or keeping types. To activate the use of a bike, it is necessary to improve facilities to help residents' use of bike parking lots and expand their size in the future and examine the design of bike racks.
야간에 가로등이 없는 지방 국도 또는 우천시에 과속 방지턱이 보이질 않아 과속방지턱에 거의 근접하여 급 브레이크를 밟는 경우가 종종 발생하여 사고가 발생한다. 또한, 논 또는 밭과 인접한 지방 국도의 경우 농작물의 피해를 줄이고자 가로등 설치를 못하는 실정이다. 이 경우 야간에 사람들이 길을 다니는 경우 특히 검은색 계열의 옷을 입고 다니는 경우 사람의 존재를 운전자가 인식하지 못해 잦은 사고가 발생한다. 이 경우, 파장이 긴 색깔의 LED 가로등을 설치하면 농작물의 피해를 주지 않고 사람의 존재만 구별할 수 있어 교통사고를 줄일 수 있다. 따라서, 본 논문에서는 이를 위하여 과속방지턱에 LED를 부착하여 점등함로써 사전의 속도를 줄여 사고를 줄일 수 있고 또한 농작물에 피해를 주지 않으면서 인사 교통사고를 줄일 수 있는 태양광 및 압전소자를 이용한 절전형 LED 자동점등 지방국도(논로) 교통사고 방지 및 과속방지턱 겸용 가로등을 개발하였다. 태양광 및 압전소자를 이용 전력을 축척하여 LED를 점등하는 방식으로 조도센서를 사용하지 않고 태양광 소자의 에너지 축적 여부를 이용하여 LED를 ON/OFF한다. 또한 압전소자도 이용함으로써 여름철 장마에 태양광에 의한 축적이 부족한 경우를 대비할 수 있고, 또한 저전력 설계를 구현하여 최소 3일 이상 무충전시에도 정상 작동하도록 구현하였다.
