During disaster response, prioritization of limited resources is one of the most important bust challenging tasks. At the same time, it is imperative to timely provide the rescuers with the adequate equipment to facilitate lifesaving operations. However, supply of high demand equipment was insufficient during the initial phase of disaster response, challenging lifesaving operations in the case of the 9-11 terrorist attacks. In respond to the Haiti Earthquake, spatial information of the geographic area was not sufficient to support the search and rescue operations in the early phase of disaster response. However, with the help of civilians, information such as road names, infrastructure damage, and victim locations were updated into the spatial data repository. At the same time, resource outside of the disaster affected zone converges into the area to assist the response efforts, which is the effect of convergence that often made resource coordination challenging in large scale disasters. To efficiently collect information and utilize the converging resources, this paper proposes a flexible data repository for information update for equipment utilization in large scale disaster response scenarios.

본 연구논문은 지방자치단체에서 재난관리에 관한 총괄 조정업무를 담당하고 있는 일반 행정직공무원과 긴급구조업무를 담당하고 있는 소방공무원을 대상으로 설문조사를 실시하여 재난대응훈련에 관한 인식을 조사하였다. 설문조사결과 두 직렬공무원 모두 재난대응훈련에 동원되는 장비 및 훈련에 필요한 예산의 확보, 유관기관 사이의 네트워크 구축, 실제상황 및 지역특성의 반영, 훈련평가결과는 재난대응매뉴얼 및 다음 훈련에 반영, 훈련에 필요한 지휘통신 시스템의 확보 등이 필요한 것으로 나타났다.

Recently, natural disasters happened to the Korea frequently. Disaster in the present society has been changed and increased it impacts and extent of danger as the society develops. So, Korean people feel uneasy about the unpredictable disaster. Therefore the capability of administration system, and cooperation and support between related organization become more necessary. This study aims to find out better ways of disaster management system which can protect people's lives and fortune from all sort of national disasters. To research policy reform, it is necessary to analyze disaster response organization(national disaster prevention countermeasures headquarters and so on), interorganizational relationship, law system etc. Especially, in this study, role appreciation of government was analyzed to get the rational policy reform measure. Suggestion : First, it is necessary Establishing a consolidated organization for disaster managing and united response organization is necessary such as Federal Emergency Management Agency(FEMA) which controls an over all aspects of disaster management. And it is necessary to develop Integrated Administrative Control System based on comprehensive plan. When the accidents happen, it needs to be many equipments and various specialized personnel. So, to manage a large scale of disaster, it is necessary to have interorganizational network system which many specialized organization including volunteer group are integrated. Also, as soon as the natural disaster happen, many professionals and volunteers are distributed to the spots of disaster in the right man in the right place. Finally, All the citizens have to keep safety rules, and also to take a safe action in ordinary daily life.

Purpose: The purpose of this study is to understand currently active Korean paramedics' disaster response abilities, including immediate response, severity classification, patient treatment, and patient transfer, in a disaster situation with multiple casualties. Methods: A structured questionnaire consisting of a total of 25 questions was used, including 5 questions on the subject's general characteristics and 20 questions on disaster-related emergency response abilities. Results: Among the disaster response abilities of the participants, the patient transport ability scores were high and the cooperative support ability scores were low. In terms of general characteristics, there was a significant difference in age, and it was high in the 40s, and there was a significant positive correlation between each competency. Conclusion: These results suggest that there is an urgent need to develop a systematic and specialized educational system with components inside and outside fire departments related to multiple casualty disasters to improve overall abilities.

COVID-19, 집중호우, 화재 등 다양한 재난이 지속적으로 발생하면서 재난관리 및 대응의 중요성이 부각되고 있다. 재난대응 활동 전반에 걸쳐 효율적인 대응이 이루어지기 위해서는 재난현장 정보를 신속하게 수집하되 사진 및 동영상 등 영상정보를 통해 현장상황을 명확하게 인식하고, 신속한 재난대응이 이루어질 수 있도록 하는 것이 필요하다. 본 연구에서는 각 재난유형별로 재난대응 단계별 필수적인 활동 업무, 위기관리 표준매뉴얼과 각 재난 유형별 관련법, 일일상황보고 등의 각종 서식상의 수요정보를 분석하여 의사결정시 요구되는 필수정보들을 도출하였다. 또한 재난발생시 재난현장의 상황파악 및 실시간 피해현황 파악에 필요한 정보목록도 함께 도출하여 재난현장 정보 수집을 위한 가이드라인을 제시하였다. 수집된 재난상황정보는 공간정보 기반의 시스템을 통해 상황인식을 직관적으로 할 수 있도록 표출하였다. 우선적으로 수집해야할 재난상황관리 필수정보를 제시함으로써 현장에서 정보를 수집하는 담당자는 효율적으로 정보를 수집할 수 있고, 재난대응의 의사결정을 담당하는 상황실에서는 필요로 한 정보만을 전달받아 신속한 상황판단이 가능하므로 재난 상황관리에 대한 효율성이 증대될 것으로 기대된다.

Injury is a serious problem that not only causes death but also significantly degrades the quality of life of the people and causes loss of socioeconomic opportunities and costs. Damage occurs as a result of an accident. Among them, natural disasters and artificial disasters take lives of many people in a short time and threaten their physical and mental health. The United States has responded to the disaster by establishing relevant laws and regulations and a response system with the recognition that health is recognised soon to be as national security in the wake of the 9/11 terrorist attacks and the Katrina disaster. It is necessary to build a knowledge infrastructure to train disaster response experts in public health area and to have health competence to cope with disasters.

본 논문에서는 사회 환경의 변화에 따라 재난 발생 시 반복되는 재난현장 대응체계 현황검토를 통해 문제점을 파악하고 소방대공무원의 의식조사를 통하여 재난현장 대응체계의 현 실태 및 발전방안을 제시하였다. 재난현장에서 재난안전대책본부와 긴급구조통제단의 유기적인 협조체계가 이루어져 명령에 대한 권한의 중복성이 없도록 행동의 범위 및 시점이 명확하게 개선되어야 한다. 또한 재난현장 대응능력 강화를 위한 체계적인 교육 및 훈련체계가 구축되어야 하고 그를 위한 인력 및 장비도 증가되어야 한다. 마지막으로 재난 발생 시 초동대응능력을 향상시키기 위한 전술 개발 및 대응계획 수립 등 세부적인 대책이 요구된다.

연구목적: 본 연구에서는 재난관리의 주체인 소방공무원들을 대상으로 정부의 재난대응역량과 재난관리체계의 법·제도적 적절성이 재난관리 운영성과에 미치는 영향을 검증하였다. 연구방법: 소방공무원을 대상으로 설문조사를 수행하였으며, 조사자료는 SPSS 25.0 프로램을 이용하여 통계적 분석을 수행하였다. 연구결과: 본 연구를 통해 나타난 주요 결과는 다음과 같다. 첫째, 정부의 지진 재난대응역량은 재난관리 운영성과 요인인 재난 사전예방준비 뿐만 아니라, 재난 사후대응관리에도 유의미한 정(+)의 영향을 미치는 것으로 나타났다. 둘째, 지진 재난관리체계의 법·제도적 적절성은 재난관리 운영성과 요인인 재난 사전예방준비 뿐만 아니라, 재난 사후대응관리에도 유의미한 정(+)의 영향을 미치는 것으로 나타났다. 결론: 본 연구를 통해 국내 지진대비 재난관리의 운영성과를 향상시킬 수 있는 중요한 정책적 시사점을 얻을 수 있었다.

연구목적: 본 연구는 에너지산업현장에서 재난 발생에 대비하여 훈련하는 안전한국훈련 상황에서 훈련시 사용할 수 있는 재난훈련시스템을 필요한 곳에 적절하게 사용할 수 있는 방안을 모색하는 것을 목적으로 한다. 연구방법: 논문, 보고서, 통계자료 등을 조사하고 현장방문하여 훈련상황을 조사하였다. 연구결과: 재난훈련시스템을 활용한 토론기반 훈련과 실행기반 훈련이 계획수립부터 자체평가까지 가능하게 잘 이루어지고 있었다. 결론: 재난훈련시스템은 재난 발생에 대비하는 기관의 자체 훈련, 재난대응안전한국훈련시에는 평가활동까지 복합적으로 활용할 수 있는 시스템으로 그 사용성을 높여 평소 활용 범위를 넓혀야 한다.

우리나라는 화산 위험으로부터 안전한 지대로 알려져 있으나, 과거 1,000년 전에 백두산에서 큰 분화를 한 사례가 있으며 최근 화산분화의 전조현상들이 자주 보고되고 있어, 이에 대한 경고를 하는 화산전문가들이 늘어나고 있는 상황이다. 본 논문은 이러한 화산재해 발생시 공간정보 및 과학모델링 프로그램을 기반으로 신속하게 대응할 수 있는 화산재해대응시스템을 개발하고 활용방안을 제시한다. 세부적으로 언급하면 첫 번째로 사용자업무 및 관련시스템을 분석하여 화산재해 대응업무 프로세스를 도출하고, 두 번째로 이를 기반으로 화산재해대응시스템 설계 및 개발을 수행하며, 세 번째로 도출된 시스템의 효율성을 극대화하기 위한 활용 및 발전 방안을 제시한다. 본 연구를 통해 도출된 화산재해대응시스템은 우리나라를 비롯하여 동남아시아에 지역에 발생할 화산재해 피해를 최소화할 것으로 기대된다.
