  • During disaster response, prioritization of limited resources is one of the most important bust challenging tasks. At the same time, it is imperative to timely provide the rescuers with the adequate equipment to facilitate lifesaving operations. However, supply of high demand equipment was insufficient during the initial phase of disaster response, challenging lifesaving operations in the case of the 9-11 terrorist attacks. In respond to the Haiti Earthquake, spatial information of the geographic area was not sufficient to support the search and rescue operations in the early phase of disaster response. However, with the help of civilians, information such as road names, infrastructure damage, and victim locations were updated into the spatial data repository. At the same time, resource outside of the disaster affected zone converges into the area to assist the response efforts, which is the effect of convergence that often made resource coordination challenging in large scale disasters. To efficiently collect information and utilize the converging resources, this paper proposes a flexible data repository for information update for equipment utilization in large scale disaster response scenarios.

  • This research paper surveyed the awareness of general administrative officials who oversee the disaster management and firefighting officials who take part in emergency rescue work in local governments on disaster response exercises. The result of the survey showed that both officials acknowledged the need of the equipment used in disaster response exercises, securing the budgets for exercises, establishing a network among related institutions, reflecting actual conditions and local characteristics to the exercises, reflecting the result of exercise evaluations to the disaster response manual and next exercises, and securing a command communication system required for exercises.

  • Recently, natural disasters happened to the Korea frequently. Disaster in the present society has been changed and increased it impacts and extent of danger as the society develops. So, Korean people feel uneasy about the unpredictable disaster. Therefore the capability of administration system, and cooperation and support between related organization become more necessary. This study aims to find out better ways of disaster management system which can protect people's lives and fortune from all sort of national disasters. To research policy reform, it is necessary to analyze disaster response organization(national disaster prevention countermeasures headquarters and so on), interorganizational relationship, law system etc. Especially, in this study, role appreciation of government was analyzed to get the rational policy reform measure. Suggestion : First, it is necessary Establishing a consolidated organization for disaster managing and united response organization is necessary such as Federal Emergency Management Agency(FEMA) which controls an over all aspects of disaster management. And it is necessary to develop Integrated Administrative Control System based on comprehensive plan. When the accidents happen, it needs to be many equipments and various specialized personnel. So, to manage a large scale of disaster, it is necessary to have interorganizational network system which many specialized organization including volunteer group are integrated. Also, as soon as the natural disaster happen, many professionals and volunteers are distributed to the spots of disaster in the right man in the right place. Finally, All the citizens have to keep safety rules, and also to take a safe action in ordinary daily life.

Multiple casualty disaster scene response management: a survey of 119 paramedics (119구급대원의 다수사상자 발생 재난 현장의 대응 역량에 관한 연구)

  • Purpose: The purpose of this study is to understand currently active Korean paramedics' disaster response abilities, including immediate response, severity classification, patient treatment, and patient transfer, in a disaster situation with multiple casualties. Methods: A structured questionnaire consisting of a total of 25 questions was used, including 5 questions on the subject's general characteristics and 20 questions on disaster-related emergency response abilities. Results: Among the disaster response abilities of the participants, the patient transport ability scores were high and the cooperative support ability scores were low. In terms of general characteristics, there was a significant difference in age, and it was high in the 40s, and there was a significant positive correlation between each competency. Conclusion: These results suggest that there is an urgent need to develop a systematic and specialized educational system with components inside and outside fire departments related to multiple casualty disasters to improve overall abilities.

  • The importance of disaster management and response is emerging as various disasters such as COVID-19, torrential rains, and fires occur one after another. In addition, in order to respond efficiently throughout disaster response activities, it is necessary to quickly collect disaster site information and quickly check the site situation through photo and video information so that rapid disaster response can be achieved. In this study, essential information required for decision-making was derived by analyzing the essential activities of each disaster response stage, analyzing the crisis management standard manual and related laws for each disaster type, and daily comprehensive report. In addition, a list of information necessary to grasp the situation of the disaster site and grasp the status of real-time damage was derived to establish guidelines for collecting volatile disaster site information, and disaster situation information can be efficiently displayed through a spatial information-based display system. By presenting essential disaster management information to be collected first, the person in charge of collecting information can efficiently collect information, and the situation room in charge of disaster response decision-making is expected to enable more efficient disaster situation management by receiving only the necessary information.

  • Injury is a serious problem that not only causes death but also significantly degrades the quality of life of the people and causes loss of socioeconomic opportunities and costs. Damage occurs as a result of an accident. Among them, natural disasters and artificial disasters take lives of many people in a short time and threaten their physical and mental health. The United States has responded to the disaster by establishing relevant laws and regulations and a response system with the recognition that health is recognised soon to be as national security in the wake of the 9/11 terrorist attacks and the Katrina disaster. It is necessary to build a knowledge infrastructure to train disaster response experts in public health area and to have health competence to cope with disasters.

  • This thesis grasped problems by examining the current status of disaster response system repeated during the disaster according to the changes of social environment and suggested current status of disaster response system and developmental measures through the investigation of the awareness of fire-fighting officer. On disaster site, close cooperation system of disaster safety measure headquarter and urgent rescue controlling association must be formed and range and time of the action must be accurately improved so as not to cause duplication of rights for orders. Also, systematic education and training system must be established so as to strengthen disaster site reaction capability and manpower and equipment for it must be increased. Finally, detailed measures for improving initial reaction capability during the disaster, such as tactic development, reaction plan establishment, etc, are requested.

  • Purpose: In this study, the effect of the government's disaster response capabilities and the legal and institutional appropriateness of the disaster management system on the operational performance of disaster management performance were verified. Method: Questionnaire survey was performed for the fire officials, and the surveyed data was statistically analyzed by using SPSS 25.0 program. Result: The main results of this study are as follows. First, the government's earthquake disaster response capability is found to have a significant effect on disaster follow-up management as well as disaster prevention preparation, which is a factor in disaster management performance. Second, it has been shown that the legal and institutional appropriateness of the earthquake disaster management system has a significant impact on disaster follow-up management as well as disaster prevention preparation, which is a factor of disaster management performance. Conclusion: The important policy implications for improving the operation performance of disaster management could be obtained in preparation for earthquakes in Korea.

A Study of the Development and Utilization Plan of Volcanic Disaster Response System based on Spatial Information (공간정보기반 화산재해대응시스템 개발 및 활용방안 연구)

  • Korea had been known as safe region regarding volcanic disasters. On the other hand, Baekdu mountain experienced a large eruption one thousand years ago and the precursor phenomena for a volcanic eruption have been frequently reported these days. Therefore, a number of volcano experts, who warn of a volcanic eruption on the Korean peninsula, has increased. This paper describes the utilization plan and evolution of developing volcanic disaster response system based on spatial information and scientific modeling process for Baekdu mountain. First, the business processes for volcanic disaster response are derived based on an analysis of business system and related IT-based systems. Second, the design and development of a volcanic disaster response system are derived based on the business process. Third, a utilization plan is suggested to maximize the efficiency of the system. The application of the suggested volcanic disaster response system to NEMA, additional tests and system supplementation should be carried out. The complete volcanic disaster response system, which will be implemented based on this research, is expected to minimize the volcanic disaster damage in the area of Korea, China and Japan.

  • Purpose: The purpose of this study is to find a way to use the disaster drill system that can be used in the training in the required situation in the safety training situation in the safety industry to prepare for the disaster in the energy industry field by utilizing the developed system. Method: In order to accomplish the purpose of the research, I investigated the papers, reports, statistical data, and visited the site to investigate the training situation. Results: Disaster response safety Korean training is not only responding to disasters but also cooperating activities with local governments and related organizations. The contents are complex, diverse, and multifaceted. Conclusion: The disaster training system should be applied to the self training of the organization to prepare for the disaster and the safety training for disaster response in Korea.
